(4) Casualties. 0

(5) Promotions. 23 promotions were made in grades E6 - E9 (see Incl 2).

(6) Reenlistments. Reenlistment rates for the quarter were: Career RA 100%, 1st term RA 47.6^, AUS 1.7^, ARNO 0% (see Incl 3).

(7) Savings Bonds. 83.6^ of all eligibles participated in the Savings Bond Program (see Incl 4)<

(8) Mail. 11,005 pieces of official mail were distributed (see Incl 5).

• (9) Courts-Martial. 18 Special Courts and 10 Summary Courts were conducted (see Incl 6).

(10) Chaplain Activiticj. Religious services were provided by all the battalion chaplains and the Depot Chaplain. On Ash Wednesday, Catholic church services were conducted in the Heavy Equipment Maintenance Shop. Character Guidance classes were conducted by the battalion chap- lains, with £6's and above receiving written orientations. The new Depot Staff Chaplain, MAJ Cl^rk, arrived on 25 March 1968, to replace Chaplain (MAJ) Cusma, who departed this station on 26 March 1968.

(11) Visitors. During the period 1 February through 30 April 1968, the Depot was host to 14 distinguished visitors (see Incl 7).

(12) Civic Actions, (a) Completed projects. Clothing for 200 children has been donated to the Ba Yen school. A dispensary was con- structed in Cam Ranh Village with materials provided by the Depot. Material assistance contributed to the additions of classrooms and play- ground equipment for both the Cam Ranh Village School and the Sao Mai orphanage.

(b) Projects presently being worked on. A road and culvert is being constructed at the My Than School. The priests home and church in Hoa Yen are now being constructed through the assistance of Depot men and material.

(c) Continuing Projects. Food and water is continually being pro- vided to the Van Tu, Ba Ngoi, and Hoa Yen Orphanages. More than $600.00 was contributed by men of the Depot for the Tet Aggression Relief Project. Efforts of Depot Personnel have amounted to approximately 350 man days and material costing approximately $1000.00.

« (1) The following mission realignments occurred during the period covered in this report»

(a) Main Support Company (63rd Maint Bn) formerly assigned to Nha Trang Subarea Command, AFO 962AO, was assigned to the US Army Depot, Cam Ranh Bay, AFO 96312 with attachment to the 69th Maint Bn, AFO 96312, and further attached tu Nha Trang Subarea Cbnunand, effective 15 February 1968, with no change in mission or duty station.

(b) The 136th Maintenance Company (LT)(DS) was released from assign- ment with the Tuy Hoa Subarea Command, AFO 96316, and assigned to US Army Depot, Cam Ranh Bay, AFO 96312, with attachment to the 69th Maint Bn, AFO 96312, and further attached to IViy Hoa Subarea Command* No change in mission or duty station.

(c) The 205th Ordnance Platoon (Anno) was released from assignment to this oomm&nd and attachment to the 191st Ordnance Bn, AFO 96312, and reassigned to the US Amy Support Command, Da Nang (Prov), effective 25 February 1968,

(d) The 56t:i Heavy Material Supply Company, formerly attached to the 278th Supply and Service Bn, AFO 96312, was reassigned to the US Anny Support Command, Da Nang (Prov), effective 9 March 1968.

(e) The 578th CS Company (LT Eruip Maint), formerly attached to the 69th Maintenance En of this command departed on PCS to US Army Support Command, Da Nang (Prov) on 15 April 1968. 3 Officers, 1 Warrant Ofiicer and 152 Enlisted men accompanied the unit. The mission of the unit is to provide maintenance support for ICTZ.

(2) All other elements deployed or remained deployed in support of combat operations during the reporting period are shov.-n in inclosure 8.

(3) An organizational listing reflecting all organic, assigned and attached units is shown in Inclosure 9*

(A) Personnel Assignments and Potations. SVC Hurley Davis Jr. assumed the duties of Security Operations Sergeant. MSG Marlin C. McCoy replaced SFC Harry L. McCoy as Flans and Training Sergeant. Prior to his departure SFC McCoy was awarded the Bronze Star Medal. 1LT Hagan assumed the duties of Air Delivery Officer. SOI Richard K.M, Moku replaced Sergeant Major Milarm Arnold as Depot Operations Sergeant Major.

The Brunie Star Hedal was «warded t) SGM Arnold prior to his departure. 2LT Lawrence T, Becker replaced 1LT Trent C Anderson as Plans and Train- ing Officer and Staff Historian. Sergeant Solaaon J. Numair, Chief Drafts- ■an, departed on PCS to ODNUS. Prior to departure he was awarded the US Anor Depot Certificate of Achievement, Captain John V. Prushin&who de- parted on PCS, was replaced by Major Steven G. Beebe as Director of Se- curity, Intelligence Plans and Training and Depot Acting Inspector General.

(5) Security, (a) During the month of February I960, the US Amy Depot lost part of the military police support and was connitted to furnish guarda on a 15 day monthly basis with other commands at Cam Ranh Bay, fbr the .Village and TTansfomer site. In March I960, the Denot was committed to furnish a Security Guard Force fbr the Cam Ranh Bay Bridge during the hours of darkness on a rotation basis with other commands.

(b) The number of personnel security actions processed by this di- rectorate during the past quarter decreased from the last. Procesring has increased during the nunth of April with new arrivals coming in country. The numbers (by type) of personnel security actions processed by this directorate during the reporting period are as followst Of the Vali- dations processed, 23 were Top Secret and 78 were Secret. There were 23 National Agency Checks and 78 Confidential Clearances Granted.

(c) There were thirteen (13) Counterintelligenca Inspections con- ducted within subordinate elements of this conrand during this reporting period. The "no deficiencies'1 results achieved by the inspected units are attributed to an aggressive Security and Intelligence Program implonented by this oonnand.

(d) Physical Security Surveys are being conducted throughout the Depot to determine sabotage threats and to improve the physical security posture.

(6) Intelligence, (a) As differs from the last quarter, the secure atmosphere enjoyed by personnel stationed at Cam Ranh Bay was shattered on 31 January and again on 4 March. The first incident involved a member of VC UDT enterir.g the harbor from the west and placing an explosive charge on the anchor chain of the POL tanker PELIKAN resulting in extensive dam- age to the buw of the ship. The second incident occurred during nidaven- ing on 4(March when the Cam Ranh Air Base received 26 rounds of 75nm re- ooiUess rifle fire resulting in the destruction of a limited amount of fuel bladders, fuel drums and pallets. Since the last attack on 4 March, there have been no further attempts made on the peninsula, and enemy acti- vity in all of Cam Ranh City has decreased considerably. This is largely die to increased defensive measures initiated by FWMAF. The Director of

Security, Intelligence,, Plans and Training continues to publish the weekly Intelligence Summary in order to keep Depot personnel well abreast of the enecy situation.

(b) "Operation Induce" provided no significant developments again this quarter« Renewed efforts have been placed on this program to induce synpathizers to relay valuable information to FWHAF.

(o) The weather had no adverse effects on the mission of this conmand for this quarter. The high winds reported last quarter have all but diminished. High temperatures ranged in the mid 90's with low temperatures in the mid 70*s. Rainfall for the quarter has been necliglble.

(?) Plans* (a) There were no new plans published during the reporting period. Old plans were reviewed resulting In the revision and up-dating of the Ground Defense Plan and PSA Contingency Plan.

(b) During the ported, unit moves, deployment of men teans to forward sup- port areas, were made.

(s) Tralninr* (a) During this reporting period there were six training inspections conducted of subordinate units by personnel aesipied to the Train- ing Section, Directorate of Security, Intelligence, Plans and Training. The units Inspected were as follows t

(c) Daring the month of February the training section of this di- rectorate received an inspectior from a representative of the XofS, -FMü, US Azny Support Ccnmand, Cam Ranh Bay. All arear, of the training pro gran were covered at this time and the verbal remarks were complimen- taiy at the conclusion of the inspection. A written report has not been received at this time*

(d) The Replacement Training Progran conducted by US Array Support Oomnand, Cam Ranh Bay. has proved very effective during this reporting period. In addition to providing an instructor and assistant instructor for the classes on Mines and Booby Traps and Sentry Duty, the commitment for instructing a class on Prisoners of War and Detainee Handling was le- vied to this command. The block of instruction on Mines and Booty Traps is presented weekly by the 2DD Section, 191st Ordnance Battalion by ex- perienced, qualified demolition specialist». The remaining two clarses ar^ rotated to the remaining four battalions subordinate to this head- quarters and Headquarters & Headquarters Oompary, 504th Field Depot on a six week basis. The new instructors are interviewed by personnel of this training section approximately ten days prior to presenting their first class and are thorou^ily briefed on the instruction they are to present«

(e) During this reporting period a new recurring roport concern- ing the Replacement Training Program was instituted by. hi^ier head- quarters. The report will fee a monthly comparison of the amount of per- sonnel replacosents received within the oomnand and the number that have attended the Replacement Training Program. Implementing instructions heTe been distributed to the ma^or subordinate orc'nizations of this cennand and the first report is due at this headquarters 2 May 1968.

(f) Since the first presentation of the combined Peninsula Replace» meat Training Program this oommand has had a total of eight hundred and seventeen (81?) personnel attend.

(g) During this reporting period, one of the subordinate units of this command, the 360th Transportation Company, has been issued the M-16 Rifle to replace the H-14. Necessary coordination was Immediately effect- ed by this activity between the unit and He»dc|uarters, Subarea Command, Cam Ranh Bay, fbr the svallability of the anall arms range for extensive firing of the newly acqiired weapon fbr the purpose of familiarization and zeroing-in of each individual's assigned weapon.

SUBJECT: Operational Report of US Army Depot, Can Ranh Bay, for Period Ending 30 April 1968, HCS CSFOR-65 (Rl)

, (h) Requests have been received from major subordinate organizations for assistance in obtaining the use of the heavy weapons range operated by the Air Force Base, Cam Ranh Bay. Coordination has been effected by this activity with the 12th Air Police Squardon for the battalions to fire their grenade launchers, M-79 and rocket launchers, 3.5 for familiarization. Through proper advance planning and notification, the battalions can assemble all personnel from their subordinate units required to familiarize with the weapons and only one day of firing is necessary.

(i) During this reporting period there were numerous selected training programs initiated and quotas levied to the major subordinate organizations of this coomand. A few of the more notable programs that were enacted and complet- ed during this period are as follows:

Unit Armorer Training for the M-16 Rifle. Drivers Training Program for Heavy Vehicles. Field Saritation Training. Project Counter 111 (PLL and Unit Supply Training).

(j) Two major training programs were initiated. The Hetvy Equipment Training Program is being conducted by the 19th Engineer Brigade, located at Dong Ba Thin, and offers training on the D7E Tractor, the 2flOM Tractor, the Grader, und the 20 Ton Crane (RT). The 278th Supply and Service Battalion, in particular, has taken advantage of this training program. Due to the nature of NCR 500 Operators and Supervisors training program, the 69th Maintenance Battalion (GS) is filling all quotas assigned to this command for the course.

(k) During the month of February, correspondence was received from higher headquarters requesting the areas and corresponding Military Occupa- tional Skills in which this command would be capable of training Local Viet- namese Natioru. .. All major subordinate commands responded favorably to this proposed program and an extensive reply was lurwarded to Headquarters, US Amy Support Command.

(l) During this reporting period, a command letter was distributed to all major subordinate commands with a current copy of training films available to the coomand through the 69th Signal Detachment. With the knowledge thsf the majority of classroom training conducted throughout the command is Keing presented during daylight hours utilizing the unit's outdoor theater, this activity suggested that to take full advantage of the films offered training classes could be scheduled in the evening hours Just prior to the showing of the regular coomercial—-type film feature for the night. , Training films could be utilized to full advantage in this manner.

(9) Air Dalirary. (a) During th» reporting period a combined total of 8995.57 abort tone of «uppliea were rigged for airdrop by the 109th %

Quartenueter Company (Ai r Delivery) in Can Ranh Bay and Detachment #1 of the 109th QM Co (AD) in Da lang. Of thia total tonnage, 6429.3 ihort tone of all olaeeee of auppliea were air dropped in aupport of the beaieged Marine outpoat at Kht Sanh.

(b) Four aeparate Air Delivery «jatau ware utilised during this period. The container Delivery Syat«n (CDS) «as utilised in the deUvery of 8408.58 short tons, sad «as found to be the moat effective meana of Air Delivery. Also utilised «ere the Low Altitude Parachute Extraction Systan (IAFES), (433i09 short tons), the Parachute Low Altitude Delivery System (PIADS), (7,275 short tons), and the Free Drop Syatem (2.10 abort tons).

(o) The Ground Proximity Extraction Syatem (OPES) «as tested by per- sonnel of this command in actual combat airdrops (144.63 short tana). The system proved favorable as used, but detailed training of Amy digger per- sonnel in the use of this system ie necessary before the system can be used extensively.

(d) During thia reporting period, the 623d Quartermaster Company (Air Equipment Repair and Depot) returned to the supply system a total of $1,941,955.00 dollars worth of air items. On 1 February 1968, the 623d QM Co «mployod 10 Local National personnel. After two weeks of detailed training the Local National personnel were put to work repairing parachutes and have since proved highly efficient at this type of work. From 16 March 1968 to 26 February 1968, a detachment of 12 personnel from the 91st ARVN Air Delivery Company was attached to the 623d QM Co (AER&D). These personnel were utilised in the classification of air items and proved themselvee to be highly qualified and effective as parachute inspectors.

(10) Coominications. (a) Director SIPT still maintains operational control over the Cam Sanh Bay Administrative and Tactical radio net.

(b) Die net operates on a 24 hour a day basis at peak performance. During this reporting period due to enemy action in and around the penin- aula, the CRBD radio net went to tactical operations on numerous oceaaions to meet alert requirements. High efficiency was maintained by all peraonnel involved thru at riet net diaci^. 'ine and constant use of proper radio proce- dure.

(1) Supply Operations and Changes, (a) Two Computer Science Corpo- ration programmers and VD Hull were sent to Data Processing Division at Cam Ranh Bay to study the operation of our 1005 supply aystan. They de- cided to inco.rporate .his systan into the ay stem they are setting up in Da Nang, To thib «md the^ spent 3 weeks here and left with copies of approxi- mately fifty programs from the daily cycle, the anno and subsistence cycles. They also took wiring diagrams for the IEM 108 Card Proving Machine. A week after thqr left for Da Nang, BG Black of USARSUP THAI viaited DPD. On the following day Col Blersach of BG Black1 s staff spent the morning at DPD and requested that v,e send him a "package" alartlar to the one that went to Da Nang. The ,lpackage,, will be sent to him in May for the SQlst Field Depot«

(b) A comprehensive and detailed Standing Operation Procedure was established for Document Control Division. This enabled all operating personnel to have their responsibilities more clearly defined. The effect of these procedures was seen in the increased coordination and internal control within the Division,

(e) The Subsistence Branch terminated support of five customers at depot level and the mission of supporting these customers was transferred to the Class I supply points in their respective areas*

(d) The Subsistence Branch completed a 100^ inventory of all food items. This enables the Depot to maintain a more accurate stock status and to find excesses and shortages in order that corrective action may be taken.

(o) AU food it ans are now on Pro-Post aystan. The Pre-Post aystan allows better control because it shows the on hand balance which is avai- lable for issue«

(f) A new Red Ball Express and Red Ball Expanded Fom, AVCA Form L25R (15 Mar 68 - Reviaed), becan« effective on 1 April 1968.

(g) Effective 1 April 1968, all Red Ball Express requisitions, follow-ups and cancellatijna are being ^"anscaivad to t he 14th ICC.

(h) A three nwnth tept using multiple AFOD's for receipt of RBE cargo direct from Travis AFB began 15 April 1968. All RBE cargo for Cam Rarh Bay arrives at tha 14th Aerial Port, The cargo la then moved by truck to the RBtt bulk break-down point at CRBD where it is picked up by DS units.

AVCA OL-C, HQ 1LC, dated 15 October 1968 and Letter AVCA CR-GL, TO USASUPCOM, dated 25 March 1968. This involves supply of an unknowi number of line items of non-stock numbered repair parts.

(t) In an effort to increase supply efficiency of supported units, the Chief, Customer Assistance Office, personally delivered backorder re- conciliation listings to all major customers, to include Tuy Hoa, Nha Trang and Phan Rang subareas. During these visits, new depot precedures, customer problems and future requirements were discussed. Acting as a coordinating activity for depot, this branch aided an average of fifteen customers a day with mission essential requisitions, follow-up actions and status information, general supply Information and other miscellaneous assistance required. The following major projects were completed: (1) Prescribed Load List Analysis - Zero balances on Depot unit PLL's ware reviewed and action taken to eliminate shortages within the supply system, thereby filling zero balance lines; (2) Reconciliation of Direct Support Maintenance Unit's Authorised Stockage List-DSU ASL was compared with the Depot ASL. Additions were then hand-carried to the 14th ICC. This project proved to be extremely valuable for coordination purposes and will be con- tinued; (3) Reviewed Self-Service Operations - Liaison personnel from this section visited the three depot supported self service stores in Cam Ranh Bay, Hha Trang and Tuy Hoa. Operating procedures were reviewed, shortages ware determined and expeditious action was taken to upgrade the stock position and operational effectiveness of the stores; (4) Assisted battalions or- ganised here for deployment to Thailand. ?y coordinating with the Battalion S-4 and this section expedited handling of TO&E mission essential requisitions.

(2) Organizational Changes, (a) With the establishment of a Central Receiving activity within the depot, the Document Control Division was re- lieved of the responsibility of processing receipt documents. This elimi- nated the need for the Dues-in Section and permitted the relocation of five personnel within the Division.

(b) Due to the remodeling of the present Data Processing building, which housed the Document Control Division, a relocation of personnel and equipment was necessary. A new air conditioned Annex was constructed ad- Joining the present Data Processing building and a complete move was made during this period.

(e) As required by the new TDA, the Major Items Branch has been di- vided into commodity sections with the appropriate commodity manager and staff. This is the first step in the area of transformation to ths 3SVN eoncept.

(3) Personnel, (a) 1LT Schmid and 1LT Talbert rotated and 1LT Friedman and CWD Fulda have Joined Data Proceeein« Division. CWA McBroom became Chief of Data Processing.

(b) CPT Frank M. Peszille, Chief, Document Control Division, joined the Depot Conversion Team as the Supply representative for implementing the Standard Supply System, Vietnam, at Cam Ranh Bay.

(c) Due to large loss of personnel, 50% of assigned personnel within the Subsistence Branch were reassigned within this activity to fill all key positions with experienced personnel. Four new personnel were assigned to the branch dur- ing this quarter and are presently in OJT phase.

(d) 1LT Cogan has Joined the Stock Control Division and was assigned to RBE/foRE Section. 1LT Koets arrived and replaced CPT McElliott as Chief, Engineer Construction Materials Branch. Nr. F. Slaveski, DAC, GS-ll, and Mr. J. Egan, DAC, GS-ll arrived during the period and were assigned aa Electronic Commodity Manager and Chief, General Material Branch, respectively.

' (e) SFC Jesse Carter was assigned as NCOIC, Customer Assistance Office, replacing MSG Cozzupoli who rotated to CONUS.

(4) Training, (a) CWD McBrown, 1LT Doub, and CNO Boggiano of the Data Processing Division have attended elasses in Okinawa dealing with 3SVN and micromation. Several programmers and operators have attended specialized training at Long Binh and Qui Nhon.

(b) Personnel from the Document Control Division received instruction on the Standard Supply System, Vietnam, in preparation for their role in the system upon implementation. Section leaders were the first selected to receive the initial training.

(c) Training briefings were presented to supply representatives from Da Nanh, Vung Tau and Thailand on the functions and responsibilities of the Document Control Division. These briefings, accompanied by SOP's, were pre- sented in view of the planned Implementation of this Depot's system at each of these locations in the near future.

(d) Normal OJT fox newly assigned personnel has been the policy in all areas of the Stock Control Division. Due to loss of personnel and an- ticipated lessons, the Subsistence Branch must maintain a cross-training pro- gram as well as an OJT program. All personnel are cross-trained upon com- pletion of OJT.

(e) All personnel of Stock Control Division with a DEROS of later than 1 July 1968 are participating in the 3SVN orientation program being con- ducted by the 3SVN team. The purpose of the 3SVN Course of instruction is to orient'selected personnel on the Standard Supply System, Vietnam. Classes were conducted from 1500-1700 daily, commencing on 22 April 1968. (1) During the last quarter the Derot changed its locator systan from a Jecentraliad control warehouse operation to a central locator system for all General Material. In addition to improving efficiency and reducing the vwrkload of the location Survey Team, this major and sigiiilcant Improvonent will enable the depot to implement more snoothly the 3S\n- supply systan.

(a) In connection with the change over to the control locator systan, a change in the method of reporting additionr. and deletions to the locator wae also made. (2) From 1 February to 30 April, the newly activated Care and Pre- servation Facility processed supplies and equipment valued at $1,370,500 acquisition costs* The cost of processing and returning these items to stock was $43*900, Therefore a net saving of $1,326,600 accrued to the United States Government» This is the only operational facility of its kind in Vietnam. With current personnel and equipment the objective is to reclaim at least $1,000,000 worth of supplies and equipment per month by 1 July 1968.

(3) Emphasis on retrograding depot excess supplies and equipment resulted in the movement of 8,744 short tons of supplies and equipment during the period covered by this report. The depot is currently in phase three of the program. The depot has benefitted considerably because badly needed storage space has been generated. Improvement in this area will con- tinue because several items which are in long supply are yet to be shipped.

(4) This depot became the key installation for assemblying and ship- ping MACV Advisory Team Kits as well as Mobile Advisory Team Kits. To date fifty MATS and six MACV Kits have been shipped.

(5) The remaining forty prefabricated 1600 cubic feet refrigerated boxes which had been used to help store perishable subsistence were dis- mantled. All except eight have been shipped to various locations through- out Vietnam. All perishable subsistence is now stored in the four refrig- erated warehouses located in the main depot complex. Plans are to relocate the above mentioned 8 boxes in the vicinity of the refrigerated warehouse and use them to store selected perishable items.

(6) Storage Area Delta the principal area for handling non-perish- able subsistence, was approved by providing hard stand - Pierced Steel Planking. In addition to improving overall efficiency in operations, it will also provj ) a much better storage facility and reduce damage to sub- sistence.

(1) The following key personnel changes were made. LTC John S. Hut chins. Director of Services, departed for OONUS on PCS and was re- placed by LTC James H. Blank«iship. 1LT Willlaa S. Pope, Depot Engineer, also departed for OONUS on PCS and was replaced by MAJ Jack Dirla.

(2) Food Servlcet A total of twenty-two Mess Halls remain v.lthin the Depot« During this quarter a total of 180 liaison visits were made to these Mess Halls to assist the Mesr. Sergeant.

(3) Depot Packing St Crating Shop. During this period the personnel in this section were responsible for building 10,000 pallets for the Depot and 1,500 crates for units within the Depot.

(4) Engineer Activities, (a) Approximately 12,000 cubic yards of red sand was haulad tu stablize a 500,000 sq. ft. of parking area for the Cam Ranh Bay Transportation Command*

(b) Approximately 15,000 cubic yards of red sand was hauled to sta- bilise a 300,000 sq. ft. Vinnell Class IV storage yard.

(c) RMK-BRJ started the electrical wiring of 60 warehouses in the Depot.

(d) Approximately 150,000 cubic ^ards of sand has been nwved to develop a 500,000 sq, ft. POL drum storage yard.

(e)« Major construction has been started on the ADP building to Include the addition of a 2,000 sq. ft. annex building and major remode- ling of the existing building.

(5) Property Book Office, (a) This office received a reply from USARIT in response to a letter dispatched b;^ this office on 15 January 1968, requüsting retention of vehicles (i ton, 3/4 ton and 2| ton trucks) in excess of authorized allowance on a temporary isrue basis for 180 days, or until such time as tho new TDA for the Depot is approved and implement- ed. USAR<r disapproved our retaining control and applicable hand receipt holders were notified to turn in the excess i ton trucks to Depot Stock.

(b) Under the Closed Luop Support Prorpran for KHE, 34 pieces of MHB were turned into the 633rd CC&S Co for evacuation. 37 replacanents were received from the vehicle park for issue to the MHE Pool.

• (c) The number of Reports of Surveys processed in the last quarterly period for Depot Property was 10, attributed mostly to MHE accidents simple negligence caused by operators of MH3. (e) This Off ice was assigned responsibility for supporting Project Counter III team with installation property type support. A nei; hand receipt account was established for this purpose and necessary support rendered to the team.

(f) 2500 Bundles of Matting K8A1 has been released ty SUFODM on Sigineer Class 17 Supply Directive 2-28, 12 February 1968 to the Depot with this office assigned responsil ility for maintaining accounting re- cords of issues and receipts. As of this date, 479 bundles have been issued to users for their yards which have been approved for hard stand storage. Matting is being stored at the aigineer Class IV Yard.

(6) Depot Transportation Office.

(a) IXrring this quarter, over 38,785 TCMD's have been issued ly this Office* These document P. were formerly issued in blocks of 1000 to the shipper without Depot Control Numbers. Problems developed in reconciliation procedures due to illegible feeder copies, wrong addresses, and the documents not being prepared according to MILSTAMP. Corrective action has been initiated and has substantially reduced the incidence of these discrepancies.

(b) To preclude reconciliation problems all TCMD documents issued from this Office are now prenumbered, A sample analysis of TC2'!D return copies is conducted daily and reported weekly in the TCMD Inspection Re- port (RCS AVCA GT-4). This Offi.-e has disseminated instructions to all Depot shippers concerning the preparation of TCMD's according to KILSTAMP and Local Regulations, All TCMD's booked by this Office have sufficient copies make from the original to insure legible reference will be avail- able fbr ary type tracer action. These measures have proven effective in Implementing a program of document control and corr ctive and adninistra- tive preparation.

(c) Cargo Backlog. During this quart3r> the Depot cargo backlog was reduced substantially from a hi^i of 46,000 S/T on 1 March to 20,000 '/T on 25 April.

(d) Through a more accurate and efficient system of records of cargo offered for shipnemt needless delay and double comnitnentE have been eliminated; this, along with more efficient management of trans- portation assets by the Transportation Command has contributed to the substantial decrease on the backlog.

(b) In addition to complete unit inspections, the team performed 112 technical assistance missions requested in various maintenance areas by Depot unite. The tean performed U complete and 6 partial inspections of aqaipnent designated Tor the stand-by FGA, made unannounced examinations of 12 scheduled maintenance periods to correct deficient areas, resulting in improvement in both Maintenance Management Procedures and Maintenance of Equirment.

(b) Difficulties continue to exist in deteminfr the applicable reports control symbols (RCS). In several instances, reporting requirenents are re- ceived from higher headquarters without citing an RCS or an exemption citation»

(4) Reports of Survey, (a) During the reporting period, 29 Reports of Survey representing 529,052 in property damage were reviewed prior to forward- ing to the Installation Commander* Major cause for survey action was damaged vehicles and MBB. Strong command emphasis has been placed on safe driving praotioes.

(b) Since survey officers are normally appointed without prior experience or knowled«e in conducting surveys, packets containing necessary regulations, guidelines, and checklists were prepared to assist the survey officers in per- forming tiieir investigations. Provisioning of these packets has substantially reduced errors coamon to the report of survey system«

(5) New De. ot TDA* During the reporting period the approved depot TDA was received t however, implementation orders are not expected until late May 68« Preparatory actions to effect a smooth transition have been initiated«

(b) EVALUATUK. The standard dimensions of al] plywood at this depot are 48" x 96n. Hie skid board dimensions arc 48" x ^0". Conse- quently, there is a 36" waste on each sheet of plywood used to manufac- ture one skid board*

(c) RiOuMlEMDATIDN. Engineering construction material with the 14th ICC on this particular problem. Hie result hes been thst there is 3/4" x 40" x 120" plywood on requisition from 0Ü13US specifically fbr the mnnu- facture of skid boards. Two skid boards can be constructed from one sheet of plywood with no waste.

(a) ÜE32RVATIUN. A large number of serviceable or economically re- pairable items arc often received by the Property Disposal Officer.

(b) SVAIUATIüN. Often stocks in the property disposal channels are critically needed hy some units. However, because of a lack of formal communication between PEO and depot supported units, available stocks are not requested. It therefore becomes inportant for PDO and depot to main- tain constant coordination on stocks in PDO Yard.

(c) RECOKaWDATUN. This Directorate has set up a liaison vdth the Property Disposal Officer to constantly review PDO receipts against depot shortages. This peocedure results in the release of serviceable items to depot which are brought into depot stccks end, in turn, issuod to requert^ ing units •
