    n employee of Parow and Bellvilles

    city improvement district, the

    VRCID, used his street smart savvy

    to uncover an enormous fraud and forgery

    ring in the Bellville city centre last Thurs-

    day.

    Derek Bock, COO of the VRCID, told Tyg-

    erBurger on Monday his team had been

    tasked to find the origins of illegal abortion

    and other posterswhen the employee, using

    his own initiative, discovered the true ex-

    tent of the fraud.

    The taking down of the nuisance posters

    is our job and a waste of taxpayers money.

    We decided to follow the people who were

    handing out these posters, Bock said.

    This led the employee to a building in the

    city centre. Thats when he entered the

    building on his own. He used his street

    smart savvy and pretended to be a custom-

    er.

    The employee then came upon this en-

    tire operation. He immediately contacted

    me and we went back and investigated to-

    gether, Bock said. What they found, Bock

    says, was mindblowing.

    There were scanners, laptops and other

    digital equipment, industrial printers, fake

    money and passports, fake licence docu-

    ments, asylum permits, university and col-

    lege degrees, identity documents and even

    vehicle registration discs.

    When we saw the extent of the fraud, I

    first called the local subcouncil chairman,

    Sam Pienaar. Then the Citys Metro Police

    Tactical Response Unit were notified. The

    unit then swooped in, converged upon the

    building and the suspects and arrested

    them, he said.

    Bock said the three suspects were two

    men aged 40 and 45, and a woman aged 41.

    They were charged with fraud, forgery and

    uttering, and possession of suspected stolen

    property.

    The place is seedy and derelict you

    would not want to go in there, Bock said.

    Bock added the problemwith these illegal

    activities taking a stronghold in the citys

    buildings was exacerbated by dodgy land-

    lords.

    The VRCID calls upon all landlords in

    our problematic areas of lower Durban

    Road and Kruskal Avenue to be aware of

    what is happening in their buildings.

    For any landlord just to collect their

    monthly rental and turn a blind eye to crim-

    inal activities or neglect their building is

    unacceptable. They need to be part of the ur-

    ban renewal process of Bellville, he said.

    Ourmessage is very clear to errant land-

    lords: either be part of this process or face

    the consequences. The VRCID will now

    meetwith theNational ProsecutingAuthor-

    ity, police and City and we will identify all

    problem buildings in this specific area for

    possible action against the landlords and

    tenants, he said.

    We are talking about counterfeit goods

    being sold, illegal alterations to buildings

    without City approval, health and fire risks

    and so the list can go on.

    JP Smith, the Citys Mayco member for

    safety and security, added: This is a mas-

    sive bust and we will be working closely

    with the South African Police Service, par-

    ticularly in respect of the fraudulent driv-

    ing licences and vehicle registration discs

    that were found on the premises.

    I want to commend everyone involved

    for their sterling work. Once again we have

    a brilliant example of the results that are

    possible through effective public-private

    partnerships, he said.

    Chairman of the VRCID board of direct-

    ors Hardus Zevenster also congratulated

    the VRCID for a job well done.

    VRCID,noonewouldhavebeenany thewis-

    er. By not giving up and using initiative, he

    led the police andMetro Police to this find.

    ber nog geen plan deur sektorbestuurders

    aan die polisiekantoor voorgel is nie.

    Volgens Charl Viljoen, die Stad se ge-

    meenskapsveiligheid-skakelbeampte, is dit

    baie kort kennisgewing, maar sal die Stad

    nog opleiding en glimbaadjies kan verskaf.

    Die Stad weet goed daar is strukture in

    plek, want hulle werk al jare saammet ons.

    Hierdie benadering is beledigend en disres-

    pekvol om die minste te s, en die gemeen-

    skap sal dit nie toelaat nie, s Maneveld.

    Gemeenskapsveiligheid bly hoog op die

    GPF en buurtwagte se prioriteitslys en dit

    sal so bly oor die feesseisoen. Ons het nie

    nodig dat iemand inmeng nie. Indien hulle

    besluit om voort te gaan en mense uitplaas

    na Parow, sal hulle self verantwoordelik-

    heid vir die mense moet aanvaar, s hy.

    Die AHI Tygerberg bestaan

    reeds sedert die tagtigerjare en

    het tradisioneel Bellville, Pa-

    row en Goodwood bedien.

    In 2013 was daar in Brackenfell die be-

    hoefte om n sakekamer te stig, hoofsaaklik

    omdat sakelui besef het dat indienBracken-

    fell nie ook n stadsverbeteringsgebied tot

    stand bring nie, agteruitgang ons dorp se

    voorland is, sVanZijl,wat ook n inwoner

    en sakeman in di dorp is. Daar is toe be-

    sluit om onder die vaandel van die AHI Ty-

    gerberg n Okavango-subkamer te stig.

    Die Okavango-naam was egter verwar-

    rend en later is besluit om dit die Oosten-

    berg-subkamer te noem, wat tradisioneel

    die groter Brackenfell-gebied insluit.

    In September vanjaar het ek as voorsit-

    ter van die AHI Tygerberg met George Fer-

    reira, toe voorsitter van die Oostenberg-

    subkamer, n gesprek gehad oor die sinvol-

    heid van n subkamer in Brackenfell.

    Ons het met die Oostenberg-bestuur en

    die AHI Tygerberg-bestuur gekonsulteer en

    besluit om voortaan as een sakekamer te

    funksioneer, wat dan Bellville, Parow,

    Goodwood en groter Brackenfell sal dek,

    verduidelik hy. Van Zijl s dat huidige lede

    baie positief is oor di verwik-

    keling. Daar is netwerkge-

    leenthede op verskillende plek-

    ke en almal kan alles onder een

    vaandel bywoon. Verskeie ak-

    tiwiteite word vir volgende jaar

    onder die nuwe sentrale vaan-

    del beplan. In Februarie hou

    ons n potjiekos-kompetisie vir

    ondernemings en in Maart is

    die algemene jaarvergadering.

    In April is die begrotingsdinee

    met die StadKaapstad en inMei

    sal daar n netwerkgeleentheid

    wees by die Groen Energie-ont-

    byt. In Junie hou ons n brande-

    wyn-proe-aand en inAugustus n vroue-ont-

    byt. Ons beplan ook n opleidingseminaar

    vir entrepreneurs, waarvan die datum later

    bekend gemaak sal word.

    Volgens Van Zijl het die AHI Tygerberg

    baie bereik in die laaste paar jaar. Onswas

    instrumenteel om die Voortrekkerwegkor-

    ridor-stadsverbeteringsgebied, sowel as die

    Brackenfell-stadsverbeteringsgebied, te

    vestig. Voorts het ons reeds drie jaar in n

    ry die begrotingsdinee aangebied.

    City awards heroic officers, staff

    Safety and security Mayco member JP Smith with Joan Felix.

    T

    he City awarded its bravest and most

    heroic officers at its annual Safety and

    Security awards ceremony last Thurs-

    day.

    The event pays tribute to those staff mem-

    bers who went above and beyond the call of

    duty to protect the public.

    The awards were handed out to staff

    across the directorates departments, in-

    cluding Metro Police, Traffic Services, Fire

    andRescue Services, LawEnforcement, Dis-

    aster Risk Management and the 107 Public

    Emergency Communication Centre.

    Categories included outstanding service,

    supervisor of the year, bravery, department

    of the year and officer of the year.

    Of all the winners, quite a few of the offi-

    cers are situated in the northern suburbs,

    such as Justin McKay and Monrico Cloete

    from Law Enforcement stationed at Parow,

    who were each honoured in the category for

    bravery.

    The officers were on foot patrol in the

    Bellville CBD when they heard people

    screaming and saw twomen running away,

    according to a City statement. They gave

    chase and caught the suspects. The officers

    also recovered two firearms. At the police

    station theywere informed that the suspects

    had been involved in an ATM bombing in

    the Cape Town CBD, but had managed to

    evade the police.

    Liste October and Frank Jurries from

    Metro Policewere also awarded for bravery.

    The officers were on their way to the Atlan-

    tis office on Sunday 11 October around 07:30

    when they received a call about a bundu

    court along Vanguard Drive. The officers re-

    sponded and came across a very volatile sit-

    uation. Theymanaged to get the two victims

    away from the mob, that was armed with

    pangas, whips and stones.

    Senior traffic officer Nizaam Alexander,

    stationed at the Goodwood Traffic Centre,

    was awarded as departmental officer of the

    year. In the first sixmonths of 2015hewrote

    4 297 fines. He arrested 14 motorists for

    drunken driving, reckless and negligent

    driving, fraud cases and drug arrests, ac-

    cording to the statement. He suspended 48

    vehicles and impounded 95 cellphones. He is

    very competent in what he does, dedicated

    and one of the hardest working officers in

    area North. Alexander was also nominated

    at themidyear award ceremony after he and

    his partner recovered a vehicle that had

    been hijacked in Belhar.

    The commander of the Metro Polices K9

    unit based in Parow, Joan Felix, was also

    awarded as departmental officer of the year.

    The K9 unit has gone from strength to

    strengthunderher command. She is respect-

    ed by her peers and themembers in her unit

    and is highly regarded in the department.

    Lastly Rashied Isaacs from Disaster Risk

    Management at the Melton Rose depot was

    named departmental officer of the year for

    his service excellence.

    skapsblad het ouers hul misnoe uitge-

    spreek nadat n huiswerker glo met haar

    werkgewers se kind na die Bellville-sake-

    kern is vir haar eie, persoonlike sake.

    Een ouer op di blad het snuf in die neus

    gekry toe haar eie huiswerker haar komver-

    tel het hoe di verby n ander huiswerker

    gestap het wat n jong kind in haar sorg by

    haar gehad het. Volgens die huiswerker se

    beskrywing was dit n dogtertjie met kort,

    blonde haartjies van sowat tweejarige ouer-

    dom. Sy knoop n geselsie aan en vra waar-

    heen stap hulle? Die antwoordwas dat sy die

    kind moet oppas, maar sy is op pad Bellville

    toe, want sy moet bankprobleme gaan uit-

    sorteer. Sy soek nou n taxi vir haar en die

    kind, vertel die ouer. Diema is bydiewerk

    en weet nie dat die huishulp met die dogter-

    tjie gaan rondloop nie.

    Die ouer het dadelik ander ouers op die ge-

    meenskapsblad versoek om die dogtertjie se

    ouers te help opspoor om die huishulp, wat

    nie tuisbly met hul kind nie, te rapporteer.

    Van die grootste kommer wat uitgespreek

    is, is dat diehuishulphaarplig versuimdeur

    persoonlike sake tydens werkstyd te doen,

    asook die besorgdheid oor die kleintjie se

    veiligheid in oorvol taxis wat te vinnig

    ry.

    Een ouer wat op di Facebook-inskrywing

    gereageer het, was dt eens: Dit is gronde

    vir summiere afdanking. Die algehele ge-

    brek aan insig en n verantwoordelikheid-

    sin, is verbysterend. Ek hoop die ma word

    bewus hiervan, sodat sy haar kind kan be-

    skerm ...

    Diemavandie kind is toe opgespoor.Haar

    naam is aan TygerBurger bekend, maar n

    vele pogings kon ons haar nie telefonies be-

    reik vir n onderhoud nie.

    Sy het as volg, in Engels, op die blad gerea-

    geer: Ek het onlangs in die gebied ingetrek

    en n vrou het vandag na my deur gekom en

    gevra of dit moontlik my dogter en haar op-

    passer kon gewees het wat na die Bellville-

    besigheidsentrum op pad was. Wel, dit blyk

    toe dit ws hulle! Ek het geen idee gehad nie!

    Ek is so teleurgesteld en kwaad, maar ek

    is ook baie dankbaar dat n vroumykomvra

    het of dit my dogter was.

    Ek het my kinderoppasser reeds meer as

    vier jaar en het haar volkome vertrou met

    mykinders,wat gek is nahaar.Wieweetwat

    in die toekoms kon gebeur het as niemand

    my ges het nie?

    The city improvement district sharing the

    responsibility of urban renewal of the Voor-

    trekker Road Corridor, the VRCID, recently

    awarded their most dedicated workers.

    In partnershipwith a variety of socialwel-

    fare organisations in the area, including the

    Metro Evangelical Services (MES) and the

    Tygerberg Association for Street People

    (TASP), the VRCID gave recognition to the

    employees who really shone in their posi-

    and the Lighthouse Church

    hosted their Amazing Race:

    Family Edition on 27 November.

    Groups of four and more children

    of all ages (and some adults) took

    part in some really tough challen-

    ges which demanded quick think-

    ing, teamwork and ball sense.

    The old Parow Valley tennis

    courts on the corner of Piet Retief

    and Duncan Streets were trans-

    formed into an alcohol and ciga-

    rette free jolly play fieldwith 14 sta-

    tions where tasks such as word

    games, puzzles, play acting and

    ball games had to be completed.

    Youth leaders from Lighthouse

    presented the games and the al-

    most 50 participants strengthened

    relationships and learnt some val-

    uable lessons about teamwork

    while having fun.

    have been made available at iKapa

    Cares outlets in the northern sub-

    urbs in the wake of World Aids Day on 1

    December.

    The Western Cape Government Health

    (WCGH), in partnership with the Essential

    Health Group Pharmacy in Kuilsriver,

    Pick n Pay Hypermarket Pharmacy in

    Brackenfell and Pick n Pay Plattekloof

    Pharmacy in Plattekloof, are expanding its

    health service offering to include HIV

    Counselling and Testing (HCT), in addition

    to family planning here.

    This programme is an initiative be-

    tween the provincial government and pri-

    vate sector to ensure that the population of

    the Western Cape has increased access to

    services and awareness in healthcare. The

    goal is to avail necessary resources to our

    patient pools to ensure better experiences

    in receiving vital health care tools, says

    Dr Beth Engelbrecht, Head of Department.

    HCT is an important service as it is a

    vital part in encouraging people to know

    their status. The private partners already

    render family planning and baby immuni-

    sation services onbehalf of the department.

    The addition of HCT is integral to ensuring

    accessibility and education awareness so

    that people canknow their status, saysEn-

    gelbrecht.

    These iKapa Cares outlets have trained

    nursing sisters who provide this confiden-

    tial service using quality supplies made

    available by the department.

    The test will cost R60.

    Engelbrecht says this initiative seeks to

    reach out to the ordinary person who can-

    not afford private healthcare, but is not in

    a position to take a day off work to access

    primary services.

    In the private sector people are all about

    the instantaneous service. They want to

    come in immediately, and they want to be

    out immediately. So howmuch timeyou ac-

    tually need to invest when you are talking

    to the client would be the biggest thing that

    I learnt, says Tercia Ford, an iKapa nurse

    who participated in the training.

    Of course your main objective is to pro-

    vide a service and also a quality service. A

    course like this just improves that, and its

    great to be able to not turn anybody away

    and to be able to say look there is this ser-

    vice. In the private sector there are limita-

    tions as to what we are able to provide and

    this just enables us to reach more people,

    she says.

    Kathy Searle, another nurse who under-

    went the training, says: I think that the fu-

    ture idea of HIV counselling and testing

    coming into the pharmacies, the availabili-

    ty for clients and the convenience, is really

    exciting. I think its a perfect opportunity

    to educate people to make informed deci-

    sions and to help them stay healthy. I think

    the more people who understand and are

    aware of HIV and AIDS and the difference

    between the two, how they can stay healthy

    and still live a normal life even if they are

    HIV positive, gives people hope.

    The service launched on 1 December and

    will be rolled out at 18 private partner sites

    throughout the Western Cape, with the

    hope of expanding that access over the next

    12 months.

    one Ingrid at Oude Libertas to

    let me know that I was one of

    the lucky winners of a double

    ticket to the Kurt Darren

    concert, which was held at the

    Oude Libertas Amphitheatre on

    Sunday 29 November.

    I wanted to say a big thank

    you to TygerBurger and Oude

    Libertas for sponsoring this

    wonderful concert. It was the

    first time that my husband and

    I had visited this stunning open

    air theatre, which is situated in

    such a spectacular setting. The

    seating was great and the sound

    really good as well, and we will

    definitely be attending further

    concerts at this venue.

    We were so lucky that the

    weather was absolutely fantas-

    tic maybe even a little bit on

    the hot side. It is a concert that

    we will not easily forget. It was

    very special, and together with

    the Christmas market which

    was on at the same time, it

    made us feel very much more

    in the festive mood.

    Die feit dat motoriste al vir maande lank

    nie hierdie kennisgewings ontvang nie, is n

    nasionale probleem, s Neilson.

    Hy s die rede is dat die oordrag van die

    elektroniese administrasie-verkeersinlig-

    tingstelsel (eNaTIS) van die nasionale ver-

    keersdepartement na die padverkeersbe-

    stuursentrum (RTMC) nog nie vaartbelyn is

    nie. Neilson s die Stad doen alles in sy ver-

    mo om dit vir motoriste so maklik as

    moontlik te maak om hul lisensies te hernu.

    Motoriste wie se lisensies op 30 November

    verval het, kan dit nog tot 22 Desember her-

    nu sonder om beboet te word en di wie sn

    op 31 Desember verval, kan dit nog tot 22 Ja-

    nuarie boetevry hernu.

    Die rieldanskompetisie vier vanjaar sy tien-

    de bestaansjaar.

    Toe die eerste stofwolke op Saterdag 9De-

    sember 2006 in die amfiteater op die Paarl-

    berg opgeskopword, het baieminmense van

    die unieke dansvorm geweet.

    Die geleentheid om n half vergete en

    grootliks miskende kultuuruiting aan die

    kultuurhonger-gemeenskap bekend te stel,

    is met albei hande aangegryp deur die sewe

    deelnemende groepe.

    Vir baie was dit die kans op die terugwin

    van identiteit,n gevoel van eiewaarde endie

    hervestigingvan n selftrots, sEliasP.Nel,

    projekleier by die ATKV en die man wat die

    riel laat herleef het.

    Volgens homworddie gevoel van om te be-

    hoort en die trots om jou miskende kultuur-

    aktiwiteit vir mense te kan aanbied, die bes-

    te verwoord deur die 59-jarige Liza Adams

    vanBrandvlei.Nafloopvandie eerste kom-

    petisie het sy die projekorganiseerder om-

    hels en in haar unieke Oranjerivierafri-

    kaans vreugdevol uitgeroep: My tjeent, vi-

    naand het jy vir my virrie eerste tjeer soos

    n mens gelat voel!

    Die ATKV-Rieldanskompetisie was veral

    vir verafgele plattelandse gemeenskappe n

    reddingsboei iets om die ledigheid onder

    jongmensewat dikwels tot kriminele aktiwi-

    teite gelei het, teen te werk.

    Daar is getuienisse van jong kinders wat

    voorheen skuldigwas aanhuisbraak,wat n

    hul betrokkenheid by die riel daarvan ge-

    nees was. Van onderwysers hoor ons dik-

    wels dat die skugter en teruggetrokke leer-

    ders n gedaanteverwisseling ondergaan het

    en met groot selfvertroue aan gesprekke in

    die klas deelneem. Daar is ook diegene wie

    se akademiese vordering merkbaar veran-

    der het. En die wat nie akademies goed pres-

    teer nie, het n nuwe doel gekry: om die riel

    na die beste van hul vermo te dans, s Nel.

    Die prysgeld wat aan die wenners betaal

    word,worddeurdiemeeste groepe tot verde-

    re uitbreiding van die riel aangewend.

    Die meeste geld word spandeer op die

    aankoop van skoeisel en die maak en aan-

    koop van klere vir optredes. Die gevoel van

    eiewaarde en identiteit word hierdeur ook

    n verdere hupstoot gegee. Sedert 2008 was

    die riel skielik in aanvraag by feeste soos die

    KKNK op Oudtshoorn, die Cederbergfees

    (Clanwilliam), die Snoek enPatatfees (Goed-

    verwacht), Hantam-Vleisfees (Calvinia),

    Vryfees (Bloemfontein), Huisgenoot-Skou-

    spel, Diazfees (Mosselbaai), Kirkwood-

    Wildsfees asook talle landbouskoue en ge-

    meenskapsfunksies. So word hul erva-

    ringswreld verbreed en hul lewensuitkyk

    word positief benvloed. Die voorheen skug-

    ter, soms identiteitloses en miskende dan-

    sers, was ewe skielik gesogte kunstenaars.

    hen a young quadriplegic from

    Durbanville left the rehabilita-

    tion centre after months, he im-

    mediately took up wheelchair rugby as a

    sport a decision that made the world of

    difference to his recovery.

    Eudricht Kotze (23), who lives with his

    parents in Uitzicht, has not only been

    playing professional wheelchair rugby

    for Maties since, but is also deeply in-

    volvedwith helping other new quadriple-

    gics with recovery and acceptance.

    However, he is now in desperate need

    of a new sports wheelchair as his current

    one is falling apart.

    Eudricht became a quadriplegic after a

    car accident in Clanwilliamwhen he was

    20 years old.

    Depressed until rugby

    I was very depressed when I was in re-

    habilitation, he says.

    His inspiration came when he met

    Mark Swartz of Chairman Industries, a

    paraplegic who came to introduce him to

    wheelchairs.

    He told me about wheelchair rugby

    and even tookme to a match. I fell in love

    with the sport immediately.

    Since I took up this sport, I have not

    only become more independent, but it

    helped me to become stronger, to do

    things formyself, to drive a car again and

    to gain more movement, especially in my

    arms, he says.

    This year Iwas chosenas convenor for

    the Maties Wheelchair Rugby Club and

    couldnt be happier and more proud.

    Eudricht works as internal accounts

    manager for a security distribution com-

    pany, Pinnsec, in Montague Gardens.

    In his free time heworks as a volunteer

    at the Life Rehabilitation Centre at the

    Vincent Pallotti Hospital to help patients

    adapt to their new circumstances.

    My sports wheelchair will not last

    another year, and I am looking for any as-

    sistance to buy a new one, he says.

    Wheelchair old, too small

    The wheelchair, which he borrows

    from the Maties Club, is already 12 years

    old and actually too small for him.

    With our last league game, I was

    forced off the field as the chair kept on

    breaking to the point of no repair. I can-

    not perform to my fullest to be chosen for

    the SA training camp, he says.

    He needs about R90 000 to buy a new

    sports wheelchair.

    Wentzel Barnard, sports manager for

    the Maties ParaSport Club for people

    with disabilities, said sports contributes

    towards the actualisation of the potential

    of individuals with physical disabilities.

    Over the past 20 years of my involve-

    ment with people with physical disabili-

    ties, I have observedwith absolute clarity

    the impact that sports has on the physical

    health of members, he says. Eudricht

    ishighlymotivated to excel inwheelchair

    rugby, but his biggest obstacle to reach

    his full potential in the sport is the ex-

    pense of purchasing a custom rugby

    wheelchair that will be suitable for him.
