The fourth Arab Conference on Administrative Reform and Development will be held in the light of the improvement of public service rendering methods to become a perfect model. A model that exceeds citizens’ expectations, enhances their sense of reassurance and trust in the capability of governmental institutions, develops their values of loyalty and patriotism, and realizes the requirements of a welfare state. The conference will be held to work on increasing governmental institution capability to foresee future and achieve leadership and excellence in administrative practices, as well as to respond to the recommendations that were offered during the previous administrative reform and development conferences, held by ARADO in Cairo and Muscat during the years 2015 and 2016.

The conference will be held under the title“Administration between the Public and Private Sectors: Heading towards Institutional Excellence” with the generous auspices of his Highness SheikhMansour Bin Zayed Al NahyanDeputy Prime Minister and Minister of Presidential Affairs in the United Arab Emirates.

The conference aims to discuss the development process of government administration and public service rendering in all stages of public administration development. Starting from the reform stage, towards the development stage, and ending with the modernization stage. That is in the light of the disappearance of the differences between public administration and the management of private enterprises, as well as the consolidation of priorities in order to achieve efficiency and effectiveness.

IntroductionThe conference also aims to highlight a multitude of Arab and global practices that are built on partnership, mutual learning, and integration in administration between methods and tools of government administration and methods and tools of the private sector. It also aims to look into the ways of applying accelerated development programs and of transforming creative ideas into economically profitable projects. Moreover, it aims to find innovative solutions to the most important challenges that face public administration in the 21st century thus contributing to a real change in lifestyle in human societies and causing a shift from the stage of recipient content to the stage of happiness and luxury.

The focus during the conference, in regards to the presented practices, will revolve around the following tracks and topics:

1. The role of ICTs in updating the data and information system, making sensible governmental decisions, and building cooperative relationships with citizens and recipients.2. Exchanging experiences between the public and private sectors in the field of presenting public services.3. Reinforcing trust ties between the nation and the citizen and achieving effective citizenship.4. Institutional excellence and future foresight.
