Asweendanotheryearofprogressiveservicedelivery,efficientgovernanceandinfrastructuredevelopmentfortheuMfoloziMunicipality.
Aswelookbackattheyear2019,ImustcommendbothCouncilandAdministrationfortheircontinuousdedicationtowardsservingthepeopleofuMfolozi.
Duringthecourseofthisyearwehaveworkedhandinhandwithinvestorsandstakeholders
whowishtoseeourMunicipalityprosper.InpartnershipwithRichardsBayMineralsweembarkedonanimportantprojectofbuildingaDriver’sLicenseTestingCentrerighthereonthedoorstepsofuMfolozi.TheTestingCentrewillfocusonprioritizingourcommunitymemberswhowillnownotneedtotravelfartogainaccesstosuchanessentialgovernmentservice.TheTestingCentrewillrenderthefollowingservices;Renewalandissuingofdriver’slicense,temporarydriverslicensesandtheissuingoflearnerslicense.
ThecommunitiesofMbonambiandSokhulu,withcommunitiesofDubeandMkhwanazifromtheuMhlathuzeMunicipalityalongwithRichardsBayMineralssignedalandmarkagreementthatsecureslocalbusinessparticipationintheZultiSouthProject.TheprojectwillbringaninvestmentofapproximatelyR6Billion,intotheregionfortheconstructionanddevelopmentof
ZultiSouth.Theagreementistheresultofdiscussionsundertakenthroughamulti-stakeholderforumprocesstoaddresshostcommunityconcernsaroundprocurement.
WealsoofficiallyopenedtheThusongCentrethathascriticalgovernmentdepartmentssuchasSocialDevelopmentandSASSAaswellashouseourMunicipaloffices
Wealsofulfilledourcommitmentofempoweringwomen,theyouthandpeoplelivingwithdisabilities.Wehelped34youthswithinourwardstoreceivedrivinglicense,whichwillbeinstrumentalinassistingthemintheirjobsearches.Wealsohandedoverwheelchairstosomeofourcommunitymemberslivingwithdisabilitiesinordertoassistthembecomemoremobileandindependent.
The2019SiyabongaSangweniYouthMonthFestivalandMayoralSportsDayalongwiththeCareerExpoandWomeninDialoguewas
asuccessfornotonlyouryouthbutthecommunityinitsentirety.TheFestivalcontributestowardsfightingsocialills,encouragingeducationandfocusamongstouryouththusalsoboostingourlocaleconomyandshowcasingourtourismpotential.
TransparencyandaccesstoinformationbyourcommunitiesiscrucialforthedevelopmentandcohesiveexistencebetweenthecommunityandtheMunicipality.WecontinuouslyembarkonIDPRoadshowsthatgiveourcommunitymembersaplatformforopen,honestandconstructivecommunityengagementwithMunicipalofficialsonthestateofservicedeliverythroughtheeyesofourpeople.

WeremaincommittedandfocusedtoensurethatwemeetourservicedeliverytargetsaslaidoutintheIntegratedDevelopmentPlanandBudget
ImplementationPlan.Asweendanotheryearofrobustservicedelivery,Iwouldliketothankthestaff,councilors,membersofthecommunityandstakeholdersfortheirsupportandcommitmentshowntoourMunicipality.Duringtheyear2019wehaveimplementedandcompletedanumberofourservicedeliverystrategicgoalsaswellasincreasedourperformanceonareassuchasgoodgovernanceandpublicparticipation,financialmanagement,localeconomicdevelopment,thedeliveryofbasicservicestoourpeopleandstrengtheningofourinstitutionalsystems.AstheuMfoloziMunicipalityweremainscommittedtothefundamentalprinciplesofBathoPeleandtheBacktoBasicsprogrammes.Thissawanincreasedinteractionwiththecommunitiesandotherkeystakeholdersonmattersof
servicedeliveryandinfrastructuredevelopment.
AlandmarkprocurementagreementwassignedbyuMfolozicommunitiesofMbonambiandSokhuluwithcommunitiesofDubeandMkhwanazifromtheuMhlathuzeMunicipalityalongwithRichardsBayMineralsthatsecureslocalbusinessparticipationintheZultiSouthProject.TheagreementwillhelpaccelerateeconomictransformationandempowermentintheHostCommunitiesandwillensuremorebenefitsflowdirectlyintothecommunities,benefitingwomen,youth,peoplewithdisabilitiesandlocalbusinesseswhilemaintainingworld-classsafetyandbusinessstandards.InfurtherparticipationwithRichardsBayMineralsbuildingaDriver’sLicenseTestingsituatedatthekwaMbonambiIndustrialZonenexttotheSlovoTownship
hasbeenbuiltthatwillservicesthepeopleofuMfoloziandsurroundingareas.
TheThusongCentrehasbeenofficiallyopenedthathousesgovernmentdepartmentsandourMunicipaloffices.AstatedoftheartsBhiliyaSportComplexinWard17iscurrentlyinitsfinalstagesofcompletionaswellastheSthembimfundoCrecheinWard15.
Infrastructuredevelopmentiscrucialforfastereconomicgrowthandalleviationofpovertyinourcommunities,astheuMfoloziMunicipalitywearecommittedtowardsensuringthatdevelopmentisefficientlyimplementedatafasterpace.

uMfoloziMunicipalcommunitiesofMbonambiandSokhulu,withcommunitiesofDubeandMkhwanazifromtheuMhlathuzeMunicipalityalongwithRichardsBayMineralssignedalandmarkagreementthatsecureslocalbusinessparticipationintheZultiSouthProject.
ApprovedinApril2019,theprojectwillbringaninvestmentofapproximatelyR6Billion,intotheregionfortheconstructionanddevelopmentofZultiSouth,whichwillextendthelifeofRBM.Theagreementistheresultofdiscussionsundertakenthroughamulti-stakeholderforumprocesstoaddresshostcommunityconcernsaroundprocurement.
Theagreementoutlinestheprinciplesthatformthebasisforabroad-basedstructurewiththehostcommunitiesandtheir
partnersintheKingCetshwayoDistrict,whichwillbenefitthecommunitiesbycreatingopportunitiesforparticipationthatwouldotherwisenothavebeenaccessible.
TheConsortiumestablishedthroughtheagreementwillactasamechanismtoaccelerateanddelivertransformationandempowermenttobusinessesinthedistrict.Othercommunitieswillcontinuetohavetheopportunitytoparticipateincontractsotherthanthoseringfenced,withtheProvincialgovernmentoverseeingimplementation.
AddressingthegatheringMbonambiadministrator,MartinMbuyazisaid:“Wewelcomethisinvestmentintoourregion,andarecommittedtoworkingwithallparties.Theagreementcreatesabroad-basedstructurethat
createsnewopportunitiesforHostCommunitiestoparticipateinabusinessthathaslongbeeninourcommunity.Workingtogether,withintegrityandrespectthisagreement-andproject-willbeasuccess.”
SpeakingonbehalfofKwaZulu-NatalPremier,SihleZikalala,theMECforFinance,RaviPillaycongratulatedallpartiesforbeingapartofsuchacollaborativeinvestmentthatwillcreatethousandsofjobsforlocalsintheKingCetshwayoregionandbeyond,foreverchangethesociallandscapeoftheregion.
ManagingDirectorofRichardsBayMinerals,MrWernerDuvenhagetheagreementisanimportantmilestoneforRichardsBayMineralsandunderscoresRBM’scommitmenttocreatetrulysustainabledevelopment
throughworkingwithitspartners,includingthegovernment,suppliersandcommunities.
“TheagreementwillhelpaccelerateeconomictransformationandempowermentintheHostCommunitiesandwillensuremorebenefitsflowdirectlyintothecommunities,benefitingwomen,youth,peoplewithdisabilitiesandlocalbusinesseswhilemaintainingworld-classsafetyandbusinessstandards.OnbehalfofRioTintoandRBM,Iwouldliketothankourstakeholders,especiallytheProvincialgovernment,DepartmentofMineralsandEnergy(DMRE)andAmakhosiofourHostCommunitieswhohavesupportedandguidedthisprocess.”SaidMrDuvenhage.

TheaimoftheMediaTourwastoshowcasedelivery,infrastructureandeconomicdevelopmentwithinuMfolozi.TheMediaTouralsoaimedtoencouragemutualparticipationandcommunicationbetweentheMunicipality,mediaandcommunity.
Council,ManagementandMediaRepresentativesvisitedlargescaledevelopmentalprojectsinuMfolozi,inanefforttoshowcasevariousinfrastructureprojects,developmentalprojectsaswellasbusinessopportunitieswithintheMunicipality.
LedbyHisWorshipMayorCllrSmangalisoMgenge,theMediaTourcontingentfirstvisitedthesoontobeopenedThusongCentrethatwillpromotecosteffective,integrated,efficientandsustainableservicesprovisiontobetterservetheneedsofpeopleofuMfolozi.
MayorMgengesaidtheMediaTourisastrategicopportunityfortheMunicipalityandthemediatobuildalastingrelationshipthatwouldbebeneficialtothecommunity.“Iamhappythatwehavemediahousestodaythatwillseetheinfrastructuraldevelopmentthatistakingplacein
uMfoloziandwillbeabletotellthelocalcommunityandbeyondaboutthisgreatachievement,”saidMayorMgenge.MayorMgengealsosaidtheMediaTourispartofCogta’sprogramme,OperationSiyahlola.
ThedelegationthenwenttothenewlyconstructeduMfoloziDriver’sLicenseTestingCentresituatedatthekwaMbonambiIndustrialZonenexttotheSlovoTownship.OnceopenedtheTestingCentrewillrenderthefollowingservices;Renewalandissuingofdriverslicense,temporarydriverslicensesandtheissuingoflearnerslicenses.
ThedelegationthenwenttothecurrentlyinconstructionstateoftheartsBhiliyaSportComplexinWard17,andthenproceededtoSthembimfundoCrecheinWard15.TheTouralsoheadedtotheSokhuluSewingProjectwhichisablackownedprojectlocatedintheward4area.TheprojectsitewasdonatedbytheSokhuluTribalCouncil.TheSokhuluSewingProjectwasalsofundedbyRBMwithR820000formachinery,material,parkhome,storagecontainersanderectionoffencing.Thebeneficiariesweretrainedonbasicsewingskills.

TheDialogueaimedtoopenaplatformforwomentovoiceoutissuesaffectingthemwhilealsoempoweringwomen.TheDialoguealsoaimedtofightagainstunequal,inadequateandinappropriateaccesstohealthcareandrelatedservices.

duringthedialoguewereGenderBasedViolencefacilitatedbyMsS.GazufromSiyathuthukaWelfareOrganisation,InfluenceofCultureinWomenfacilitatedbyMrMZunguandCraftingofWillsfacilitatedbyMrsM.DlungwanefromDepartmentofJustice.UkhoziFMMotivationalSpeaker,PastorSthembisoZondo,saidtheMunicipalitymustbeapplaudedforcreatingsafespacesforwomentovoicetheirissues.“Itisalwaysimportantforwomentohavespacesforthemtotalkopenlyandfreelyabouttheirissuesandfindsolutionsforthem.”
SaidPastorZondo.ThePastoralsoencouragedwomentonotbeafraidtoexposetheabusetheyfaceprivatelysothattheycangethelp.
TheDeputyMayorCllrSmangeleThabethetogetherwithuMfoloziCouncillorshandedovergiftstowomenwhoattendedtheevent.Shealsoassuredthemthatthecasesthatwerebroughtforwardduringthisdialoguewillbefollowedandtheywillmakesuretheyareresolved.

Inadrivetoraiseawarenessontheimportanceofindigenousplantsandsustaintheenvironment,uMfoloziMunicipalitycelebratedArborMonthwithitsannualSustainingMySchoolsCleanlinessCompetition,atSabokweCommunityHallinWard5,on19September2019.
Thisyear,SouthAfricacelebratedArborMonthunderthetheme“ForestsandSustainableCities”.ArborMonthisatimeforgovernmenttocallonallSouthAfricanstoplantindigenoustreesasapracticalandsymbolicgestureofsustainableenvironmentalmanagement.
UMfolozihasintroducedaschoolenvironmentalprogrammecalled“SustainingMySchools’Cleanliness”whichrunsinaformofacompetitioninordertoemphasisetheimportanceofissuesrelatingtosustainableenvironmentalmanagement,natureconservationandprotectionoftheecosystem.Furthermore,aboutSustainingMySchools’Competition,theAwarenessCampaignswereconductedtoeducatetheschoolsabouttheprogrammeandinvitethemtotakepartinthecompetition.
Intotal,50schoolswerevisitedand26schoolsenteredtheSustainingMySchools.Thewinningschoolsreceivedrefusebinsandgardeningtools.DeputyMayorCllrSmangeleThabetheencouragedtheschoolstoparticipateintheprogrammesothattheycanlearnhowtotakecareofnatureandstressedtheimportanceofplantingtrees.
Thetwoprogrammeswerecombinedtoputemphasisonnatureconservationandtheimportanceofrehabilitationandtheplantingofindigenous,medicalandfruittrees.

Morethan900maidensfromtheuMfoloziMunicipalityshinedattheannualuMkhosiWomhlanga(ReedDance)heldinNyonkeniRoyalPalaceinKwaNongomafromthe6thofSeptembertothe8thofSeptember2019atEnyokeniRoyalPalaceinkwaNongoma.
TheMaidenswereaccompaniedbyHisWorshiptheMayorCllrSmangalisoMgenge,DeputyMayorCllrSmangeleThabethe,uMfoloziCouncillors,Municipalofficialsandmatrons.Addressingtheceremony,HisMajestyKingGoodwillZwelithinithankedthemaidensfortheirattendanceandspokeupagainsttherecentsurgeofGenderBasedViolenceandcalledforthenationtoactagainstHIV/AIDSinfections.“ThewarwehavetofightisagainstHIV/AIDSthatiskillingourchildren,afightagainsttheabuseofwomenandfatherswhokilltheirchildrenandagainstalcoholanddrugsthatiscontinuouslybeinggiventoourchildren,”saidHisMajesty.
UMfoloziMunicipalitypreviouslyhostedaverysuccessfulOperationSiyayaEmhlangenionthe17th-18thofAugust2019.TheOperationSiyayaEmhlangeniisapreparatoryeventforaReedDanceCeremony.Operation
SiyayaEmhlangeniisnotonlyaboutthepurityofwomenasvirginsbutisabeautifulculturaltraditionwhichhelpscurbthespreadofHIV/AID,sexuallytransmitteddiseasesandunwantedpregnancies.TheReedDancealsoencouragesyoungwomentobeindependentself-sufficientwomenwhopridethemselvesingettingeducatedandonedayleadingsuccessfulcareersortheirownbusinesses.TheReedDancealsopromotestherespectofwomenandchildren.
