EXERCISE DIRECTIVE NR 1 OPERATION FRATERNIDAD

1. GENERAL;

a. Republic of Honduras Military Forces, reinforced by airborne airlanded and overland units of Colombia, El Salvador, Guatemala, Nicaragua, Peru and the United States, will conduct a Joint-combined training exercise (Operation FRATER- NIDAD) near TEGUCIGALPA, Republic of Honduras, during the period 3-6 September 1962.

b. The command and control of combined forces will be under the Conraonder, Combined Task Force (Combined Task Force (Commanding General, USARCARIB).

c. The Combined Task Force (CTF) will consist of approximately fifteen hundred personnel.

d. The Republic of Honduras, as host country, extended invitations to North, Central and South American countries to participate in the training exercise or to send observers. The Republic of Honduras is also providing facilities for conduct of the exercise.

2. OBJECTIVES:

a. To demonstrate the cooperation and the capabilities of Western Hemisphere Nations to respond to a request by the Organization of American States (OAS) to assist a member nation in the conduct of operations against an Aggressor.

b. To provide training experience to staff officers of participating nations In Joint/Combined planning and in the conduct of a tactical training exercise.

c. To provide realistic training for participating military units.

d. To practice the rapid assembly of tactical forces of different countries by air and land movement to a common objective area.

3- PARTICIPATION--

a. Government of Honduras provides:

(1) Tactical ground forces coBfllstlng of one Infantry battalion of approx- mately kOO personnel.

(2) Tactical air forces consisting of one fighter squadron (9-FUU).

(3) Token Aggressor forces consisting of approximately 50 personnel. This force will be integrated with U.S. Aggressor forces.

(k) Staff representation on the Combined Task Force staff for Operation FRATERNIDAD.

(5) Administrative and logistical support as required in support of operations

b. Government of Colombia provides:

(1) Tactical ground forces consisting of one Infantry company (-) of approx- imately 50 personnel.

(2) Staff representation on the Combined Task Force staff for Operation FRATERNIDAD.

(3) Airlift support for Colombian tactical forces from designated staging area to objective area and return to Colombia.

c. Government of El Salvador provides:

(1) Tactical ground forces consisting of one Infantry company (-) of approx- imately 50 personnel.

(2) Staff representation on the Combined Task Force staff for Operation FRATERNIDAD.

(3) Airlift support for El Salvador tactical forces from designated staging area to objective area and return to El Salvador.

d. Government of Guatemala provides:

(1) Tactical ground forces consisting of one Infantry parachute company (-) consisting of approximately 50 p.-rsonnel.

(2) Representation on a combined Combat Control Team (CCT) of not less than 2 nor more than k personnel for the purpose of ground-air control of the parachute assault.

(3) Staff representation on the Combined Task Force staff for Operation FRATERNIDAD.

(U) Airlift support for Guatemala tactical forces from designated staging area to objective area and return to Guatemala.

e. Government of Nicaragua provides:

(l) Tactical ground forces consisting of one Infantry company (-) of approx- imately 50 personnel.

(3) Ground tactical transport to deliver forces from designated staging area to the objective area and return to Nicaragua.

f. Government of Peru provides:

(1) Tactical ground forces consisting of one Infantry parachute company (-) consisting of approximately 50 personnel.

(2) Representation on a combined Combat Control Team (CCT) of not less than 2 nor more than k personnel for the purpose of ground-air control of the parachute assault.

(3) Staff representation on the Combined Task Force staff for Operation FRATERNIDAD.

(k) Airlift support of Peru tactical forces from designated staging area to objective area and return to Peru.

g. United States provides:

(1) USAFSTRIKE will provide:

(a) Troop carrier airlift for US tactical forces and designated tactical forces of other participating nations from designated staging (marshall- ing) areas, to the objective area and return.

(b) Administrative troop carrier airlift for material, equipment, and designated personn«!, from departure airfields in the Canal Zone to the objective area and return.

(2) USARSTRIKE will provide:

(a) Tactical ground forces consisting of two (2) Airborne Infantry rifle companies of approximately 2k0 personnel each.

(b) Representation on a combined Combat Control Team (CCT) of not less than 2 nor more than k personnel for the purpose of ground-air control of the parachute assault.

(3) US Army Caribbean (USARCARIB) will provide:

(a) Tactical ground forces consisting of two (2) Infantry companies of approximately lAO personnel each.

(b) Comnand and staff representation on the Combined Task Force for Operation FRATERNIDAD.

(c) Administrative and logistical support as required in support of the operation.

(d) An Administrative Base Camp in the vininity of Toncontin Airfield, Tegucigalpa, Honduras to support observer and press personnel.

(e) Departure airfield support for marshalling and staging of designated tactical units.

(f) Aggressor forces consisting of two Infantry platoons of approximately 30 personnel each, which will he Integrated with Honduran Aggressor forces.

{k) Caribbean Air Command (CAIRC) will provide:

(a) Administrative airlift for personnel, material and equipment as required in support of the operation.

(b) Air-sea rescue support, during the airlift phase of the operation.

(c) Air evacuation for casualties from the objective area to hospital facilities in the Canal Zone.

(d) Air support for the Combat Control Team (GOT) in the objective area.

(e) Air weather support and information as required.

k. COMMAND RELATIONSHIPS;

a. The command of this exercise will be divided into two phases:

(1) Phase I; The tactical commander of all ground forces in the Republic of Honduras from D-2 to D-Day will be the Chief, Armed Forces of the Republic of Honduras. The tactical commander of all ground forces in the Republic of Honduras on D-Day until arrival of the Commander, CTF will be the Chief, Armed Forces of the Republic of Honduras.

(2) Phase II; The tactical commander of all ground forces in the Republic of Honduras, Tegucigalpa area, from D-Day until D^l will be the Commander, CTF.

b. U.S. liaison officers, one of whom will be with each participating country, will be under command and control of Commander, CTF with the mission of providing liaison between CTF staff and participating units.

c. The Armed Forces of the Republic of Nicaragua will remain under command and control of Commander, Nicaruguan Military Forces until linki-up is effected with CTF, at which time command and control of Nicaraguan Military Forces will pass to Commander, CTF.

d. Command of armed forces participating in Operation FRATERNIDAD will revert to commanders of participating units upon termination of exercise on Dfl.

e. The command and control of armed forces moving to TegucD'^alpa area remains with corananders of participating countries until arrival in objective area.

f. Command relationships of air forces are outlined in Annex D (Air Support Plan).

5- CONCEPT OF OPERATION;

a. Aggressor guerrilla forces threaten the city of Tegucigalpa and Toncontin Airport.

b. On D-2 (3 Sept 62) the Honduras Military Forces will occupy defensive and security positions around the city of Tegucigalpa and Toncontin Airport.

c. The Government of Honduras, in view of the increasing Aggressor threat, asks the Organiaation of American States for military assistance.

d. A Combined Task Force was organized, integrating the Armed Forces of the following countries: Colombia, El Salvador, Guatemala, Honduras, Nicaragua, Peru and the United States.

e. On D-Day (5 Sept 62), the movement of military forces to Honduras will begin, by land and air.

f. At H-Hour minus 30 minutes, a squadron from the Honduran Air Force will harass the positions of Aggressor guerrilla forces.

g. At H-hour minus 15 minutes, the Combat Control Team (CCT) will parachute into the selected Drop Zone (DZ) area.

h. At H-hour, the first unit of paratroops (Guatemala) will execute a para- chute assault on DZ, followed by the unit from Peru at E^15 and by the units from United States at Hf30.

1. The units from Colombia, United States, and Peru will depart from Howard Air Force Base, Canal Zone.

J. Units from El Salvador, Guatemala, and Nicaragua will depart from home bases.

k. The Headquarters CTF, will airland at Tegucigalpa (Toncontin Airport) after the airhead line has been established at approximately Hf3 hours.

Annex B (Exercise Scenario) to Exercise Directive Nr. 1, Operation FTIATERNIDAD

1. QEHERAL SITUATION;

a* Enemy Forces;

(1) Background: Aggressor forces are composed of one Airborne Parachute Regiment believed to be part of the 66th Airborne Division, and an unknown number of partisans. This Aggressor force has been conducting numerous raids throughout the area around the capital city of Tegucigalpa. Resupply of staple food products for Aggressor is accomplished by partisan groups. The recruiting of partisans by Aggres- sor has been quite successful. At present, the Aggressor farces arc understrength and grer.tly overextended due to the area in which they are operating. Aggressor has no anit-tank, anti-aircraft, field artillery, or close air support capabilities, their armament being limited to small arms weapons. It is also estimated that there exists an acute shortage of transportation and normal POL supplies. It is felt that due to the lack of supporting weapons. Aggressor will continue to conduct guerrilla operations while aiTaiting reinforcement from the Aggressor HcmeLand.

(2) Recent and Present Significant Activities; Since February 1962, Aggressor has continually harassed the regular Army detachments in the Republic of Honduras. This harassment has been in the form of raids on vital installations and depots, ambushes of personnel and convoys and sabotage of vital government and civilian facilities. The Aggressor has continued to operate throughout the Republic of Honduras and has increased the frequency of operations in the area in and around Tegucigalpa and Toncontin Airport. It is strongly felt that the main effort of Aggressor will be directed toward the disruption of law and government agencies by concentrating forces in this area. The acquis- ition of Tegucigalpa and Toncontin Airport would greatly enhance the Aggressor bid to gain control of this Central American Republic.

b. Friendly Forces: Military forces of the Republic of Honduras have attempted tc destroy and annihilate the Aggressor guerrilla force which has been constantly harrassing the regular Army. Intel- ligence reports indicate a large-scale attempt by Aggressor to take over the city of Tegucigalpa and the Toncontin Airfield. On 3 Sep- tember 62, Commander, Honduras Military Forces moved his troops into defensive and security positions Trcund the city and the airfield. He also has issued an appeal to Organization of American States for assistance. The QAS Military Commission recommended OAS force to assist the Republic of Honduras in reinforcing their Army and destroy- ing Aggressor. Commander in Chief, Caribbean Command has been desig- nated Commander of all CAS forces. Commander in Chief, Caribbean Com- mand has passed operational control of all ground forces to Commanding General, US Army Caribbean. A force consisting of one USSTRIGCM TF (2 Companies, 2nd. ABO, 5>01st. Inf), one Peruvian Parachute Comapny (-), one Guatemalan Parachute Infantry Company (-), one Colombian Rifle Com- pany (-), one Rifle Company C-) from EL Salvador, me Nicaraguan Rifle Company (-), and one USARCARIB TF (2 Companies, Ist. BQ, 20th Inf.) will proceed into the Tegucigalpa area by parachute assault and airland on or about 5 September 1962 to assist the Honduras Military Forces. The Guatemalan Parachute Company will spearhead the parachute assault fol- lowed by the Peruvian Parachute Company, and the two Airborne Infantry Companies of USSTRICCM TF. The unit from Nicaragua will travel over- land by vehicle for link-up with GTF. The forces of Colombia, EL Sal- vador and USARCARIB TF will airland at Toncontin Airport. CINCARIB directs OG, USARC'ilIB to initiate the airborne assault at 0513OOZ Sep- tember 1962. Until arrival of CG, CTF, the tactical command and control of all forces in the Honduras area will be under the Commander, Honduras Military Forces.

FIRST SITUATICW

Commander, Combined Task Force (CTF) issues CTF Operation Order T-l-62 which directs participating units to move to designated mar- shalling areas in preparation for the conduct of a parachute - air landed and overland assault in the Tegucigalpa, Honduras area on $ September 1962, at H-hour, to reinforce local Honduras military forces and to destroy or capture Aggressor guerrilla forces in the area.

FIRST REQUIREMENT

Participating units issue necessary orders and instructions to prepare units for movement to assigned marshalling areas«. Per- sonnel and equipment are made ready for the operation«

SECOND SITUATION

Participating units occupy assigned marshalling areas and make preparations for movement of forces by air-overland to the objective area in Tegucigalpa, Honduras. Honduras Military Forces continue to defend the capital city of Tegucigalpa and Toncontin Airfield against increasing pressures from Aggressor guerrilla forces.

SECOND REQUIREMENT

Final preparations are made for movement by air-overland from departure airfields (areas) to the objective area« All personnel are briefed on the situation and mission« Honduras military forces conduct aggressive counter-guerrilla action to delay aggressor action until reinforcements arrive«

THIRD SITUATION

Forces of the Combined Task Force commence movement by air-over- land from assigned marshalling areas to the objective area«

THIRD REQUIREMENT

Airborne forces make final preparations for parachute assault and air-landed operations« Nicaraguan forces conduct overland move, by military vehicle, with emphasis on march security«

FOURTH SITUATION

Parachute assault forces deploy into the drop zone area with personnel and equipment and commence movement to assigned assembly areas«

FOURTH RBQUIREfCNT V'."

Parachute forces recover equipment, clear the drop zone area rapid- ly, and move in tactical formation to assigned assembly areas.

Nicaragua forces report arrival at initial phase line and arrival in assigned holding area« Local security is established« Coordina- tion is made with CTF forces, liason is affected, and movement through CTF positions is accomplished.

SEVEN SITUATION

Honduras military forces continue to defend assigned sector and support movement of other elements to expand the airhead«

SEVENTH REQUIREMENT

Honduras military forops conduct aggressive diversionary patrols to the North and West to detract attention of aggressor forces from activities in other areas«

KIGHTH SITUATION

Uhits occupy assigned assembly areas and make preparations for selection and occupation of defensive positions«

EIGHTH REQUIREMENT

Units establish local security within assembly areas and make plans for reconnaissance and selection of strong points and organization of defensive positions.

NINTH SITUATION

CTF Headquarters is establifhed in the vicinity of Toncontin Air- field and assumes operational control of all forces in the objective area«

The extent of guerrilla infiltration in rear areas requires the preparation of plans for employment of CTF reserve forces (both local and general reserves) in a counter guerrilla operation,

Preparation by staff of counter guerrilla plan and method of imple- mentation,

FIFTEENTH SITUATION

Intelligence reports gathered from captured prisoners indicate that guerrilla forces are being supported by local civilians in outlying villages and towns, ^ertain towns and villages are being used as a base of operations for guerrilla forces.

Actions and plans taken to relocate civilian populace who are assis- ting guerrilla forces, actions of civil affairs personnel in handling these civilians, logistical requirements for civilian personnel after relocation, Reparation of plans for and conduct of reconnaissance patrols in an effort to locate Aggressor Guerrilla Base of Operations,

SIXTEENTH SITUATION

Based on information gathered by reconnaissance and combat patrols indicating the location of the guerrilla base of operatinno, plan« ar« developed for the conduct of a coordinated attack to capture or destroy guerrilla forces.

Annex C (Intelligence Plan) to Exercise Directive Nr. 1, Operation FRATERNIDAD

1, Enemy Forces and Dispositions.

See Annex B (Maneuver Scenario).

2, Friendly Situation. (Aggressor Forces)

See Appendix 1 (Aggressor Plan and Situation).

3, Release of Aggressor Information«

a. Aggressor information will be released to participating forces in accordance with appendix Nr. 1 (Aggressor Plan and Situation).

b. Sufficient information will be released to participating units during the premaneuver phase in order to realistically portray the Aggressor situation. The objectives of the premaneuver phase are to familiarize the participating forces with the Aggressor situation prior to IX-day; provide for timely dissemina- tion of intelligence; promotion of security; and stimulation of interest in the exercise.

c. Periodic intelligence reports (PERINTRSPS); daily intelligence summaries (DISUMS); and spot intelligence reports (SPIREPS); will be released as required.

d. During the maneuver phase, release of aggressor intelligence infomation tft participating units will be in addition to that which nonnally will be obtained by each participating unit during the operations.

4* Aggressor Representation.

a. Aggressor representation will be on a ratio of ten to one. Each Aggres- sor represents ten (10) soldiers. The actual ground which one Aggressor occupies represents that which would be occupied by ten men,

All Aggressor Forces will be attired in a complete Aggressor uniform with appropriate unit markings as indicated in Tab A (Conversion List) to Appendix 2 (Instructions to Aggressor Forces), Under no circumstances will Aggressor personnel be injected into the exercise who are not fully attired in a complete Aggressor uniform.

5. Prisoners of War.

a. Physical contact between Aggressor Forces and participating troops will be avoided, except for the orderly search of Prisoners of War when a surrender has been effected.

1, Situation»

a. Enemy Forces, See Annex B (Exercise Scenario) to Exercise Directive Nr, 1, Operation FRATBRNIDAD.

b. Friendly Forces, (Aggressor) Tab A (Aggressor Situation Overlay),

2, Mission. To conduct raids, infiltration, ambushes, and acts of sabotage against military detachments in, different parts of the Republic, and to organize a guerrilla force uaing ex-aggressor soldiers and dissident civilians, vdth the mission of conducting large-scale guerrilla activities in the area,

3, Concept of Operations,

a. Aggressor activities during requirements one (1) through five (5), Annex B (Exercise Scenario), vd.ll consist of a training exercise for the Aggressor Forces, written and conducted by the Honduran Army Forces.

b. On D-day, one (l) Aggressor platoon (five (5) men) will be pre-positioned vicinity grid coordinates (783497) for the purpose of conducting an ambush against the Blcaraguan Forces moving overland into the maneuver area. The remainder of the Aggressor Forces are located in the Aggressor Headquarters at EL HATILLO (8l7625)i and occupying avenues of approach into the maneuver area,

c. First Situation« (Sixth Situation, Exercise Scenario),. Nicaraguan Forces deploy overland into an assigned holding area.

First Requirement. .Five (5) Aggressor soldiers, prepositioned, coordi- nates (783487) ambush leading elements. When Nicaraguan Forces are deployed. Aggressors will surrender, Nicaraguan Forces will escort iiggressors to the Prisoner of War Collecting Point located near the CTF Base Camp,

d. Second Situation, (Seventh Situation, Exercise Scenario). Honduran Forces condyct two (2) diversionary patrols. Patrol Nr. 1 will use the TEGUCIGALPA - EL HATI1L0 road. Patrol Nr. 2. will use the unimproved road from cemetery at coordinates (766588), northwest to HJ (748592),

Second Requirement, Two (2) Aggressor patrols of three (3) men each will be prepositioned along the patrol routes and will attempt an ambush. Aggressor patrols will surrender and return with the Honduran patrols where they will be escorted to the Prisoner of War Collecting Point,

e. Third Situation. (Eighth Situation, Exercise Scenario), CTF units occupy assigned assembly areas and prepare for selection and occupation of defen- sive positions.

Third Requirement. One (l) Aggressor platoon, represented by three (3) men each, will occupy each assembly area, aggressor platoons vail fire white star parachute flares as the leading elements arrive at assembly area, After CTF units deploy. Aggressors will surrender. After a brief interrogation. Aggressors will be escorted to the Prisoner of War Collecting Point.

f. Fourth Situation. (Tenth Situation, Exercise Scenario). Tactical elements of GUHTEMALK, US, COLOMBIA and PERU occupy selected strong points and defensive positions and prepare road blocks within assigned areas.

Fourth Rsquirement. Aggressor Forces launch limited attack (with three (3) men each) on the defensive positions of GUATEMALA, US, COLOMBIA and PERU units and fire white star parachute flares. Attacks will not effect a penetra- tion and Aggressor is forced to withdraw to previous positions.

g. Fifth Situation. (Eleventh Situation, Exercise Scenario). Tactical elenents of EL SALVaDOH and NICARAGUA effect relief of elements of Honduran Forces within assigned areas.

Fifth Itequirement. Aggressor Forces launch coordinated attack on Honduran positions during relief by EL SALVnDOH and NICARAGUA. Attacking force consists of two (2) platoons each (renresented by five (5) Aggressors). Aggres- sor attack is unsuccessful and tvro (2; Aggressors surrender in each sector with the remainder withdrawing to previous positions. Aggressor prisoners accompany Honduran units to reserve area where they will be conducted to the Prisoner of War Collecting Point.

h. Sixth Situation. (Twelfth Situation, Exercise Scenario). Relief of Honduran Forces by EL SALVADOR and NICAiiAGUA units is effected. Honduran Forces constitute CTF general reserve.

Sixth Requirement. Aggressor Forces infiltBate HONDUKAS» defensive positions with Hve (5) men and launch a surprise attack on the CTF reserve. The attack is limited and is conducted in order to force the Honduran Forces to commit their reserves. Once reserve forces are committed. Aggressor withdraws and evades to previously selected positions,

i. Seventh Situation. (Thirteenth Situation, Exercise Scenario), Security measures of all installations are increased, the general reserve of the CTF is employed for lateral patrolling of the air head.

Seventh Requirement. Aggressor Forces in EL HATILLO sector launch an attack with five (5) men in the direction of EL HATILLO - EL PICACHO (788608). Attack will not effect any penetration and two (2) Aggressors are captured, and escorted to the Prisoner of War Collecting Point. The remainder withdraw to previous positions.

j. Eighth Situation« (Fourteenth Situation, Exercise Scenario). Counter- guerrilla plans are being formulated by the reserve of the CTF for immediate employnsnt in this sector because of continued guerrilla activity.

Eighth Itöquiremsnt, Aggressor wiU increase infiltration in rear areas with snail groups of two (2) or three (3) raen each, and intensify limited attacks on all positions. In the sector of L/i PKESH (793544) the Aggressor will deto- nate an explosion (simulated by firing a white star parachute flare). If CTF units deploy, Aggressors will surrender; otherwise, withdraw and evade to pre- viously selected positions,

k. Ninth Situation, (Fifteenth Situation, Exercise Scenario), The tacti- cal units will conduct reconnaissance patrols in an effort to locate the Aggressor base of operations.

Ninth itequirement. The Aggressor Forces occupying EL HATILLO (817625), resist all efforts of CTF patrols to locate Aggressor Headquaters, Aggressor Forces will increase their patrols in the vicinity of EL HATILLO (Ö17625), Aggressor patrols will attempt to ambush CTF patrols. If ambushes are unsuccess- ful, aggressor patrols will conduct delaying action and withdraw to EL HATILIO,

1, Tenth Situation. (Sixteenth Situation Exercise Scenario). Coordination effected by CTF Headquaters and all units for plans to attack /igrressor Head- quarters.

Tenth Requirement. The Aggressor intensifies infiltration in all sectors with all forces available; infiltrating in small groups of two (2) or three (3) men. Aggressor patrols in the SL HATILLO (817625) sector will attack CTF patrols forcing them to halt their advance. Appendix 2 (Instructions to Aggressor Forces) to Annex C (Intelligence Plan) to fixercise Directive Nr, 1 Operation FiiATJShNIDAD.

1. General.

a, Aggressor Forces will be represented by the following units:

(1) Counterguerrilla platoon, 1st Battle Group. 20th Infantry, Fort Kobbe, Canal Zone, (approximately one Officer and 30 EM),

(2) Counterguerrilla j-latoon, 4th Battle Group. 10th Infantry, Fort Davis, Canal Zone, (approxinately one Officer and 30 EH),

(3) Company A, 2nd Infantry Battalion, 1st Infantry hegiment; 10th Division, Honduran Army Force, Tegucigalpa, Honduras, (approximately two Officers and 50 EM).

b. The Aggressor Forces will be integrated in the «aneuver area prior to the conduct of the exercise. The composite Aggressor Force, representing an Airborne Parachute Itegiment, will conduct training exercises in the maneuver area prior to D-day. This training exercise will be conducted by the Honduran Army Forces, This exercise should include a rehearcal of the Aggressor scenario and a complete check of communications.

c. During the conduct of Operation FRATEKNIDAD, the composite Aggressor Forces must perfom such actions, which if observed, reported and processed, will give participating unit commanders indications of the Aggressor's intentions.

2. Specific Instructions.

a. Aggressor Forces will be completely integrated prior to D-day,

b. Tab B (Aggressor Order of Battle) provides unit designations, names and ranks of key personnel of the Aggressor. Personnel occupying positions in the Aggressor organization will assume the rank and name provided for that position.

c. Where no Aggressor nane and rank are provided, names will be given arbitrarily to all personnel. Spanish and German names are most appropriate,

d. Marking of all clothing will be in accordance with Tab A.

e. NO ammunition will be used during the exercise. White star parachute flares will be used to signify Aggressor action.

Annex D (Air Support Plan) to Exercise Directive Nr 1, Operation FRATERNIDAD

1. GENERALt This exercise will be controlled by Commander, Combined Task Force (CCMCT?) consistent with the concept of operations as outlined below* Control will be maintained through the media of orders and messages issued by CCMCTF to each component ccrranander. Situation will be portrayed by aggressor guerilla forces in the friendly country. Republic of Honduras.

2. COMMAND RELATIONSHIP

a. U.S. Air Force forces — CQNUS Air Force forces deploying to Canal Zone will remain under operational control of CINCSTRIKE until landing at Howard AFB when operational control will pass to CINCARIB. CINCARIB will exercise operational control through Commander, Combinod Task Force until termination of the exercise. Redeployment of C0NU3 Air Force forces will be the responsibility of CINCSTRIKE.

b. Air Forces of Colombia, El Salvador, Guatemala, Peru: During the deployment and redeployment of Air Forces staging at Howard AFB, forces remain under the operational control of their respective commanders. During the employment and recovery phases all air lift forces will come under the operational control of the Commander, CTF. This control will be exercised through the Airlift Task Force (ALTF) Comnander.

c. Tactical Air Forces will operate under the control of Commander, CTF.

3« DEPLOYMENT:

a. Commander ÜSARSTRIKE and USAFSTRIKE will, under the direction of CINCSTRIKE, deploy USSTRICCM forces utilizing Tactical Air Command (TAC) C-130 aircraft from bases in the United States to the Canal Zone. These forces will deploy to Howard AFB, Canal Zone so as to arrive not later than 2000 Z, 1 September 1962.

b. Colombian forces vdll deploy to Howard AFB, Canal Zone on 2 Sep- tember 1962,

c. Guatemalan Army and Air forces will commence staging at LA AURORA Airport, Guatemala City on h September 1962.

d. El Salvador Army and Air forces will commence staging at ESCUELA DE ARMAS T SERVICI08 and IL0?ANOO Airport, respectively, in San Salvador on h September 1962.

e. Peruvian Army and Air forces will deploy to Howard AFB, Canal Zone on 2 September 1962.

a. The Air Lift Task Force Commander will provide required adminis- trative C-130 airlift to TONCONTIN Airport, Honduras, and the personnel and equipment to support the following functions:

5. TACTICAL AIR 5UPPCRT PLAN.

a« The Honduran Air Force (FAH) will operate with tactical airplanes over the paratrooper's drop zone frcm H-hour minus hS minutes, to H minus 20 minutes. The mission is to minimize the eneny resistance in the objec- tive area, prior to the airborne assault. The landing time for these air- craft will be H-15.

b. From H+l:liO to H*-2:00, the FAH will attack the enemy positions in the area surrounding the drop zone, in support of the airborne troops and upon request of the Commander, Honduras Military Forces, and will land at H+2:l5 so as not to interfere with troop carrier air landed operations.

c. After the completion of the airlanded phase, the FAH will support the combined forces, on request, for the duration of the exercise.

6. AIRCRAFT REGAIN OVERNIGHT PUN (RON);

a. Peru, Colombia and United States aircraft will stage from Howard AFB, Canal Zone. Guatemala, El Salvador and Honduras aircraft will oper- ate from home bases. After airdrop and airland operations, aircraft of the countries involved will land at, and remain overnight on D-Day as indicated in paragraph b below.

a. Rations air delivered on a three (3) day cycle, (Mon.-Wed. - Fri.), from Canal Zone effective noon meal 1 August 1962 through 12 September 1962.

b. Nonaal ration requesting procedures utilized by Base Camp Supply Officer. Emergency requests by radio to G-k, USARCARIB followed by DA Form IO-I63 (Ration Request) within 48 hours.

c. U.S. Aggressor Forces will consume "A" rations beginning with the noon meal on D-5 through the supper meal on D-3. Feeding of these troops will be the responsibility of the Base Camp Counander. Total personnel, sixty (60).

3. EVACTJATIOII AND HOSPITALIZATION

a. A dispensary type aid station will be operational, at base canp effective 6 Aug 62.

b. Aid Station will be staffed by one (l) U.S. Amy Medical Officer, and three (3) U.S. senior aid nen.

c. In cases of serious injury or Illness in which the patient can be noved, evacuation by air will be nade to Gorgas Hospital, CZ.

d. In cases of serious injury or Illness in vhich the condition of the patient prohibits evacuation, hospitalization will be at San Felipe Hospital, Honduras Medical Center or in the Surgical Medical Center in Tegucigalpa, Honduras.

Such reports will be forwarded to the Headquarters Commandant, Operation FRATERI.TDAD, Fort Amador, Canal Zone, via returning aircraft scheduled for Mondays, Wednesdays and Fridays. An Information copy of each report will be forwarded by the Headquarters Commandant to the G-l Section, Headquarters USARCARIB, Fort Amador, Canal Zone, Attention: J-l Operation FRATERNIDAD.

d. Honbattle Casualty Reporting (Actual Casualties)

(1) Qeneral. The requirement for prompt, complete and accurate casualty infonaation can be met by following the procedures outlined in this annex and AR 6OO-67. Commanders must stress the responsibility of each individual to report essential information pra ptly and accurately. Unless such information is reported promptly, it nay become distorted or lost entirely.

(2) Responsibilities

(a) Commanders of separate subordinate units on TOY within the Base Canp will report directly to the Base Camp Connander, submitting an information copy to COMÜSMILQP Honduras, any case of nonbattle dead, missing, seriously ill or injured personnel assigned or attached to their organization. They will also provide such additional information and personnel data as may be required by the Base Camp Connander in preparation of the casualty report referred to below. Casualties among Honduran Forces at the Base Canp will be reported to the appropriate Honduran Amy Hq with information copies to the Base Canp Comoondcr, (XMJSMILOP Honduras, and AG USARCARIB.

During non-duty hours (16OO-O715, Monday-Friday) and on holidays and week-ends casualty reports will be subnitted to the Staff Duty Officer, Headquarters USARGARIB, tel. 82-2100.

(c) In cases of non-battle US dead or nissing, the Adjutant General, USARGARIB, upon receipt of a casualty report from the Base Canp Connnnder will notify the coaoanding officer of the individuate parent unit in the Canal Zone. The comanding officer of the individual's parent unit in the Canal Zone will prepare, sign and forward to Headquarters USARCARIB (Attention: AGMPA), a letter of sytipathy to the next of kin or energency addressee for review for clarity, conprehension and accuracy, within 2k hours after t'he initial notification fron Headquarters USARCARIB.

(d) Comanders of aedical units at the Base Cmap will Jnfom the appropriate unit connander and the Base Canp Coonander vhenever death or serious illness of an Individual occurs vhile hospitalized.

(e) AO Section, Headquarters USARCARIB, will infom the Headquarters Coaoondant, Operation FRATERKIDAD, Fort Anador, Canal Zone, of sill casualty reports received fron the Base Canp Connander.

(3) Reports: Initial US casualty reports from the Base Canp Connander will include information as required in Appendix I, II, or III AR 6OO-67, as expropriate. However, initial reports will not be delayed when complete information Is not immediately avcllaole. When an Incomplete report is submitted, the missing information vill be procured as soon as possible and furnished to Headquarters USARCARIB. Ilonduran casualty reports will contain as much of the Information required by AR 6OO-67, as is available.

(k) Release of Names of Non-battle casualties. The names of US non-battle casualties will not be released to the public or press. The Adjutant General, Department of Army, alone has this authority, except that in cases where military personnel are involved in accidents outside military Jurisdiction, where names of persons Involved are already available to the public or press, names of fatalities may be verified Immediately vhen queried by the local public press. Release of Honduran casualties will be as prescribed by the appropriate Honduran Hq.

e. Locator Service

(l) Locator service has been established for Base Camp personnel. Primary means of communications between Base Camp and the Canal Zone will be by Radio Teletype. The AG, USARCARIB, is the releasing agency for all message traffic from the Canal Zone to the Base Canp, Toncontin, Honduras.

(2) Locator ser/ice for VIP's ar-d observers dtiring the exercise will be the responsibility of the Visitor's Bureau, Base Carrp, Operation FRAITERNIDAD (tel. Base Canp operator).

f. Energency Leave (US Amy Personnel)

(l) Requests for energency leave -which are substantiated by reports fron the Auerican Red Cross or other recognized agencies, nay be approved by Base Camp Connander.

(a) Base Canp Ccmnander in coordination vith COMÜ5MILGP will prepare necessary energency leave orders for personnel desiring to leave by civilian aircraft fron Honduras.

(b) Base Canp Commander will approve necessary travel orders from Honduras to Canal Zone for personnel desiring to leave via MATS. Headquarters USARCARIB will prepare necessary space required orders.

g. Discipline, Law and Order

(1) One US Military Police, working in conjunction with Donduran Military Police Patrol from 1700-0500 daily, will turn over to Base Canp Connander any Base Camp nilitiry personnel appi tended.

(2) The Guardia Civil de Honduras will turn over to Base Camp Conmander any nilitaiy ]3aEe Canp personnel apprehended.

h. Prisoners of War N/A

i. Morale and Personal Services

Mail

(1) General. All nail received in Canal Zone for Base Coop personnel will be forwarded to the 518th Eng. Co., Port Kobbe. Mail will be dispatched to Base Canp via nilitary aircraft on Monday, Wednesday and Friday.

(2) Dispatch of Mail. Official and personal nail to be dispatched from Base Caop will be placed in mail container provided by Adjutant, Base Canp. Honduras postage is required for personal mall.

(3) CIUDS. Officer and N.C.O. Clubs will be established and operated in the Base Camp by the Port Amedor N.C.O. Club, de Honduran AIT Force Officers Club at Tonccntin will also be available to officers.

(h) Exchange Service. N.C.O. Club, Pert Anador will operate an exchange service. Nornal N.C.O. Club prices will prevail during this period.

(5) Motion Picture Service. Movies will be provided by the Base Canp Ccraaander.

(6) Cash Payroll. Base Canp; all organizations and units having officer and enlisted -ocrsonnol at Honduras on 31 August 1962, and vjho are nomally paid on a cash payroll, must submit individually certified nilitary pay vouchers en these personnel to the Finance and Accounting Office prior to 22 August 1962. Those MPV's will be identified by a notation "Operation FRÄTEIlNIDAD,■ in itea 11. These vouchers will then be consolidated at Finance, a Class A agent vill be appointed by Headquarters USARCARIB, and all personnel will be paid by the appointed agent.

5. CIVIL AFFAIRS

a. It is recoonended that personnel be encouraged to use all local public facilities whenever possible.

b. Intronural athletics between Host Govemnent end US Military Forces are encouraged.

1. GENERAL; This appendix prescribes procedures to be utilized in the recovery of parachutes and other air itens of equipment eqployed in the parachute assault phase, Operation FRATERNIDAD.

2. SBBSESBB

a. The Honduras Amy will provide security for the Drop Zone to insure that unauthorized personnel do not enter the Drop Zone and reoove equipment.

b. Peruvian, Guatemlon and ÜSSTRICOM units vill nark equipment vith colored strips of cloth for identification purposes as follows:

Peru - Red

Guatemala - White

USSTRICCM - Blue

These markings to be affixed to equipment, parachute harness and reserve parachute, prior to parachute assault phase, in a conspicuous location on equipment, parachute harness and reserve parachute.

c. Each individual vill, after landing on Drop Zone, release parachute, place harness and reserve chute on top of main parachute and move without delay to designated assembly area for his unit.

d. After the departure of observers from the area, unit cooaanders will have details report to Drop Zone, rigger-roll parachutes and place in kit bags. Kit bags will be marked as in para 2b, above. Following the recovery of parachutes, the following action will be taken:

(l) USSTRICCM representative will be provided with two (2) 2 1/2--con trucks by Base Camp Conoander and will load parachutes and heavy drop kits and move to Toncontln Airfield for loading aboard designated aircraft.

(2) Baae Coop Connander will provide a detail and transportation for securing parachutes and other air itcns of equipnent of Peru and Guatenala. Ihis equipment will he aoved to hase canp and stored, hy unit, in tents designated hy Base Canp Comander and secured until departure of troops on D/ 1.

e. As soon as possihle, after the temination of the exercise and the Ceremony on D/ 1, Peruvian and Guatemalan units will have details report to Base Canp Commander, secure equipment and load aboard appropriate aircraft for return trip to pemonent station.

3. MISCELLAKBOÜS;

a. USSTRICOM, Base Canp detail and transportation for recovery of air itens of equipment vill execute recovery operation as soon as parachute assault phase and heavy drop phase is completed and spectators have departed Drop Zone area.

Appendix 7 (Visitors Bureau) to Annex E (Administration and Logistics Support Plan to Exercise Directive Mr 1, Operrtion'fRATERNIDAD,

1. The Visitors Bureau, Operation FRATERiilDAl', is organized with the followin£ personnel:

a. One (1) Lieutenant, Army of Honduras

b. One (l) Non-commissioned Officer, Amy of Honduras

c. One (l) US Amy Captain

The Visitors Bureau will be located at &ase Camp, under the supervision of the Headquarter Comnandant.

2. The Visitors Bureau is responsible for the following;

a. Reception of all official visitors^ to include meeting at point of arrival and escorting to point of departure,

b. Billeting of all Official Observers, Official Visitors and Press.

c. Messing facilities.

d. Provide local transportation and confirm reservations on commercial airlines as required.

e. Preparing, assembling, and distributing the official brochure of the exercise.

f. Preparation and distribution of name tags for Official Visitors, Press, and Base Camp Personnel.

g. Providing Liaison Officers at hotels, Airport and Observers Area.

h. £3tablishinw an Official O'-server, Visitor and Press Locator Service,

3. Liaison and Escort Officers will be provided as follows:

a. The Jinny of Honduras will provide:

(1) Mine (9) officers to meet, and act as military assistants to participating countries' delotations. These oft.ccrs will remain with their assitned delegationthrouthcut their stay in Honduras.

(2) One (1) NGO assigned to each hotel where Official Obeervers

(2) Messing facilities will be provided at Base Camp for Press Personnel.

1. A radio net for coordination and control of maneuver fo~ce£> by the Exercise Director, prior to H-Hour, will be established at H-l8. The radio net will use existing nets between the Canal Zone and US Army and US Air Force Mission Radios in Honduras, Nicaragua, El Salvador and Guatemala.

1. SITUATION

a. Enemy Forces: Annex B

2. MISSION Install, operate, and maintain the communications necessary for the command, control, and administration of Operation Fratemidad.

3. EXECUTION

a. Concept. USARCARIB will operate and maintain existing communications between Tegucigalpa, Honduras and the Canal Zone, CAirC will install, operate-, and maintain necessary communication systems for control of aircraft, coordination of all air movement, and enroute communications for CTP Commander. The CTF Commander will be responsible for the installation, operation, and maintenance of all internal administrative, command and control communications.

b. USARCARIB

(1) Will continue to operate end maintain two (2) voice radio circuits and one (lj radio teletypewriter (RTT) circuit between Tegucigalpa, Honduras and the Canal Zone.

(2) Will provide CTF Ccmander with the necessary communications person- nel and equipment.

c. CTF Communications Element.

(1) Establish, operate and maintain Net Cor.-.rol Station (NCS) for CTP and Land Force FM Command Radio Nets.

(2) Install, operate and maintain internal CTF-Hqtrs. field wire system. Be prepared to Install and operate re-transmission facilities for FM radio nets.

(3) USAF clement will establish, operate and maintain CTP terminal of SSB voice radio circuit between CTP Manuever Area and the Canal Zone.

Annex 0 (Liaison and Control Plan) to Exercise Dirtctive Nr 1, Operation FTiATERNID/J).

1. GENERAL:

a, OPEPuJICN FR/.TERMDAF is a tactical exercise organized and con- ducted as a controlled maneuver. Control vdll be achieved by use of bi-lingual Liaison officers with each participating unit.

b, No umpires or unit controllers will be utilized.

c, CTF staff members and Liaison officers will familiarize themselves with tha Exercise Plan and the Exercise Scenario in order to insure strict adherence thereof.

2. LLJSGM PLAN;

a. Exercise Control will be accomplished by usu of US bi-lingual Liaison officers assigned to each participating country.

b. Liaison officers will be moved to the exercise area on D-l and will join units in the initial unit assembly areas on D-Day,

c. Liaison officers will have the authority to stop all action in their respective areas in the event a situation arises which could result in physical contact between Aggressor and CTF forces or a situation en- dangering lives or property.

d. Latin American unit liaison to the CTF will be through staff repre- sentation from each participating country on the Combined Staff.

c« Liaison officers, in addition to other duties, will act as inter- preters for the transmission of plans and orders, but will not assume any position of command nor render decisions of a tr.ctical nature,

3. AGGRESSOR CCNTROL FLAN;

a. Control of Aggressor forces will be exercised throu^ht the means of an iiggrersor sc-nario and an Aggressor radio control net.

b. Centralized control of aggressor cperr.tions will bo from J-2 at CTF Headquarters to an Aggressor base of operations (CP).

c. Tho exercise area will be divided into sub-sectors for .Aggressor operations, ivch sub-scctcr will have an appointed sector commander who will control Aggressor operations within his sector and will report to the Aggressor base of operations (CP).

Annex I (Official Ceremony) to Exercise Directive Nr. 1, Operation FRATERNIDAD

1. GENERAL; On termination of the ground maneuver phase of Operation FRATEKNIDAD, an infernal, official ceremony will be held on TONCONTIN Airfield near TEGUCIGALPA, Honduras.

2. PURPOSE» The purpose of this ceremony is to afford an opportunity for the President of the Republic of Honduras to review and address the assembled troops who participated in the exercise,

3. LOCATION AND TIME OF CERMONY! The ceremony will be held, with troops in formation, on the airstrip at TONCONTIN Airfield at 0630 hours (local Honduras time) on DO. (6 September 1962).

h» UNIFORM AND E^UgMENT; All troops in formation will be dressed in field uniform with individual weapons. Crew served weapons and other equipment will be placed in rear of each unit formation. Individual weapons will be carried at order arms with slings tightened. Steel helmets will be worn with chin straps fastened.
