ThisreportisanupdateofthestrategydocumentthatwasproducedinFebruary2011bytheADSAerospaceExportFocusGroup,whichoutlinedthestatusoftheworldwidemarketplace,identifiedkeyexportmarketsfortheUKaerospacesectorandrecommendedhowopportunitiesinthesemarketsshouldbeapproached.ThisdocumentwassubmittedtoUKTIinsupportoftheirannualbusinessplanningprocess.

AsaresultatargetedprogrammeofactivitiesfocusingonkeyaerospaceopportunitieshasbeendeliveredforUKcompaniesbasedaroundtherecommendations.Duringthepast12months,thishasresultedingreaterengagementfromUKindustrythanpreviouslyseen,whichhasincludedinwardandoutwardactivityinvolvingChina,India,RussiaandUSAmarketsandaseriesofwellsupportedmarketandprogrammebriefingsintheUK.AlloftheseactivitieshavereceivedpositivefeedbackandsignificantlyincreasedUKcompanies’knowledgeandinterestinpursuingbusinessinthesemarkets.

ThedatagatheringandconsolidationexercisealsoresultedinacomprehensivesetofworldwideprogrammeforecastdatathathasbeenmadeavailabletotheUKAerospaceIndustryviatheADSwebsiteandthroughregionaltradeassociations.ThishasbeenparticularlyvaluableforSMEcompaniesthatdonothavetheirownin-houseresearchteamstogatherandproducethisanalysis.Theyhavebeenabletousethisdatatoidentifywhichprogrammesoffergreatestpotentialfortheirproducts/servicesandthusprioritisetheirmarketingandbusinessdevelopmentactivities.Largercompanieshavealsobeenabletousethisdatetocalibratetheirownin-housemarketanalysisandforecastsandtoidentifywheretherearedifferences,investigatetheseareasandrefocustheirstrategyifrequired.

ObjectivesTheprimaryobjectivesofthisreportare:

- ToprovideanevidencebasetoinformUKTIAdvancedEngineering2012/13activityplanning.

- ToprovidetheUKAerospaceIndustryinallareasofthesupplychainandacrossalltiersarichandvalidatedevidencebaseonwhichtobasefuturebusinesscaptureactivitiesandplanning.

1. ThisreportidentifiesthemajoropportunitiesforUKAerospaceininternationalmarketsandprovidesrecommendationsonhowtheseopportunitiesshouldbeapproachedduringthenext12-18months.

Overthenext10years,thelargehighgrowthmarketssuchasChina,IndiaandBrazilwilldriveglobalcivilaerospacegrowth,althoughexisting/traditionalaerospacemarketswillremainimportantforUKindustry.AswellassupplyingtomajorOEMs,suchasAirbusandBoeing,theemergingmarketsarealsodevelopingtheirownindigenouscivilaerospaceprogrammes,UKcompanies,particularlyatOEMandTier1level,withtheassistanceofUKTIandADS,needtoenterdiscussionsontheseprogrammesattheearliestpossiblestagetoenablethemtosecurework.ThiswillthenfacilitateopportunitiesforotherUKcompanieslowerdowninthesupplychain.

2. Theprincipalopportunitiesinthenext10-yearperiodarelikelytobeonnewBoeing,Airbus,Bombardier,COMACandEmbraerprogrammesduetotheirsheervolumeandthefactthattherewillbeoptionsfornewsupplierentries.TherearealsosignificantopportunitiesforUKsupplierstowininternationalbusinessonnewrotorcraftandbusinessaircraft.

3. TheglobalisationofthesupplychainandcurrentmarketconditionsrequirethatUKaerospacecompaniesandUKGovernmentco-operateevenmorecloselythanbeforetomaintainandexpandtheirshareofthisimportantpartoftheadvancedengineeringsector.ADSwillcontinuetoworkcollaborativelywithUKTrade&Investment(UKTI)andtheDepartmentforBusiness,InnovationandSkills(BIS)AerospaceMarine&DefenceUnit,whichhasleadresponsibilitytoensurethattheUKhastherightstrategiesandframeworkstoincreasethecompetitivenessoftheUKcivilaerospacesectorandmaintainitscomparativeadvantage,andtopromoteandsafeguardtheUK’slong-termgrowthincivilaerospacee.g.throughpromotinginternationallycompetitiveskills,supportinginnovation&technologicaldevelopment,andsupportingmoreeffectivesupplychains.

4. SuccessiveUKGovernmentshaverecognisedtheimportanceofaerospaceasastrategicsectorandhavebeensupportiveinhelpingittodevelopandgrowitsinternationalcivilanddefenceaerospacebusiness.AdvancedmanufacturingsectorssuchasaerospaceanddefencealsocontinuetobeseenasimportanttomaintainingabalancedeconomyintheUK.

5. ThisdocumentisadirectresultofUKTIrequiringaconsolidatedUKaerospaceindustryviewofwhereitcanbestallocateitsresources.ADSandtheUKAerospaceIndustrywelcomethesupportthatUKTIandBIShavegiventoproducingthisdocumentandlookforwardtocontinuedcollaborationbetweenallpartiesforthebenefitoftheUKAerospaceIndustry.

6. TheinformationcontainedinthisreportwascompiledfromdataprovidedbymajorUK-basedcompaniesintheaerospacesectorduringlate2011.ItprovidesaconsolidatedviewoffutureinternationalopportunitiesandwassignedoffassuchbyADSAerospaceExportFocusGroupinJanuary2012.

7. The2012reportwasformallylaunchedattheUKTIInternationalAerospaceExchangeeventon7February2012.AtthiseventmajorcivilaerospaceOEMs,andtheirTier1partners,gavepresentationsontheirmajorcivilaerospaceprogrammes,includingdatageneratedforthecurrentreport,andhowtheUKsupplychaincanaccesstheseopportunities

ADScontractedaconsultanttogathermarketintelligenceandforecastdataforkeyaerospaceprogrammesfromADSmembercompaniesandconsolidatethesedatatoproduceanindustryviewonglobalopportunities.InaworkshopfacilitatedbytheconsultantthemembersoftheADSAerospaceExportFocusGroupanalysedthesummarydata,generatedalistofpriorityopportunitiesfortheUKaerospaceindustry,andalistofrecommendedactionsbyADSandUKTIinsupportofwinningbusinessintheseareas.

TheworkshopidentifiedalistofpriorityprogrammesthatitisbelievedwillpresentthegreatestopportunitiesforUKindustryduringtheperiod2012-2020.EachoftheseprogrammeswasevaluatedbybenefittoUKcompaniesofsecuringworkontheseprogrammesversuseaseofaccess.Thecriteriausedforeachofthesecategorieswereasfollows:

AlthoughNorthAmericaisatransparentmarket,itisademandingonefromUKSME’stoaddressandthismarkethasthereforebeenmovedtothelongertimescalesetofprioritymarkets,asitisfeltthatUKTIsupportisessential.

Itisimportanttonotethatduringtheworkshopanumberofprogrammesthatwereincludedinthepreviousyear’sstrategyweretakenoutastheywereconsideredtonolongerpresentsignificantenoughopportunitiesfortheUKsupplychaintoremainapriority.Themainreasonsforthisdecisionwerethatsupplychainsfortheseprojectswerealreadyfullycommittedorthattheprogrammewashighlyunlikelytoproceedinthetimescalesthatthereportcovers.Theprogrammesthatwereremovedfromthisyear’spriorityprogrammelistinclude:

Fixed Wing Narrowbody/Single AisleAfterenjoyingaduopolypositioninsingleaislenarrowbodyaircraft,AirbusandBoeingfacecompetitionfromnewentrantsthatpromisefuelsavingsusingnewgenerationengines.Bothhavereactedwithre-enginedversionsoftheirnarrowbodyofferings.

Boeing737MAX(D)Boeinghaslaunchedthe737MAXre-enginedaircraftwithmajorordersfromAmericanAirlinesandSouthwestAirlines.Firstdeliveriesarescheduledtotakeplacein2017.Boeingclaimsmorethan900ordersfrom13customers.

Boeingintendstominimisechangesfromthe737NGbutwilldevelopwidespreadstructuralstrengtheningandalongernosegeartoaccommodatethelargerdiameterfanoftheLEAP-1Bengine.Opportunitiesatfirsttierexistnowintheareasofairframe,nosegearandenginerelatedequipment.

CFMLEAP-1B(D)Airlineshavebeenpushingenginemanufacturersforlessfuelconsumptionandlessnoise/Nox.InNov2010,GEandSnecmalaunchedtheLEAP-X(18-50Kthrust),whichrepresentsatotallynewturbofanenginethatwillbeabletoprovidealongerlifetotheB737andA320family.IthasnocommonpartswiththecurrentCFM56-5/7engine.

InDecember2009,CFMwasselectedasthesoleengine(LEAP-1C)fortheC919programmebytheChinesecompanyCOMAC.Entryintoserviceforthe919istargetedfor2016.Followingthis,inNov2010,AirbusselectedtheLEAP-1AasoneoftwoalternativeenginesthatwillpowerthenewA320neo(NewEngineOption).ThethirdplatformfortheLEAP-1Bisonthenew737MAX.

Theengineisareal“leap”intechnology.TheLeap-Xwillhaveabypassratioofaround10,comparedwith5-6fortheCFM56family,andacorepressureratiodoublethatofthecurrentengine,at22.Thepowerplantwillalsofeatureatwo-stagehigh-pressureturbinedrivinga10-stageHPcompressor,andthelow-pressureturbinebladeswillbeproducedusingceramicmatrixcomposite.GEisinchargeoftheHPcore,combustionchamberandtheHPturbine,whilstSnecmaisresponsibleforthelowpressureturbineandcompressor.Nexcellewillprovideanintegratedlightweightnacellesystem.

ThetotalfirmLEAP-Xorderbookstandsatover1500engines.ThisincludesthelatestorderbySouthwestAirlinesfor150737MAXaircraft.TheMAXorderbookstandsat948aircraftfrom13customers,buttheLEAP-1BengineisnotyetreflectedinthetotalMAXorderstally.

A320neoAirbushasreactedtonewcompetitionwiththeA320NewEngineOption(NEO).The‘option’includestheCFMInternationalLeap-XorPratt&WhitneyPW1100Gengineandimprovedaerodynamicperformance.Theaircraftisduetoenterservicein2016andhasprovenpopularwithoperators..InthefirstyearaftertheprogrammelaunchinDecember2010,Airbusclaimstohavereceived1,420ordersandcommitments.AsaderivativeoftheexistingA320,theA320neoislikelytoofferlessscopefornewcontracts,withexceptionoftheenginesandrelatedequipment,thananallnew-aircraft.OpportunitiesexistatTier1andlowerandnewengineswillpresentnewopportunitiesinrelatedsystemsandaerostructures.

PW1000(GearedTurbofan)(D)LaunchedinJuly2008,Pratt&Whitney’sPW1000Gfamily(formerlyGTF)isthecompany’ssolutionforanext-generationturbofan.Theenginehasconventionalturbofanarchitecture,butfeaturesanadditionalplanetarygearboxbetweenthefanandcompressorsections.

Fixed Wing Widebody/Twin AisleInallcasesenginesapplicabletorelevantairframesfollowdirectlyaftertheairframesummary:

AirbusA350-1000XWB(D)TheAirbusA350-900XWBdesignisfirmedup.Finalassemblyofthefirstaircrafthasslippedfrom2011into2012withfirstflightnowscheduledformid-2013.TheaircraftisprovingtobeanattractivecommercialpropositionwithAirbusclaiming567ordersattimeofwriting.EntryintoService(EIS)oftheA350-900XWBisscheduledfor2014followedbythesmallerA350-800XWBin2015.FollowingadecisionbyAirbustouseahigherthrustRolls-RoyceTrentXWBenginefortheA350-1000XWBandincreasethevariant’spayload-rangecapability,itsentryintoserviceisnowscheduledfor2017.ItwillcompeteforbusinesswiththelargervariantsofBoeing’s787andtheBoeing777.TheaircrafthassofaronlybeenofferedwithversionsoftheRollsRoyceTrentXWBengine.

AlthoughTier1suppliersarenowselected,someopportunitiesstillexistintheneartermatlowertiersonA350-1000XWB

Rolls-RoyceTrentXWB(D)TheTrentXWBhasbeendevelopedandoptimisedexclusivelyfortheAirbusA350XWBfamilyandwillbethesixthmemberofthehighlysuccessfulTrentfamily.TheXWBEnginerangeconsistsof3engineswithdifferingthrustrangesfrom75klbto93klb.TheTrentXWBwillusethesuccessfulthree-shaftarchitectureofRolls-Royceenginesandthedetaileddesignwillreflect70millionhoursofTrentfamilyserviceexperience.

TheA350hascurrentlyattracted567firmaircraftordersfrom36customers,anorderbookthatalreadyexceeds1,100enginesbeforeithasenteredintoservice,arecordforanyRolls-Royceengine.

InJune,attheParisAirShow,AirbusannouncedthattherevampedA350-1000wouldfeatureamorepowerfulthrustrangeupto97klb.

Boeing787-9/10(M/C)TheBoeing787hashadsomewellpublicisedscheduleproblems.Thefirstflighttookplaceon15December2009andthefirst787-8revenueflightwasmadebyANAinOctober2011after40monthsofdelay.Netordersfortheprogrammedeclinedin2010and2011duetocancellations.Nevertheless,theprogrammelookssettobesuccessfulwithabackloginexcessof800.TheaircraftisofferedwithboththeRollsRoyceTrent1000andGeneralElectricGEnx2Bengines.

TorecoverasmuchprogrammeslippageaspossibleBoeinghasbeenpullingworkbackin-house.ItispossibleBoeingwilllooktoreplaceunderperformingcontractorsandre-outsourcework.ThismaybeanopportunitythatestablishedandtrustedUKsupplierscouldexploit.NonethelessitisobviousthatBoeingwillberiskaversewithregardstoitssupplychainformanyyearstocome.

Thebasemodelis787-8whichistobefollowedbytheslightlylarger787-9.Suppliersareproducingcomponentsforthefirst787-9now.Afurtherstretchto787-10isplannedbutwouldnotdelivertherange/payloadcapabilitytomakeita777replacement(seeentrybelow).

Boeing777X(C)TokeepitsofferingattractiveandtocompetewiththeA350-1000XWB,Boeingseemssettoupgradethe777.AnynewBoeingaircraftislikelytobecomparativelyaccessibleforUKindustry.Thereishowevernoprogrammelaunchandnodeclaredtimescale.BoeingappearstobewaitingformoreclarityoftheA350-1000XWBtimelinebeforefixingthatforthe777X.

Embraer190X(C)EmbraerhasannouncedthatithasdecidednottofollowBombardieringoinghead-to-headwithBoeingandAirbusinthenarrowbodymarket.Insteaditintendstore-enginetheE-Jetseriesofregionaljetswithanentryintoservicetargetof2017or2018.Itaimstoclarifyitsstrategicdirectioninearly2012andthendefinewhichsystemswillbeupgradedinadditiontotheengine.Enhancementsunderconsiderationincludeacompositefuselageandastretchtobeyondthecurrent110-120seatE-195.

Becauseofpoordemandatthelowerendoftheregionaljetmarket,itisthoughtlikelythatEmbraerwilllaunchtheupgradeonitslargerE-190/195aircraftfirst.

GENG34(C)GEisworkingonareplacementforthevenerableCF34engine,ofwhichthereareover4,000inthefleet.Thenewgenerationregionaljetengine(NG34)wouldfeatureane-Core”similartothatontheCFMLEAP-X,comprisinga10stagehighpressurecompressor,compositefancase,widechordfantechnologybasedontheGEnxengine,aTAPPS11combustorandnextgenerationhighpressureturbinebladematerial.

GEareseekingafirstapplicationfortheengineanditisrumouredthattheEmbraer190Xwouldbethefirstmajortargetplatform.

IndianRTA-70(C)India’sseesthisregionalaircraftprogrammeasasteppingstonetolargeraircraft.Bothturbopropandturbofanversionsofthe70-90seaterareunderconsiderationbytheNationalAerospaceLaboratories(NAL).Thisprogrammeisataveryearlystagewithnoannouncedscheduleandnosuppliersselectedyet.Thereisthepossibilityofpartnershipwithexistingproducersofregionalaircraft.NALwashopingtohavethego-aheadtocreatetheaircraftbytheendof2011butthisdidnothappen.NALisintalkswiththemajorenginesuppliers.

Involvementoflocalsupplychainislikelytobeanextremelyimportantfactorinselectingsuppliers.FixedWingRegionalTurboprops

NewATR(C)ATRistalkingaboutaneworstretchedderivativeregionalturbo-proptomeetexpecteddemandinthe90seatsegmentandmaydecidetoproceedin2012withoutfullycommitting.

MA700(D)TheCAAC&ChineseGovernmentperceivestheneedforamediumsizeTurbopropaircrafttotransportpeopleforshorttomediumdistancesinthemiddleandEasternregionsofChina.TheX’ianAircraftCompany(XAC)hasbeenselectedtodeveloptheMA700whichhasa2cabinconfigurationcarrying76passengersinstandardclassor64standardwith4Businessclassseats.XACisanAVICcompanythathasalreadydevelopedtheMA60&MA600regionalturbopropaircraftfortheChinesemarket.

Theaircraftstructurewillbe20%compositewithflybywirecontrolandanintegratedavionics&electricalpower.ItwillhaveElectricalactuationdriveflap&stabiliser,windscreen&propellerbladeswithelectricalde-icingandElectrical-Hydraulicservoactuatordrive,rudder&elevator.ItwillbepoweredbytwoPratt&WitneyPW-127engines

ThePW1100GfortheA320neohasbeenverysuccessfulsincelaunchandhasachieved744ordersresultinginamarketshareof45%.OntheBombardierCSeries,thePW1500Ghasaddedanother266engines,andassoleengineissettowinfurthersignificantorders

BombardierCSeries(M)BombardierlaunchedthisprogrammeinJuly2008,andholdsfirmorders,options,purchaserightsandLOIsforupto307aircraft.CustomersincludeBraathansAviation(Malmo),DeutscheLufthansa,KoreanAir,RepublicAirwaysandLeaseCorporationInternational.Optimisedforthelowerendofthe100-to149-seatcommercialmarket,theCSeriesfamilyofaircraftisdesignedtoofferairlinesimprovedeconomicsandperformance,withareducedenvironmentalimpact.

CSerieswillincludethelatesttechnologicaladvancements,suchasincreaseduseofcompositesandaluminiumlithiuminstructures;anext-generationengine–thePratt&WhitneyPW1000GPurePowerEngine;fly-by-wire,andadvancedaerodynamics.

COMACC919(D)TheC919isaChineseindigenouslydeveloped168-190seatnarrowbodyairlinerwithascheduledentryintoservicedateof2016.TherearerumoursthatARJ21certificationissuesarecausingresourcetobetakenofftheC919project,puttingC919timescalesatrisk.Contractshavebeenannouncedforthemajoraircraftsystems.

Chinaisgrowinganindigenouscivilaero-enginecapabilitybutrecognisingthatitisnotabletodosointimetomeettheEntryintoServicedateofthisprogramme,COMAChasselectedNexcelletoprovideanintegratedpropulsionsystemincludingnacellesandCFMLEAP-Xengines.

BusinessJetsrepresentaverydiverseandhighlysegmentedpartoftheoverallmarketandUKindustryplaysasignificantrole.Allsegmentswereenjoyingstronggrowthuntiltheglobalfinancialcrisistookhold.Theairframersinthissegmenthavebeenhitveryhardandmostwereforcedtomakeswingeingcutsintheirworkforceduring2009/10.

ThemoodattheannualNationalBusinessAviationAssociation(NBAA)showinOctoberwashopefulbutalmostallparticipantswerereluctanttoshowtoomuchenthusiasmgiventheseeminglyendlesswaitforarecovery(totaldeliveriesin2011weredown13%on2010).

Thelargesegmentcontinuestoremainstrongwhilstthesmallandmid-sizesegmentcontinuestoawaittraction.Manufacturersarehopefulforamodestorderimprovementin2012,followedbyastrongerdeliveryrecoveryin2013.However,thissegmentstillremainsattractivetoUKindustryduetothehighrateofnewmodelintroductionsandthereducedbarrierstochange,allowingincumbentsupplierstobereplaced.

FalconSMS(D)ThisisDassault’ssecondattemptatthenewmodelaftertheeconomicsituationin2007delayeditsplantofinishwhatwasthenaRolls-RoyceRB282-poweredjetby2014.

Thenew,still-under-wrapsFalconsuper-midsize(SMS),willbeinacategoryabovetoday’sFalcon2000series.Thenewaircraft,asaresult,willbeitsbiggestevertwin-engineFalconjet.ItslargecabinaircraftwillbebasedontheFalcon7X,sharingitswingcontours,fuselagedesignanddigitalfly-by-wiresystem.TobecompetitivewithG450andGlobal5000,itwillneedarangeofatleast4,500-plusnmat0.80Mach.

TheprogramcontinuestoprogressthroughtheSDDphaseforallthreevariantsoftheaircraftinconjunctionwithsupplierratereadiness.TheUSDepartmentofDefensecontinuestopressurisetheindividualaircraftcostandultimatelytheoverallbudgetfortheaircraftprogrammewhichinturndrivesanumberofkeyoperationaldecisionssuchassecondsourcing.

NextGenerationFighters(C)Othercountries,includingJapan,TurkeyandIndonesiahaveannouncedplanstodevelopindigenousNextGenerationFighters.Someoftheseprogrammesaremoreadvancedthanothersanditpossiblethatsomecountriesmayworktogetherandthatsomeoftheprogrammesmaynotgoahead.Duetothepotentialforsensitivetechnologiesbeingexported,itisconsideredunlikelythatanysignificantUKindustryinvolvementinanyoftheseprogrammeswillbeachievedwithoutUKGovernmentsupport.ThishasbeenthecasefortheKoreanKFXprogramme,wheresomeUKTier1/2companieshavealreadybeeninvolvedindiscussionswithKoreanindustrythroughthesupportoftheUKGovernment.ItissuggestedthatSME’swillfinditmucheasiertoengagewiththeseprogrammesthroughUKTier1and2companies,ratherthanhavetoengagewiththeoverseasnationalindustrydirectly.

LongtermstrategicaircraftTheUSAFisinterestedindevelopingaNextGenerationBomberwithLockheedMartin,NorthropGrummanandBoeingbeingtheobviouscandidatesforsuchaproject.ThelongrangeBomberwillbeatwinenginestealthyplatformwithanuclearcapabilityandcouldbewithorwithoutapilot.

TheUSAFandUSNavyareinterestedinaNextGenerationTacticalFighterwithgreaterspeed,stealthcapabilityandutilisingself-healingmaterial.LockheedMartin’sSkunkWorksdivisionhasrevealedaconceptualnext-generationfighterdesignthatoffersthefirsthintsofanambitious,long-termtechnologystrategyforthenewclassoftacticalaircraftthatwillemergeafter2030.Theconcept-publishedina2012calendardistributedtojournalists-indicatesthecompanywillcontinuetoseeknewbreakthroughsinperformancedespitetherisk-aversecultureoftoday’sweaponsbuyersintheUSmilitary.FeaturinganF-22-likenose,anunusuallycontouredwingandnearlyflatcantedtails,theconceptsuggestsanewlevelofspeedandagility.

TheT-XProgramisbeinginitiatedtoenabletheU.S.AirForce(USAF)toprocureanewtwo-seatjettrainerforadvancedfighter/bomberspecializedundergraduatepilottraining(SUPT)toreplacetheaginginventoryofNorthropGrummanT-38Talonsthatfirstenteredservicein1961.TheT-Xtrainerprogram’sprimaryobjectiveistoprovideaworld-widetrainerfor5thgenerationfightaircraftsuchastheF-22andF-35.Currentplanningistopurchase~350aircraftovera10yearperiodwithtargetinitialfieldinginthe2017-2018timeframe.Theproductiongoalisachievearateof45aircraftperyearby2020.TheUSAFhasperformedanAnalysisofAlternatives(AoA)andassumingthatsufficientfundingisprovidedintheupcomingPresidentsBudgetsubmittal,willproceedwithplansforacompetitivesourceselectiontobeginin2012.

Itisanticipatedthattherewillbealargenumberofopportunitiesinlocallogisticssupplychainrequirements.TheglobalconceptoftheF-35willdictatecohesiverequirementstosupportaircraftoperations,trainingandsimulationfacilitiesandmaintenanceandfieldsupportrequirements.Decisionsareyettobemadeforlocalsupportfacilitiesandequipmentthatarelikelytopresentopportunityforawiderangeofsuppliersinsupportoftheprogramme.

TheUKMoDhassovereignrequirementsfortheJointCombatAircraft(JCA)whichincludesthecarriageofUKweaponssuchasPaveway4andASRAAM.DesignworkisalsounderwaytoexplorethecarriageofMeteor.MoDhasarequirementforin-flightrefuellingofJCAandisconsideringoptionsincludingutilisingitsFSTA(FutureStrategicTankerAircraft)anda“Buddy”typearrangementwhereoneF-35wouldrefuelanotherF-35whilstonoperation.

APerformanceBasedLogistics(PBL)supportarrangementispreferredforF-35intheUKbutthiscan’tbeaddresseduntilanoperationalbasehasbeenagreedforJCA.TheJPOwouldlikeitsF-35operatorstohaveacommonGlobalLogisticsSupport(GLS)approachwiththeJSFaftermarketbuttheUK’ssovereignapproachwillfallundera“paytobedifferent”scenario.

SAABGripenNextGeneration(D)TheJAS39GripenisalightweightsingleenginemultirolefighteraircraftinservicewithSweden,CzechRepublic,Hungary,SouthAfrica,ThailandandtheUKEmpireTestPilotsSchool.TheGripenNextGeneration(NG)versionhasanewengine(F414G),increasedfuelcapacity,higherpayload,upgradedavionicsandotherimprovements.SAABisnowpromotingtheaircraftinanumberofcurrenthigh-profilefightercompetitions,includingBrazil.Itwasannouncedin2011thatGripenNGentryintoservicewithSwedenwasdependentonaforeignorderbeingfinalised.InNovember2011theSwissgovernmentannounceditsdecisiontobuy22GripenNGfighters.TheSeaGripenisaproposedcarrier-basedversionbasedontheNGvariantandiscurrentlyindevelopment,originallyforIndianopportunities,butnowmoreprobablyforBrazilianones.FollowingameetingwithUKMoDofficialsinMay2011,SaabagreedtoestablishadevelopmentcentreintheUKtoexpandontheSeaGripenconcept.SaabchiefexecutiveHåkanBuskhestated:“TheMoDislookingforcompetition”.

Thedecisiontoproceedtoaflightdemonstratorwillbemadeinlate2012.AlthoughSAABhasawellestablishedsupplychainforGripen,itispossiblethatthelocationoftheSeaGripendevelopmentcentreintheUKwillprovidenewopportunitiesforUKindustry,withwhichtheSwedishcompanyalreadyhasstrongties.

TheFifthGenerationFighterAircraft(C)TheSukhoi/HALFifthGenerationFighterAircraft(FGFA)isafifth-generationfighterbeingdevelopedbyRussiaandIndia.ItisaderivativeprojectfromthePAKFA(T-50istheprototype)beingdevelopedfortheIndianAirForce(FGFAistheofficialdesignationfortheIndianversion).Twoseparateprototypeswillbedeveloped,onebyRussiaandaseparateonebyIndia.TheRussianversionoftheaircraftwillbeasingle-seater,theIndianversionwillbeatwinseater,analogoustotheSu-30MKIwhichisatwinseatvariantofthebaselineSu-27.

AcontractbetweenBangalore-basedHindustanAeronauticsLtd(HAL)andRussia’sUnitedAircraftCorporation(UAC),willcommittobuilding214fightersfortheIAFand250fightersforRussia.Theoptionforfurtherorderswillbekeptopen.HALandUACwillbeequalpartnersinajointventurecompanythatwilldevelopandmanufacturetheFGFA.

Avicopter(C,D)TheChinesehelicopterindustryhasalsobeenconsolidatedinrecentyearswithinthegroupcompanyChinaAviationIndustryCorporation(AVIC).Underthis,anewcompany,Avicopter,hasbeencreatedwithjointownershipof69%byAVICand31%bytheTianjinmunicipalgovernment.Avicopterhasassumedoverallresponsibilityforallexistingprogrammesandcontrolofallexistingplants.AnewcivilproductionplantwascompletedatTianjinin2009.

Militarymarket(C)Theunmannedairsystemsmarketisthefastestgrowingsegmentofthemilitaryaerospacemarketandisthelargestsegmentoftheunmannedsystemsmarket.AtpresenttheUnitedStatesisresponsibleforthemajorityofthespendingontheacquisitionofmilitaryunmannedsystemsandisthelargestinvestorinthedevelopmentofnewsystemsbyawidemargin.

TheexportoflargerUAS’sarecoveredbytheMissileTechnologyControlRegime(MTCR).TheMTCRisaninformalandvoluntaryassociationofcountrieswhichsharethegoalsofnon-proliferationofunmanneddeliverysystemscapableofdeliveringweaponsofmassdestruction,andwhichseektocoordinatenationalexportlicensingeffortsaimedatpreventingtheirproliferation.TheMTCRwasoriginallyestablishedin1987byCanada,France,Germany,Italy,Japan,theUnitedKingdomandtheUnitedStates.Sincethattime,

thenumberofMTCRpartnershasincreasedtoatotalofthirtyfourcountries,allofwhichhaveequalstandingwithintheRegime.TheMTCRrestsonadherencetocommonexportpolicyguidelines(theMTCRGuidelines)appliedtoanintegralcommonlistofcontrolleditems(theMTCREquipment,SoftwareandTechnologyAnnex).AllMTCRdecisionsaretakenbyconsensus,andMTCRpartnersregularlyexchangeinformationaboutrelevantnationalexportlicensingissues.NationalexportlicensingmeasuresonthesetechnologiesmakethetaskofcountriesseekingtoachievecapabilitytoacquireandproduceunmannedmeansofWMDdeliverymuchmoredifficult.Asaresult,manycountries,includingallMTCRpartners,havechosenvoluntarilytointroduceexportlicensingmeasuresonrocketandotherunmannedairvehicledeliverysystemsorrelatedequipment,materialandtechnology.

InNovember2010,thecompanyflewitssecondindigenousprogramme,theAC311.Thisisa2-tonne,single-engineaircraft,whichagainborrowsheavilyfromthestylingofEurocopter,thistimetheEC120,butusingaconventionaltailrotor.Chinesecivilcertificationisexpectedin2012.Avicopterhaspredicteditcansellupto500inthenext10years.

HindustanAeronauticsLimited(HAL)areproposingtodevelopahelicopterinthe10to12tonneclass,theIMRH(IndianMultiRoleHelicopter)fortheAirForceandArmy.TheaircraftwillbemanufacturedlocallywiththeassistanceofaWesternpartner.

In-countrymanufactureisimportant,afactordemonstratedbyAgustaWestland’sjointventurewithTATASonsforthemanufactureofoneofitsproducts.

RussianHelicopterProgrammes(C,D)RussianHelicopters,awhollyownedsubsidiaryofUICOboronprom,isthemanagingbodyoftheconsolidatedRussianhelicopterindustry,bringingtogetherorganisationssuchasMil,Kamov,RostvertolandKazanforthepurposeofrevampingandmodernisingtheRussianrotorcraftproductline.

Itisfocusingonanumberofdevelopmentprogrammesacrossitsrangeofhelicopters,includingaturbine-engineversionoftheMi-34andadeepmodernisationoftheMi-8/17(theMi-8M),andanumberofnewdesigns,includingthe15-tonneMi-38,6-tonneKa-60/62and4.5tonneMi-54.Therearealsoseveraldesignsforhigh-speed,compoundrotorcraftcompetingfordevelopmentfundingfromtheRussianGovernment.

NewAnglo-FrenchMALEUAV(C)TheUK&FrenchGovernmentsaretofundacollaborativeprogrammetodevelopaMediumAltitudeLongEndurance(MALE)UnmannedAirSystem(UAS)foritsarmedforces.TheFrenchMinister,GeneralLonguet,saidaFrenchversionoftheIAIHeronTPwillserveastheMALESurveillanceUAVfrom2014until2010,whenitwillbereplacedbytheAngloFrenchTelemossystem.ThelongdeferreddecisionseemstoendanyprospectofaquickstartforTelemos,whichpartnercompaniesBAESystemsandDassaulthavesaidcouldbedeliveredwithinfiveyearsofagoahead.TheMoDhasalreadydecidedtoinvestmorethan$200milliontobuyfivemoreReaperUAVsfromtheUStomeetshorttermrequirements,andmovetheirmissioncontrolfromNevadatotheUK.

Dassaultwillbeprimecontractorforthe“F-Heron-TP”with10otherFrenchcompaniesinvolved.Thalesiskeentoplayamajorroleintheprogramme.

MilitaryRotaryWingUASThedevelopmentofrotarywingUAShasinthemainbeendrivenbymaritimeandexpeditionarywarfarerequirements.IntheUSA,therequirementforanautonomousmaritimeISTARplatformtocomplementmannedH-60helicoptershasresultedinthedevelopmentofthelightsingleengineFireScoutwhiletheUSMarineCorpshavechampionedtheneedforunmannedcargoresupplyusingrotarywingassets.Incontrast,theUSArmyispursuingoptionallymannedplatformsbasedonthecurrentlyexistinglegacysystemssuchasBlackHawk.

EuropelagstheUSintermsoftheuseofmilitaryrotarywingUASbyanumberofyears.ThesamecanbesaidaboutdevelopmentandproductionoflargermilitaryrotarywingUAS,althoughEuropeanmanufacturersaredoingwellintermsofdevelopmentofsmallerandmicrorotarywingUAS.Intheshort-tomedium-termtheEuropeanMoDsaremostlikelytoprocuretacticalrotarywingUASfornavaloperations.Physicaldemonstrationsofship-basedoperationsusingavailableoff-the-shelfplatformswerealreadymadeinFrance,GermanyandSpain.GermantrialshaveledtoaprocurementofSchiebelS-100rotarywingUAStoequiptheK130corvettes.TheUKhasalsolaunchedthetwo-yearTacticalMaritimeUnmannedAirSystem(TMUAS)CapabilityConceptDemonstrator(CCD)programmeinlate2010thatwillincludeademonstration.TMUASCCDislikelytoleadtoafollow-onacquisitionprogrammefollowingaDecisionConferencein2012.ThereisastronglikelihoodthatthefinalTMUASplatformswillbeprocuredoff-the-shelf,buttheprogramiscertaintobringopportunitiesforthedevelopmentoflightweightUASsensorpayloadsdata-linksandcommunicationsystems.

MilitaryRotaryWingUASseemtobeanevennewermarketandshowssomesignsofbeingabletobeplatformagnostic,e.g.theNorthropGrumman/QinetiQproposalattheDSEitradeexhibitiontousetheNGFirescoutcontrolsystemsinoldAerospatialeGazellestogivetheUKaninitialcapability.Ademonstrationshouldensueinthenearfuture.

ItisnotclearifEuropewillfollowtheUSMarineCorpsorUSArmywiththedevelopmentofUASplatformsforcargore-supplyoroptionallymannedrotarywingassetsforthebattlefield.

Thecommercialfixed-wingaircraftmarketisboomingwithrecordoutputandhighorderintake.BothAirbusandBoeingareplanningfurtherincreasesinoutputfor2012and2013.Thisbodeswellforexistingsuppliersandanumberofnewmodelspresentnewopportunities.Thecommercialmarketishistoricallycyclicalandsomearewarningofproblemsahead.Airlineperformancebouncedbackin2010withrecordprofits.Afterfallingin2011,theInternationalAirTransportAssociation(IATA)ispredictingcollectiveprofitstohalfin2012.Italsopredictssofteningtrafficgrowthfrom6.1%in2011to4%in2012.Fuelpricesareexpectedtoremainhighandtheimpactofthisonairlineperformancecouldbeexacerbatedbytheabilitytohedgeagainsthighpricesdeclines.

ThebusinessjetsegmentissetforrecoveryandthereareanumberofbothairframeandengineprogrammesfortheUKsupplychaintotarget.ThereislesscompetitioninthissegmentastheAirbusandBoeingmarketdominatessupplierstrategy,andmarginscanbehigher.However,routetomarketcanbemoredifficultandUKTI/ADScanprovidevaluableassistancetoanSMEaspiringtobreakintothismarket.

Insharpcontrasttothecivilmarkettherearefewnewmilitaryaircraftfixedwingprogrammeswherethesupplychainisnotalreadysignificantlymature.WiththeestablishmentofaUKHQ,theonethatpotentiallyoffersSME’stheeasiestdirectaccessistheSAABSeaGripen.SMEaccesstothepotentialNewGenerationFighterAircraftprogrammesisconsideredtobemostreadilyachievedbyworkingthroughotherUKTier1/2companies.Withsofewnewmilitaryaircraftfixedwingprogrammes,itisconsideredthataircraftfromexistingprogrammeswillbeexpectedtoremaininserviceformanyyearstocome,whichopensuptheopportunityforsignificantthrough-lifeupgrades.

Aswithmilitaryfixedwingprogrammes,therearefewcustomerfundedUASprogrammesoutsideoftheUS.SeveralEuropeancountrieshavemadeinvestmentintechnologydemonstratorsforbothISTARandUCASmissionseitherontheirown,orascollaborativeeffortswithothercountries.However,productionprogrammeshaveyettoemerge,althoughtheAnglo/FrenchTelemosprogrammehasthepotentialtobethefirstsuchprogrammetoprogress.

Thehelicoptermarket,bothcivilandmilitary,continuestoexhibitresiliencetotheworld-wideeconomicdownturn.Thehelicopterremainscentraltomilitaryoperationsandhomelandsecurity;itcontinuestobetheonlyeffectivewaytoprovideforcemobilityforabroadrangeofmissionsinbothlandandsea,conventionalandnon-conventional,warfare.

However,withthebigtraditionalspenderssuchastheNATOcountriesreducingdefenceexpenditure,investmentsarefocusedonthoseprogrammesthatcarrycontractualobligationsoraredeemedvitalfornationalsecurity.ThetrendforWesterncountriestoreducedefenceexpenditurewhilemaintainingcapabilityhasincreasedgovernmentinterestincommercialsolutionsandatendencyforcustomerstolookatupgradingand/orextendingthelifeofexistingfleets.Meanwhile,militaryrotarywingprocurementinhighgrowtheconomieshasincreasedduring2011,withmultipletendersbeingissued.
