The Board of T1ustees of The Arkansas State Teachers College met in the Board Room in the Administration Building on the College grounds in Conway, Arkansas, Thursday, December 19 , 1963, at one-thirty o 'clock p.m., pursuant to legal call of the meeting by the Chairman. The following members were present: Louie H. Polk, Chairman; Dr. Dee W. Halbrook, Vice-Chairman; Mrs. Rufus W. Morgan, Jr., Secretary; Cleddie W. Harper; J. C. Mitchell, and Digby C. West. President Silas D. Snow met with the Board.

Chairman Polk declared a quorum present and called the meeting into for­mal session.

Trustee Morgan made a motion that was seconded by T rustee Halbrook and unanimously passed that the minutes of the last meeting be approved.

A motion was made by Trustee Halbrook, seconded by Trustee West and unanimously passed that subject to the approval of the Housing and Home Finance Agency, the Board recommended that the low bid that was submitted by Nabholz Construction Corporation, Conway, Arkansas, based on the deduction of the fol­lowing alternates be accepted:

Deduction #1 $ 31,840.00 Deduction #3 6, 100. 00 Deduction #6 820. 00 Deduction #7 3,330.00 Deduction #8 11,850.00 Deduction #9 360. 00 Deduction # 11 11,900.00

$ 66,200. 00

and, that the construction summary for this project would then be :

Construction $ 733,300.00

The motion also stipulated that the administration of the college determine by May 1st .if funds are available in the college's general re:venues in sufficient V quantity to apply $31, 840 to add back Alternate #1 to the contract and the con­struction project. (Project CH-Ark- 63(D)).

Trustee Morgan introduced a resolution entitled: RESOLUTION RE WAGE RATES. Mrs. Morgan moved that the resolution be adopted. Trustee West seconded the motion and it was unanimously passed by the Board. (A true copy of this resolution is attached to these minutes and becomes a part thereof.)

Trustee Halbrook made a motion that was seconded by Trustee Mitchell and unanimously passed that Nabholz Construction Corporation, apparent low bidder, be awarded the contract for renovating the old library. The following alternates were deducted:

A work order on this project will be issued in the event approval can be obtained from the Comptroller's office allowing the college. to supplement the state appro­priation for this particular project in the amount of $17, 405. 74.

Trustee West made a motion that State Printing Contract #43 be abided by when the college orders any printing as outlined in this Contract. This motion was seconded by Trustee Morgan, passed by a majority vote with one Trustee abstaining.

A mqtion was made by Trustee Halbrook, seconded by Trustee West and unanimously passed that the following room rents be made effective September 1, : ) 1964:

Trustee Morgan made a motion that income from the sale of food scraps from the cafeteria be held in trust until it amounted to $500. 00 and that this amount then be donated to the ASTC Endowment and Trust Fund to be applied on the W. C. Ferguson Memorial Chapel. This motion was seconded by Trustee West and unanimously passed.

Trustee Mitchell reported to the Board on the progress that had been made in removing the radio antennae of KCON. Trustee West made a motion, seconded by Trustee Morgan and unanimously passed that the Agreement as drawn-up by Mr. Leon Catlett be approved subject to the approval of the President of the Conway Broadcasting Company. Furthermore the motion directed the committee to exhaust all efforts in negotiating a better solution to the dilemma. (A true copy of this Agree­ment is attached to these minutes and becomes a part thereof.)

A motion was made by Trustee Halbrook that the fee remiss ion scholarships now offered b'- inc r eased from $60. 00 per semester to $90. 00 per semester. This motion was seconded by Trustee West and unanimously passed.

Upon a motion made by Trustee Halbrook, seconded by Mr. West and unani­mously passed the following personnel were enabled to participate in the tax-sheltered annuity program: Investment

Trustee Morgan made a motion that the Extension Division drop all high school correspondence courses with the exception of Plane Geometry from its list of offerings effective November 1, 1963, and that only ASTC mathematics majors or minors who did not have this course in high school be permitted to enroll for it. Students who enroll prior to this date should be permitted to complete their courses as they have in the past. This motion was seconded by Trustee Halbrook and unanimously passed.

Upon the recommendation of President Snow, Trustee Halbrook made a motion that the following leaves of absence be granted:

(a) Gene Hatfield, Department of Art, second summer term with pay. (b) Dr. Jewel Moore, Department of Biology, second summer term

without pay.

Trustee West seconded the above motion that was passed unanimously.

A motion was made by Trustee Halbrook, seconded by Trustee West and unanimously passed that effective September l, 1964 room deposits be increased from $10. 00 to $20. 00. Of this amount $ 10. 00 will be credited to the student's first month's rent and the remaining $10. 00 will be retained for breakage, etc. until the student graduates or withdraws.

Trustee Halbrook made a motion that the 1964- 65 calendar as presented to the Board be approved. This motion was seconded by Trustee Morgan and unanimously passed. A copy of this calendar follows:

A motion was made by Trustee Morgan that the area lying north of the gymnasium and west of the Wesley Foundation building be approved as the site for the new science building. This motion was seconded by Trustee West and unanimously approved.
