WithinEurope,twosystemsoftypeapprovalhavebeeninexistenceforover20years.OneisbasedaroundECDirectivesandECRegulationsandprovidesfortheapprovalofwholevehicles,vehiclesystems,andseparatecomponents.TheotherisbasedaroundUnitedNationsRegulationsandprovidesforapprovalofvehiclesystemsandseparatecomponents,butnotwholevehicles.However,thissystemalreadycomplementstheEuropean Community Whole Vehicle Type Approval (ECWVTA) systemandfiguresincreasinglyastimegoeson.

Typeapprovalistheconfirmationthatproductionsamplesofadesignhavemetspecifiedperformancestandardsandthatseriesproductionwillcontinueincompliance.Thespecificationoftheproductisrecordedandonlythatspecificationisapproved.

Both the European and United Nations type approval systems requirethirdpartyapproval-testing,certificationandproductionconformityassessmentbyanindependentbody.EachMemberState(orContractingPartyinthecaseofUNRegulations) may appoint an Approval Authority to issue the approvals and a Technical Service to carry out the testing to theDirectivesandRegulations.IntheECanapprovalissuedbyoneAuthoritywillbeacceptedinalltheMemberStates.

Put simply, type approval is the process of ensuring that productionnewonandoff-roadvehicles,theirsystemsandcomponents,havebeendesignedandconstructedtomeet internationally agreed standards of safety, security andenvironmentalprotection.WholeVehicleTypeApprovalauthorises a manufacturer to:

Twofundamentalrequirementsare:

Meeting the technical and administrative requirements and capturing the design

Ensuringthatsubsequentproductionvehiclesaremanufacturedinconformancewiththeapproveddesign

UpdatedFrameworkDirective:

During2007,theframeworkDirectivecoveringEuropeanTypeApprovalforcarswasextendedtocoverbuses,coaches,vans,trucks,trailersandsomeotherspecialpurposevehicles.ThesechangesarebeingphasedinfromApril2009byvehiclecategoryandwillbefullyinplaceby2014.Ifyouareinvolvedinthemanufacture, conversion, import/export, sale or purchase of suchvehiclesyouarelikelytobeaffectedtoagreaterorlesserextent.

Ifyoumakelargenumbersofvehicleseachyearand/oryouplantosellacrossEurope,ECWVTAisthebestapprovaloption.

TheEuropeanapprovalschemeisbasedontheconceptoftypeapprovalandputsimply;thisprocessprovidesamechanismfor ensuring that vehicles meet relevant environmental, safety andsecuritystandards.Becauseitisnotpracticaltotesteverysingle vehicle made, samples representative of a production vehiclearetestedasbeingrepresentativeofthetype.Anumberofperformancerequirementswillapplytoagivenvehicle type ranging from tyres through to exhaust emissions andbrakingsystems.Toensureaconsistentapproach,thetestmethodologyisoutlinedintherelevantECDirective/Regulation or UN Regulation and the tests are carried out atanappropriatefacility.Ifyouareavehiclemanufacturer,yoursupplychainwillprobablyhavesystemandcomponentapprovalsinplacealready.

Once all of the system and component approvals are in place, thevehiclewillbeconsideredasawholebyadesignatedapprovalbody;intheUKthisisVCA.Thisassessmentcantake place at your facility, providing you have the appropriate equipmentandenvironment.Asuccessfulinspectionwillresult in the issue of a European Whole Vehicle Type Approval Certificate.ThiscertificationwillbeacceptedthroughouttheECwithouttheneedforfurthertestinguntilastandardisupdatedoryourdesignchanges.Onceavehicleisapproved,the manufacturer should have processes in place to produce a CertificateofConformity(CofC)foreachvehiclemanufactured.

EUROPEAN COMMUNITY WHOLE VEHICLE TYPE APPROVAL (ECWVTA)

Thisisadeclarationbythemanufacturerthattheparticularvehiclehasbeenmanufacturedinconformitywiththeapprovedspecification.

Conformity of Production (CoP) is an integral part of the approvalprocess.Essentially,thisinvolvestheevaluationofyour manufacturing processes to ensure that each product is manufacturedinaccordancewiththeapprovedspecification.If you have a formal quality system in place, such as ISO 9001 orISO/TS16949,thelevelofCoPinspectionmaybereducedorevennotrequired.VCAisalsoamanagementsystemscertificationbody,specialisingintheautomotiveindustry.

On the face of it, you may feel that you have many vehicles toapprovebutinpractice,thesemayboildowntojustafewtypes.Buthowisatypedefined?

Essentially,atypecanbestbeviewedasarangeofvehicles,whichshareasetoffundamentalcharacteristics(thesearedescribedinDirective2007/46/EC(asamended)atPartBofAnnex II)

Inmulti-stagetypeapproval,wherethevehicleisbuiltandapproved in more than one stage, such as a manufacturer buildingachassiscabandabodybuilder/converteraddingatipperbody,thebodybuilder/converterwillneedtogetatypeapprovalcorrespondingtoeachofthebasevehiclemanufacturerschassistypes.However,manyareasofavehiclearenotcoveredbytypeapprovalandassuchwillnothaveanimpactonthetype.Forexample,(generally)thebodyworkonatruckwillnotaffectthetype,soitispossibletoincludeboxvans,curtainsiders,tippersandflatbedsasvariantsonthesameapproval and it may not matter if other equipment (such as winches,sheetingequipment,etc.)werefitted.

A successful inspection will result in the issue of a European Whole Vehicle Type Approval Certificate.

ECSmallSeriesTypeApproval(ECSSTA)hasbeencreatedforlowvolumecar(categoryM1)producersonly.LikefullEuropean Community Whole Vehicle Type Approval (ECWVTA) ECSSTAwillallowEuropewidesalesbutwithtechnicalandadministrative requirements that are more adapted to smaller businesses.TechnicalrequirementsareoutlinedintheAppendixtoPart1ofAnnexIVoftheframeworkdirective.

However,ifyouchoosethisroutetoapproval,youwillbelimitedtothenumberofvehiclesyoucanmanufacturewithintheyear.Thelimitforcarsproducedis1,000pertypeeachyearinthewholeoftheEU.

EC Small Series Type Approval (ECSSTA) has been created for low volume car (category M1) producers only.



Ifyoumanufacturemodestnumbersofvehiclesthenthisroutetoapprovalmayberightforyou.Again,thisoptionisbasedontheconceptoftypeapprovalratherthantheapprovalofindividualvehicles.Thekeyadvantagesofthisschemearethatsometechnicalrequirementsmaybereduced,whichwillhaveanimpactonthecostsassociatedwiththeapprovalprocessandtheConformityofProduction(CoP)requirementswillbeappropriateandproportionatetothescaleofyouroperation.However,thekeydisadvantagesrevolvearoundthefactthatyouwillbelimitedtothenumberofvehiclesyoucanmanufactureintheyearandthereisalimitedrequirementforotherMemberStatestoacceptNationalapprovals.

AswithECWVTAthemanufacturerwillberesponsiblefortheissueofCertificatesofConformitywithinthelimitednumberssetoutintherelevantlegislation.

Ifyouaremakingjustasinglevehicleorverysmallnumbersofavehicletype,youmaywishtousetheIVAscheme.TheIVA scheme is the least onerous of the approval routes in termsofcompliancebutinvolvesanindividualinspectionofeachvehicle.Again,thisroutetoapprovalgivessalesrightsonlywithintheUK,notautomaticallythroughouttherestofEurope.

INDIVIDUAL VEHICLE APPROVAL (IVA)

The IVA scheme is the least onerous of the approval routes in terms of compliance but involves an individual inspection of each vehicle



Theconceptofmulti-stageapprovalappliesacrossthecertificationroutesandisoutlinedinmoredetailhere.

Manyvehiclesarebuiltusingaprocesswherebyabasevehicle(normallyachassisorchassis/cab)isproducedandthenanothermanufacturer(normallyabodybuilderorconverter)subsequentlyfinishesthevehicle.TocomplementthisreallifesituationaMulti-StageApprovalprocessisavailabletoenablethechassismanufacturertoapprovethechassis(thefirststage)asanincompletevehicle,whenabodybuilderorconverterapprovesthevehiclesubsequently(atthefinalstage)itbecomesacompletedvehicle.

Sometimescompletevehicleswillformthebasevehicleinaprocess,forexamplewhereapanelvanisconvertedintoaminibus.TherewillalwaysbetwoormorestagesintheMulti-Stage Approval process and each of the manufacturers is only responsibleforthetypeapprovalandConformityofProduction(CoP) for the elements of the vehicle construction done at their particularstageoftheconstructionofthevehicle.

TheflowofinformationbetweenpartiesisextremelyimportantintheMulti-StageApprovalprocess,themanufactureratanysubsequentstageneedstounderstandthestateofbuildofthevehicleatpreviousstagesandwhetheranyoftheiradditions

ormodificationswillaffectthevalidityoftheapprovalfrompreviousstages.Bodybuildersandconverterswillgenerallyrequireaccesstothebasevehiclemanufacturersapprovalinformation.

ThebasevehiclewillnormallyretainthemakeofthefirststagemanufacturerandVehicleIdentificationNumber(VIN)issuedontheoriginalCertificateofConformity(CoC)toensurethattraceabilityismaintained.Manufacturersatsubsequentstageshavetoaddtheirownplatewiththeirname,thestageoftheapproval,theVINandtheapprovalnumberplusanyrevisedvehicleweightinformation.

Generallyspeakingitispossibletoapprovetoanequalorlowerstandardatsubsequentstagesintheapprovalprocess.Forexample, if stage 1 has an approval to ECWVTA you can get eitheranECWVTAoranapprovalundertheNationalschemes.However,ifstage1hasaNationalapprovalyoucannotgetanECWVTAbasedonthatatasubsequentstage.

Conformity of Production (CoP) is a fundamental requirement inanytypeapproval.Youwillneedameansofevidencingyourabilitytoproduceaseriesofproductsthatexactlymatchthespecification,performanceandmarkingrequirementsdefinedinthetypeapprovaldocumentation.Thiswillbeintheformof at least a quality manual, process documents and control plans.Whetheryouareamanufacturer,ortheagentapplyingforapprovalsonbehalfofamanufacturer,andwhateveryourproductis,suitableCoParrangementsmustbemade.

National Type ApprovalMeansaTypeApprovalprocedurelaiddownbythenationallawofanEUmemberstate,whichisrestrictedtothatparticularcountry.

Vehicle CategoryReferstothedifferentformsofvehiclesaffectedbytheECWVTADirective.Thesearepassengervehicles(M),goodsvehicles(N)andtrailers(O),andtheirsub-divisions.

NewTypeWhenlookingatapplicationdateswithinthelegislationtherewillbeareferencetoNewTypes.Afterthisdate,vehiclesofaNewTypewillberequiredtomeetthelegislationinquestion.ANewTypeisavehiclethatdiffersincertainessentialrespectstoatypepreviouslyapprovedoronsaleinanymarket.

Existing Type Asabove.AnExistingTypeisavehicleofatypealreadyinexistence(whetherapprovedornot).

Complete Vehicle Meansanyvehiclewhichhasbeenbuiltinonestagebyonemanufacturer,forexampleapanelvan.

Incomplete VehicleIsavehiclethatmustundergoatleastonefurtherstageofbuildinordertobeconsideredafinishedvehicle,readyforuse.Forexample,achassiscabisanincompletevehiclesinceabodymustbeaddedforittobefinished.

Completed VehicleIsavehiclethathasbeenbuiltandfinishedinmorethanonestage,normallybytwoormoredifferentmanufactur-ers.Forexample,aconcretemixerwhereacompanyhasaddedtheadditionalcomponents(i.e.themixeritself)toacabchassisandthevehiclerequiresnofurtherworkbeforeitcanbeconsideredfinished.

Multi-StageTypeApprovalTheprocedurewherebyoneormoreEUmemberstatescertifythat,dependingonthestateofcompletion,anincompleteorcompletedtypeofvehiclesatisfiestherelevantadministrativeprovisionsandtechnicalrequirementsoftheDirective.

Special-purposeVehicleMeansavehicleintendedtoperformafunctionwhichrequiresspecialbodyarrangementsand/orequipment,suchasanambulanceorawheelchairaccessiblevehicle(WAV).

Conformity of Production Certificate(COP)

Meansadocumentissuedtoamanufacturerafteranassessment,carriedoutbytheapprovalbody,ofproductionprocessesandsystemstocertifythattheyconformtotherequiredqualityspecification.

CertificateofConformityor CoC

Meansadocumentwhichisissuedbyamanufacturer,certifyingthatavehiclehasbeenproducedunderthesameproductionprocessesandsystemsasanexampleofthetypewhichhasachievedTypeApproval.
