HISTORY

The Naval Medical Field Research Laboratory (NMFRL) wasestablished in August 1943 by joint agreement of the Commandant of theMarine Corps, and the Chief, Bureau of Medicine and Surgery, TheLaboratory materialized with the realization that many medical problemspeculiar to amphibious troop operations were not being investigated inexisting research laboratories and deserved special attention.

Camp Lejeune was selected as the logical site for a laboratoryto be devoted to field medical problems, particularly in view of theproximity to units of amphibious troops continually training undersimulated battle conditions. This offered the opportunity for scientificpersonnel to obtain firsthand knowledge of conditions at the field level,as well as offering field conditions for the test and evaluation of newmedical materiel proposed for Fleef Marine Force use..

In 1947 the Secretary of the Navy designated NMFRL as anactivity of the Naval Shore Establishment, in the Fifth Naval District,under the command of a Commanding Officer. Management and techni-cal control were v e ste d 0- the Bureau of Medicine and Surgery andmilitary command in the Commanding General, Marine Corps Base,Camp Lejeuine, North Carolina.

COMPONENT CONTROL

The Naval Medical Field Research Laboratory is under themilitary control of the Commanding General, Marine Corps Base, CampLejeune, North Carolina. For all non.-military matters, including con-duct of the research program, utilization of assigned personnel, expen-diture and accountability of allotted funds, establishment of operatingprocedures and internal organization, the Comrnmanding Officer is underthe management and technicai control of the Navy's Bureau of Medicineand Surgery.

LOGISTIC SUPPORT

The Laboratory's research and development projects are fundedjointly by the Bureau of Medicine and Surgery and the Commandant ofthe U. S. Marine Corps.

Buildings and grounds occupied by the Laboratory are theproperty of the U. S. Marine Corps and are assigned for Laboratoryuse by the Commanding General, Marine Corps Base. Maintenance ofbuildings and grounds and minor alterations to buildings are accom-plished by the Marine Corps Base, Public utilities are furnished bythe Base. Technical laboratory supplies and equipment are procuredby the Laboratory through its allotted research and development funds.

The Laboratory is staffed by officers of the Navy, MarineCorps, and Public Health Service, by enlisted technicians of the Navyand Marine Corps, and by civilian investigators and technicians.

MISSION OF THE LABORATORY

The mission of the Naval Medical Field Research Laboratoryas prescribed by the Chief of Naval Operations and as stated in theBasic Naval Establishment Plan is to conduct research, developmentand testing in the medical, dental and allied sciences, with particularemphasis on problems of field and amphibious medicine.

TASKS AND FUNCTIONS

The general responsibilities of naval medical research organi-zations are outlined in the Manual of the Medical Department, U. S.Navy. The task@ and functions of the NMFRL are detailed in the follow-ing paragraphs.

Research and Development:

Conducts research and development projects approved by theBureau of Medicine and Surgery and the Commandant, Marine Corps,and for which funds have been allocated.

Field Testing:

Conducts field tests, including but not limited to; user tests,acceptability tests and evaluation tests of medical, dental and relatedmateriel at the request of the Field Branch, Bureau of Medicine andSurgery, the Defense Medical Materiel Board, and the Commandant,Marine Corps.

Advisory Committee on FMF Medical and Dental Materiel Allowances:

The Advisory Committee maintains direct communication withthe Field Branch, Bureau of Medicine and Surgery. The Committeerecommends revisions or modifications of existing materiel allowancesand the adoption of new items of medical and dental materiel requiredby the Marine Corps.

The membership of the Committee includes senior officers ofthe Navy Medical Department attached to Marine Corps medical supportunits located in the Camp Lejeune-Cherry Point complex. The Com-manding Officer and the Administrative Officer, NMFRL, serve on theCommittee as Chairman and Executive Secretary, respectively. TheCommittee meets at the pleasure of the Chairman. Facilities andsecretarial assistance are provided by the NMFRL.

Miscellaneous Tasks:

The specialized services of the staff and the facilities of

NMFRL are available to Medical Department units of the Marine CorpsBase on a direct request basis. Such services include:

Medical Graphic Arts: Specialized photography, includingproduction of transparencies, microphotography, medical illustrationsand other visual aids, for the U. S. Naval Hospital, the Dispensary andthe Dental Clinic.

Scientific Library Services: The NMFRL Scientific Libraryis available for use by all Medical Department personnel in the area,

as well as to students at the Camp Lejeune extension of East CarolinaCollege for special reference work.

Consultative Services: Consultation, diagnostic tests andservices are performed for the U. S. Naval Hospital and the Dispensaryfor certain viral diseases and non-gonococcal urethritis.

PHYSICAL FACILITIES

The Naval Medical Field Research Laboratory occupies five

buildings in the Hadnot Point area of Camp Lejeune.

Building 66, a permanent, U-shaped, one-story, brick build-ing, faces the main thoroughfare -- Holcomb Boulevard. This buildinghouses the Commanding, Executive and Administrative offices, thePsychology Division, and the Scientific Library.

Building 65, to the rear of building 66, is a two-story, perrna-

nent, E-shaped, barracks-type, brick building. The g oind floorhouses the shops, Bacteriology laboratory, Personnel Protectionworkrooms, Virology laboratories, the Supply oifices and eq%ipmnentstorerooms. The top floor houses the Equipment, Testing and Develop-ment Division offices and workroorns, additional Virology laboratories,Personnel Protection workrooms, the Physiology laboratories, and the

Dental Division.

Building 813, a sinall, permanent, brick building locate4 in an

isolated, wooded area approximately one-half mile distant from the

mnain Laboratory, is the Explosives Effects Antex of the PersonnelProtection Division.

Building PT-6. a permanent, two-story, masonry struicture,is located approximately two miles north of the main Laboratory in anarea formerly utilized for parachute training. This building, at onetime the base for a parachute train ing tower, was assigned to theNMFRL in 1961, and subsequently converted into a heat stress labora-

tory, an adjunct to the Physiology Division.

Building PT-7, located in proximity to PT-6, is the NMFRL's

Animal Facility Annex. The annex is actually comprised of a group ofsmall buildings: a quonset hut houses offices, an operating room, andan animal receiving room; a permanent, brick building is utilized forbulk food storage; wood-franme structures provide quarters for s ,allanimals. RESEARCH AND DEVELOPMENT FACILITIES AND PROGRAMS

The BACTERIOLOGY Division is conducting an intensive studyof non-gonococcal u r ethritis among Marine Corps personnel, in anattempt to define the causative agents, to clarify understanding of theepidemiology of the disease, and to develop measures for its control.Non-gonococcal urethritis, responsible for many los t man-hours ininfected personnel, has been the subject of conzentrated attack by theBacteriology Division for the past several years. Recent developmentsat this Laboratory give promise of success in the eventual implicationand characterization of the responsible agents. greater insight into theepidemiology of the disease, and methods for its control.

The locale for this type of research program is unique in thatperiodic rotation of Marine Corps personnel to Camp Lejeune Irom

overseas areas (the Far3 East, the Mediterranean

and Carribean ports. forexample, where the inci-

dence of this disease ishigh) affords ample subjectmaterial for researchstudy. Further, a closeliaison is maintained withall regimental and othatdispensaries in the CampLejeune area, and with theU. S. Naval Hospital at

epidemiology and control of infectious diseases affecting Marine Corpsand Navy personnel.

The Bacteriology Division is well equipped for the collection,storage and study of clinical specimens. In addition to adequate refrig-erator, deep-freeze and incubator facilities, and two ultraviolet-irradiated transfer rooms, the division has other more specializedequipment. This includes a laboratory model Freeze-Dry unit, photo-micrographic systems, a fluorescence nricroscopy unit, and a refrig-erated centrifuge.

The DENTAL Division is concerned primarily with evaluationof new dental equipment for possible use in field operations. Thedivi sion also conducts a continuing survey of the dental equipmentallowances in the Fleet Marine Force with a vi-w toward providing themost up-to-date materiel for field dentistry.

The PHYSIOLOGY Division is presently conducting researchprograms in two main areas:

Thermal Stress: This project seeks to ovLluate the effectsof heat and humidity a factors influencing performance of V. S. MarineCorps ground combat troops, investigates techniques to pro-acclimatisetroops to conditions of high heat and humidity, and assesses the physi-ological decrement resulting from wearing protective equipment suchso body armor and load-carrying systems in hot and humid environments.

The results of these investigations will provide a betterunderstanding of the mechanisms by which heat and humidity limitperformance and ultimatoly will provide criteria for the developmentof techniques and the design of equipment and clothing which will enhancethe capability of the Marine in combat.

In this project, volunteer subjects perform measuredtasks under climatic conditions similar to those which they will beexpected to perform in tropical environment. The effect of thisenvironment on performance is determined by selected physiological,biochemical and psychological measurements. Basic measurements

are carried ot in a climatic chamber which is equipped with two tread-mills. A unique Multichannel Temperature and Heart Rate MeasurementProgrammer and other standard laboratory apparatus are used torecord responses of subjects. Equipment and facilities for laboratorymeasurements of changes in body fluids, such as urine, blood, saliva,

specialized equipment available for this work. The Physiology Divisionis supported by laboratories for biochemical analyses of specimens, aradioisotope tracer laboratory, and facilities for statistical analyses.

The PSYCHOLOGY Division conducts research related to themeasurement of the effect of various factors on the performance ofmilitary personnel.

The investigators of this division are interested in measuringthe effect on performance of such factors as: emotional stress, fear,

anxiety, frustration, feeling of security, heat, carrying loads, etc.They are also interested in evaluating the effectiveness of trainingmethods and the development of improved trainiing techniques. Thedivision is concerned with the selection of the "right combat man forthe right combat job" and the most effective methods of training toprepare him for the job.

The division also provides a consuliting service in experimentaldesign to the other divisions of research.

One present research task is an attempt to develop techniques

and instruments to discriminate between safe and unsafe automobile

drivers. The high accident rate among military personnel with conse-

quent loss of life and man-hours has provided the motivation for this

study.

Another study now in progress is directed toward the develop-

ment of tests to measure the effects of heat stress on rifle marksmarn-

ship.

Similar effort is also being made to develop techniques and

tests to evaluate the effects of heat stress on personnel mine-lifting

ability.

The PERSONNEL PROTECTION Division designs, modifies,and fabricates prototypes and conducts laboratory and field evaluation ofprotective devices and accouterments for Marine Corps troops. Theprogram has involved such items as body armor, insulated boots,sleeping bags, gloves, helmets, cold weather helmet liners and facemasks, canteens, load-carry ng systems and armored footgear.

The Personnel Protection Division has made and evaluatedmany modifications in the basic design of body armor, and the workcontinues in an effort to produce combat protective devices which affordmaximum comfort, balance and freedom of movement, and which arelightweight and compatible with the functions to be performed by troops

in combat. Recent field studies have evaluated the effects of wearingdifferent designs and weights of body armor. The body armor units werefabricated of two standard lightweight armor materials -flexible ballis-tic nylon cloth and/or in combination with rigid Doron plates. Thesestudies were conducted to determine the compatibility of the body armorwith the load-carrying equipment, and the effects upon performance andmarksmanship. In addition, work is continuing on the instrumentationfor measuring energy absorption and deformation of ballistic protectivematerials and equipment.

This division naintains close liaison with Headquarters,Marine Corps (AO4D , Washington, D. C. and the Marine Corps Land-ing Force Development Center, Quantico, Virginia, where final testsand validation of equipment under development are conducted. Con-tinuous contacts are also made with the Zd Marine Division to aid andassist in problems encountered in the field with standard load-carryingdevices and body armor.

The Personnel Protection Division contains a workshop forfabrication of many types of materials. An indoor ballistics range, an

The EQUIPMENT TESTING AND DEVELOPMENT Division hasa three-fold mission: (1) to develop or adapt equipnient for the medicalsupport units of the Fleet Marine Force, (2) to conduct laboratory tests,user tests, field tests and evaluations of medical items developed byother service laboratories or commercial sources for possible use inthe Fleet Marine Force, and (3) to d e s i g n and develop specializedapparatus required by scientific personnel in the Laaboratory. Examplesof these items may be cited as follows:

Of prime importance and scope is the test and evaluation

program. A constant supply of items are received by this Laboratory

for user or service test and evaluation. Three principal sources of

supply are:

The Defense Medical Materiel Board - A Department of

Defense board which considers medical items for possible common

adoption by the services. This board forwards items developed byother service laboratories (the Medical Equipment Research and Develop-

ment Laburatory, Fort Totten, Long Island, N. Y., for example) to thisLaboratory for test and

evaluation. Items areevaluated for possible useby mobile field medical

units as well as for fixed... treatm ent facilities.

The Equipment Testing and Development Division is equippedwith workrooms for design, fabrication and test of materials, includingfacilities for woodworking, sheet metal and plastic working, a weldingshop, machine shop, and paint spray booths. Facilities are also avail-able for limited environmental testing of equipment. The facilities ofthe U. S. Naval Hospital, the various field medical units, and the FieldMedical Service School are all available on a cooperative basis for usertests.

TECHNICAL SUPPORT FACILITIES

Supplemental to the shops previously described, facilitieswhich serve the scientific programs are the Laboratory's ScientificLibrary, the Graphic Arts Section, the Printing Section, and the AnimalFacility.

Scientific Library:

The NMFRL library includes textbooks, bound journals, andscientific reports covering the various disciplines represented in theLaboratory's staff and program. The medical librarian and an assistantlibrarian conduct reference searches and prepare bibliographies for thescientific staff.

In addition to serving the needs of the NMFRL, the library isavailable to all Medical Department personnel in the Camp Lejeune area.

The resources of the library include approximately 13,000bound volumes of scientific textbooks and periodicals and approximately40, 000 research reports and technical documents. The library sub-scribes to 173 current medical and scientific periodicals.

A conference and lecture room equipped with slide and motionpicture projection apparatus is available.

Graphic Arts Section:

This section consists of a photographic laboratory and an art

unit.

The photo laboratory, established and authorized as a Class G

(experimental) laboratory by the Chief of Naval Operations, is equipped

to process photographic material in support of NMFRL programs. Such

processing includes production of still and motion picture photography

(excluding processing of motion picture footage, which is accomplished

by the Naval Photographic Center, Anacostia) in black and white, and

color; microphotography; and projection slides.

The art unit prepares tables, graphs and illustrations for

manuscripts; prepares mock-ups and displays.

The Laboratory has facilities for producing the majority of its

technical reports.

Animal Facility Annex:

A vital adjunct to the NMFRL is the animal facility whichbreeds and maintains stocks of healthy animals required for controlledexperimentation. A fine-bred colony of beagle dogs and colonies ofrabbits, guinea pigs, rats and mice are maintained.

Dog kennels are so constructed as to afford excellent shelteras well as exercise areas. Small animals are housed in separate air-conditioned buildings. Isolation facilities are available.

The annex, equipped with receiving, operating and storagerooms, is located in an isolated area two miles distant from the mainLaboratory.

The Laboratory is guided by and adheres closely to the princi-ples of Laboratory Animal Care developed and promulgated by theNational Society of Medical Research (with representatives from theAmerican Psychological Association, American Medical Association,American Society for Prevention of Cruelty to Animals, and the Federa-tion of American Societies for Experimental Biology) and amended bythe American Board of Laboratory M e d i c in e (American VeterinaryAssociation), the Animal Care Panel, and the Institute of LaboratoryAnimal Resources of the National Academy of Sciences-NationalResearch Council.
