C olleague Peacekeepers, the year 2013 is here. In 2012, we made some remarkable achievements and at the same time suffered some setbacks and/or challenges within the

Police component. In spite of the daunting challenges we faced, we persevered and worked tirelessly towards achieving our mandate. I implore you to imbibe the same spirit of oneness in 2013. Our common goal and team approach led us to where we are today as a component. We should therefore not relent; no matter the challenges that confront us on our day to day activities. Let’s continue to collaborate with our GoS counterparts to achieve our mandated tasks. As Ambassadors of our countries, we should be committed to play our part in ensuring international peace and security. I am convinced that posterity will remember us for the bold decision we took to leave the comfort and pleasures of our homes and families to come to Darfur in the name of peacekeeping. Long shall we live to tell the stories of our successes to our loved ones.In this first edition of 2013, we bring you highlights of the familiarization visit to UNAMID of the Joint Special Representative (Designate) Dr. Mohamed Ibn Chambas; who was described by the Acting Joint Special Representative as an astute, visionary negotiator and transformational leader with long and distinguished career in both international and governmental levels. We also feature the inauguration of the Darfur Regional Authority (DRA) on 16 January at Sector South Koral Hotel Conference Hall in Nyala. Following the capture of two Formed Police Unit personnel from the Jordanian Continent in August 2012, at Kabkabiya Market, peacekeepers have been praying for their safe release. Included in this edition are highlights of their release on 1 January 2013; and the follow-up visit of the Jordanian Deputy Director of Public Security Major General Mohammad Al Raqad and team to UNAMID and the Govenment of Sudan so as to express apprciation for their roles in ensuring the release of these two personnel.In another development, we report on the Police Leadership’s meeting with the Government of Sudan Head of Training Authority in the Ministry of Interior - Lt. Gen. Hammed Mannan, where they tackled issues concerning fields of cooperation & coordination with the GoS Police; ways on how to boost the lives of women in IDP Camps; ways on how to train the GoS Women Police and follow ups toward awareness raising programs. The visit of Ambassador Ibrahim Kamara of the African Union to UNAMID Police leadership & the Ag Commissioner’s working visit to Mellit & Kutum also form part of this edition.The Deputy Police Commissioner Policy and Planning Dr. Mutasem Aljadid Almajali addressed Inductees on 23 January 2013 and advised them to never stop learning and growing. This month’s edition also features an article on “Women Police at the Frontline of Peacekeeping” and graduation ceremony for Administration Officers at Al- Zubir Stadium. This ceremony was witnessed by UNAMID Police Women Network; as a way to bolster the existing relationship between them and their GoS Police Women counterpart. We also glanced at the Strategic Analysis Unit and activities of the Police Leadership in the Sectors. On behalf of the Police Public Information Office, I wish you all a pleasant reading.

POLICE COMMISSIONER’SFOREWORD

As the first issue of the year, I wish to convey the complement of the Season and a happy new

year to all.I commend the efforts of all UNAMID Police personnel for working hard in various capacities in 2012 towards the achievement of our mandated tasks.

We have had a few daunting moments in our operations during last year. Two of our colleagues from the Jordanian FPU based in Kabkabiya, Sergeant Hassan AL MAZAWDHI and Corporal Qasim AL SARHAN, were kidnapped. They were kept in captivity for five months until their released on January 1, 2013. They suffered humiliation and abuse in the hands of the adversary. I therefore commend their bravery and endurance during those trying moments of their lives. I wish to express my profound gratitude to the Government of Jordan, the Chief of Police for Jordan and GoS Police for the roles they played in securing the release of the victims.I commend the mission leadership for their enormous support in getting our two officers released unharmed. I must also put on record the untiring effort of the Crises Management Team who were constantly monitoring and evaluating the pieces of information available to enable them check on the status of our officers. I say congratulations. For those of us left behind, we should resolve not to let what happened to them dissuade us from our focus on our mission objectives. It is my belief that the greatest acknowledgment we can give to them is to continue working hard in furtherance of the peace for which they have suffered for. On this occasion, I entreat all of us to take our security seriously and never take any situation for granted.

UNAMID CHIEF VISITS ELFASHER

A frican Union/United Nations Joint Special Representative to Darfur (Designate) Dr Mohammed Ibn

Chambas on 30 January, 2013, arrived at the Mission Headquarters (MHQ) in El-Fasher on a familiarization visit. Upon his arrival, he inspected a guard of honour mounted by detachments of Military and Police personnel.

The following day (31/01/13), he held a Town Hall meeting with the Police, Military and the Civilian components in El-Fasher, whilst the Sectors, Khartoum, Port Sudan, Entebbe and Addis Ababa were linked via tele-video.Welcoming the JSR (D), the Deputy Joint Special Representative Madam Aichia-tou Mindaodou gave a brief background of Dr Chambas. She described him as a ‘very special person, a seasoned politician, diplomat, academician and lawyer.’ Add-ing, that he is an astute, visionary nego-tiator and transformational leader, hav-ing brought into the position ‘extensive experience after a long and distinguished career in both international and govern-mental levels. She also catalogued some of the important positions he recently served as: Secretary General of the African, Car-ibbean, Pacific Group of State, President

of the Economic Community of West Af-rican States from 2006 to 2009 and the Ex-ecutive Secretary of ECOWAS from 2002 to 2005, and had served as a mediator be-tween the parties which were involved in the first Liberia Civil war in the 1990’s as well as the Ivorian Civil war.Addressing the audience, Dr. Chambas said that he would be looking forward to working closely with Madam Aichiatou and thanked all for the exceptional warm and pleasant welcome accorded him in El-Fasher. He said UNAMID is a family of all countries who come together for a global purpose to improve the conditions of ordinary people. “The people who are working for humanity have to be praised for the noble sentiments being done” the JSR (D) stated. He added that before the Mission was established, intense fight-ing and conflicts were all over; thus leav-ing women and children in extreme hard conditions. He acknowledged that secu-rity has tremendously improved for the people of Darfur since the deployment of UNAMID’s Police and Military; whereby displaced people are now returning to their villages. The UNAMID Chief also reminisced on the Town Hall Meeting the UN Secretary General held with staff in New York and related the issues discussed in that Town Hall meeting to the situa-tion in Darfur. The new UNAMID Chief further added that the mission works to deliver humanitarian assistance to the needy, referring to the large number of IDPs, and stressing on creating conducive climate for their return to their home vil-lages. Dr. Mohammed Ibn Chambas said ‘with the stability Darfur is now experi-

encing, it encourages the implementation of projects for returnees, with commit-ment to providing the ingredients of these projects.’ He appealed to personnel serv-ing in UNAMID to serve the people of Su-dan with love and professionalism. In his words he assured that “management will always be mindful of your working condi-tions and also be mindful of your working

environment and try to do the best we can to make it better. Feel free to bring up is-sues and we will discuss and find practical ways to settle them.”Dr. Ibn Chambas also advised personnel to make judicious use of available resources; bearing in mind that resources are diffi-cult to come by. That the world is pres-ently plagued with financial crisis and therefore urged all staff to take good care of UNAMID property; cognizant to the fact that we are working for the interest of poor people. On a final note, Dr. Chambas was grateful to the people and government of Sudan for allowing UNAMID to work with them so as to bring normalcy to Darfur. And that he looked forward to continued close collaboration and cooperation with the Government of Sudan and civil societies.

On 8 January, in the Central Darfur capi-tal of Zalingei, UNA-

MID Senior Management team together with the Local Authorities and hundreds of men, women and children took part in a ceremony to inaugurate three quick-im-pact projects (QIPs) imple-

mented by UNAMID’s Rwandese peacekeepers. The projects, designed to improve the facilities at El Salaam Basic School and El Zahra Secondary School for girls, represent the most recent effort in UNAMID’s ongoing work to support local educational systems across Darfur to create an envi-ronment conducive for learning.UANMID Acting Joint Special Representative and Joint Chief Mediator Madam Aichatou Mindaoudou officially launched the QIPs, which in-cluded the construction of four classrooms and latrines, the provision of school furniture and stationery at El Salam Basic School, and the con-struction of a security wall around the El Zahra Secondary School.During a speech delivered at the ceremony, held at El Zahra School, Mad-am Mindaoudou explained that QIPs are small-scale projects designed to benefit local communities. “These schools, and the QIPs which brought them into being, are not the total of what UNAMID does in Darfur, but they do reflect the best of what UNAMID is intended to achieve,” said the Acting JSR.The three QIPs were a result of consultations with communities and lo-cal authorities, particularly the Commissioner of Zalingei and the State Ministry of Education. During the discussions, the parties committed to supporting both schools and ensuring that the communities have the re-sources to maintain the facilities.”Communities throughout Darfur are coming together, just as you have done, to make decisions about what would best help their communities develop,” said Madam Mindaoudou. “With the wide variety of QIPs pro-posals, we are seeing it is clear that Darfurians are invested in laying their own foundation for a peaceful and prosperous future.”Since 2007, UNAMID has worked closely with communities and with non-governmental organizations to address the basic issues that have led to the conflict in Darfur and to provide ways to improve the living condi-tions of the people in the region.Traditional songs and folkloric performances reflecting the past conflict-free and idyllic times of Darfur, the handover ceremony was also graced by several tribal bands, all reflecting different cultural showcases and eth-nic diversity of Darfur people. The beneficiaries had an opportunity to distribute certificates of appreciation to several UNAMID personnel.

Acting Joint Special Representative Madam Aichatou Mindaoudou, accompanied by Acting Police Commissioner, Dr. Syed Kal-

eem Imam attended the inauguration of the Darfur Regional Authority (DRA) at Koral Hotel Con-ference Hall On 16 January, 2013, Nyala. Present

during the inauguration ceremony were, GoS Vice President Mr. Ali Osman Taha, Minister of Wel-fare, Social Security and Endowment, Mr. Amira Altfadel, Chairman of Federal Council of States, General Adam Hamid Musa, Wali of South Darfur State, Mr. Hamid Ismael and DRA Chairperson Dr. Tegani Sessi, a host of International diplomats and Traditional Leaders.In her address, the Acting JSR stated that the inau-guration of the DRA Council marked a significant milestone in the implementation of the Doha Docu-ment for Peace in Darfur (DDPD). She reiterated the support of Africa Union and the international community to the DDPD as the basis for achieving a comprehensive peace. She urged both parties to exercise flexibility in the interest of the suffering masses of Darfur.

KKidnapping occurs when a per-son, without lawful authority, physically asports (i.e. moves)

another person without the other person’s consent, with the intent to use the abduc-tion in connection with some other nefar-ious objectives. Kidnapping is often an act that facilitates other offences, such as rape, robbery, or assault. Kidnapping, the world over, is frowned at. And the punishment for kid-nappers is often very grave. During the early days of the kidnapping of two Jordanian Formed Police Unit personnel by unknown assailants, the Po-lice Leadership observed that morale was low amongst the remaining officers based in Ka-bkabiya; where these officers were taken hostage. The Depu-ty Police Commissioner Policy and Planning who was by then acting in the capacity as Police Commissioner visited Kabka-biya with a view to assure other Jordanian FPU personnel of UNAMID’s tireless effort to se-cure the release of these officers unharmed. In that gathering, he assured the other Jordanians that everything humanly possi-ble will be done to persuade the captors to release their colleagues unhurt.Keeping to that commitment, UNAMID Senior Management Team, in collabora-tion with the Governments of Sudan and Jordan worked assiduously day in day out to ensure the realization of that pledge and commitment made.

It was therefore all smiles and excitement when we saw an aircraft about a hundred feet above us, heading in a westerly direc-tion. From its marking, it was indeed a UNAMID aircraft carrying our kidnapped peacekeeping brothers. It was indicative of normal life humanitarian rescue mission. Yes! our eyes were widely opened to see

them emerge from the aircraft. When they finally emerged, everybody was happy to see them back alive. The environment at the airport was touching; some even un-controllably cried for joy to indeed see them alive. Peacekeepers: Hassan Al-Mazawdeh and Qasim Al-Sarhan were taken hostage in

Sudan’s volatile Darfur region by an armed group while on UNAMID patrol in Kab-kabiya town about 140 kilometers West of El Fasher, the capital of North Darfur State and were released after almost eight weeks; following frantic efforts by the Mission Leadership to secure their release.

They were released in Central sector Zalingei and the then Ag Joint Special Representative Mr. Mo-hammad Younis, Ag Police Commissioner Dr. Syed Kaleem Imam, Police Chief of Opera-tions Brigadier Dr Mohammed Al-Tarawneh and the Jordanian Contingent Commander Col. Ghazi Al Shadaifat among other dignitaries accompanied them to El-Fasher.Upon arrival at the El-Fasher Airport lounge the released Peacekeepers were medically checked and the doctors con-firmed them unharmed and in good health condition. They spent some time to relax; and later were flown to Sudan’s capi-tal Khartoum accompanied by Ag JSR Mohammad Younis, Ag Police Commissioner Dr. Syed Kaleem Imam, Police Chief of

Operations Brigadier Dr Moham-med Al-Tarawneh, the Ag Police Chief of staff Mr. Hakan Aydin and the Jordanian Contingent Commander Col. Ghazi Al Shadaifat.They later mingled freely and cheerfully with their former friends and associates in Amman Jordan on 5 Jan, 2013.

VISIT OF JORDANIAN DELEGATION TOUNAMID

on 15January, 2013, visited UNAMID, fol-lowing the release of two Jordanian FPU

personnel kidnapped on August 20, 2012, at Kabkabiya Team Site by unknown as-sailants. The delegation on arrival, were re-ceived by the Deputy Police Commissioner Policy and Planning Dr. Mutasem Aljadid Almajali, Police Chief of Operations Briga-dier Dr Mohammed Al-Tarawneh, and the Police Chief of Staff Mr. Cyprian Gatete. The delegation then paid a courtesy call on the Acting Joint Special Representative,

pressed delight over the release of the two Jordanian peacekeepers. He thanked UNAMID Management Team for the ex-emplary effort made.Madam Aichatou Mindaodou, (UNAMID

Acting Joint Special Representative) ex-pressed the Mission’s thanks to the Gov-ernment of Sudan, the Governor of North Darfur, and the Government of Jordan for their valuable assistance toward the safe release of the peacekeepers. ‘’We thank the Sudanese Government and the United Nations for their help, support and coor-dination” she said. Adding, that UNAMID appreciates Jordanian’s commitment and dedication towards duty and requested for more manpower from Jordan especially women and promised to protect them at all cost. The delegation later paid a courtesy call on the Wali (Governror) of North Darfur State, GoS Police Commissioner Amer Mohamed Al Ameen and National Intel-

ligence Services of Sudan (NISS). Briefing the delegates the Wali expressed profound gratitude to King Abdallah II for sending the delegation to Sudan. He was pleased that the delegation could come to Sudan

to thank the Government for the job done towards the release of the two Jordanians and said that it would help boost the rela-tionship between the two countries. Major General Muhammad Al Raqad on behalf of King Abdallah II praised the Government of Sudan for the efforts in se-curing the two Jordanians and commend-ed her for keeping up to her responsibil-ity of ensuring safety and security of all peacekeeping personnel in UNAMID. He however added that King Abdallah II and the people of Jordan are deeply gratified to have the two Formed Police Unit officers go back home in Jordan unharmed.From the Wali, the delegation had lunch at the Jordanian Camp and later met with the Jordanian FPU and Police Contingent

hance cooperation for capacity build-ing of GoS among other points were also successfully pointed out. The Act-ing Police Commissioner enlightened on UNAMID’s Police component’s plans for implementing its mandate and further underlined the importance of organizing workshops and support-ing the GoS with modern information and technical skills. This, he said, can contribute to develope strategic plans that support the country’s developing policies.Lt General Hammed Mannan, ex-pressed his satisfaction over the discus-

sions and was hopeful of light at the end of the tunnel in the achievement of mutual interest in bringing peace to the people of Darfur. He praised UNA-MID for the efforts made and assured of his cooperation at all times. The Acting Police Commissioner af-firmed his commitment to continuing the implementation of capacity build-ing programes for GoS Police and more awareness raising activities to IDPs. He necessitated perfect coordination with GoS to identify its priorities in achiev-ing the UNAMID mandate.

AU AMBASSADOR IBRAHIM KAMARA VISITS UNAMID POLICE

T he African Union Ambassador Ibrahim Kamara called on the Acting Police Commissioner Dr. Syed Kaleem Imam in his office on 20 January, 2013. Also in attendance were the

Deputy Police Commissioner Policy and Planning Dr. Mutasem Almajali, Police Chief of Operations Dr Mohammed Al-Tarawneh, and the Police Chief of Staff Mr. Cyprian Gatete.The Ag Police Commissioner, on behalf of the Police component welcomed him in UNAMID Mission Headquarters (MHQ). The purpose of the visit according to the AU Ambassador was to have an overview of UNAMID’s Police activities and to assess general security situation in the last couple of months.

Dr Imam explanied that the security situation was calm though unpredictable. He however explained some of the challenges af-fecting UNAMID’s operations among which include: restriction of movements which thus militate on the effectiveness of our work.In response, the Ambassador pointed out that these were among the issues discussed with the higher authorities of the Govern-ment of Sudan when he paid a courtesy call on them in Khartoum and assured that things will start to work better for the successful implementation of the mission’s mandate.. He however com-mended the Police component for the good job done in Darfur.

TThe UNAMID Acting Police Com-missioner, Dr. Syed Kaleem Imam, with an integrated team from the

Mission Headquarters paid a one –day working visit to Tulus and Mellit Team Sites on 10 January 2013. The visit was aimed at addressing issues of Compensa-tory Time Off (CTO), accommodation, humanitarian conditions on the ground, Police Advisors’ general welfare, chal-lenges and constraints. The Acting Police Commissioner in his address to Police Advisors assured that UNMAID was and still working hard to ensure their safety and well-being, so as to enable them execute their assigned duties on a daily basis. He empha-sized that the visit was not to criticize them but to learn from them and work on the chal-lenges faced because their presence ‘is a very big contribution to the Mission.’Speaking on issues of se-curity, Dr. Syed Kaleem Imam advised them to be cautious of the environment in which they work as he stated in his words “UNAMID considers your security very important.” He told the Police Advisors to monitor and report on Gender based offences and to cooperate among them-selves so as to effectively assess humani-tarian situation on the ground and com-municate it to the appropriate authorities

concerned. He informed them that their interaction with members of the com-munity will inspire confidence in the lo-cals and urged them to continue working hand in hand with the military so as to achieve the mandate of the Mission.He further said that Police Advisors should try to create a conducive environ-ment by being very professional in the execution of their duties. He urged them to be charitable to the elderly and chil-dren so as to create way for easy interac-tion and sensitization on issues relevant to either health or education.

The Training Coordinator Mr. Francis Aryee encouraged Police Advisors to make changes in the lives of women and children saying that his Unit had rolled out gender training programs to quite a number of Female Officers. He noted that the mission-wide training was aimed at equipping female personnel with basic skills and knowledge required in han-

dling women & childern who are consid-ered the most vulnerable.Compensatory Time Off (CTO) was among the issues at hand and the Legal Advisor Mr. Mohammad Zafar Ali ex-plained CTO, Annual leave and travel-ling days. He appealed to Advisors to use the days according to the recom-mended standards so as to avoid prob-lems and that attempting to circumvent established rules and procedures could be tantamount to breach of the law which could then warrant investigation and ap-propriate punitive actions.

On the issue of MSA Accommodation, the Acting Police Com-missioner assured them that Management will continue to dialogue with the Mission’s Leadership on the need to lower the accommo-dation rate.Dr. Syed Kaleem Imam expressed satisfaction over the high level of discipline and profes-sionalism exhibited by

Police Advisors and encouraged them to bring to bear their special skills in their work, be polite to the people of Darfur and build trust on the locals so that at the end of their mission they would leave foot prints which would never be washed away.“It’s not just to be another day but it should be a special day in your life” he concluded.

People change when they are emotionally en-gaged and committed.On 23 January, 2013, the Deputy Po-lice Commissioner Policy &Planning Dr. Mutasem Almajali inspired the Pa-kistanis, Indonesians as well as the Jordanians with a compelling vision. He articulated a shared vision in a way that the new arrivals showed their will-ing to act accordingly.Dr. Mutasem Almajali offered a sense of common purpose beyond the day-to-day tasks, making work exciting. He showed that fear is rooted in ignorance and that the more knowledge or skill you have in any area, the less fear it holds. He advised them to never stop learning and growing. He told them to become experts in their field. “The more you know about what you face, the more courage and confidence you will have naturally’’ said the DPC P&P.

Every member of an organisation can be creative. The key towards discover-ing and maximising creativity is to be a member of an organisation that of-fers a work environment that encour-ages individual and team creativity. UNAMID is jointly administered thus making it the biggest mission in the world; the organisation understands that innovation and creativity are the very source of excellence and quality when applied to employee productiv-ity . Police Advisors were told to respect the People of Sudan and their cultural values at all times; to be creative, pro-fessional and do their best in assist-ing the people of Darfur, particularly, women and children and follow chain of command . The DPC P&P told Police Advisors that involvement in sexual exploita-tions and harassment or indiscipline in any form will not be tolerated, nei-ther absenteeism from work accept-able. chances of extension, he stated, and advised them to respect other people from diverse backgrounds and be will-ing to take up responsibilities during their tour of duty. Diet, natural supplements, and lifestyle choices play a huge role in prevention of diseases. It is important for Police Advisors to take charge of personal health by making the right decisions to stay healthy. He further informed them as individuals to eat healthfully, take sporting activities seriously and to take good care of their personal se-curity and also advised them to seek medical care when they fall sick.Review of Uniformed Personnel (RUP), Deployment Policy, Extension Policy, and Sectors’ Involvement with MHQ were among some of the issues which the Deputy Police Commissioner Pol-icy &Planning Dr. Mutasem Almajali briefed the new arrivals on.1. WOMEN POLICEAT THE FRONTLINE OF PEACEKEEPING

W ithin the UNAMID Police component, female Police of-ficers form an integral part of

its operations. As a vital component of UNAMID, UNPOL is committed to en-hancing the capacity of the Government of Sudan Police; with a view to ensuring that peace and security is firmly established and maintained in accordance with the Mission’s mandate. Right from its inception, male Police offic-ers have been dominating UNAMID’s Po-lice peace keeping activities. In the last few years, female IPOs (Individual Police Of-ficers) have also risen up to the challenges like their male counterparts in contribut-ing to peace in Darfur. The incorporation of female Police Advisors in UNAMID is in fulfillment of the implementation of the UN Security Council Resolution (S/RES/1325) which was adopted on 31 October 2000; to cater for wom-en in peace and security process.In UNAMID, female Police officers start their humanitarian journey as advisors. Since the in-ception of the Mission, a number of female of-ficers have served and completed their peace keeping activities, thus manifesting their im-portance and inevitabil-ity to building a safe and secured Darfur. At present, 428 female officers from 22 countries are continuing their advisory role in different capacities all over Darfur. It is glaring that female Police Advisors are serving humanity at the same pace as their male counterparts. They have ex-hibited high standards of professionalism and service excellence, and continue to actively participate in capacity building, mentoring, monitoring and day and night confidence building patrols in all the Sec-tors of Darfur. Despite tremendous, stren-uous and stressful life, female officers are engaged in successfully observing their duties in remote team sites and positively contributing to the peace process in fulfill-ment of UNAMID’s mandate. Female Police peacekeepers have already established themselves as unique role models in UNAMID, especially in sensitiz-ing the villagers and women IDPs on equal right issues, addressing Sexual and Gender Based Violence (SGBV), interviewing vic-tims, protecting the rights of children, pro-

moting child education, community polic-ing and an overall outreach to the female community. Their presence in daily Police activities is not only facilitating to develop social bondage and Police public partner-ship but also appreciably helping to estab-lish a sense of living and responsibility in a peaceful society.Police Advisors have been in combat oper-ations in Zamzam Team Site when they fell in ambush and one Gambian female Police Advisor Yamoundow Jagne-Joof was shot three times but survived. We thank the protection force of Rwanda Battalion cou-pled with her professional training back at home.The activities and contribution of female Police peacekeepers are not only limited to ground level operational works. They have already proven and established them-

selves as capable of taking more challeng-ing command and leadership positions. Recently, Madam Aucone Ntlogelan from South Africa and Madam Mamouna Oue-draogo were appointed Sector South and Sector West Commanders respectively; generating a reflection of new encourag-ing era for female Police peacekeepers in Darfur. Besides this, female peacekeepers are also commendably commanding a great number of units like Community Policing, Training, and Family and Child Protection both at Mission Headquarters and sector-periphery levels.One of the new and successful dimensions of female Police peacekeepers is the forma-tion of UNAMID Police Women Network (UPWN) – an idea that was initiated by Madam Kadi Fakondo of Sierra Leone. As part of on-going efforts to reinforce pro-fessional and social contact, strengthens bonds with local police counterparts in forming their network and encourage more female peacekeepers to serve in the hybrid operation, the UNAMID Police Women

Network, since its establishment in De-cember 2010, has grown steadily in all five sectors of Darfur. On 20 December 2012, the UNAMID Police Women Network, af-ter a long effort, successfully launched the

GoS Police Women Net-work (GPWN) that will always be considered as a milestone in the history of Government of Sudan Police. On 16 January 2013, UPWN gorgeous-ly celebrated their two years anniversary high-lighting a wider vision of contributing more to the network and enhancing women empowerment.In the process of serving humanity, UNAMID also lost precious lives of ded-

icated female Police Advisors. On 5 April 2011, Isatu Bangura, a female peace keeper from Sierra Leone was tragically killed in an ambush at Kutum Team Site. On 22 De-cember 2012, the unexpected death of fe-male Police Advisor from Tanzania, Hawa Luzy, who was the Officer-in-Charge of Police Welfare Unit, shocked every peace-keeper serving in the Mission area. We must take the opportunity to pay tribute to the departed souls of Isatu Bangura, Hawa Luzy and those who have sacrificed their lives for the peace process. The United Nations always realize and ac-knowledge the importance and contribu-tion of female Police officers in the mission area. The motivation and achievements of female Police in Darfur are considered a milestone towards the establishment of sustainable peace and security. It is our ex-pectation and belief that strengthening and maintaining the service of female Police of-ficers will significantly contribute to expe-

A s part of UNAMID Police Sector North Social activity initiatives, the Mandate Implementation Of-

ficer, Ms Juliana Abah accompanied by the Officer-in-Charge (OIC) Sector North Headquarters Family and Child Protection Unit (FCPU), OIC GoS Advisory Unit and Sector North Chief of Operations on 1 Jan-uary, 2013, visited the El-Fasher new hos-pital on behalf of the Sector Commander, George Rumanzi. The team was received at the delivery suite of the maternity sec-tion by DR. Nahla G. Ahmed (OBS&G), Ms. Fatima Abdallah Maky, Chief of De-livery Department, Rajah Ahmad Moham-med, Wards Chief and Babrina Nurdeen.Welcoming the team at the hospital, the doctor commended UNAMID for its ef-fort in handling Sexual and Gender Based Violence (SGBV) cases. She however reit-erated the urgent need for UNAMID to ex-tend frequent outreach programs on vital issues surrounding SGBV cases to the IDP Camps where numerous young females are betrothed to prospective husband and were eventually put in family way at a tender age. The Doctor appealed to UNA-MID to assist in the supply of wheel chairs, stretchers and other hospital equipment that will support pregnant women at the delivery ward.Responding, Ms Juliana Abah on behalf of the team, appreciated the management and staff of the hospital for collabora-tively working with UNAMID to address SGBV cases; adding, that more coopera-tion would still be required from them in the collective efforts of achieving peace in Darfur. She also briefed the hospital man-agement about UNAMID’s mandate as it affects women and children.A short sensitization program was con-ducted for some of the women present on safe delivery and the importance of breast-feeding. Gifts items were presented to the first baby of the year as well as other chil-dren born on January, 2013.

In order to further entrench the philosophy of the Standard Op-erating Procedures (SOP) in the

minds of Police Advisors, a three-day in-service refresher course was held for Police Advisors at Umkadada Team Site between 24 and 26 January, 2013, by Sector North Training Unit. It was declared opened by the Team

Site Commander, Ahmad El Emoush on behalf of the Sector Commander, George Rumanzi.The Course Coordinator Lawrence Elom in his brief remarks stated that the pur-pose of the course was to refresh the memories of Police Advisors regarding UN-AMID’s concept of operations, broadening the knowledge of Police Advisors in community policing and familiarizing them with the code of conduct in letter and spirit, and also to enhance the confidence of the Police Advisors in personnel mat-ters and other administrative issues.The Team Site Commander while appreciating the organizers of the refresher course and the trainers, urged the participants to take advantage of the workshop to broaden their knowledge as it will assist them in their day-to-day activities.Various topics were discussed during the three-day course amongst which were UNAMID Mandate, disciplinary matters/code of conduct, standard operating pro-cedures, professional and general conduct requirements as well as involvement in criminal activities, role of community policing, personal safety and mine aware-ness. Others were emotional and psychological abuse, use of UN vehicles and traf-fic violations, organization and negotiation skills, responding to SGBV-victim sup-port, role of gender Police Advisors and report writing. Eleven Police Advisors participated in the refresher course.

Sector North Commander George Rumanzi led a UNAMID Team to the co-location centre and accompanied by one of the GoS commanders; Second Lieutenant Omar Adam. On arrival at El Fasher Teamsite, the team met

a small group of Police Advisors led by Team Leader Mohammed Al Dajeh who informed Mr. Rumanzi that there are five (four males and one female)GoS Officers stationed at the centre on a 24 hour basis. Mr. George Rumanzi while visiting the rooms, he observed that some of the chairs were broken and informed the Team leader to make a new request. George Ru-manzi was pleased with the progress of the work and informed Adam Arab who is UNAMID’s Assistant Engineer on the site that they should ensure proper con-struction of the Co-location centre; since it would then be used as a model for other Team Sites.After visiting the centre, Mr. Rumanzi proposed for a meeting geared towards discussing arrangements and layout of the offices before the arrival of the engi-neers so as to ensure that the rooms built adequately meet the intended purpose. He informed the Team Leader that each office should be neatly labeled in Arabic and English according to the designated duties to be carried out in either of them.

GoS Police Director of Internation-al Relations Major General Awad Aneil Dhahiah pays a courtesy

call on Sector South Police Command at the Sector Operations Unit, Nyala on 24 January. He reiterated the importance of the Police component in UNAMID and said that GoS Police top management in Khartoum were very happy with the performance of UNAMID Police Com-ponent in Darfur in general. He stated that, this was the reason of his visit to see things for himself and to listen to any-thing that UNAMID will raise regarding the implementation of their Mandate.Acting Sector Police Commander Mr. Edmund Ohene Bosompem said that the visit was a manifestation of the impor-tance he attaches to his office and the role of UNAMID. Mr. Edmund Ohene Bos-ompem outlined some of the activities UNAMID was and still doing with GoS Police such as providing Otash Police Post with a modern structure equipped with furniture, TV and electricity supply, a GoS Police Training Center and a Joint Security Operational Center in a bid to enhance the service delivery of GoS Po-lice. Despite these gains, he requested for a GoS Police Focal Point Officer to as-sist UNAMID Reform and Restructuring Unit in the monitoring and supervision of Implementing Partners (IPs) in the implementation of QIPs. Major Gen. Awad Aneil Dhahiah thanked the Ag. Sector Police Com-mander for such frankness, adding that it was the only way they will be able to tackle these problems; stating that the is-sue of Quick Impact Project (QIP) is very vital. He promised to discuss the issue with the authorities in Khartoum.

The Chief of Operations Sector West Mr. Kaletsi Tefutor official-ly closed a 5-day Human Rights,

Gender Based Violence and Child Pro-tection Course, organised by the Sector West Training Unit for 25 Movement Police Officers in El-Geneina on 24 Janu-ary 2013.

The topics taught during the Course were to increase the awareness of Move-ment Police on Human Rights Viola-tions, Gender Based Violence, Abuse of Children issues and establishing Com-munity Policing.The Chief of Operations Mr. Kaletsi Tefutor in his statement implored the participants to put into practice what they have been taught and urged them to cascade the knowledge acquired to col-leages parts whom were not part of the training. He further emphasized on the essence of the course which was meant to create awareness of the Movement Police on Human Rights Issues, Gender Base Violence (GBV) particularly against women and children and the concept of Democratic Community Policing.Course Representative from Movement Police Mr. Muhammad Mussa thanked the Training Unit for the numerous courses they have been organising for them and reiterated Movement Police’s preparedness to collaborate, cooperate and support UNAMID to bring lasting peace to Darfur. Course Coordinator for Movement Police Osman Mudiri thanked the participants for attending the course and also appre-ciated the Training Unit for organizing for them in future what he described as ‘beneficial training’ for the Movement Police. He requested to organize Inves-tigation as well as English language and Computer courses.

T he Strategic Analysis Unit is a sub-section of the Reform and Restructuring (R&R) Unit. This

Unit as the name implies, is responsi-ble for conducting general research on UNAMID Police in order to formulate strategies to improve efficiency and ef-fectiveness. This is done by increasing personnel capacity in deploying and re-deploying its resources intelligently.The characteristics of the broader term are as follows:It is part of overarching process of stra-tegic planning with clearer and more relevant goals, quality decisions and preparation for better future.STRATEGY: Focuses on higher level, which is long term and concerns the whole component.ANALYSIS: Breaking something big and complex into manageable chunks.EXTERNAL: Focus on factors that have powerful influence on our performance and achievements.The main functions of the unit include collating, evaluating, and providing analysis and information concerning all activities and programs of R&R. It also coordinates, design, test, and main-tain stable database for R&R activities.

STRATEGIC ANALYSIS UNIT AT A GLANCE

In addition to the above, they work in close cooperation with the R&R Coor-dinator to obtain relevant information from the field through R&R focal of-ficers and training sufficient number of R&R personnel to ensure continuity.Beside its regular functions, the Strate-gic Analysis Unit ensures regular and timely updating of information and generating required reports; ensuring safety and security of information in the database and reports received from the field; working towards refining and improving the database to make it sim-pler, accurate, and user friendly; and; ensure timely submission of all reports, returns, information, and documents to the R&R Coordinator.The unit has two personnel currently assigned to run its affairs and can be located at room N19 Super Camp, El-Fasher.The achievements of the unit so far could be outlined as follows: Design-ing and building the R&R Database that meets the requirements and needs of the R&R family. Maintaining up-to-date information of R&R activities. The unit conducted strategic analysis and studies to provide effective solutions

and overcome challenges that hitherto limited achievements.In spite of its achievements, the Strate-gic Analysis Unit faces a few challenges such as: limited access to resources of public information which leads to in-adequate statistical information to pro-vide input for strategic analysis. Anoth-er challenge is the absence of organized and structured data for previous years to be used for evaluation, research, and analysis results in inadequate capacity of strategic planning to achieve man-dated tasks.We recommend that there is the need to bridge the gap in overcoming the challenges and obstacles.

T he Arabic language is spoken by over 200 million people in almost 22 countries. Arabic speakers are mainly concentrated in the Middle East in an area expand-ing from the Arabian Gulf to the Atlantic Ocean; moreover, there are almost 3

million Arabic speakers living in the United States and Canada. Arabic is the Language of Quran, the Holy Book of Islam, so it is the language number one in almost all Islamic countries. It was adopted by the United Nations as one of its six official languages. The Arabic alphabet has 28 letters and each letter has rules for pronunciation. Almost all letters could be spelt in English; however, there are some letters that only exist in the Arabic language and have very special pronunciation like the KH, GH, and ‘AIN.
