Degrees of the International University of Georgia are officially recognised by the Ministry of Education and Science of Georgia.

All Degrees are part of the Process of Harmonisation of Higher Education in Europe (Bologna Process) awarding ECTS credits.

Thus, all Degrees own widest official international recognition, e.g., by UK NARIC or the Ständige Konferenz der Kultusminister (KMK), Germany, as equivalent to Degrees of these countries’ Universities, or Austria, the Netherlands, and further countries in and outside Europe.

The International University of Georgia is member of the Erasmus Tempus programme of the European Union and Global Compact of the United Nations.

With this Master’s programme being in the centre of needs, but also highlighting the importance of public services and their administration, our University complements the globally famous MBA programmes through the MPA. Its aim is to offer staff of public services an alternative programme of studies, whose content is fully concentrated on their particular needs, instead of an MBA just offering adjacent knowledge.

The public sector has particular responsibilities. Whether on the level of a small town or nationally or whether in specific sectors, it provides services being essential for the functioning of any society. Public servants are fulfilling an important task, while greatest care for spending public money is required.

What counts for the private sector, that much is about the maximisation of scarce resources, is not much different for public service providers. However, there are differences, too. When a private organisation discovers a loss-maker, it will either turn it around or will get rid of it. In public services a number of services will have to be sustained, despite that they will continue to produce losses. Another factor is effectiveness, but also efficiencies. Frequently, public services are challenged to be less effective or productive or efficient than private organisations. But there may be constraints, which do not allow to improve beyond given borderlines.

Exactly here, the Master of Public Administration (MPA) emphasises the difference in comparison to other Master’s programmes. Instead of simply translating private sector knowledge and theory to public services, it was developed separately. The always guiding questions each module had to answer during the degree programme’s development was:

! What makes it specific for public services?! How do public services profit from such knowledge?! Which real benefits does public service staff gain from studying this particular programme?

Answers were not always easy, since public service literature is limited in comparison to the same subject areas in private economy. Nevertheless, the International University of Georgia has achieved a milestone with this MPA programme. There now is a degree course, which only concentrates on public services.

From general to particular services, content delivered in each module offers knowledge and skills, which can make the difference. Not anymore a Graduate has to think about, how private sector knowledge may be applicable in the public sector. This programme of studies is all about public services and its specific needs.

and through these the development of profound principles for sustainable public administration and its responsibilities for economy, businesses, and the general public.

Delivery of the MPA programme is flexible. Besides full-time studies modules are either part of intensive weekend classes or delivered in evening sessions. Part-time studies offer one module per month respecting students’ employment commitments. This way, studies also allow sufficient time for additional reading. Time for the Master’s Thesis is six (6) months.

The standard period of studies is structured to be accomplished within a maximum of eighteen (18) months, but may be extended to a maximum of three years on request.

Entry Requirements

Admission by EducationThe Master of Public Administration is a focused programme of Postgraduate academic studies. It is aimed at candidates, who have obtained a prior Undergraduate Degree in form of a Bachelor Degree or other national equivalent. The University widely accepts Higher Education Degrees not regarding their country of origin or foreign Higher Education system. Essential prerequisite is that the Undergraduate Degree is officially recognised in its country of origin. Previous studies with Professional Bodies may be accepted equally, if the Professional Body is officially acknowledged.

Admission by Professional ExperienceEqually welcomed are applicants, who have instead of a first (Undergraduate) degree significant professional expertise and practice in an organisation, ideally, but not compulsorily in the public sector. These candidates are admitted by the so-called work-based entry route. The expectation for such professional practice is a minimum of four (4) years on managerial or supervisory level. The University’s Registry requires written evidence to be submitted with the Application Form.

The International University of Georgia at a Glance

Founded in 1995 and formerly known as Tbilisi Teaching University Gorgasali, the University’s rapid global extension and presence, which started end of 2014, initiated the new name of the International University of Georgia in 2016. In accordance with the requirements resulting from the reforms in the educational system of Georgia, the University successfully has passed all stages of official authorisation and accreditation processes in 2002, 2007, and 2012. The main goal of the strategic development of the University is the unity of educational, cultural, innovative, and productive components:

Ÿ Educational component implies the development of innovative education on the basis of classical education and training of highly skilled specialists of popular modern trends;

Ÿ Cultural component implies the encouragement of the country's cultural and social changes in Higher Education, consolidating components of students' professional knowledge, civil self-consciousness, and intellectual advancement;

Ÿ Innovative component implies the provision of specialists with high professional level through implementation of innovative programmes and advancing students' innovative and critical thinking skills;

Ÿ Productive component implies the development of students' socially-oriented productive activities and the involvement of business representatives in the elaboration of the University’s curricula.

The International University of Georgia is organised into faculties and departments. Among these is the renowned Faculty of Economics and Law, and the Faculty of Pharmacy and Healthcare Studies with its brand new Dental Clinic and the affiliated University Hospital. Furthermore you will find at the University the Department of English Philology. The Department for International Study Affairs is represented by the University Institute for International and European Studies (UNIES), strategically located in the Netherlands. It is the University's gateway to Western Europe and the world. The UNIES Institute is governed by its own statutes and regulations, but integral to the make-up of the University.

Highly qualified academic staff leads research, scientific, and educational activities at the University. The University provides all necessary conditions for students to get full of value education: e.g., the University’s annual scientific conferences; students have work practice with financial organisations, travel agencies and hotels, the Tbilisi City Court, the Notary Chamber of Georgia, the European Centre for Professional Development or legal advice agencies, and so on. Overachieving students are granted a scholarship.

The President of the University, Prof Dr Mzia Katamadze, is a member of the Club of Rectors of Europe. The President advantages from these meetings with foreign colleagues that favours establishing close relations with European universities resulting in business agreements and student exchange programmes with prestigious universities of all over the world.

Graduation andGlobal Alumni Network

Academic studies are demanding and challenging. But they are an investment in the professional future, too. To celebrate the end of their studies, Graduates are invited to join their peers for the Graduation Ceremony.

The Graduation Ceremony of the International University of Georgia takes place at a festive venue in Tbilisi, Georgia, the historic Abbey of the Campus in Kerkrade, the Netherlands, or at students’ national centre of studies. Frequently students are accompanied by their family or friends celebrating a most rewarding moment to remember for life. Which level of studies does not make a difference, celebrating this personal achievement is and should not be an end, it should be the starting point for more.

Georgian hospitality is renowned. Therefore, Graduation Ceremonies of the International University of Georgia always are an outstanding festivity.

But even after Graduation, the International University of Georgia furthers collaboration among its students. All Graduates are invited to join a truly global Alumni Network. The network is a valuable source of beneficial relationships, networking, and is mutually advantageous for career progression.

Alumni also adopt roles as mentors and coaches of active students. They directly support studies by their own experiences and knowledge gained within their own times with the University.

This is one expression of reflective responsibility being important to both the University and its Institute UNIES.
