To address these, the director of Aquacor Property Developers, Matthew Quinton, met with a handful of concerned residents on site last week Thursday. Many fears were allayed, but one nagging opinion hung in the air afterwards – the rental price will be too steep. Unaffordable The two bedroom, one bathroom, 56 square meter units will be available for rent at over R7 000. One of the main objectors to the develop- ment, Waldo Prinsloo, says this price will never be met, and the fund that owns the se- curity complex units will have to lower the price and, also their high expectations of the social standard of possible tenants. “The houses in the area cost an average of R1.1 to R1.5 million. How can they expect to rent it out for R7 000? It doesn’t make sense. I think the price is a smoke screen so that the community doesn’t object to the de- velopment,” says Prinsloo. Construction of 120 units will commence on the land adjacent to Robertson House as early as next month. One of the community’s fears was that “low-cost housing” might lower property prices in the area, but during the meeting, Quinton said they are by no means planning to build RDP or low cost housing in Corsair Road. Perhaps the greatest objection by most of those who attended was the assumption there must have been a flaw in the public participation process, because many of them only heard recently that the land will be de- veloped. Three suspects were arrested in Park-lands and Table View last week Thurs-daywhen drugs to the value of R1,2mil-
lion were found in their possession.The number of arrests of suspected drug
dealers keep on climbing, and in areas suchas Parklands and Table View this is no ex-pection.
Just last year, crime ratios indicated 1 420people out of every 100 000 in Cape Townwere involved in drug-related crimes.
In Gauteng this number is below 600.From July to September, the city’s metro
police arrested 541 suspects on drug-relatedcharges and confiscated over 10 000 units ofdrugs –more than double the amount confis-cated during the same period in 2013.
City mayco member for safety and securi-ty, JP Smith, said serious inroads will bemade in the fight against drugs soon.
“Watch this space! This week the city willelaborate on an assembly of specialists fromall over the country who will form part ofthe Gang and Drug Task Force this festiveseason,” he said.
Last week the metro police Drug TaskTeam confiscated 500 grams of tik in Park-lands, and shortly afterwards, four kilo-
grams of tik and 200 grams of cocaine in Ta-ble View.
Two men were arrested in Parklands anda woman in Table View.
Provincial police spokesperson Lieuten-ant Colonel Andrè Traut said police foundtwo Nigerian nationals in possession of 500gof tik after their vehicle was placed undersurveillance. The two suspects attempted toget rid of the drugs when they realised theywere being followed.
The house in Table View apparently be-longs to oneof the suspectswhowasarrestedin Parklands.
During the search of the premises metropolice discovered the drugs buried under-ground in a plastic container.
“A third suspect, a South African woman,had been arrested after she was found withthe drugs. The total street value of the drugsis R1.2million, which is regarded as a signif-icant blow to the drug trade,” said Traut.
“These arrestswere the result of verygoodcooperation between the city and the policeand I want to commend all of the officers in-volved,” says Smith.
“They have removed a significant quanti-ty of drugs from the streets and provided atimely reminder to those in the drug tradethat they need to watch their step.”
He said last year the city focused more onlower level users.
“We arrested a large pool of these people,but this year we are biting further up thefood chain.”
ParklandsNeighbourhoodWatchchaiper-son, Bjorn Harrison Sagar, said the drugproblem in Parklands is “extensive” fromboth the user and the dealer perspective.
“The only way we can fight this is to in-form the authorities, which you can also doanonymously,” he says.

structure has been identified as at riskto increased urban pressure and ris-
ing sea levels, according to the City of CapeTown’s Sea Level Rise Assessment Report
Now the city is looking at ways to accom-modate the existing and future traffic de-mands on the Table View beachfront area.
One possibility for protecting infrastruc-ture would be to reconfigure the currentroad infrastructure to allow for the widen-ing of the existing dune corridor. It is fore-seen that this would serve as a first levelof protection against sea level rise.
“Such a reconfiguration would also ena-ble increased economic and social opportu-nities for this area and for the broader met-ro,” says mayco member for Energy, Envi-ronmental and Spatial Planning, Johan vander Merwe.
“A conceptual transport study was there-fore undertaken to see whether a proposedreconfigurationwould in fact result in a suf-ficient measure of protection against sealevel rise. The study successfully identified
a number of feasible options for reconfig-uring the transport infrastructure withinthe area.With the highest rate of urbanisa-tion in the country, we certainly cannotrest on our laurels if we want to create afinancially and environmentally sustaina-ble future.”
After public consultation, a preferredtransport option will be identified and in-cluded as part of a broader developmentframework for the Table View beachfrontas a local area planning priority for theBlaauwberg District.
The development framework must pre-pare a holistic plan for the Table Viewbeachfront area that responds to the issuesof coastalmanagement, sea level rise, builtenvironment pressures, traffic manage-ment, public amenity and economic devel-opment, by giving direction to future de-velopment that will guide both public andprivate decision-making and investment.
During the preliminary investigations,it apparently became clear that the issueswhich the development framework sought
to resolvewere intimately linked to the roadinfrastructure of the area.
The city nowurges residents to give inputon the various transport options that havebeen identified in the draft report.
They will be presenting the outcomes ofthe study at a publicworkshop on 27Novem-ber from 19:00 to 21:00 at the BloubergstrandLibrary Hall in Andrew Foster Road.

“We would like to thank the traffic depart-ment of Milnerton for acting on our requestto investigate, or having a traffic officer mo-nitoring the accidents and near-accidentshappening weekly in the mornings at theT-junction of Tygervalley Road and Conter-manskloof Road,” says Barend Esterhuizensarcastically.Esterhuizen and his daughter saw an acci-
dent at this T-junction after informing thetraffic department “numerous times” ofreckless driving at this junction.“We have not seen a traffic officer at this
junction. Ever. Possible reasons are thatthey’re busy somewhere else, they’re on teatime or it’s too early for them,” he raves.TygerBurger asked the spokesperson for
Cape Town’s traffic services, Richard Cole-man, how best to lodge a complaint.“I don’t think people realise what we are
responsible for.Wehelpwith traffic enforce-ment, respond to complaints, assist in filmshoots, process vehicle registrations andconducts tests for drivers and learnerdrivers, to name but a few,” says Coleman.Add to this the fact that the department is
understaffed, and themagnitude of their res-ponsibility hits home.
“We have about five teams per day bet-ween Vanguard Drive and Hout Bay. Theseteams consist of about four officers, so wehave just 20 people to cover that whole area!We cover massive areas for the amount ofpeople we have.”Coleman adds, however, that every single
complaint will be taken seriously.If itwasmade following the right channels
then it was sure to reach someone whowould investigate the matter.“It’s better to use email, then there is a pa-
per trail. It becomes a C3 notification, whichmeans we will reply to the complainant, the
complaint will be attended to and within se-ven days we will reply to the complainantagain. The public can, of course, also phonethe call centre at 107, but then there will beno correspondence,” he elaborates.The perception that traffic officers only
work towards the end of the month to reachtheir quotas is also rebuffed by Coleman.“We don’t have quotas. A lot of people also
think you’re working for your bonus, butthis is false. Otherwise I’ll get a bonus everymonth. There are somany places you can sitand just write! But that’s not what we’re the-re for.”With the festive season just around the
corner,Colemanonceagainurged thepublicto be vigilant when driving.Pedestrian safety and drunk driving will
be high on the list of priorities, with thenumber of road blocks soon set to increasedramatically.Coleman emphasises the importance of
wearing seatbelts.“From a special enforcement side, in Ja-
nuary 80 people were fined for not wearingtheir seatbelts. In February 172 and in Sep-tember 1 569 people.
