Wheelchair-bound Buys (58) was killed when he was hit on the N7 bridge, as he was making his way to his Kuils River home from Grandwest Casino on Sunday 4 March. He was flung from his motorised wheelchair and died instantly due to his injuries. The deaf driver of the car that col- lided into Cornelius was not in- jured. The family has made arrange- ments for him to be buried on Satur- day and the funeral service to be held at the De Eike Church in Kuils River. “A loving man who touched thelives of all those around him.”
That is how Cornelius Buys, whowas killed in a tragic accident inGoodwood, is described by thosewho knew him.
Wheelchair-bound Buys (58) waskilled when he was hit on the N7bridge, as he was making his wayto his Kuils River home fromGrandwest Casino on Sunday 4March.
He was flung from his motorised
wheelchair and died instantly dueto his injuries.
The deaf driver of the car that col-lided into Cornelius was not in-jured.

Your dogs and cats now need to be regis-tered.
This falls in line with the City of CapeTown’s Animal By-law 2010 where all thedogs and cats kept on the property must beregistered.
The maximum numbers allowed, depend-ing on the size of the dwelling and property,was announced by JP Smith, Mayco memberfor safety and security at a press conference.
. In a dwelling unit, like a flat or a duplexthe maximum amount of two dogs and fourcats is allowed.
. In a dwelling house, less than 600 squaremetres, three dogs and four cats are allowed.
. In a large dwelling house which is morethan 600 square metres in size, four dogs andfour cats are allowed.
. On agricultural property, six dogs andsix cats are allowed.
“The aim of the by-law is to determine thepopulation of animals on the property in thecity with information about the type, breedand other statistics which will aid in animalwelfare planning and budgeting,” saysSmith.
“It will allow the city to manage the rehom-ing of lost animals more effectively. Resi-dents are allowed to keep the number of petsthey have now. Owners are required by theby-law to identify their pets either by means
of a collar and tag, or microchip or both.However this is not a substitute for register-ing of pets and this must still be done. Atpresent it is not the objective of the city tocharge for registration.”
In a bid to make this as easy as possiblefor residents, the registration can be done onthe city’s website or physical forms.
This practice will also bring about job cre-ation as local residents will be employed togo into informal settlements and help resi-dents who do not have access to the internet.
The permit application process com-menced from Thursday 1 March and will endon Thursday 30 August.
Owners of unregistered pets will be issueda compliance notice, and a fine of R300.
“Failure to adhere will lead to any unregis-tered animals being confiscated and im-pounded under the Animal By-law,” saysSmith.
“Is it only cats and dogs that must be regis-tered.
“According to Section 23 of Animal By-law2010 owners of pets other than cats or dogsshould enquire from the City’s Health Direc-torate on the need for a permit regardingsuch animals.”
A Durbanville resident who wishes to re-main anonymous says she has mixed feel-ings over the by-law.
“The city’s intention to regulate thenumber of animals and also look at crueltyto animals is a good thing. But at the same
time, they (the city) should be concentratingon bigger issues. There are far more seriousissues than animal legislation and those is-sues should be looked at; which affect peopleseriously.”
Another resident says the idea has a “ringof stupidity to it”.
“All the by-laws on animals which arecoming into legislation now are unneces-sary. The city can’t be obsessed with such by-laws, even the dogs that bark for six minutesis ridiculous. The city has more importantissues to look at and not only focus on a cer-tain number of people’s issues.”
Owners must fill in the “Application Formfor Registration and/or Application to havemore Animals than Permitted” form. Cur-rently there are threeways to obtainand sub-mit this form:

His wife also says the family don’t blamethe driver of the car for what happened.
“We have made peace with the accidentand we also want the driver to make peacewith what happened.”
Warrant Officer Wayne Theunis, Good-wood police spokesperson, says the driverof the vehicle paid a fine for driving a motorvehicle without a valid driver’s licence anda case of culpable homicide is being investi-gated.
Anna Marie appeals to anyone who mayhave taken a navy checkered bag whichCornelius had on him at the scene to pleasereturn it as all their personal documenta-tion such as IDs were in there.
Cornelius leaves behind his wife, six chil-dren and 13 grandchildren.

Anger and emotions flared up at the firstBellville-based meeting over the pro-posed changing of street names in thenorthern suburbs, mainly Bellville.
Tempers soared, not so much over the pro-posed changes being made to the existingstreet names, but because residents see theprocess as a waste of ratepayers’ money.
“Why don’t you take the money and fix theholes in the road in my suburb; why don’tyou replace missing street name signs?”asked one resident at the meeting held at theBellville Velodrome last week.
The man said he has never been able to un-derstand the purpose of changing streetnames. “I have always thought it was politi-callymotivatedandnowyouhave confirmedthat,” he said.
He said everyone was living in good spiritand understood each other. “Now you areturning people against each other and arecausing strife,” he said.
This was part of the responses, followingan address by Councillor Brett Herron,chairman of the naming committee.
The proposed changes are Jip de JagerDrive to Dulcie September, Vanguard Driveto Govan Mbeki, Willie van Schoor to JeffMasemole and Hendrik Verwoerd to BeyersNaudé.
Herron said the city was hosting a seriesof public meetings as part of their public con-sultation process on the naming and renam-ing proposals.
He added that the naming policy, whichwas adopted by Council in December 2010,provides that Cape Town belongs to all of itspeople and has a long history of human set-tlement and a rich and diverse heritage. Hesaid the names of places should reflect themulticultural society “which must be easilyand equitably recognised”.
According to Herronnames create a sense ofplace; names are the be-ginningsandendsof jour-neys; names are placemakers and focal pointsthrough symbolism, as-sociation and remem-brance and names havepowerful positive or neg-ative meanings for peopleand can promote commu-nity harmony or perpetu-ate hurt and division.
Georgie Hogarth,chairman of the KenridgeRatepayers’ Associationsaid residents didn’tmind the names beingput forward. “What we domind is the money being spent. We want toknow why this money is spent,” he said.
Stellenberg resident Brian Cox said therewere hundreds of streets, especially on theCape Flats that don’t have names at all.“Why don’t you name them and you canname them with political connotations,” hesaid.
Jip de Jager’s granddaughter, Syrene deJager, also attended the meeting.
“Jip was the dean at the university for 20years. I understand there are other people tobe named, but to change Jip de Jager to Dul-cie September is upsetting people,” she said.
Chairman of the Bellville Business Cham-ber Tienie le Roux called on the city to lookat the changes in a sober way. “Please takeinto consideration the community’s views,”he asked.
Resident Louis Botha said financial impli-cations stretched further than only the obvi-ous changes. “It is street maps, nationalmaps, GPSes and world maps that have tochange.”
Another resident said he knew Dulcie per-
sonally and that she hailed from the south-ern suburbs. “Why don’t you name a streetthere after her?” he asked.
A question was asked about the cost of thechanges, to which Herron replied the finalcost was not determined yet. This statementwas met with scorn. Herron replied by say-ing as soonas theyknow thenumberof namechanges, a figure could be determined.
Many suggestions from residents indicat-ed that names should be changed to generalnames, ie that of birds or flowers.
Piet Badenhorst, chairman of the Afri-kaanse Handelsinstituut said one had to re-alise “we were living in an inclusive city andrecognition had to be given”.
“It is unnecessary to flare up emotions fur-ther. The committee has to look at other plac-es that can be represented.”
Herron said they were to make sure to ad-dress people who are affected directly byknocking on doors or dropping notices inpostboxes.
Feedback forms on the street namesshould be returned to the city by 31 March.

The De Grendel Lions Club up-held the tradition of enter-taining the Tandem Blind As-sociation of Cyclists ThroughSouth Africa with a braai andsome drinks at the EdgemeadSports Club on Fridayevening.
This event came just two daysbefore the Cape Argus cycleevent, in which a handful ofblind and visually impaired cy-clists from all over the countrypartake.
These cyclists not only over-come exhaustion, but also the ob-stacle of being visually im-paired.
The cyclist in the front of thetandem bike is called a pilot andthe visually impaired person inthe back is called a stoker.
According to the local Lionspresident, Martin Kallis, theclub is very proud of its workwith visually impaired people.
“I have a passion for the blindpeople who ride in the Argus!
For us it’s a huge thing. We’ve al-so sponsored three dogs already,which is about R20 000 to trainjust one dog,” says Kallis.
Chairperson of the SA TandemAssociation of the Western Cape,Allen Swartz, says about 40 visu-ally impaired people took part inSunday’s Argus.
Swartz only has good things tosayabout their relationshipwiththe Lions.
“We are so amazed that thereare people who have so muchlove and kindness in this world.We depend on people who can seeto practise this sport,” he says.
. Meanwhile, on Monday Ty-gerBurger heard that one of thevisually impaired cyclists, Cin-dyJacobsz, andherpilot,MickeyMinie, were involved in an acci-dent just 16km from the Argusfinish line.
Minie has been released fromhospital with bruised ribs, butJacobsz was still being treatedfor a broken pelvis at the time ofgoing to press.

Nou, in die skadu van ’n bloekomboom indie Bothasig-natuurreservaat, is daar 108houtkruisies vir elke dooie renoster.
Volgens Louw is daar meer kruise hier aswat die amptelike statistiek weerspieël,want van die renosters was dragtig voordathulle doodgemaak is.
Louw verduidelik: “Al wat jy as ’n Kape-naar kan doen, is om ander ook daarvan be-
wus te maak. Hoe groter die publiek se reak-sie is, hoe gouer gaan die regering iets daar-omtrent doen!”
Volgens www.stoprhinopoaching.comwas die hoeveelheid renosters wat jaarliksdoodgemaak word redelik stabiel op 15,maar in 2008 is 83, in 2009 122, in 2010 333 enverlede jaar 448 afgemaai.
Vos het vriendelik toegestem dat Louw el-ke maand kruise langs die Bothasig-natuur-reservaat in Bosmansdamweg kan inslaan.
Vos sê hy wil graag dié renostersbewus-makingsveldtog gebruik om klem te plaas opdie bewaring en vestiging van die reservaat.

The village manager at Farmersfield Re-tirement Village, Keith Porter, had a jo-vial conversation with his wife early Fri-day morning when he said: “What do youthink would happen if I asked the resi-dents to raise R1 000 for Shavathon andif they do, then they can cut off my hair?”
His wife laughed, knowing full well thather husband would never let them shave hishead.
Keith then thoughtlessly told two of theresidents about this possibility and they im-
mediately tookout their wal-lets and putmoney on hisdesk.
“We dareyou,” theysaid.
The manag-er had littlechoice, otherthan to an-nounce theproposal to theresidents viathe intercomsystem.
Keithworried asthe totalslowly creptup to theR1 000mark, butthen to hisrelief, oneresident de-cided to con-tribute not towards shaving him, but rathersaving him from the shave.
As the day wore on, Keith decided it’s timefor desperate measures by emailing friendsand suppliers to contribute to the “Savehim” list.
Regrettably this campaign didn’t garnersuccess and at 17:00 a crowd gathered to wit-ness the “scalping”, which was ceremoni-ously carried out by one of the residents.
The event was also witnessed by Keith’swife Yvonne, who is presently undergoingchemotherapy.
On the good side, over R3 000 was raisedfor Shavathon, much to Keith’s delight!

The seven-year-old boy looks up from thecolourful pages in the book and his eyessparkle with incomparable joy.
“Look!” his eyes reveal.“I’ve done it! I can read!”Very few people ever gave the mentally
and physically challenged boy a chance toread, but thanks to Dr Rose Botha’s revolu-tionary Do and Learn programme, he man-aged it in 15 minutes.
More than 100 of his friends at the specialneeds Filia School in Goodwood will alsobenefit from Botha’s programme thanks tothe tremendous support from northern sub-urbs community members.
The 82-year-old Botha organised a galaevent at D’Aria Restaurant in Durbanville toraise funds for FiliaSchool so that her read-ing programme cangive hope to those whoneed it most.
She was not disap-pointed.
“When I walked intothe venue, it felt like ascene from My Fair La-dy! It was incredible,”she says.
The principal of theschool, Doreen Herbert,was similarly blownaway by the support,but she reckons most ofthe praise should go toBotha for her love, gen-erosity and inspiration.
“For her to arrangeall of that and achieveso much as a ground-breaking pioneer is al-most impossible to com-prehend,” insists Her-bert.
Botha’s Do and Learn special educationprogramme, which is available in English,Afrikaans and isiXhosa, relies on four basicsteps based on integrating phonics: using allthe senses, short term memory, long termmemory and rote memory (which isachieved through mechanical repetition).
Botha says anyone can learn to read sevensentences in 15 minutes.
She muses: “All the birds with brokenwings come to me and then I help them flyagain.”
It is, however, not just “broken birds” thatwill come to rely on her programme, but alsoyoung children.
“In today’s world it is essential that chil-
dren are able to read before they go to school.I always say one should learn to read beforeyou read! I have a learner as young as twoand a half years old and she can already readeight sentences!”
This is, however, a unique case and Roseemphasises that children should generallyonly start to read once they are “well-spo-ken”.
Different packages address differentneeds. “The first is for parents teaching theirchild, then for educators, and lastly for edu-cators who want to teach children in theirspare time,” she explains, before adding thateven older people who have never learnt toread can use the Do and Learn programme.
“It is my goal to teach everyone in SouthAfrica how to read!” she exclaims.
Judging by the fantastic success of the galaevening and her invigorating approach to
teaching learners how to read virtually ona daily basis, then this certainly doesn’tseem beyond her.
“Barriers are there to be overcome!” sheconcludes.
Herbert says that more than 100 of Filia’s194 learners will be exposed to Botha’s pro-gramme and plans are afoot to eventually in-clude all of them in the near future.
If all the people who will benefit fromBotha’s programme were words, then ironi-cally she would have constructed a novel ofsuch beauty by the end of the decade, itcouldn’t be described in words.

The SA Post Office’s Returned Letter Of-fice (RLO) recently held an auction atGoodwood Sports Club to sell some of theparcels that have never been successfullydelivered.
Ten percent of all thefunds raised at this quar-terly auction will go tocharities and the rest willbe ploughed back into SAPost Office operations.
According to RLOspokesperson for SA PostOffice, Martie Gilchrist,they raised about R150 000on the day.
Thousands of items fromclothes and DVDs to kitch-en appliances and bookswere sold.
One item, a silver Nel-son Mandela coin, wassold for R9 000.
Gilchrist elaborates:“When a letter or parcelcannot be delivered totheir intended recipientsdue to incorrect deliveryaddresses and no returnaddress, then theses aresent to the SA Post Office’sRLO in Cape Town.
Apparently the RLO canreceive up to 30 000 items a day.
“Peoplewhouse thepost officemust pleasealways ensure that they write down the cor-rect addresses, and to add their own returnaddress should the package not arrive at itsintended recipient! We hold on to the pack-age for up to a year, but if we are unable to
deliver it then we auction it to the public,”she explains.
All letters and parcels are also opened un-der strict supervision in an effort to seewhether a return address can be found with-in the contents of the letter or parcel.
It is also vital to understand that oneshould never post highly flammable and po-
tentially explosive items, live animals oritems that are likely to leak and contaminatethe rest of the contents of a mailbag.
“Just recently one of our staff members gotsick when she opened a package and sawsomeone tried to post steaks!” concludes Gil-christ.

Those who voluntarily sacrifice theirtime for the safety of others are shining ex-amples of everything that is right in theworld. Human beings are social creatures– we need each other when faced withgreat danger. Presently, no danger is moreimminent than theuncompromising crim-inal.
So why the bad attendance of Communi-ty Policing Forum meetings? Some willask what the point is of going to a meetingwhere people discuss crime? These peopledon’t see the bigger picture: CPF meetingsare not just a discussion – they constitutea war room.
Ifwe stand together,wecanconquer thisevil. The battle lines have been drawn andvictory is assured, but Tom wants to sleep,Dick wants to braai and Harry wants towatch television.

Outraged at thetrolley return feeWith regards to the article “Shop trolleystaken back from homeless” (TygerBurger7March). Imanageoneof themany trolleymanagement companies in the WesternCape and would just like to say that I ap-preciate the help of law enforcement tocollect the trolleys from the so-called“trolley pushers” but at the same time Iam outraged that we, the trolley manage-ment company, must now pay R1 140 pertrolley if we want them back! A new trol-ley does not even cost that much.
The so-called “trolley pushers” are theones stealing the trolleys and now the trol-ley management companies must pay fortheir crime. It is the same as saying if aperson steals your TV you must pay thevalue of that TV to have it returned to you.

I was reading your paper on Wednesday7 March about the trolleys that were con-fiscated fromthehomeless (“Shop trolleystaken back from homeless”). Why can’twe have a similar system to the one inEngland? When you go to the shops youput a pound coin into the lock where allthe trolleys are chained, you take yourtrolley and when you are finished you re-turn the trolley to the trolley bay and youcan then get your pound returned. I knowthere is a lot of crime in South Africa, butI’m sure a similar system might work.

After two years of meticulous planning,local metal band, Sindulgence, are al-most ready to release their debut album.
The Durbanville band is made up of Mullervan Niekerk on vocals, Byron Dinwoodie onbass andvocals,RyanEberlinonguitar,Rod-ney Dosson, also on guitar, and Michael Sny-man on drums.
Ryan explains that their name, Sindul-gence, is a play on words. “With us it is moresomething we are against,” he says, addingthat the name represents “the greed of theelite”.
Ryan points out that Byron’s lyrics are of-ten filled with social and political themes,while Byron shyly says: “But sometimesthey are just about men who live in cabins.”
“Our name is open to interpretation,” Ry-an states simply.
While the band plays metal, they don’t de-fine it any further than that.
“When we write, we don’t consider sub-genres,” Byron says.
He adds that if you had to compare themwith another band, they would probably beclosest to System of a Down.
“They pretty much do what they want,”Ryan says.
Their album, titled, Recollections, is duefor release in June.
“The themes around that are just as variedas the band’s name,” Ryan says.
When he joined the band in 2010, Byronsays they made a decision to put an albumout, no matter what. “To show people that wemade something and we are proud of it,” hesays.
Most of the album was recorded in lessthan a week, with a live, off the floor feel.
They worked with Dean Hammond, alsothe guitarist for Moment of Clarity, who re-corded, mixed and mastered the album.
Sindulgence have been working withEvent Horizons and are very busy withshows even before their album release.
On Friday they will be at Roar in Observa-tory and on Sunday they will be playing atBuckleys in Bellville.

Die meeste gholfspelers kanmaar net droom van die “vol-maakte” hou – ’n kolskoot op ’nsyfer 3 te slaan. Maar om dit op’n syfer 4 te vermag, is amper on-gekend!
Altin van der Merwe (15) van dieHoërskool Brackenfell het dié rarekolskoot op die sesde putjie van dieKuilsrivier-gholfbaan geslaan.
“Ek het die Dinsdag (6 Maart) náskool nege putjies gaan speel toe ekdie kolskoot geslaan het. Ek het be-sluit om die aggressiewe lyn oor diebome te vat reguit na die setperktoe.
“Die bal het mooi suiwer getreken my eerste gedagte was dat dit netkort sou wees. Die putjie speel 302meter lank en ek was verbaas toe ekmy bal in die gat sien.
“Toe ek na my bal begin soek het,was daar ’n sekuriteitswag netlangs die setperk en ’n werker vandie baan wat vir my gesê het my balis in die gat. Die putjie loop redelik
skerp af, so ’n mens kan nie die set-perk van die bof af sien nie.
“Dit was een van daai dae dat al-les mooi geloop het. Ek het 30 houeop daai nege putjies gespeel,” hetAltin trots vertel van sy prestasie.
Aangesien Altin slegs geoefen heten nie in ’n amptelike gholfdag ofkompetisie gespeel het nie, kom hynie in aanmerking vir sy naam opdie erebord in die klubhuis nie.
Die klub het sy prestasie wel er-ken met ’n sertifikaat wat hulle virhom gegee het.

Ice hockey is much more than just guyssmashing each other into the boards.
Women also smash each other into theboards.
This statement is, of course made tongue-in-cheek, since it really is a complex sportwith tactics and skills intertwining fluidlywith force and determination.
The South African Women’s Ice HockeyTeam held their final practise session atGrandWest’s Ice Station recently before they
jetted off to compete in the World Ice HockeyChampionships in Korea.
Four of the women are from the northernsuburbs: Dalene Rhode (Ravensmead), Nico-la Roche (Table View), Samantha Jansen(Bothasig) and Simone van Wyk (Bellville).
This week, 20 of South African’s finest fe-male ice hockey players will be taking partin the 2012 IIHF Ice Hockey Women’s WorldChampionship Division II Group B.
They’ll be going head to head against someof the world’s top ice hockey teams from Bel-gium, Korea, Iceland, Poland and Spain.
Their manager, Wendy Horn, elaborates:
“They play round robin and the one withthe most points get promoted to thenext division and the one ending atthe bottom is relegated. Last year wedidn’t win a game, but one teampulled out, so no one was relegated.We had a very young team, but thisyear we have more experience.”
To take skaters to the next levelmuch work has also been done on vari-ous “plays”, zone coverage and systems toget them ready for the big days ahead.
Dalene (17) was the youngest memberlast year and has been playing icehockey since she was just eight yearsold.
According to Horn this sport is un-doubtedly growing.
“There were about 30 new ladies inGauteng when last they only had 10!”
Most smaller sports in the countrystruggle to find sponsors, but if every-one who has the talent gets to the re-spective ice-rinks and joins the bur-geoning “masses” then this will alsobecome a thing of the past.
“You got to be tough – personality wiseand physically. Other important at-tributes include fitness, skating skillsand hand-eye co-ordination.
“Get down to the ice rink, especiallythe younger ones, and practise!” she ex-claims.
It is reasonably expensive to play,since the equipment is often imported.

saam bo-aan hul afdeling in die Peter Butt-ner-sport-liga is en daar gevolglik tot die ko-mende Saterdag gewag sal moet word om tesien wie aanstaande week teen waarskynlikBrackenfell in die eindstryd sal speel.
De Kuilen (181/8) het Bellville (177) met be-hulp van ’n goeie spanpoging met twee paal-tjies getroef. Wouter Whitmore (4/41) was dieKuile se suksesvolste bouler.
In ander o.19A-wedstryde was Stellenbergmet 36 lopies te sterk vir The Settlers, Brac-kenfell het Khayelitsha-klub ’n loesing met138 lopies toegedien en Fairmont was met sespaaltjies bobaas teen Fairbairn. Die indivi-duele uitblinkers was die Brakke Ian Smith(67), Wian Engelbrecht (51 en 4/18), Stellen-berg se Lohan van der Vyver (3/4) enSchaughn van Greunen (Fairmont, 44).
