Types of machine and definitions
The person responsible: driver, operator, signaller
1.1 When these instructions apply
The instructions in this module apply to on-track machines (OTM)
when under their own power, either singly or coupled and are
additional to instructions applying to train working shown in other
modules.
These instructions also apply to OTM that is hauled into the
possession by an engineering train, such as:
• track-relaying machines (TRM)
• ballast cleaners
• rail-delivery trains
• rail cranes.
These instructions do not apply to rail-mounted maintenance
machines (RMMMs) or road-rail vehicles (RRVs). The instructions
for these machines are shown in module OTP On-track plant
OTP).
1.2 Definitions
The following terms are used within this module:
Crane controller is the person with additional competency and
has overall responsibility for the safe operation when the OTM is
carrying out mechanical lifting operations.
Driver means a person competent to drive and operate the OTM
within and outside a possession.
Operator means a person competent to operate the OTM within a
possession but not to drive it outside a possession.

Tandem lift is the lifting of a single load using two lifting machines
working together under the direction of a single crane controller.
Work means using the machine for the purpose which it was built
(other than travelling).

When the OTM is to enter service
The person responsible: driver, operator, signaller
2.1 Before entering service
Except where shown in this module, you must carry out the rules
and instructions that apply to the working of trains, including those
for entering service (see module TW1 Preparation and movement
of trains: General).
Before entering service, you must:
• check that the necessary safety equipment is provided
• check the OTM’s are correctly coupled (where this applies)
• check the operation of the braking system including direct,
automatic and driver’s safety device (DSD)
• test the warning horns, headlights, tail lamps and marker lights
• test any other equipment fitted for use in an emergency (see
module TW5 Preparation and movement of trains:
Defective or isolated vehicles and on-train equipment).
If the OTM is not equipped with a hand or parking brake, which
can be worked from outside the OTM, you must make sure that it
is provided with enough scotches to secure the OTM.
If the OTM is authorised to haul vehicles, you must make sure it
only does so as shown in the instructions for the OTM concerned.

2.2 Before starting a journey
Before you start a journey on a running line, you must tell the
signaller:
• the type of OTM
• the maximum speed of the OTM
• whether the OTM can be relied upon to operate track circuits.
If the OTM cannot be relied upon to operate track circuits, you
must use the following special reporting numbers:
Reporting number Maximum speed
6Z09 50mph or above
7Z09 40 or 45mph
8Z09 35mph or less
You must also carry out the instructions shown in regulation 12 of
module TS1 General signalling regulations.
2.3 Entering service with a defective track circuit actuator (TCA)
You may allow an OTM to enter service with a defective TCA but
only if it is to enter service from somewhere other than amaintenance depot to return to a maintenance depot for repair.
However, you must tell the signaller before you do this and carry
out the necessary instructions in section 5.3 of this module.
If a driver tells you an OTM is to enter service with a defective TCA
but only to return to a maintenance depot, you must carry out the
necessary instructions in sections 5.3 of this module.

Working outside a possession
The person responsible: signaller, driver
3.1 Normal arrangements
Except as shown in section 3.2, you must not allow an OTM to
work outside a possession.
3.2 Conditions for working outside a possession
This section 3.2 does not apply to an OTM that is signalled as a
normal train such as track-recording vehicles and rail head
treatment trains.
You may allow an OTM to work outside a possession but only if
the OTM is a type that is allowed to work outside a possession and
the type of work to be carried out is not listed in section 3.3 of this
module and only on:
• absolute block lines without intermediate block signals
• other lines that are not track circuit block lines.
This does not apply to C21 type Loram rail-grinding trains. These
trains may work outside a possession on any type of line.
You must treat the OTM as an engineering train requiring to stop in
section, as shown in train signalling regulation 3.
You must carry out the instructions in section 10.5 of module TW1

3.3 Types of work that must not be carried out outside a possession
You must not carry out the following work outside a possession:
• ballast cleaning, or ballast regulating
• any work which may alter the track geometry (except rail
grinding)
• any work requiring wrong-direction movements (except to
extinguish line-side fires with on-train equipment when rail
grinding)
• work on the overhead line equipment
• any work that will foul any adjacent line.

Working within a possession
The person responsible: driver, operator, crane controller
4.1 When these instructions apply
These instructions apply when working in a possession and apply
as well as those instructions shown in module T11 Movements of
engineering trains and on-track plant under T3 arrangements and
module T9 Loading and unloading rail vehicles during engineering
work.
4.2 Movement-limiting devices
If movement-limiting devices, such as height or slew limiters are
provided, and are required to be used, they must be tested to
make sure they are working correctly before work starts.
4.3 Clearance from other lines when working
The planning of the work must identify whether it will be possible
to maintain sufficient clearance throughout the work to allow the
OTM, including any load, to work without fouling any other line on
which a rail movement may take place.
If it is possible to maintain sufficient clearance, you must make
sure that the OTM, including any load, does not move foul of the
other line at any time during the work.
If it is not possible to maintain sufficient clearance throughout the
work, you must make sure the line concerned is protected as
shown in section 4.4 of this module or the alternative
arrangements are made, as shown in section 4.5.

4.4 Protection of other lines
You are responsible for making sure the following arrangements
are carried out whenever an adjacent line is to be protected. You
must always assume that a crane or other extending equipment
will slew across an adjacent line unless:
• it is fitted with movement-limiting devices which are certified as
fail-safe, and
• these devices are in use.
a) Affected line is within a T3 possession
If the line affected is within a T3 possession, you must make sure
the affected portion of that line is within a work site and the ES for
that work site has given you permission to foul that line.
You must make sure that the OTM and all equipment is correctly
secured and clear of the affected line before telling the ES the line
is again clear.
b) Affected line is a siding
If the line affected is a siding, you must make sure the instructions
in module T4 Possession of a siding for engineering work have
been carried out and you have the permission of the person in
charge (T4) to foul the siding.
You must make sure that the OTM and all equipment is correctly
secured and clear of the affected line before telling the person in
charge (T4) the line is again clear.
c) Affected line is a running line not under possession
If the affected line is a running line not under possession, you
must make sure the instructions in module T2 Protecting
engineering work or a hand trolley on a line not under possession
have been carried out for the affected line.
You must make sure that the OTM and all equipment is correctly
secured and clear of the affected line before the T2 is given up.

4.5 OTM with jibs, booms, conveyor belts or other extendible equipment which are loading or unloading rail vehicles.
Where rail vehicles on the adjacent line are being loaded or
unloaded by the OTM, the line next to the vehicles being loaded
does not need to be blocked as long as the OTM equipment will
not foul the line open to traffic and:
• you have sufficient warning of trains approaching on the line
open to traffic
• you stop the work while trains pass on the line open to traffic
• the load is grounded or rested on the vehicle clear of the line
open to traffic.
4.6 Controlling OTM crane operations
You must be competent as a crane controller (CC) when carrying
out lifting operations. You must be competent as a tandem lift
crane controller (TL) when carrying out tandem lifts.
You must wear an armlet on your left arm, or a badge on your
upper body, with CRANE CONTROLLER or CC in black letters on
a white background.
You must wear the armlet or badge at all times when acting as a
crane controller but not at any other time.
When controlling mechanical lifting operations by handsignals, you
must use the handsignals shown in diagram OTM.1.
When an OTM is to carry out mechanical lifting operations, a crane
controller must be appointed to control those operations.
The crane controller will wear an armlet on the left arm, or a badge
on the upper body, with CRANE CONTROLLER or CC in black
letters on a white background.
When mechanical lifting operations are being controlled by
handsignals, you must obey the handsignals given by the crane
controller, as shown in diagram OTM.1.

When the OTM is in service
The person responsible: driver, signaller, operator
5.1 Driving position
You must drive the OTM only from the leading cab except in the
following situations:
• The driving controls in the leading cab are defective. You can
drive the OTM from another cab, but only over the shortest
distance necessary to clear the line.
• When rail grinding has caused a line-side fire and you need to
set back the rail-grinding train to extinguish the fire with the
on-train equipment.
In both situations you must make sure a competent person is
present who must:
• ride in the leading cab
• keep a good look out
• operate the warning horn and brake (if necessary).
5.2 Number of people allowed in the cab
If the driving cab has accommodation for other people, you may
allow more than four people to ride in the cab but only up to the
number of seats, plus two people standing. (This modifies section
7.1 of module G1 General safety responsibilities.)
Before starting the journey, you must tell the person in charge of
the group to make sure you are not distracted throughout the
journey.

5.3 OTM which cannot be relied upon to operate track circuits when outside a possession
a) Informing the signaller
If an OTM cannot be relied upon to operate track circuits, and you
are stopped at any stop signal, you must immediately remind the
signaller of the presence of the OTM.
You must also tell the signaller when the OTM has passed clear of
any location specified by the signaller.
b) Passing over an automatic half-barrier crossing (AHBC)not fitted with treadles
If the OTM has to pass over an AHBC that is not fitted with
treadles (as shown in the Sectional Appendix), you must follow
these instructions:
On a double line: you must arrange for local control of the
crossing to be taken.
On a single line: you must stop the OTM short of the crossing
and before passing over it:
• make sure it is safe to do so, and
• sound the horn continuously until the OTM is on the crossing.

c) Passing over an automatic level crossing, a crossing with miniature warning lights or a barrow or foot crossing with white light indications
You must:
• approach the crossing at caution
• stop short of the crossing
• only pass over the crossing if it is safe to do so.
5.4 OTM which cannot be relied upon to operate track circuits when inside a possession
As well as the instructions in module T11 Working of engineering
trains and on-track plant under T3 arrangements, you must not
pass over any automatic half barrier crossing (AHBC) without
treadles unless you have been told the crossing is:
• closed to road traffic, or
• under local control.
5.5 OTM with a defective or inoperative track circuit actuator (TCA)
If an OTM has a defective or inoperative TCA, you must carry out
the instructions in module TW5 Preparation and movement of
trains: Defective vehicles and on-train equipment.
If the OTM has a defective or inoperative TCA when inside a
possession, you must carry out the instructions in section 5.4 of
this module before passing over an automatic half barrier crossing
(AHBC).

5.6 Carrying out a running brake test
You must test that the automatic brake is working effectively by
carrying out a running brake test.
You must carry out this test as shown in your train operating
company instructions for the OTM concerned.
When you carry out a running brake test, you must do so from a
speed that is high enough for you to be sure that:
• the brake is operating effectively, and
• the speed of the OTM is being reduced.
