1 MAR 2015 UNIFIED PRESS SGS Chair Report - Kúkwpi7 Darrell Bob Based on the last Chiefs Meeting held in Xaxli’p on March 4, 2015, and as we near year end, we are currently working on a strategic plan that will create a better working relationship between SGS and SCC. Pending the review of the strategic plan and the develop- ment of a joint work plan for the two organizations, the work is anticipated to assist in closing the communications gap that has been hindrance at the nation level for some time. The Chiefs appointed a task group to develop a strategic plan in the month of March and to be completed by April 1, 2015. This has been completed and will be presented to the Chiefs Council on April 1 as planned and mandated. Thanks to the help of Carden Consulting, the managers of both organizations and as the Chiefs involved in the task group, I am glad to report we completed our mandate and look forward to response from the Chiefs. A video created by Jeremy Williams is near completion. This video provides a historical view of the Bridge Seton system prior to BC Hydro development. It will be used as a cross cultural tool to educate BC Hydro staff. A reminder the International Indigenous Leadership Gathering 2015 will be held in Xaxli’p from June 4 – 7, 2015. Based on the last Chiefs Meeting held in Xaxli’p on March 4, 2015, and as we near year end, we are currently working on a strategic plan that will create a better working relationship between SGS and SCC. Pending the review of the strategic plan and the develop-ment of a joint work plan for the two organizations, the work is anticipated to assist in closing the communications gap that has been hindrance at the nation level for some time.

The Chiefs appointed a task group to develop a strategic plan in the month of March and to be completed by April 1, 2015. This has been completed and will be presented to the Chiefs Council on April 1 as planned and mandated.

Thanks to the help of Carden Consulting, the managers of both organizations and as the Chiefs involved in the task group, I am glad to report we completed our mandate and look forward to response from the Chiefs.

A video created by Jeremy Williams is near completion. This video provides a historical view of the Bridge Seton

system prior to BC Hydro development. It will be used as a cross cultural tool to educate BC Hydro staff.

A reminder the International Indigenous Leadership Gathering 2015 will be held in Xaxli’p from June 4 – 7, 2015.

In closing, this has been a challenge that the task group has taken on and met the challenge with a significant amount of work. Again, great work and thanks to all those who have been involved in the work during the past month in an effort to close the gap of communication as mentioned at the October Annual General Meeting.

The SGS Heritage and Culture Team is preparing for our 3rd field season. Our focus this year in terms of field work is to complete the mapping of the heritage sites assessed in our first two field seasons. This mapping project involves the collection of digital data (with a Trimble® mapping machine) as well as updating the site records and determining best practices for avoiding future impacts to these protected areas. We will also be working with communities to identify any new or previously unknown heritage sites near BC Hydro facilities that need to be recorded.

We are working to update the SGS Heritage and Culture webpage with more information on our projects. Please visit our webpage to see the new changes – coming soon.

This summer will also mark the beginning of the Land Use and Occupancy Study (LUOS). The LUOS Project is funded by the Archaeological Management Plan of the BC Hydro/St’at’imc Agreement. Personnel in the current Heritage Team will work on this project and we will be posting a new position, LUOS Data Clerk in early April.

The first step in the LUOS is the Feasibility Study to define the scope of the project, define the priorities and work with communities and individuals to create the step by step method for collecting the data.

This year is a time for planning and working with communities to shape the LUOS Project and provide a nation level study documenting St’at’imc knowledge.

Specifically, we are looking for people who who use the land, conduct heritage surveys and natural resource activities, or facilitate culture camps. The workshop is not limited to elders, it is for anyone who uses the land or has knowledge about St’at’imc culture. Pre-registration is required for attendance at the Workshop.

Two Data Clerk Trainees were hired for 3 months, Charlene John (Tsalalth) and Allison James (Xwisten), to help: 

• Sort through documents at the warehouse, as well as clean the warehouse out

• Use a priority list Team Managers provided to sort ASK

• Learn how to enter data into ENDNOTE program

• Label documents from previous years entries

The documents will be utilized with the Land Use and Occupancy Study (LUOS), these documents are stored in filing cabinets protected from any unforeseen events (ie, sprinkler system, dust, rodents).  There are approximately 973 entries which consist of reports, interviews, maps, the ongoing LUOS SGS: Environment; Heritage and Culture, and Fisheries Programs would benefit from these previous studies.

Tyler Creasey is a Sekw’el’was member working as an Operational Superviser with BRGMON 13. His Mother is Bonnie Adolph, his Grandmother is Beatrice Williams (Sekw’el’was) and his Grandfather is Walter Calliou (Lakota Cree). Seven years ago Tyler was hired by Lillooet Tribal Council working with the Water Use Plan Project - BRGMON 13. Tyler is an Operational Super-visor with BRGMON 13. He sets up the Incline Plane Trap and mobilizes and maintains all the equipment. Tyler also provides Environmental Monitoring with

BRGMON 13. Tyler completed the 7 week Environmental Certificate from Vancouver Island University which was provided by Cayoose Creek. Additional training included swift water, first aid, transportation endorsement, WPP, & PSSP. Tyler then went to work for Department of Fisher-ies and Oceans (Aboriginal Food Fisher Program) and completed MED A3, PCOC, SVOP, & Captains training. He currently works part time for St’át’imc Eco Resources on BRGMON 13 for the last 7 years & also worked with BRGMON 14, 04, 07 & 09.

Tyler adds, “I love my work whether it’s DFO, St’át’imc Eco Resources or BC Hydro. I like working outdoors. I have just started a boat charters company “Creasey Charters”. I hope to gain contracts through SER, BC Hydro, guiding & tours. If the charter business takes off, I will be doing what I love out on the open water.” Tyler thanks all the various agencies that have provided the training and opportunities.

Vanessa Mountain is a member of the N’Quatqua Band of the St’at’imc Nation. Her father was Arthur S. Thevarge Jr. and her grandparents were Arthur Thevarge Sr. (N’quatqua) and Anna Doss (Xaxli’p). The first part of her career was spent in the financial services industry working her way up the corporate ladder at one of the larger financial institutions. She then moved into working with Aboriginal organizations mainly in community economic development and working with Aborigi-nal entrepreneurs. Vanessa has now been with BC Hydro as their Sr. Aboriginal Procurement Advi-sor for almost three years. As a subject matter expert in the field of Aboriginal Procurement and Aboriginal Relations, she assists with the interpre-tation and application of BC Hydro-wide policies to procurement, sourcing and contract management functions conducted across all Business Groups. She also develops and facilitates a community of practice amongst procurement professionals to enhance awareness and understanding of Aborigi-nal procurement throughout BC Hydro. As another part of her role at BC Hydro she strives to achieve procurement relationships with BC Hydro and Ab-original businesses. She feels this is a good fit for her skill set and passion for working with Aboriginal businesses and entrepreneurs.

The Steering Committee is comprised of no more than 3 St’át’imc rep-resentatives and no more than 3 BC Hydro representatives. The 3 St’át’imc representatives include: Chief Darrell Bob, Chief Michelle Edwards and Rebecca Barley. The 3 BC Hydro representatives include: Darren Kahl, Eddie Thome and one more will be appointed. The Steering Committee is responsible for the implementation of the Relations Agreement, the Certainty Provisions Agreement and the St’át’imc (PC) Settlement Agreement, including any concerns or issues aris-ing from the implementation thereof and any recommended amendments to the Relations Agreement and the St’át’imc (PC) Settlement Agreement.

The SSAC vision is of a continuing and renewed relation-ship between St’át’imc people (ucwalmicw) and the land (tmicw). Over the past year the SSAC has met 7 times. The SET Program Seven key priority areas span the edu-cational spectrum to best prepare St’át’imc for individual and collective preparation for opportunities to participate meaningfully in community and in the emerging economy. Throughout the year SET will continue to engage with the communities to strengthen the collective organization capacity of the St’át’imc in the St’át’imc Strategic Areas.

What is the difference between a scholarship and a bur-sary?

Scholarships are non-repayable awards given to recog-nize the high level of excellence a student has achieved in his/her studies.

Bursaries are non-repayable awards allocated on the basis of financial need and without undue emphasis on academic standing.

The first submissions of the Scholarship Awards Program has been completed and the second submission is still under review by the St’át’imc Eco Resource (SER) Jury Selection Committee. As soon at SET receives the recipi-ent’s names from the Jury the scholarship awards will be announced.

There are three eligibility criterions in the forms:

Full Time Post-Secondary Studies: Post Secondary edu-cation refers to a university degree - bachelor’s degree; university certificate or diploma above bachelor level; master’s degree; earned doctorate.

Health Careers: Studies in health care such as; Nurs-ing; Physiotherapy; Medicine; Occupational Therapy; Dietician; Medical Lab Technology; Pharmacy; Dentistry; Veterinary;

(SNC): Capacity-building efforts in St’át’imc communities, particularly as they relate to building increased knowl-edge, skills and professional development needs of the St’át’imc in areas such as; Leadership Capacity Building; Economic Development; Governance; Knowledge Man-agement and Sharing Initiatives; Policy Initiatives; along with other Initiatives that will contribute to the St’át’imc in other capacity building initiatives.

Post-Secondary and Health Careers places emphasis on academics while SNC focuses on financial need.

Prenatal Education “A healthy pregnancy and birth, followed by a child’s healthy growth and development will have long lasting benefits.”

SET has completed Prenatal Posters to promote prena-tal health. Four Healthy Expectant moms agreed to the promotion of prenatal healthcare. These posters provide a logical and cost-effective way of communicating to the nation. The Prenatal Education includes attractive post-ers focusing on prenatal health and directions to access support and service. These posters have the ability to stick in viewers’ minds and can be a great tool for small to medium sized business locations, band offices, nurse’s stations, schools, health and family centres to increase the awareness of Prenatal Health and SGS brand awareness.

Posters are cheaper than common forms of advertising such as print, radio and television. Posters have been distributed to band offices, health centres, community centres, medical clinics. SET has engaged Health Care Providers, First Nations Health Authority, Expectant Moms, and outreach nurses to gain Prenatal Health Care feedback.

Two Short Video clippings are currently in development with the aim to inform the nation of the significance of Prenatal Health and Teenage Prevention Strategies. Positive feedback from previous community engage-ment meetings identified that the Videos stimulate the members creating interest for longer periods of time. Community members along with SETAC felt the videos connect with emotion and make it easier to understand the messages and strategic goals.

CongratulationsWe would like to congratulate and acknowledge School District 48 (Sea to Sky), St’át’imc, Squamish First Nation and other partners for reaching the highest 6 year completion rate of 81% in that District.

Rebecca Barley, N’Quatqua member and School Trustee (3rd Term) commented on their accomplishments, “School District 48 has been working with all stakeholders, teachers and administration, along with our First Nations partners to develop and implement a new strategic plan.  Last winter, we signed a new Aboriginal Enhancement Agreement that we worked on collectively and also have a Protocol Agreement with Squamish First Nation.  All of these initiatives have helped us to improve learning out-comes for all of our students and year to year graduation rates have risen beyond expectations.”

St’át’imc Eco-Resources Ltd (SER) was incorporated in 2012 by the St’át’imc Chiefs Council to create wealth and benefits for the Nation while respecting St’át’imc Values, Laws and Way of Life. SER now manages several multi-million dollar contracts and is poised to leverage those to play a much larger role in the economy of the St’at’imc traditional territory.

The St’át’imc Eco-Resources Board of Directors is seeking an experienced Chief Executive Officer for St’át’imc Eco-Resources to implement the strategic and business plans as developed by the Board.

Key qualifications of the SER CEO include but are not limited to:

Post-Secondary credentials in Business Management or equivalent. 5 years of experience in a senior management position, preferably with a First Nations enterprise. Familiarity and experience working with BC Hydro and/or similar businesses and agencies. Demonstrated success in building and managing a growing First Nations business enterprise. Demonstrated success in identifying and securing revenue opportunities and contracts.

Key responsibilities of the SER CEO include but are not limited to:

Fulfill the values, mission, vision, strategy, and goals of the SER Board. Incorporate the Board’s vision, strategy and goals into Business and Operating Plans. With the Board, develop appropriate policies and operating guidelines. Manage day-to-day operations and maintain a healthy, efficient organization. Develop the policies, standards, controls, systems, procedures, and evaluation schedules required to

maintain program quality and organizational stability. Assess principal and potential risks and ensure they are monitored and managed. Manage the fiscal activities of the organization including budgeting, reporting and financial review. Monitor and evaluate company performance. Enhance the reputation of SER through effective marketing and communications. As a spokesperson, advocate on behalf of SER, on issues relevant to its services and constituencies. Engage with clients, and the community in order to improve client services and to increase commu-

nity economic benefits. Initiate, develop, and maintain cooperative relationships with key constituencies. Identify and secure new contract opportunities for SER in all available sectors. With the Board President and Chair, facilitate effective operations of the Board. Inform the Board of relevant trends, issues, and problems with recommended responses. Work with the Board and stakeholders to secure financing required to achieve goals.

SER Chief Executive Officer is an annual employment contract to begin in May 2015. The position is based in Lillooet, BC and reports to the SER Board of Directors. As provided for in Sections 41 and 42 of the BC Human Rights Code, preference will be given to applicants of Aboriginal descent. Salary, benefits and other compensation is negotiable dependent on experience, skills, qualifications, and other relevant factors.
