The C-9B is capable of carrying up to 32,000 pounds of cargo and personnel for over 1,739 nautical miles. The C-40A can accommodate 121 passengers, or 8 pallets of cargo, or a combination configuration of 3 pallets and 70 passengers with a range of 3,400 nautical miles. The C-20G can accommodate 26 passengers or all pallets of cargo, or a combination of pallets and passengers with a range of 5,130 nautical miles. The C-20D and C-37 provide worldwide executive transport to Secretary of the Navy, Chief of Naval Operations, Commandant of the Marine Corps, and Fleet Commanders. The UC-35 provides transport for high priority passenger/cargo missions with time, place or mission sensitive requirements. The UC-35 can accommodate 6 passengers or 1,200 pounds of cargo with a range of 1,300 nautical miles. The C-12 King Air and C-26 Metro variants are commercial twin turbo-prop aircraft that provide shorter-range light lift passenger/cargo transport and range control missions. The C-12 is capable of carrying 6 passengers or maximum cargo capacity of 2,850 pounds, with a range of 1,075 nautical miles. The C-26 is capable of carrying 19 passengers 1,300 nautical miles. In FY12-FY17 Block 2 aircraft modifications will occur. Some of the systems affected by Block 2 are Traffic Alert and Collision Avoidance System, Runway Awareness and Advisory System, UniLink 800/801Aircraft Communications Addressing and Reporting System, Protected Mode and Baseline Controller Pilot Data Link Communication and Automatic Dependent Surveillance-Contract datalink, VHF Data Link Mode 2 for aircraft that have not been approved for exemption, Satellite Communications capability (Iridium or International Maritime Satellite) and services. In FY15 - FY21 Block 3 aircraft modifications include Automatic Dependent Surveillance to DO260B standards, Data Link recording capability that is tied to the Cockpit Voice Recorder, Expansion of data link systems/services based on global operational data-link mandates, integration of AN/APX-119 IFF Mode 5 with new digital control panel, Performance based navigation (RNAV/RNP), weather radar integration, L5 GLS capabilities, SATCOM upgrades required to meet new Iridium or International Maritime Satellite (INMARSAT) requirements. Description:Federal Aviation Regulations require manufacturers of commercial aircraft and associated systems/subsystems to investigate discrepant conditions, failures, and potential safety problems reported by alloperators. The results of these investigations with recommended corrective action are reviewed/authorized by Federal Aviation Administration (FAA) designated representatives and provided to all operatorsas service bulletins. Each service bulletin is a complete technical directive that provides corrective change information or detailed modification instructions. To ensure safe, reliable, FAA/Navy certified aircraftand to provide a program that will assure continued life extension at minimum cost, the Navy must maintain configuration and integrity compatible with FAA certified commercial models by incorporation ofapplicable service bulletins. The incorporation of certain service bulletins also serves to preclude extensive repairs/repetitive inspections. Crew equipment requirements in accordance with FAA directivesand/or Navy requirements will be incorporated to ensure maximum safety in case of emergency. Specific examples of systems that will require modification to conform to FAA Service Bulletins and Directivesinclude Brakes, Landing Gear Systems, Flight Controls, Engine Modifications, Propeller Modifications, Airframe Modifications, Hydraulics, Electrical/Mechanical Systems & Components, Fuel Systems, SoftwareModifications/Upgrades, Fire Detection Systems, Interior Environmental Systems, Pressurization Systems, Oxygen Systems, Pilot-Static Systems and Smoke/Fire Detection Systems. Modifications budgeted inthis Operational Safety and Improvement Program include the incorporation of Service Bulletins/Directives requirements into the C-9B, C-40A, C-20D, C-20G, C-37A, C-37B, C-26D, EC-26D, RC-26D, UC-35C,UC-35D, UC-12B, UC-12F, UC-12M, UC-12W and RC-12M aircraft.
Development Status/Major Development Milestones: Service Bulletins are reviewed for possible incorporation on an as required basis. Prototype verification has been previously accomplished and approved bythe FAA.

Description:World-wide airspace congestion and communication bandwidth saturation has led the International Civil Aviation Organization to restructure the world-wide airspace structure to improve safety through a seriesof equipment and performance mandates implemented by regional authorities. The Type/Models/Series cited below will be required to comply with Communication, Navigation and Surveillance - Air TrafficManagement (CNS-ATM) mandates to retain the Navy's capability to operate these aircraft worldwide. Failure to comply with these time-phased mandates will result in being denied access to high-volumeairspace (routing and altitudes) and airfields, and result in circuitous routing and sub optimal altitudes. Required modifications to meet these CNS-ATM mandates are being implemented on post productionaircraft as capabilities listed in the third paragraph.
To minimize the impact of successive modifications and maximize aircraft availability, a block upgrade approach has been taken during this budget submit. Block upgrades have been prioritized and phasedto meet regional mandates' just in time to ensure that commercial CNS-ATM solutions are available off the shelf to minimize non-reoccurring engineering associated with Federal Aviation Administrationsupplemental type certification. In order to incorporate CNS-ATM mandates several older aircraft (C-20D, C-35C, all C-26 and C-12) required the installation of a digital flight management and communicationsystem.

Description:This line item funds modifications to the following cargo and transport airlift aircraft: C-9B, C-40A, C-20D/G, C-37A/B, UC-35C/D, C-26D, EC-26D, RC-26D, TC-12B, UC-12B/F/M/W,RC-12M.To ensure preservation of the airlift capabilities world-wide, this Safety, Reliability and Obsolescence Improvement OSIP provides funding to correct deficiencies that adversely affect aircraft safety, reliabilityand/or availability; specifically deficiencies that are not corrected through the existing FAA commercial service bulletin process because they are peculiar systems/equipment to the Navy. Navy peculiar aircraftsystems include but are not limited to navigation systems, communication, survivability equipment, and cargo/passenger loading and carriage systems.
Modifications will support all readiness, obsolescent, and safety of flight improvements to existing Navy perculiar aircraft systems.
