1.0OPENING COMMENTS/INTRODUCTIONS – OPEN

1.1Call to Order / Quorum Check

The Sealants Task Group (SLT) was called to order at 2:00 p.m. 27-JUNE-12.

It was verified only subscriber members were in attendance for closed portion of the meeting.

The Antitrust and Nadcap Personal Code of Ethics and Conflict of Interest were reviewed with the Task Group in the OPEN, CLOSED and Joint meetings.

1.2Approval of February 2012 Meeting Minutes

The SLT meeting minutes from the February 2012 Nadcap meeting were reviewed.

Motion made by J. Kingsley and seconded by M. Koucouthakis to approve the minutes from the February 2012 Nadcap meeting as written. Motion Passed Unanimously

1.3Review Agenda

The agenda for the meeting was reviewed. Attendees were given the opportunity to identify expectations to be addressed during the week of meetings. Expectations beyond agenda items included adhering to subscriber or industry requirements when reviewing checklists for revision.

2.0MEMBERSHIP STATUS – OPEN

The voting membership was reviewed and proxy votes were recorded.

The voting records and meeting attendance for SLT TG Voting Members, Subscriber and Supplier, were reviewed for compliance to the requirements for maintaining membership. The requirements state that to maintain membership, a member must not be absent without approved alternate representation from three consecutive regular Nadcap Task Group meetings and the member, or approved alternate representation, shall not miss a vote on 2 consecutive letter ballots. The Task Group Chairperson is allowed to waive these requirements if other circumstances warrant retention.

All Voting Members met the requirements for meeting attendance and voting on letter ballots.

Chris Wiebe sent an e-mail stating he has changed positions and will no longer participate in the SLT Task Group. C. Wiebe will be removed from the roster.

ACTION ITEM: K. Purnell to remove C. Wiebe from the SLT Task Group roster and voting membership. (DUE DATE: 16-JULY-12)

1.2New Voting Members

This was the second SLT meeting attended by Estrella Watson of Goodrich. E. Watson requested to become a SLT subscriber voting member.

Motion made by M. Koucouthakis and seconded by J. Kingsley to approve E. Watson as a subscriber voting member. Motion Passed Unanimously.

This was the second SLT meeting attended by Aleck Featherston of Bell Helicopter. A. Featherston requested to become a SLT subscriber voting member.

Motion made by J. Kingsley and seconded by M. Koucouthakis to approve A. Featherston as a subscriber voting member. Motion Passed Unanimously.

This was the second SLT meeting attended by Angelina Mendoza of Goodrich. A. Mendoza requested to become a SLT alternate subscriber voting member.

Motion made by J. Kingsley and seconded by M. Koucouthakis to approve A. Mendoza as an alternate subscriber voting member. Motion Passed Unanimously.

ACTION ITEM: K. Purnell to process the completed m-frm-01 for the above members and update the SLT Task Group voting membership. (DUE DATE: 16-JULY-12)

3.0STAFF REPORT – OPEN

Staff Engineer, K. Purnell, presented the PRI Staff Report that included Auditor Status, SLT Task Group Metrics, Most Common NCRs, Latest Changes, Future Nadcap Meeting Dates and Locations, and Staff Delegation Metrics, (Attached)

Ying Lang Lao has completed her two SLT training audits and surveillance training and only need UDRI training to become an approved auditor.

ACTION ITEM: K. Purnell to contact K. Holley of UDRI to establish dates and time for SLT Auditor Training. (DUE DATE: 31-JULY-12)

When reviewing the most common NCRs it was suggested the tack free weight & viscometer calibration requirements be included is AS5127/1.

ACTION ITEM: K. Purnell to e-mail K. DeFranco requesting tack free weight and viscometer calibration be added to AS5127/1. (DUE DATE: 31-JULY-12)

4.0SSC REPORT – OPEN

S. DeMoss presented the attached Supplier Support Committee (SSC) Update that included an overview of the SSC Leadership Team, how the SSC helps suppliers, current SSC activities and their new supplier initiatives. 6.0AUDIT FAILURE CRITERIA – OPEN

Reviewed audit failure criteria, single year data compared to multiple three (3) years of data.

There was an action item from the February 2012 SLT Task Group meeting for the Staff Engineer to provide a comparison of failure criteria based upon one (1) Year 2011 audits and three (3) years 2009 thru 2011 audits. This information would be used in determining the best way of calculating the SLT failure criteria. SLT requested this information because of the limited number of audits they perform.

Motion made by J. Kingsley and seconded by M. Koucouthakis to review previous year and three year NCR data when establishing new Failure Criteria. Motion Passed Unanimously.

ACTION ITEM: Keith Purnell to provide one (1) year and three (3) year NCR data at each spring meeting and determine if any NOP‑011 revision is required. (DUE DATE: 31-JULY-12)

7.0CHECKLIST VISION COMPLIANCE – OPEN

A SLT sub team consisting of K. DeFranco, S. DeMoss, K. Purnell and P. Shackley loaded all the AC7200/1 and AC7202 audit checklist questions into excel spreadsheets and worked on linking each question to an industry, prime or quality system specification. This was done to determine if the SLT checklists are compliant to the NMC checklist vision. The spreadsheets were reviewed and the audit questions that did not have linkage to a specification requirement were discussed. Action listed below were a result of the Task Group discussion. Checklist Vision Compliance will be a topic on the October 2012 meeting agenda.

ACTION ITEM: K. Purnell to provide a written description of the NMC checklist vision including what is expected for compliance. (DUE DATE: 31-JULY-12)

ACTION ITEM: K. Purnell to send copy of SLT Audit Handbook to K. DeFranco. (DUE DATE: 31‑JULY‑12)

ACTION ITEM: K. DeFranco to report out at October Nadcap Meeting on flow down of surveillance requirements. (DUE DATE: 24-OCT-12)

ACTION ITEM: K. Defranco, S. DeMoss & P. Shackley will work on resolving the NO responses in the checklist compliance spreadsheet for AC7200/1 & AC7202. (DUE DATE: 22-OCT-12)

ACTION ITEM: Keith Purnell to add Checklist Vision Compliance to the SLT October 2012 meeting agenda. (DUE DATE: 31-JULY-12)

8.0SEALANT APPLICATION CHECKLIST AND SCOPE MATRIX DEVELOPMENT – OPEN

The latest draft of the Sealant Application Checklist was reviewed. The scope of accreditation was revised by E. Watson to include:

· Miscellaneous Sealing (includes Hole/Void, Gap, Pre-pack, Liquid displacement or drain path sealing, etc.)

· Electrical Bonding

· Fillet or Bead Sealing

· Fay or Interfay Surface Sealing

· Aerodynamic Sealing

· Form-in-Place Sealing

· Wet Installation of Fasteners

· Bushing/Bearing/Nutplates Sealing

Reason for the change in scope was the above sealing methods/ techniques are used in various applications; for example Fay or Interfay can be used for both fuel and pressure sealing. The audit will verify if the technicians are capable of performing the specific method / technique. B. Clothier submitted comments to the draft checklists but they have not yet been incorporated. E. Watson will incorporate B. Clothiers comments then send revised Draft to K. Purnell for distribution to the SLT Task Group.

ACTION ITEM: K. Purnell to e-mail Draft AC7XXX Nadcap Audit Criteria for Sealant Application Accreditation dated 28 June 2012 and B. Clothier comments to E. Watson. (DUE DATE: 10-JULY-12)

ACTION ITEM: E. Watson to incorporate B. Clothier comments into Draft AC7XXX Audit Criteria for Sealant Application Accreditation and return to K. Purnell. (DUE DATE: 20-AUG-12)

ACTION ITEM: K. Purnell to e-mail revised Draft AC7XXX Audit Criteria for Sealant Application Accreditation to the SLT Task Group for Comment. (DUE DATE: 10-SEPT-12)

9.0SEALANT MATERIAL TEST LAB QUESTIONS – OPEN

S. DeMoss and K. Purnell worked as a SLT sub team to identify a way of creating SLT material test lab questions that would be applicable to multiple sealant specifications.

AS7200/1 Appendix D was a “Quality Conformance Tests Checklist”. It started with this statement:

“The following checklist can be used as a guide for the audit of the quality conformance tests. The applicable specification shall be reviewed thoroughly and supplier’s tests shall conform to all the details of the specification. This checklist highlights the crucial points in each test and can be used as a check to insure that all the major points of each test are checked.”

Item #6 was tack-free time, with three items:

Correct sealant thickness

Standard conditions used

Correct procedure for polyethylene film pull

AMS and three different Subscriber test requirements were reviewed and there are slight differences in each test. Some test factors are more important than others and the Task Group will need to make a list of the more important items (as in AS7200/1 Appendix D) See example below:

Was the sealant the correct thickness?

Were the right environmental conditions used?

If required, was the poly cleaned?

Was pressure applied correctly and for the right length of time?

Was the poly pulled from the sealant correctly?

Was the result interpreted correctly?

K. DeFranco and S. DeMoss volunteered to update review and update the quality conformance test questions in Appendix D for future addition to the AC7200/1 and AC7202 checklists. They will present these questions to the SLT Task Group at the Oct. 2012 Nadcap Meeting.

ACTION ITEM: K. DeFranco & S. DeMoss to update Appendix D questions to include all sealant test methods performed by manufacturer & re-packager and then add additional detail to those questions as required. Questions are to be reviewed by the SLT Task Group at the Oct. 2012 Nadcap Meeting. (DUE DATE: 5-Oct-12)

10.0REVIEW OF JOINT MEETING WITH SEAL AND NMMT TASK GROUPS – OPEN

The SLT Task Group discussed the value of developing sealant test method audit questions for Independent Laboratory. SLT Task Group currently only has one Independent Laboratory.

Concern was expressed that the Captive Laboratory audit process should not incur additional costs to the supplier.

SLT Task Group will complete its development of laboratory audit questions for its AC7200/1 & AC7202.

ACTION ITEM: K. Purnell to ask NMMT SE why they required the AC7122 over and above ISO/IEC17025 accreditation audit and if for initial audits all the test methods need to be audited. (DUE DATE: 31‑SEPT‑12)

ACTION ITEM: J. Kingsley to ask A. Fletcher about the history, applicability and future of the SLT Surveillance Program and report back at the FEB 2013 Nadcap Meeting? (DUE DATE: 1-FEB-13)

11.0DEVELOP QUESTIONS FOR PMF SEAL CAPS – OPEN

K. Purnell presented a brief summary of the manufacturing steps and possible audit question for seal caps. SLT Task Group reviewed the information and decided seal caps are parts that are made of cured sealant. At this time the SLT Task Group does not want to be involved in the inspection of parts. The SLT Task Group will develop audit criteria for PMF seal caps as the cap is just another form of container. The majority of the PMF questions should be the same as those in our existing checklists.

ACTION ITEM: K. Purnell to organize the draft PMF Seal Cap audit questions for the October Nadcap Meeting. (DUE DATE: 28-SEPT-12)

12.0CHECKLIST STATUS – OPEN

At the February 2012 Nadcap meeting the SLT Task Group reviewed the packaging questions in AC7200/1 and AC7202. There were slight differences in the wording of some questions so the Task Group developed a common list of questions that would be added to both checklists so the packaging questions would be identical. When the Staff Engineer was adding these common questions to the checklists it was noticed that the audit clarifications for the same questions were different. The SLT Task Group reviewed the conflicting auditor clarifications and developed a common list audit clarifications. There were also several questions that contained the words adequate & properly which the Task Group requested be removed. They also requested the word material be replaced with product.

ACTION ITEM: K. Purnell to revise AC7200/1 & AC7202 with common questions and audit clarifications, remove the words adequate, properly and change material to product. (DUE DATE: 16-AUG-12)

ACTION ITEM: K. Purnell to ballot AC7200/1 & AC7202 to the SLT Task Group. (DUE DATE: 20‑AUG‑12)

13.0SLT TASK GROUP INITATIVES – OPEN

SLT Task Group created the following list of activities and rated them as High (H), Medium (M) or Low (L) priority. List was created so the SLT TG maintains focus on its high priority tasks.

(H) Sealant Application Checklist – Scope moving towards verifying the sealing activities are being performed correctly.

(H) SLT Packaging AC7200/1 and AC7202 - Create a master list of packaging question and audit clarifications including bulk materials, Staff Engineer to align question in AC7202 / AC7200/1

(H) Auditor Conference

(H) Compliance with NMC Checklist Vision

(H) PMF Seal Caps – Develop checklist questions next meeting agenda item

(H) Sealant Test Laboratory Audit Question Development AC7200/1 & AC7202

(M) Change wording of checklist question to be inclusive of AMS and other sealant specification requirements.

(L) Sealant Applicator Qualification Program

(M) Surveillance

(H) 5 year review for AC7202

14.0NEW BUSINESS – OPEN

Proposal to present sealant application to the Electronic Task Group at a future meeting was discussed. The sealant application checklist addresses electrical sealing. K. Purnell will check with the Electronics Staff Engineer to when such a presentation would be appropriate.

The Staff Engineer is to inquire when Sealant Application should be added to the SLT Task Groups description in the Meeting Attendees Guide.

Ways of promoting the Sealant Application audit to grow committee and subscriber participation was discussed. This will be a topic of discussion at the October 2012 SLT Nadcap meeting in Pittsburgh.

The use of sub teams to increase productivity was discussed and the SLT Task Group will increase the use of sub teams when possible.

16.0TASK GROUP SUCCESSION PLAN – CLOSED

SLT TG discussed the need to update its Task Group Succession Plan due to the pending departure of the current Vice Chair. Succession Plan review will be an agenda topic at the October 2012 Nadcap meeting.

17.0AUDITS AND AUDITORS– CLOSED

The current SLT audit schedule for the next 12 months was reviewed; Subscribers were encouraged to observe audits. Audits currently in process were reviewed.

Audit 142368 is late in responding.

ACTION ITEM: K. Purnell to call supplier of audit 142368 and get them to respond. (DUE DATE: 31‑AUG‑12)

Most common checklist paragraph traceable to the auditors writing the NCRs were reviewed and Auditor performance was discussed.

Progress on problem audits 139531, 139747 & 140804 was reviewed. Suppliers from audits 139531 and 139747 have since had successful reaccreditation audits and no additional follow up actions are required. Surveillance auditor is continuing to monitor the effectiveness of the corrective actions for audit 140804.

18.0STAFF ENGINEER DELEGATION – CLOSED

Staff Engineer Keith Purnell met the minimum criteria of having at least 10% of findings reviewed by the Task Group Primes with at least a 90% concurrence rate. Staff Engineer maintains delegated status.

19.0CLOSED MEETING ISSUES – CLOSED

A Value Added Distributor claims on their website to be an AS7202 compliant supplier.

ACTION ITEM: K. Purnell to contact the Value Added Distributor and ask them to remove the statement from their website as they are not Nadcap accredited and invite them to sign up for an audit if they wish to become accredited. (DUE DATE: 31‑AUG‑12)
