Background

DepSecDef approved QDR Irregular Warfare (IW) Execution Roadmap (Apr 06): USSOCOM tasked to develop IW JOC (Suspense: 15 Dec 06)

DJS memorandum directed USSOCOM and USMC MCCDC to co-develop (June 2006)

Purpose: broadly describes how future Joint Force Commanders (JFCs) could conduct IW to accomplish national strategic objectives 2014-2026

Provide a basis for further discussion, debate, and experimentation in order to inform capability development

JFCs and their interagency / multinational partners use this JOC to assess integration challenges and opportunities

Military Problem:How to employ conventional and non- conventional military capabilities in support of integrated US Government and partner IW efforts to:

– Conduct protracted campaigns to defeat adversary states & non- state irregular threats through indirect methods and means

– As a supported effort, defeat IW threats independent of a conventional operation

– As a supporting effort, defeat IW threats in combination with conventional operations

Factors compounding the Joint Force Problem:

Expanding scale of IW: increasingly global in scale & unbounded in scope

Adapting Adversary:

– Do not have to defeat US and coalition security forces to win; in many cases they only need to outlast

– Use of non-belligerent states as safe havens

– Leverages the political nature of IW and operates under different legal or moral restrictions

These challenges favor an irregular military approach, using indirect and non-traditional methods and means to achieve US strategic objectives.

Broadly describes operational-level solutions for conduct of protracted IW in conjunction with all instruments of national power and influence, and in concert with their state and non-state partners.

Describes

Nature of IW as a form of warfare

The challenges we face from adversaries that will increasingly use IW against us

The opportunities afforded us by using IW to confront our adversaries with non- traditional, indirect approaches

Addresses aspects of IW that current JOCs do not

Implications to campaign design, planning, executing,

Global scale of IW operations,

Protracted timeframe (capacity), and

Offensive applications of IW, particularly against hostile armed groups operating in non-belligerent states

Will not provide a tactical description of how to conduct operations

Introduces new conditions and capability needs

As the U.S. becomes more successful in the war on terror, new terrorist organizations may not be as organized or predictable. Those organizations could further morph in later years to become new organizations with a new capacity for violence or creating mass effects. Therefore, DOTMLPF capabilities are needed to diminish or eliminate terrorist organizations from branching off and pursuing more dangerous pathways.

This JIC guides the development and integration of Joint Operating Concepts for the employment and sustainment of U.S. military capabilities and the integration of interagency capabilities to combat terrorist organizations, disrupt their ability to engage in violence, and suppress worldwide terrorism. While this concept concentrates on DOD activities, other interagency capabilities must be included as enablers to achieve success in combating terrorist organizations.

Proposed Joint Definition: “A violent struggle among state and non-state actors for

legitimacy and influence over the relevant populations.”(OSD/Joint Staff, 1 December 2006)

At the Operational Level, the focus may be on planning and executing using indirect approaches.

At the Tactical Level, the focus is probably on asymmetric applications of tactics, techniques, and procedures (TTPs) that may be applied differently in an IW operation than it would under a conventional operation.

Characterized by actions to erode an adversary’s power and influence over a relevant population rather than defeating the

adversary primarily through direct military confrontation.
