“As lede van die polisie wil ons graag ’nuitdaging rig aan die polisielede van dieWes-Kaap. Ons gaan persoonlik elkeen R100skenk aan die fonds, en daag ander polisiele-de uit om dit te ewenaar,” sê LaurentiusSchoonwinkel, wat so pas saam met Bouweren hul spanmaats silwermedaljes verowerhet in die Kannaland-Vasbyt.
“Ons probeer elke jaar geld insamel virDie Burger-Kersfonds. Ek dink dis ’n won-derlike geleentheid om in die jeug van Suid-Afrika, veral in die Wes-Kaap, te belê,” sê hy.
Die Burger-Kersfonds bied gratis va-kansieverblyf aan kinders van drie wel-synsorganisasies, naamlik Badisa,ACVV en Mfesane. Dit sluit ’n week gra-tis verblyf by Die Burger-strandhuis,etes, asook opvoedkundige uitstappiesvir groepe van gemiddeld 54 kinders op’n slag, in.
SirkelroeteDie Schoonwinkels beoog om op Son-
dag 13 Oktober weer vir 13 uur lank ’n5 km-sirkelroete vanaf die Brackenfell-sportvelde te stap.
“Ek en my broer sal van 05:00 tot 18:00op ‘n aflosbasis stap, en elkeen wat wilsaam stap, sal gevra word om ’n donasievan minstens R5 aan die fonds te maak.Stappers kan enige tyd van die dag by onsaansluit,” sê Bouwer.
Die plaaslike maatskappy, 3D CrystalCreations, het homself reeds by die pro-jek geskaar en het twee trofees geskenk,wat oorhandig sal word aan die man envrou wat die verste afstand aflê.
“Die idee vir die 13 uur-stap is 1 uur virelke R100 000 wat die Die Burger-Kers-fonds beoog om in te samel,” sê Bouwer.Die fondsinsameling-inisiatief word on-dersteun deur die Brackenfell-polisie, dieTygerBurger en die Brackenfell-atletiek-
klub.Die broers hoop dat die hele Bracken-
fell en omgewing by hulle sal aansluit.“Ons sal graag die hele gemeenskap enook ander atletiekklubs wil betrek, sowelas die sakesektor. Verskeie maatskappye

Have say on Animal Welfare PolicyResidents are encouraged to provide inputinto the city’s efforts to promote animalcare by commenting on the draft AnimalWelfare Policy from this week.
The city has developed the draft to pro-mote the welfare of animals and provide theframework for the city’s approach to under-standing and dealing with domestic com-panion animals. It will focus primarily onthe welfare of domestic companion animalsand working equines (e.g. cart horses), apress release from the city reads.
This policy is supported by the legislationthat the city is mandated to implement andentitled to enforce, i.e. the city’s Animal By-lawwhich regulates themanagement of ani-mals, including dogs, cats and workingequines. This is important in terms of en-suring public health and safety, the mediarelease indicates.
However, the bylawdoesnot clearly artic-
ulate the city’s approach to the care andwel-fare of animals. In the absence of a policy,there is a lack of clarity on the roles and re-sponsibilities between and within govern-ment for promoting animal care.
Animal rights need to be balanced withthe potential effect that animals may haveon humans.
The city has the difficult task of consider-ing any health, nuisance, economic, tour-ism, and safety risks while ensuring that ithas legislation and policies in place to pro-tect residents and animals.
The policy follows a workshop with inter-ested parties facilitated by the city’s HealthPortfolio Committee in May 2011. Presenta-tions and contributions at this workshopserved as the basic framework for the draft.
In January last year, the Western CapeGovernment hosted an Animal WelfareSummit, followed by a further workshop in
March 2012 – bothofwhichprovided furtherdirection for the policy.
The finalised draft will undergo a publicparticipation process from this Monday (9September) to 11 October during whichstakeholders and interested parties are en-couraged to provide their comments.
Thedraft policywill bemadeavailable forviewing at the city’s libraries and subcoun-cil offices and electronic copies will beavailable on the city’s website, at www.ca-petown.gov.za/haveyoursay.
Two public sessions where oral represen-tations will be heard are scheduled for 14:00and 17:30 on 26 September at the CouncilChambers, 44 Wale Street, Cape Town.

eventhasbeena traditionat theBrackenNa-ture Reserve since September 2006.The “six-pounder” cannon was donated to
Bracken Nature Reserve by its sister naturereserve, Tygerberg, in February this yearand it has since been renovated by theFriends of Bracken.The cannon had originally belonged to the
South African Navy and was donated to Ty-gerberg in 1997. When Tygerberg Nature Re-serve’s original cannon was returned fromthe Parow Civic Centre, it was only naturalthat the “six-pounder” be donated to Brack-en.This exciting daywillmark the first firing
of the cannon at its new home.During the festival, a discovery race will
take place and families are encouraged toregister and join in with this fun-filled, ad-venture activity.
Theyneed to register as a teamof at leastthree people to be eligible for the race anda maximum of 49 participants will be ableto take part.Registration will take place at the re-

GRATIS VERVANGING VAN UITGEDIENDEELEKTRISITEITSMETERSDie Stad Kaapstad se departement elektrisiteitsdienste het met ’n projek vir die vervangingvan uitgediende elektrisiteitsmeters begin. Hierdie projek sal aanvanklik op uitgediendekragkoopmeters fokus maar later uitgebrei word vir die vervanging van sommige van dieouer kredietmeters in die Groter Kaapstad-gebied. Eskom se voorsieningsgebiede is nie byhierdie projek ingesluit nie.
Die ontwerp-lewensduur van koopkragmeters is ongeveer 20 jaar, en die velddefekteby hierdie ouer meters het nou die stadium bereik waar beplande vervanging nodig is.Ongeveer 10% van koopkragmeters kwalifiseer vir vervanging, en die fokus sal aanvanklikwees op dié gebiede waar die meeste van hierdie ouer meters aangetref word.
Die Stad het Elex Khanyisa aangestel om hierdie vervangings oor die volgende drie jaarte behartig.
As ’n meter vervang moet word, sal ’n kennisgewing by die perseel afgelewer word om ’nafspraak daarvoor te versoek. Die Stad se hulpsentrumpersoneel sal oor besonderhede van diekennisgewing beskik, sou die kliënt die egtheid van die korrespondensie wou bevestig. Allepersoneel sal identiteitskaarte dra en duidelik gemerkte voertuie gebruik. Die metervervangingis gratis en verpligtend.

BEGROTING VIR 2013/14Die Stad Kaapstad gaan begin met sy proses vir die hersiening van die vyfjaarplan vir 2012 –2015 met die oog op die geïntegreerde ontwikkelingsplan (GOP) en begroting vir 2014/2015.
Dit sal die tweede hersiening van die ampstermyn-plan wees wat op 28 Mei 2012 deur dieRaad goedgekeur is.
Die tydsraamwerk vir die GOP en begroting vir 2013/14 bevat ’n uiteensetting van dieaktiwiteite verbonde aan die opstel van die begroting en hersiene GOP vir 2014/15. Die doelvan die hersiening van die GOP is om te verseker dat die evaluering van prestasiemetings endie mate waarin veranderende omstandighede dit noodsaak, by munisipale beplanning in aggeneem word.

Ombudsman says you can return retail goodsWe’ve all had a bad customer experi-
ence, but how many of us actuallytake it further?Under theConsumer
Protection Act (CPA), you may be entitled tocompensation.
Consumer Goods and Services Ombuds-man (CGSO) Adv Neville Melville, pointsout five common areas of consumer com-
plaints and how to go about complaining.Consumers may purchase goods only to
find that they are of poor quality or down-right defective.
“Under the CPA consumers are entitled toask for the goods to be repaired, replaced orrefunded if they are defective,” saysMelville. “The choice is the consumer’s – the
retailer cannot force the consumer to havethe goods repaired if they want a refund orreplacement.”
He adds that the consumer can also insiston a cash refund instead of a store credit, buttheymust return the goodswithin sixmonthsof purchasing.
When buying online, be sure to read the
small print. However, whatever the suppli-er’s return policy, if the goods are defec-tive, the consumer is entitled to have themreplaced, returned or refunded.
And the supplier must cover the expens-es of this.
“Make sure you keep your paperwork inorder, including your receipts if possible tomake the process easier.”
Loved that handbag yesterday, butchanged your mind today? That may not beenough to lodge a complaint against a re-tailer.
“It’s a misnomer to think that a companymust take back goods you purchased ifthere’s nothing wrong with them,” saysMelville. “The Act only requires a supplierto accept a return if there was somethingwrong with the goods.”
However, a “cooling off period” of fivedays applies to direct marketing sales or tocredit transactions, such as purchasing acar, where there is a written agreement inplace. Purchasing goods using your creditcard counts as a cash sale.
“If there is nothingwrongwith the goods,the retailer can also insist on a till slip asproof of purchase or for the original pack-aging to accept a return,” says Melville.
“Most reputable retailers have a returnspolicy in place, which may specify a timelimit for returns, usually up to about amonth.”
Companies usemarketing tactics such assales and promotions to get customersthrough the door. But if you arrive, only tobe told they’ve run out of the advertisedstock, you may have grounds for a com-plaint.
Under the CPA, retailers must ensurethat they have sufficient stock to meet rea-sonably anticipated demand for any prod-ucts that are promoted or advertised.
“If a company advertises goods at a spe-cific price and runs out of stock, they canbe held liable for ‘baiting’ consumers,”says Melville. “If the consumer can showthis, they have grounds for complaint orcan demand goods of a comparable qualityand value.”
If you have suffered from food poisoningafter eating contaminated food, then youmay be entitled to claim compensation un-der the CPA.
“You may be able to claim expenses suchas those related to hospitalisation, othermedical costs, and loss of income while youare ill,” says Melville.
“Again keep your till slip and collect asmuch evidence as possible, including labo-ratory tested specimens and if possible,freeze any left food so it can be tested forbacteria,” says Melville. Check the CG-SO.org.za website for more details.

ons standpunte, handelinge en gedrag. Ditvormdie basis vanalle aksieswat ons doen.Dink maar aan jou besluite, jou houding
en gesindheid, oordeel, emosies en keuseswat jy maak. Dit alles spruit uit jou persep-sies oor ’n bepaalde saak of persoon.Ons almal ken die voorbeeld van die hal-
we glas. Die een persoon se persepsie salwees dat die glas halfleeg is en die anderpersoon se persepsie dat die glas halfvol is.Miskien het jy al gaan fliek of ’n boek ge-

Byvoorbeeld in die ouer-kind-verhouding sal ’n ouer en kind se per-sepsies rondom vriende, kleredrag, studie,musiek, godsdiens en ontspanning kan ver-skil. Persepsies veroorsaak ook in die hu-welik konflik. Indien ’nman en ’n vrou ver-skillende persepsies oor ’n saak het, kan ditstremmend op die huwelik inwerk.Byvoorbeeld ’n man werk lang ure en
bring min tydmet sy vrou en kinders deur.Die man se persepsie is hy werk hard omdie beste aan sy gesin te voorsien.Die vrou se persepsie is die man se werk
is vir hom belangriker as sy huwelik en ge-sin. Persepsie is ongelooflik kragtig. Onsmoet daarom seker maak wanneer menseiets oor en van ons sê, ons dit op die regtemanier sal hanteer. quite a big gig and there were three guysout in front of the stage and they were caus-ing absolute havoc,withus on stage,”Kevinstarts to explain. “They’d been drinking fartoo much,” he points out, adding, “They ru-ined the gig for us.”After the show, the guys went up to the
band and told them howmuch they enjoyedthe show. “It turned out they were there thelast night before going back to Afghanistan,to fight in the armed forces for the UK,”Kevin says, adding that they endedup swap-ping Facebook contacts with them.“About two weeks after that, all three
those guys were killed in a roadside bomb,”Kevin says. The song is for them.Another song he is promoting is “Forever
Mandela”, which he recorded with a choirfrom Ikhaya Le Themba Orphanage inKhayelitsha.“I have a two-year old daughter andwhen
Madiba was in hospital, they asked thequestion on TV: ‘What would the countrybe like if he had never existed?’ and it gotme thinking, what would South Africa belike today for my daughter, if he had neverexisted?” Kevin explains about the inspira-tion behind the song.
Future“I think it was the quickest song I’ve ever
written,” he says, adding: “I wrote thewhole song, chords, lyrics, everything, inabout six minutes.”“It turned out to be probably the song I’m
most proud of,” Kevin says,“It talks about the changes he’s made for
all of us and the future of the country, theway I see it, being a much brighter futurethanks to him,” he says.Kevin is planning to release a few music
videos alongwith the newalbum in the nextcouple of months.“I’m definitely working harder than I’ve
