INTRODUCTION
Delhi Legal Services Authority is constituted under Legal Services Authorities Act,1987 as amended by Legal Services Authorities (Amendment) Act 2002 to provide freeand competent legal service to the weaker sections of the society to ensure thatopportunities for securing justice are not denied to any citizen by reason of economic orother disabilities, and to organize Lok Adalats to secure that the operation of the legalsystem promotes justice on a basis of equal opportunity.
FUNCTIONS OF THE AUTHORITY:
(1) It shall be the duty of the State Authority to give effect to the policy and directionsof the Central Authority.
(2) Without prejudice to the generality of the functions referred to in subsection (1)ofLegal Services Authorities Act 1987 (as amended in 2002), the State Authorityshall perform all or any of the following functions, namely:-
(a) give legal service to persons who satisfy the criteria laid down under thisAct;
(b) conduct {Lok Adalats; including Lok Adalats for High Court cases}
(c) undertake preventive and strategic legal aid programmes; and
(d) perform such other functions as the State Authority may, in consultationwith the [Central Authority], fix by regulations.
OTHER FUNCTIONS OF THE AUTHORITY:
(1) The Authority may conduct Legal Literacy Camps in different parts of the Statewith a view to transmitting knowledge about the Legal Aid Schemes conductedin the State or with a view to spreading consciousness about the legal rights andduties of citizens with special reference to the tribal and rural populations, women,children, disabled, handicapped and the weaker sections of the society.
(2) The Authority may itself file Public Interest Litigation or may finance Public InterestLitigation before appropriate Courts in the State if it is satisfied that such litigationsare for the general benefit of a large body or class of persons who cannot by
themselves take recourse to law due to penury, illiteracy or other similar reasons.
(3) The Authority may conduct Legal Aid Clinics in different parts of the State itselfor in collaboration with law Colleges, Universities and other social servicesorganizations.
(4) The Authority may also establish or direct the District Authority to establishcounselling centers at various places in the State with a view to providingpermanent or quasi-permanent infrastructure for resolving legal disputes betweenthe parties, whether they may be pending in courts or may be in offing. Forestablishing such centers it will be open to the State Authority/or the DistrictAuthority to take active assistance/support of such social service organizationsthat have zeal for legal aid work.
(5) The Authority may call for periodical reports, returns and other information as itthinks fit from the High Court Legal Services Committee, District Authority andreview the cases where legal services are refused by the High Court LegalServices Committee/District Authority.

INTRODUCING THE NEW EXECUTIVE CHAIRMAN
Justice Tirath Singh Thakur, B.Sc.,LL.B.- Born on 04.01.1952. Enrolled asan Advocate on April 5, 1974 andpractised in the High Court of Jammu &Kashmir at Jammu and Srinagar in Civil,Criminal, Constitutional, Taxation andService matters. Was Standing Counselamong others for the Income Tax Deptt.,University of Jammu, Board of SchoolEducation and Reserve Bank of India.Was nominated as a Member of the Lawfaculty of the University of Jammu. Waselected as President of the BarAssociation in the year 1986. Wasdesignated as a Senior Advocate in theyear 1990. Appointed as an Addl. Judgeof the High Court of J.&K. on 16th Feb.1994. Transferred as Judge of the HighCourt of Karnataka in March 1994 andappointed a permanent Judge inSeptember 1995. Nominated as memberof the First University Council of the MataVaishno Devi Shrine University.Transferred as a Judge of the High Courtof Delhi in July 2004.

HIS THINKING & VISION
Delhi Legal Services Authority is working vigorously to fulfill its objectives underthe able guidance of its Patron-in-Chief and Executive Chairman. The office of theAuthority was initially housed in Patiala House Court Complex with a handful of officersand officials. It has now expanded manifolds and correspondingly spread its wings overentire Delhi State. Due to establishment of Legal Aid Centres at all the Court Complexesin Delhi and on opening of Family & Counselling Centres in various parts of Delhi, it hasmade great strides in achieving its objective to provide justice to poor and needy at theirdoorsteps.
1. Framing of Recruitment Rules for Officers and Staff of the Authority
To carry out the administrative work of the Authority need-based appointments ofstaff were made. The appointments were however being made without following anyrules regulating the appointments and service conditions of the officers and officials ofthe Authority. No steps as to framing of Recruitment Rules were ever made since theinception of the Authority. After the taking over as Executive Chairman of the Authority,Hon’ble Mr. Justice T.S. Thakur laid emphasis on regulating the appointments of officersand staff in accordance with Recruitment Rules. The same have now been framed bythe Consultant (Admn.) and submitted to Govt. of NCT, Delhi for notification.
2. Accommodation for the office of the Authority
The Authority had all along been working from Patiala House Courts where verysmall accommodation is available. Some offices were accommodated in Gole Marketoffice. However, still the problem of accommodation continued. We had been running frompillar to post in search of a suitable space to accommodate the entire office under one roof.Now with the efforts of Hon’ble Executive Chairman, the Authority has been providedspace in Prefab Building, Patiala House Annexe. The administrative and expendituresanctions for carrying out renovations in the said accommodation have since been accordedand the renovation work is likely be completed by the end of this year.
3. Mediation & Conciliation Centre Scheduled to open at Rohini
The Authority is running Mediation & Conciliation Centre in Shaheed BhagatSingh Place, Gole Market, New Delhi, which is providing legal services to the publicapproaching the Centre. Counselling work is being done by the Retired Judicial Officers/

Officers from various Govt. and Non-governmental Organizations. Hon’ble the ExecutiveChairman has directed that more Mediation and Conciliation Centres be opened invarious Court Complexes. As a result, orders have already been passed for setting upof a Mediation & Conciliation Centre at Rohini. The renovation expenses of theaccommodation allotted in Rohini Court Complex has been sanctioned and the saidcenter will start functioning shortly.
4. Legal Aid & Counselling Centre at Juvenile Justice Board, Kingsway Camp
Directions have also been issued by the Hon’ble Executive Chairman for settingup of Legal Aid and Counselling Centres in the premises of Juvenile Justice Board sothat the juveniles may avail the legal services of DLSA at their doorstep. An officer ofDelhi Judicial Service has been posted for two days in a week in the premises of theboard besides two legal aid counsels to look after legal aid requirements of Juveniles.
5. Opening of Legal Aid & Counselling Centre at Tihar Jail Complex
Jail inmates are the beneficiaries of legal aid. The Authority has been providingLegal Assistance to the accused in custody by way of deputing Jail Visiting Advocatesin all the Jails at Tihar and Rohini and arguing counsels have also been deputed to file/defend the petitions on behalf of the accused in all the District Courts and Delhi HighCourt. To ensure that the Legal Services are available to the inmates at their doorsteps,Hon’ble Executive Chairman has directed that a Legal Aid & Counselling Centre havingcontrol over the entire work pertaining to Jail matters be opened in the Court Complexat Tihar. The modalities on this account have been worked out and the legal aid andCounselling Centre is going to be inaugurated by Hon’ble Mr. Justice Ashok Bhan,Judge, Supreme Court of India and Executive Chairman, National Legal Services Authorityon 20th July, 2007.
6. Audit and certification of Accounts of the Authority
Section 18 (4) of Legal Services Authorities Act, 1987 provides that the accountsof the Authorities, as certified by the Comptroller and Auditor-General of India or anyother person appointed by him in this behalf together with the audit report thereon, shallbe forwarded annually by the Authorities to the Central Government or the StateGovernments, as the case may be and as per sub-section 6 of the above section, theState Government shall cause the accounts and the audit report received by it undersubsection (4) to be laid before the State Legislature. The procedure of certification ofthe Accounts and thereafter forwarding the same alongwith audit report to the StateGovernment for placing the same before the State Legislature, has not been followed byDelhi Legal Services Authority right from its inception in the year 1987. Noticing thisirregularity the Hon’ble Executive Chairman called a meeting with the Accountant General(Audit), Office of the AGCR and requested him to initiate the process of certification of

the accounts of the Authority in accordance with the above provision of the Act andcomplete the exercise within a period of two months. The exercise in pursuance of themeeting with the Accountant General (Audit) is already underway and likely to be completedshortly.
7. Review of Legal Aid & Counselling Centres
On the directions of Hon'ble the Executive Chairman, the working of Legal Aid& Counselling Centres being run by the Authority at various places in Delhi has beenreviewed and some of the centres have been closed due to their non/under-performance.For effective implementation of legal aid schemes of the Authority also ordered thatmore centres be opened in co-ordination with the Non-Governmental Organisations.Steps have accordingly been initiated for opening of such Centres and the proposalsreceived from various NGOs in this behalf are being examined.
8. Sunday Lok Adalats: A Special Feature
Finding the disposal of cases by Lok Adalats as encouraging, Hon'ble ExecutiveChairman of DLSA decided to initiate the process of holding Lok Adalats on all Sundaysin order to accelerate disposal of cases. During the period 22nd April,2007 to 3rdJune,2007, Lok Adalats have been held on every Sunday and 6,732 cases have beendisposed of. Fine to the extent of Rs.6,89,400/-has been imposed and compensationof Rs.62,50,193/- awarded.

LOK ADALAT
The Authority has been organizing Lok Adalats as per Section 19 of the LegalServices Authorities Act, 1987 for settlement of following disputes pending in the courtsas well as for settlement of disputes at pre-litigation stage.
The Authority has been organizing and holding Lok Adalats in the followingfields:-
� Lok Adalat for disposal of cases under Motor Accident Claim at pre-litigation stage through Jald Rahat Yojna and cases pending in the courts.
� Cases related to private Banks for recovery of their dues on personalloans, credit cards etc.
� Cases related to Telephone Services for recovery of telephone dues, overbilling, non-payment, disconnection of services etc.
� Matrimonial Lok Adalat for settlement of cases at pre-litigation stage andcases pending in the courts.
� Disposal of cases pending in the courts under Section 138 NegotiableInstruments Act.
� Criminal Lok Adalat for disposal of Compoundable cases pending in thecourts.
� Special Lok Adalats for the disposal of cases related to MCD & MTNL arebeing organized from time to time.
The Authority has also been organizing Permanent Lok Adalats in thefollowing fields :-

Sunday Lok AdalatsSince the taking over by Hon’ble Mr. Justice T.S Thakur, Judge, High Court of
Delhi as Executive Chairman, Delhi Legal Services Authority, a step forward has beentaken towards disposal of pre-litigative and pending court cases in Lok Adalats which arenow being held on each Sunday as a regular feature. His Lordship has desired that LokAdalat be held in all the four court complexes in Delhi on all the Sundays. Legal Awareness Programmes
1. LEGAL AWARENESS PROGRAMME AT ADHARSHILA WELFARE CENTRE
� The Authority conducted Legal Awareness and Legal Aid Programme at AdharshilaWelfare Centre and Neighborhood Localities. The Programme was attended by50 women and few men also came forward to discuss their problems. After aninteractive session, the members of the Delhi Legal Services Authority andAdharshila moved on to the interiors of the slums in the neighbourhood to discussproblems of residents, Pamphlets were distributed to spread awareness aboutthe legal services being rendered by the Authority.

2. INTERNATIONAL LABOUR DAY ON May 1st, 2006
� On 1st May, 2006 International Labour Day at Dr. B.R. Ambedkar Auditorium ofAndhra Pradesh Govt. Guest House, (Andhra Bhavan) New Delhi was celebratedby the Authority. Sh. Mangat Ram Singhal, Hon'ble Minister for Industry & Labour,Govt. of N.C.T., Delhi, Hon'ble Mr. Justice Vijender Jain, Acting Chief Justice,High Court of Delhi and Executive Chairman, Delhi Legal Services Authority;Hon'ble Dr. M.K. Sharma, Judge, High Court of Delhi and Chairman, Delhi HighCourt Legal Services Committee graced the occasion in the august presence ofMs. Nafisa Ali, Social Activist & Chairperson, Children Film Society; Ms. SushmaSeth, a Prominent Film & TV Personality and Shri Ashok Chauhan, FounderChairman, AMITY Law School.
� Hon'ble Mr. Justice Vijender Jain, Acting Chief Justice, High Court of Delhi releasedthe booklet on "Unorganized Labour-Rights and Remedies" On this occasion, theAuthority also organized a Debate/Discussion on Contract Labour & its Dilemmaand Hindi Film "Rang De Basanti" was also screened for the recreation of thelabourers. Skit play on contract labour was performed by the artists from Song& Drama Division.

• A Counter was set up with sufficient publicity material i.e. pamphlets, hand bookon "Sawal Hamare Jawab Aapke" and booklet on "Child Labour" for legalawareness of the public at "Delhi Pavilion IITF" at Pragati Maidan during theperiod from 14.11.2006 to 28.11.2006. Although a huge number of public wasapprised of the various activities/services being rendered by the Authority butonly 3505 could be registered due to the fact that public kept pouring in thePavilion through out the day in large number.

Legal Awareness Programme at Springdale's School, Pusa Road, Delhi

CURRENT ACTIVITES
Delhi Legal Services Authority constituted under the Legal Services AuthoritiesAct, 1987 is providing free legal services to the weaker sections of the society to ensurethat opportunities for securing justice are not denied to any citizen by reason of economicor other disabilities and to secure that the operation of the legal system promote justiceon the basis of equal opportunity. The Act was enacted to effectuate the constitutionalmandate enshrined under Articles 14 & 39-A of the Constitution of India. The object isto provide “Access to Justice for All”.
Hon’ble Mr. Justice T.S. Thakur, Judge, Delhi High Court and Executive Chairman,Delhi Legal Services Authority desired that immediate and effective legal services beprovided to the beneficiaries in letter and spirit. The Legal Services should reach themarginalized sections of the society and the Authority should initiate steps to make themasses aware about the legal services available to them as enshrined in the LegalServices Authorities Act, 1987. The counsellors of the Authority have therefore beenvisiting the Slums and J.J. Clusters as per the monthly schedule prepared, to interactwith the resident welfare associations of the areas, the residents and non-governmentalorganizations active in those areas so that the entire exercise culminates in awarenessabout the programmes of the Authority and to make the residents of the area awareabout their legal rights on various issues.
Accordingly, two Legal Awareness programmes under the able guidance of Hon’bleExecutive Chairman have been organized in Slums and Jhuggi Jhopadi Clusters. HisLordship also took initiative and persuaded other Hon’ble Judges of the High Court ofDelhi to attend these Legal Awareness Programmes to encourage the marginalizedsections of the society. Significantly, most of the expenditure on these programmes wasborne by the Non-Government Organizations.

SIGNIFICANT ACCOUNTING POLICIES ANDNOTES FORMING PARTS OF ACCOUNTS
1. Delhi Legal Services Authority (Authority) is a 'State Authority', constituted under section6 of The Legal Service Authorities Act, 1987 vide notification no.. f.8/1/96-Judl.II/VOL.II/4947 dated September 26th, 1996.
2. These accounts related to Grant in aid received by the Authority and utilization of thesame. These are not the consolidated accounts of the Authority.
3. The Authority has followed cash system of accounting. On this basis revenue andrelated assets are recognized when received rather than when eerned, and expensesare recognized when paid rather than when the obligation is incurred.
4. Cheques amounting to R. 48,95,381/- (Forty Eight Lacs Ninety Five Thousand ThreeHundred and Eighty One Only) have been drawn but have not been presented to thebank upto 31st March, 2007.
5. Pursuant ot Audit Report of E.L.F.A., Directorate of Audit, Govt. of NCT of DelhiNo.F.12(31)/LFA/2004-05/261 Dated October 3rd, 2005, the authority has decided notto charge depreciated in the final accounts of "Grant". Hence, no depreciation hasbeen provided during the year under reference.
6. The cheque for unutilized grant of Rs. 9,617/- had been deposited with RBI vide Chequenumber 289765 on April 29th, 2006.
7. Misc. Income of Rs. 2,16,882/- represents old outstanding cheques cancelled duringthe year being time barred.

8. As Per the practice of the Authority, the cheques drawn in favour of Advocates, Judges,Staff Members of Lok Adalat etc. are sent to District Legal Services Authorities at TisHazari Courts and Karkardooma Courts disbursements. Receipts for all the chequesso sent were not received at the office of the Authority at Patiala House Court till date.
9. No account/ /utilization cerificate has been received against advance paid during theFinancial Year 2005-06, to PWD for renovation of Office of Delhi High Court LegalCommittee. Hence, the advance continues to be shown as such.

1. We have audited the Balance Sheet of Delhi Legal Services Authority as at 31st March2007 along with Income & Expenditure Account and Receipts and Payments Accountfor the year ended on that date, attached herewith relating to the two grants in aid ofRs. 75.00 lacs (Rs. Seventy Five Lacs only) each totaling to Rs. 1.50 Crores (Rs OneCrore and fifty Lacs only) received by the authority vide sanction letter number no.F.27/05/01-Judl./LJ/06/3924 dated June 30th, 2006 F.27/05/01Judl/LJ/07/7484
2. These financial statements are the responibility of the management. Our responsibilityis to express an opinion on these financial statements based on our audit.
3. We report that
i) Delhi Legal Services Authority has been constituted under the Legal ServicesAuthority Act, 1987. No part of the activity of the authority is commercial, industrialor business in nature. Hence, Accounting Standards issued by the institute ofChartered Accountants of India do not apply to the Authority. An audit includesexamining, on a test basis, evidence supporting the amount and disclosures inthe financial statement. An audit also includes assessing the accountingprinciples used and significant estimates made by the management, as well asevaluating the overall financial statement presentation. We believe that our auditprovides reasonable basis for our opinion.
ii) We certify that the balance Sheet, Income & Expenditure account and Receipts& payment Accounts are in agreement with the books of account maintained bythe Authority

iii) (a) We have obtained all the information and explanations which to best of ourknowledge and belief, were necessary for the purposes of the audit.
(b) In our opinion, proper books of accounts have been kept by Authority so faras appears from our examination of the books.
(c) In our opinion and to the best of our information and according to explanationgiven to us, the said accounts read with notes as per Schedule IInd thereon,give a true and fair view:
i) In the case of the Balance Sheet of the state of the affairs of the Authority(relating to Grant Account) as at March 31st, 2007 and
ii) In the case of Income and Expenditure account of the Excess of Incomeover Expenditure of the Authority (relating to Grant Account) for theyearended on that date.
iii) In the case of Receipts and Payments account, of the receipts and paymentsof the Authority (relating to Grant Account) for the year ended on the date.

Marriage & Family Counselling Centres
The Authority has opened ‘Marriage and Family Counselling Centres all overDelhi so that people could take the advantage of legal services at their door-step. Thesecentres are being run in coordination with various Govt./Non-Govt. organizations and aremanned by advocates from the panel of this Authority.
