Froa the implemeni~iion of h i s Contrac:, the OPE24TOR undertdces to employ all of the personnel pre.;iously assi$ed to the Water Service of the Department of Public Works zt the month of December 1992, ie., thirteen persons..
Wirhin a period of one month, the OPEKATOR wilI advise the GRANTOR of the salzries of the personnel employed by rhe Water service a well as the conditions of employment.
During rhe fist three months o f employment with the OPERATOR the personnel will receive 2 salary at least equal to that previously received as an employee of the water supply section of the Department of Public'Wotks.
M e r this period of three months has dapsed the penomel will be able to choose one of tile follotvhg options:
- Accept permanent employment wirh the OPER4TOR. The personnel will be employed under conditions comparable to other U E L C O sxfi'with respect to career oppomnities, conditions of pay, social benefi~s, at no Iess than the previous salary.

U3XLCO shall pay the sum o f 2,000,000 Vatu to the GO=-T for the resealernent of casual employees.

Security deposits paid to the GUVERWm prior to the commencement of the Cont- act remain to the credit of the subscribers concerned in the books of the OPERATOR.
The arnount of the security deposit shall be transfered &om the GOVERNrMXT to h e OPERATOR by deducting the amont from the revenue fiom the sale of water for the period preceding the commencement of the Contract and which the OPERATOR shall collect on behalf of the GOVE-.
If the revenue for the b i h g period concerned is superior to the amount of the security deposits, h e difference shdI be p ~ d to the GOVERi . iNT.
Ifthe revenue for the billing period is less than the amount of the security deposits, the 5.d amomt of the revenue shall be transfered to a specific account in the books of the O P E L U O R
lhis amount shall be credited to the subscribers concerned in an equitable manner.

ARTICLE 5. - AGREEMENTS CONCLUDED WIIH TElW PARTIES
b" From the dateof commencement of the Contract, the OPERATOR s h d assume responsability for d obligations of the GOVERNMEST to third parties for the mwgernent and opera&n of the w r e r P supply. The GOVERNMENT shall advise the OPERATOR of these obligations within a period of one month from the commencement of the Contract.
The previous subscribers s h d Contract a new subscription policy.
ARTICLE 6. - TRANSITORY PERIOD TO BXTTURN TEE NETWORX TO .A NOELMXL STATE OF OPERATION

1. PRESENTATION
In accordance with Ankle 5 of the Contract, the OPERATOR undertakes to carry out p r o g r w e s of works on the wzter supply network, over the full duration of *is Contract.
Thhe mount of investments to be made over the 40 year period of the Contrac is esihzted ar 800 Million Vztu.
E x h programme of works is esihbshed for a period of ten years. There will kt ;bur such programmes of works over the duraion of the Contract. Each p r o g m x of work is established by :he OPERATOR md submitted to the GOVERiilE3T for approvd.
The technical content of the ten ye= progamme of works is updated each yes and remains at the initial moun t p r o g m e d .
Tine 5rst programme is submitted for information only and ir's technical conten shall be conhned or modified by the OPERATOR once it has established the water supply mater pi=.
This programme concerns all or part of the foUowing fields :
1). Repairs to the IeveI controls to the reservoirs and the automatic control of pumps.
2). Meters
5)- Replacement and upgrading of pumps at the pump station
4) Upgrading of supply and pressure mains
5 ) . Exiensions of reservoirs
6): Renewal and upgrading of the existing network as at the date of commencement of the Contract.
7). Extension to the distniution network

2 - PLAXSED OPERATIONS
The progrzrnme of works for the first ten yeus of the Contract concerns ir, pmicuIx :
1). FACIO and PERCHOLR hi& lift pumps
The &iiiilg pumps will be replaced md upgaded in order to transit a greatzr flow
2). Emergency diesel generator at the pump station
In order to incrwe the reliability of t he service, r second dieseI generaror will be installed.
3)- Supply rnaiil to PERCHOIX
In order to improve the supply to the PERCHOR reservoir and at the same time delete the tribunal pumping station, a new supply main will be constructed.
For this purpose the PERCHOR reservoir will be connected to the 400 mm main supplying water from the pumpins station to the QUM reservoir.
If the detailed studies reved thzt it would be preferable to construct a new rising main h m the ptlmp station to the PERCHOIR reservoir this solution nilI be adopted.
4). MALAPOA Reservoir
A 1200 d reservoir wiu be constructed to supply the sector of rM%MOX
This investment includes the coostmaion of the supply main to this reservoir and the various connections.
The construction of this reservoir will allow to defer the extension to the FACIO reservoir.
5). Level Controls Repairs to the level control of reservoirs and the automatic control of pumps.
In order to control the levels in the reservoirs and the automatic start up and stopping of pumps, the automatic control system shad be repaired.
6) Renewal and Upgradins of the existing nenvork
At the start of the Conritct the network comprises approximately 63.5 kilometers of galvanised pipework and 8.4 kilometers of PVC pipes.
The present day cost for the consrruction of this distribution network is estimated at

AT THE COMMENCErMENT OF THE CONTRACT
The water supply n e t w o r k put at the d i s p c s a l of t h e opera to r a t t h e start o f t h s c o n t r a c t includes the f o l l o w i n g facilities :
The pumping stetion is situated on government owned land, in t h e _ ~ r o x i n i t y of the TAGABE . r iver , the land is approxirnctely 100 rn x 30 m ( 3 . 0 0 0 m2).
The pumping s t e t i o n is fed by five sources.
- A spring with a basin immediately adjacent to the o l d pumping ststion.
- Four cased 5ores of 7 6 0 mm dia.
The depth of thsse Sorss varies between 15 rn and 26 m.
S t a t i c water level varies between + 4 m and - il m. Each bore is equipped with a SULZER submersible pumg model K 8 7 / 1 with 2 duty point o f 125 m3/h at 13.5 m htad and a power of 8 . 5 KW.
The submersible pumps discharge i n t o a con tac t / c h l o r i n a t i o n tank o f 650 m3, the tenk is circular and of metallic construction.
The old rectangular contact / chlorination tank is in very poor condition.
The floor l e v ~ I . of t h e tank is at 13.7 m and the overflow is at 1 7 . 4 5 rn.
Chlorination is achieved w i t h chlorine& gas. Chlorination equipment 1s of t h e vacuum / s u c t i o n type.
Water is then pumped to :
- FACIO reservoir by 4 high l i f t pumps. The 4 pumps are SULZER HZ S 126/3 w i t h a duty point of 120 rn3/h, at 7 6 , 4 m head and a power of 37 XW.
- PERCHOIR reservoir by 3 h igh lift pumps. The pumps are SULZER HZ S 126/5 with a duty point of 120 m3/h, at 1 1 4 , 2 m head and a power of 7 5 KW-
The h i g h l i f t pumps, switch boards, a workshop, o f f i c e , chlorination equigmant and sanitary facilities are housed in s. masonry building.
A n o t h e r building houses a generator.
The g e n e r a t o r is driven by s. POYAUD Diesel w i t h a power or' 207 H . P . at 1 500 r.p.m. (170 KW).
2 ) TRIBUNAL PUMPING STATION
The pumping station allows to feed the PERCHOIR rsservoir by pumping f r o m the T~IBUNM., reservoir.
Tht'purnping s t a t i o n is equipped with t w o Ajax E 6 5 - 2 6 pumps with a d u t y point of 100 m3/h et 70 rn head.
The power of each gump is 3 7 KW.
The u r n p i n g mzin between t h e TAGA3E pumping station end t h e F A C I O reservoir is in ductile iron of diametre' 400 mm. It's length is 825 m.
The pumping main between the TAGABE pumping s t a t i o n and the PERCHOIR reservoir is in galvanised steel of 200 mm diameter. It's length is 3113 m.
The pumping main between t h e TRIBUNAL pumping s t a t i o n and the PERCHOIR reservoir is in galvanised steel of 100 mm diameter. it's l e n g t h is 600 rn.
The QUAI reservoir is fed from the FACIO reserv'oir by a d u c t i l e iron gravity main of 400 rnrn diameter. St's l ength is 8270 m.
A gravity feed in galvanised steel of 150 mrn diameter branches from this main to feed the PERCROIR reservoir. It's length is 450 m.
5 ) RESERVOIRS
The network includes 6 cylindrical steel reservoirs situated on fenced land approximately 5 0 m x 45 rn ( 2250 m2) f o r FACIO and 3 5 x 20 m ( 7 0 0 mP) f o r the.qthers.

6 ) DXSSRTBUTION NETWORK
The distribution network consist of galvanised steel pipes of 3 / 4 " to 8 " diameter and of P . V . C . of 25 mm to 150 mm diarnetsr.
The total length of the distribution network is 71865 m of which 63475 m is galvanised steel , (i.e. 8 8 % ) and 8390 rn P . V . C .
The pump swiihboards axe equipped recorders.
