During the pre bid meeting held on 13-07-2010 at UIPL, Pune office, following amendments / clarifications were confirmed by UIPL / BPCL. These notes supersede the related tender clauses and also become the part of tender document A) Commercial Points :
1) Due date for submission has been extended to 12.00 hrs of 11.08.10. Technical Bids shall be opened at UIPL Pune office at 15.00 hrs of due date.
2) Required Delivery Period : Indian Bidders : 7 months FOT at site from the date of placement of FOA/LOI. Foreign Bidders : 6 months FOB port of dispatch from the date of placement of FOA/LOI.
3) Overall Completion Period : Indian Bidders : 12 months duly erected, tested and commissioned from the date of placement of FOA/LOI. Foreign Bidders : 12 months duly erected, tested and commissioned from the date of placement of FOA/LOI.
4) Payment terms shall remain unchanged as per tender conditions. 5) Price bid shall indicate prices in numerical as well as in words. 6) Merit Customs duty shall be applicable. No concessional duty is available for
the project. 7) Bidders to confirm that cenvatable invoice documents shall be submitted to
BPCL. Offers shall be evaluated considering CENVAT benefit if available to BPCL.

Implementation of advance controls & optimization interface
with DCS.
DCS vendor scope of supply shall be OPC server along with
hardware firewall, necessary hardware, softwares at DCS end
and required connectivity for APC shall be estabilished by
DCS vendor and supply of APC is excluded from DCS
vendor's scope.

Laying of armored communication cables through concrete
walls / openings in building using rigid steel conduits from
RMP control room (CR) to Satellite rack room (SRR) .
Laying of cables between RMP control room and Satellite
rack room is by others under supervision of UIPL. However
supply of all communication cables, armoured FO cables shall
be DCS vendor's scope.

Separate redundant ESD controllers shall be used for…PSA
unit
The main PSA package is being supplied by M/s Linde along
with PLC & related engineering stations. Installation of these
PLC panels and engineering stations is in scope of DCS
vendor. Cabling between field and rack room is by others.
Termination of all cables in PSA PLC and engineering
stations is also included in DCS vendors scope under
supervision of M/s Linde / UIPL. DCS vendor shall provide
support for loop checking & minor modifications in wiring if
necessary in M/s Linde PSA package PLC system during
loop checking & comissioning activities. Apprx. I/O quantity of
M/s Linde package - 400 nos.Other than loops conected to
this PSA PLC few more signals as per I/O count list shall be
connected to main DCS and ESD.

Supply of separate redundant armored fiber optic
