No R99 and HSPA interference in F1.

Advantage

Lots of DRD attempts for HSPA service;

Only F2 can carry HSPA service;

Advantage and disadvantage of Strategy 2

Both F1 and F2 can establish and carry on HSPA service.

Balance load between F1 and F2

Keep DRD attempt in low quantity and it is good KPI for access.

Advantage

R99 and HSPA service establish in same cell, it would bring service interference each other, and it should be affect the call drop of AMR.

F2 should be covered in a large continuous area, otherwise it is not good feeling for AMR when the CS users hard handover between the inter frequency.

Camp on F1 in idle mode

Cell reselection make UE camp on F1 cell in advance by setting the threshold and offset for inter-frequency cell reselection in idle mode .

Or forcibly camp : F2 cell is barred to force UE to camp on F1 in idle mode. (not recommend)

Idle Mode Strategy

Open the LDR algorithm, and set the LDR action as following:

Uplink: BE reduction->inter-Freq load HO->CS inter-RAT load HO

Downlink: Code Adjustment-> BE reduction->inter-Freq load HO->CS inter-RAT load HO

Connected mode Strategy

Open DRD algorithm switch;

Close combined service DRD switch.

Service steering DRD: ON

The SPG for R99 is same for F2&F1

The SPG for HSPA on F2 is higher than F1.

DCH Load balance DRD: OFF

HSDPA Load balance DRD: OFF

Accessed mode Strategy

Conditions : Continuous coverage for F1, not continuous coverage for F2 F1 & F2 can support the R99 and HSPA (recommend) or F1 support R99 and F2 support HSPA (not recommend)

Advantage and disadvantage of Strategy 3

The interference is small between the HSPA service and the AMR.

It should be good feeling for R99 service when F2 is not continuous coverage, because the R99 service does not hard handover in this area.

Advantage

The HSPA accessibility should be affect by the DRD.

The HSPA call drop should be increase when HSPA service move with the hard handover in these not continuous coverage area for F2.

PS call drop should be increase when opening the function of state transition.

Advantage and disadvantage of Strategy 4

The R99 service does not hard handover in not continuous coverage area for F2;

The resource of two carriers should be used fully.

Advantage

There are half HSPA users on F1,

and it will interfere the AMR users.

The accessibility should be affect by the half users DRD

It should be ease congestion in F1 when there are many traffic for R99 in F1, and it is bad feeling for HSPA service in F1.
