MESSAGE FROM

THE VICE CHANCELLOR

Dear Readers and Members of the UDSM community,

I would like to invite you all to this last issue of Mlimani Newsletter for the year 2015. We remain with only days before the end of the year. We have had an exciting year marked partly by coming into ofice of a new leadership that will steer the University for the next triennium that ends in 2017/2018. First, I congratulate the UDSM Management and community members for their personal and joint efforts that enabled accomplishment of the various planned activities towards our Vision 2061. I also congratulate students, their parents and guardians for persistently supporting the University of Dar es Salaam. In this issue we proudly present some notable events and activities that have happened since the last issue. The University of Dar es Salaam was the 1st Winner among Universities, Research and Consultancy Services Exhibitors and 3rd Overall Winner in the 39th Dar es Salaam International Trade Fair that took place from 28th June to 8th July 2015. Another recent highlight for our University was the election of our own Prof. Pius Yanda as one of the Vice Chairs of the Working Group II of the International Panel for Climate Change (IPCC). By virtue of this

position, Prof. Yanda becomes one of the 34 members of the IPCC Bureau.

We are happy to welcome the new students who were admitted during October and November 2015, whose total for the entire University has come to 8,678. An average of 30.2 percent of females was admitted in various undergraduate programmes, with the highest rates appearing in the School of Journalism and Mass Communication (62.3%) and the Institute of Development Studies (56%). The lowest admission of girls was in the newly established School of Health Sciences (13.6%) and the College of Engineering and Technology (16.8%). As for postgraduate studies, a total of 1,983 students were admitted. This number includes 159 PhD, 1,636 Masters and 188 Postgraduate Diploma students.

In this edition you will also see a consistent theme of knowledge exchange through various international and national conferences hosted by various University units. On 17th June 2015 the Centre for Climate Change Studies of the University of Dar es Salaam held the Africa Climate Dialogue at the Nkrumah Hall. The theme of the dialogue was The Road to COP21 for Europe and Africa: Addressing Challenges, Harnessing Opportunities. From 8th to 10th July 2015 the University of Dar es Salaam School of Education conducted an International Conference on Literacy and Numeracy (ICLN). From 3rd to 5th September 2015 the Africa Climate Policy Centre, United Nations Economic Commission for Africa (ACPC, UNECA), in collaboration with the Centre for Climate Change Studies at the University of Dar es Salaam, conducted a conference on Africa Climate Talks. The Department of Fine and Performing Arts organized its 9th International Ethnomusicology Symposium on 16th and 17th July 2015. The Second “Voices of the Social Sciences” conference was held from 31st August to 1st September 2015 at the BOT Conference Hall. The main theme of the conference was Population, Natural Resources and Development. All of these events attracted numerous participants from within the country and from many countries around the world.

A number of other developments have also happened. On 28th August 2015, Former

President Ally Hassan Mwinyi launched an Entrepreneurship Resource Centre at the Dr. Wilbert Chagula University Library. The Rotary Club refurbished the Resource Centre and furnished it with computers. On 24th October, 2015 the University of Dar es Salaam community, including the Vice Chancellor and all the three DVCs, participated in the 2015 Rotary Dar Marathon. A key objective for this year’s Marathon was to support efforts being made jointly by the University of Dar es Salaam and Dar es Salaam Rotary Club to build a multi-specialty hospital on the Mwalimu J.K. Nyerere Mlimani campus over a time span of ive to six years. During the event, which attracted over 13,000 participants, the Dar es Salaam Rotary Club raised TZS. 1 billion in cash and kind.

As usual, the Newsletter also unveils popular columns with our readers that illustrate activities in the University research, knowledge exchange, alumni activities, staff proiles and announcements. Of particular signiicance was presentation of honorary doctoral (honoris causa) certiicates and graduation gowns to H. E. President Jakaya Mrisho Kikwete and H. E. President Yoweri Museveni, following conferment of the doctoral awards on them during the 41st UDSM graduation ceremony in November 2011.

As one of our communication channels, The Mlimani Newsletter is circulated in hard and soft copies, to over 60,000 alumni and non-alumni individuals, and to over 960 companies. The Newsletter is also circulated in International Conferences held at the University. It therefore provides an opportunity for publicizing businesses and opportunities worth sharing.

We hope that this edition of the Newsletter will contribute to the growing success of the series. We look forward to continued publication of the Newsletter to ever widening circulation.

The University of Dar es Salaam participated in the 39th Dar es Salaam International Trade Fair (Saba Saba) from 28th June to 8th July, 2015. The Exhibitions provided a platform for UDSM to showcase its functions and responsibilities to the general public. The University got irst winner prize in the Research and Consultancy services, and was third overall winner. The Guest of honour was H.E. Dr. Jakaya Mrisho Kikwete the President of the United Republic of Tanzania.

On 23rd July 2015, UDSM hosted 13 high-proile policy makers and planners from Nigeria visiting Tanzania. They were participants of the Senior Executive Course No. 37 of 2015 from the National Institute for Policy and Strategic Studies in Kuru, Nigeria. The group was on a study tour of Tanzania

from July 20 to 31, 2015. It included senior army oficers, permanent secretaries, professors from universities, ambassadors, senior security oficers as well as Nigeria’s policy and decision makers. The group was led by Major General Johnny Godwin Hamakim.

DAR ES SALAAMThe 146th birth anniversary of Mahatma Gandhi was observed on 2nd October 2015 at the University of Dar es Salaam, where the bust of Gandhi was unveiled in 2014. The High Commissioner of India Mr. Sandeep Arya along with the Deputy Vice Chancellor of the

Tanzania German Centre for Eastern Africa Legal Studies (TGCL) in collaboration with UDSM School of

The Confucius Institute (CI) at the University of Dar es Salaam (UDSM) was established in January 2013, when UDSM signed an agreement with the Confucius Institute Headquarters (Hanban) in China following a request from Zhejiang Normal University (ZNU) to jointly establish Confucius Institute at UDSM. CI which was launched on 9th October 2013 is tasked to teach Chinese language and to promote Chinese culture in Tanzania.

The main objectives of CI at UDSM are to meet Tanzania’s growing need of understanding Chinese language, culture, technology and skills and to increase mutual understanding among the peoples of China and Tanzania.

At the University of Dar es Salaam, the Confucius Institute offers the following programmes:1. Chinese Language Evening Courses: 4:30 – 6:30

2. Kungfu Classes: morning and evening sessions

3. Chinese Summer Camp

Every year in August, Confucius Institute organizes a 3-week Chinese Summer Camp in China to experience Chinese language and culture.

4. HSK (an international standardized Chinese Proiciency Test)

5. HSKK (Chinese Speaking Test)

Testing Time: March and December.

(MUCE) launched a Gender Club and

Gender Policy of MUCE on 5th June,

2015. The club intends to educate the

MUCE community and its neighbours

on gender equity issues. This will also

increase awareness and importance

of gender issues in the society. In that

event various activities were conducted

including essay writing competition,

oficial introduction of MUCE gender club leaders, short skit from members

of Gender Club and fundraising for the

Gender Club.

The award is one of the highest decisions by the University Senate. “The award is in recognition of his notable contribution in the application of knowledge to solve real problems. Despite the immense challenges which the Republic of Uganda and its people are facing in the aftermath of wars and civil conlicts, his Excellency has endured and managed to hold the country together to ensure peace and order.”

Under Museveni’s leadership, Uganda is settling and tribal politics that posed a serious threat to a united Uganda have been mitigated. “His approach in

managing and controlling the HIV/AIDS pandemic is lauded as one of the most effective national responses to the pandemic in the continent,” the VC said.

President Museveni said it was a great honour for the University to recognize his contribution and he is very humbled. He said that he chose to study in Dar es salaam University because of the political atmosphere President Mwalimu Nyerere created for East African Integration and for the political movement. He noted that students and academicians helped a lot to solve many problems in Uganda.

A meeting on 18th September 2015 between UDSM and Dar Rotary Clubs led to forming of Mlimani Dar Rotary at Mwalimu Julius Nyerere Mlimani Campus. The Club started with 53 founding/Chartered University members. The objective is to join hands with Dar Rotary Clubs to build a State of the Art

Multi-Specialty Hospital over a 5 to 6 year timespan in a phased manner. At club level, members will create fundraising strategies to beneit the University and surrounding communities. University community members and those living close to the University are welcome to join the club.

The Vice Chancellor, Deputy Vice Chancellors and the University community participated in the 2015 Rotary Dar Marathon. A key objective for this year’s Marathon was to support efforts by Dar es Salaam Rotary Clubs to build a multi-specialty hospital in Dar es Salaam over a time span of ive years. The theme of the event was “Healing lives. Transforming Communities”. During the event, which attracted over 13,000 participants, the Dar es Salaam Rotary Clubs raised TZS. 1 billion in cash and kind.

The Regulator of Social Security Sector in Tanzania

A Social Security Regulatory Authority was established

by Social Security (Regulatory Authority) Act No. 8 of

2008, as amended. The main objective of the Authority is

to regulate the Social Security Sector, to ensure, among

other things, that member interests are protected; Scheme

Administrators, Custodians and Fund Managers comply

with Legal and Regulatory framework; good governance

is instituted; beneits are enhanced and sustainability of

the Sector is maintained.

The Social Security Regulatory Authority envisions a

Tanzania enjoying quality, extended and sustained social

security services. The Authority’s mission is to ensure

quality social security services reach every Tanzanian

through a soundly regulated social security sector. The

Authority values Integrity, Professionalism, Innovation,

Team work, Conidentiality and Good Customer

Services.

Governance Structure of the Social Security Sector

At inauguration, the Authority faced a number of inherited

challenges including, but not limited to, a fragmented

legal and regulatory framework; fragmented beneits

structure; fragmented investment policies low coverage

and lack of awareness in social security products and and

long turnaround time in service delivery. In addressing

the challenges, the Authority:

i. Created a well governed and standardized

operations of the social security sector through the

harmonization of Legal and Regulatory Framework

that resulted in the issuance of 10 Guidelines and

one Rule.

ii. Harmonized Social Security Investments in

collaboration with the Bank of Tanzania through

issuance of Investment Guidelines, 2012, followed by

Investment Guidelines of 2015. The Guidelines were

developed on the basis of the principle of safety,

yielding, liquidity, diversiication (risk management)

and social economic utility.

iii. Increased coverage of Social Security; during

the existence of SSRA, legal frameworks were

established to provide rights to all workers both in

the formal and informal sector as per Section 30

of SSRA Act No 8 of 2008. The Authority provided

conducive environment for extension of coverage to

informal sector supplementary schemes. As a result

membership has increased from 930,000 in 2010 to

1.95 million in 2014.

iv. Harmonized Beneits Packages that resulted into

the issuance of The Pension Beneit Harmonization

Rules, 2014 that provided an equity in pension

beneits, improved pension adequacy and protects

members’ rights.

v. Enhanced Public Awareness and Education

Programmes; to address the challenge of

inadequate awareness of social security products

and services, the Authority conducted a number of

interventions to boost awareness. The interventions

included Seminars, Workshops, Exhibitions and

dissemination of information through electronic and

print media.

vi. Issued contribution period Totalization guidelines

that sorted out the problem of losing pension due to

contributions to more than one Scheme that resulted

from promotions, transfers to other institutions and

related effects.

vii. Is also proud to have facilitated the establishment

of Workers Compensation Fund meant to provide

compensation beneits for injuries, disablement

or deaths as a result of accidents and or diseases

during the employment.

The Authority would like to appeal to all stakeholders of

the University of Dar Es Salaam family and the general

public to join and enjoy Social Security Schemes. Social

security offers protective measures against economic

and social distress, which can lead to stoppage or

substantial reduction of earnings resulting from sickness,

maternity, employment injury, unemployment, disability,

old age, or death.

SSRA is committed to striving for excellence in assuring

that members’ rights are protected, the system is

sustainable and social security services reach every

Tanzanian through soundly regulated services.

THE OPENING OF ROTARY ENTREPRENEURSHIP

RESOURCE CENTREThe University of Dar es Salaam Rotary Entrepreneurship resource centre was oficially launched by former President Ally Hassan Mwinyi on 29th August 2015. As part of the UDSM Library, it was refurbished under the support of Rotary Dar Marathon. The centre is aimed at becoming an excellent resource in terms of information in the country and will be able to serve the community for the students enrolled and for generations to come. The Rotary has provided the centre with a setup for 81-seater thin-client computer network with all software that will also support disability access. Bank M Tanzania Plc. is the
