The summer months continue and the weather reached record highs while the streets of 14 Division became busier than normal. With festivals and events continuing to flourish the city, the Honda Indy had a very successful 4 day event. The annual event was busy with patrons visiting from all over the city and beyond to enjoy the thrill of the race, while taking in the wonderful food and vendors. It was indeed, a successful event that appeared to be enjoyed by all. The Scotiabank Caribbean Carnival officially launched on July 9th, and just as in years previous, it has bolstered the communities throughout the city with a variation of smaller events and galas related to the Carnival set to take place on August 3rd and 4th. In these next few days leading up to the parade it also, promises to be a continued success that I know many look forward to. On the weekend of July 26-28th, 14 Division was also host to the 19th annual Festival of Beer at Exhibition Place. The three day event offered over 200 different brands from all parts of the world, live nightly entertainment and a choice of multiple food options. For the most part, the Festival was a success. There were some reports of intoxication and smashed beer mugs that were handed out to attendees. These issues will be included in an after action report so that next years’ event can be made even safer. The Summer Safety program is progressing as we continue to have increased patrols in target areas throughout the division. As mentioned in the June bulletin, we have four neighbourhood officers that have been equipped with Blackberry phones to keep in better contact with the community. Feedback thus far from the officers has been very positive and I anticipate that this will continue as they gain further access to Facebook and Twitter accounts in order to expand various forms of interaction between the police and the community. On July 2, four students from local neighbourhoods joined the 14 Division family as part of the Youth In Policing Initiative (YIPI). For the duration of 8 weeks, Tristan Andrews, Ajantha Arunthavarajah, Joonie Cidro and Thivyaa Mohanathas will be employed working at the station and being given the opportunity to view policing from a different perspective. The program has accepted over 1000 students into the program to work in various divisions throughout the city since it began eight years ago.

I feel this is an excellent opportunity for both youth and our officers to build stronger relations in a positive environment. You have all heard about the tragic event between one of our officers and the death of 18 year old Sammy Yatim on a TTC streetcar. I too offer my condolences to the Yatim family. As stated by our Chief of Police, Bill Blair, the Special Investigations Unit has invoked its mandate and will conduct a complete and thorough criminal investigation on the matter. The Police Services Act prohibits police officers from commenting on specific investigations where the SIU has invoked its mandate. This prohibition is frustrating for our police officers as we would like to answer the many questions that the public rightly seeks, but are prohibited from so doing. These answers will be provided by the SIU when their investigation is complete. The TPS Professional Standards branch will also conduct a parallel investigation as required by the Police Services Act by looking into practices, procedures, and training to ensure that there was compliance by the involved officers. This investigation will be reported to the Police Services Board. I believe in civilian oversight of police. The SIU will conduct a criminal investigation by examining a wide range of evidence so that it can make an informed decision. I recognize that emotions run high in our community. I ask our community not to judge all officers, based on a single video but rather wait for the findings of the SIU investigation, which will be based on a wide range of evidence, most of which the public is not yet privy to. Uttering threats and derogatory slurs to all officers is not helpful in resolving issues in a civilized society. To finish on a positive note, it is my hope that all of you continue to have a safe and enjoyable summer with your friends and family.

On Tuesday, July 30, 2013, 10:00 a.m., at 207 New Toronto Street, CAA South Central Ontario, the Ministry of Transportation, the Ontario Provincial Police, the Toronto Police Service and members of the Traffic Safety Coalition launched, for the second consecutive year, a four-week distracted-driving initiative called "Missing." The aim of the campaign is to raise awareness of high-risk behaviours behind the wheel and encourage safe-driving habits in hopes of reducing collisions and fatalities.

The media, accompanied by Toronto Police Service driving instructors, were able to get behind the wheel and drive the distracted-driving obstacle course. Every year we become more and more connected to our mobile devices. Don't drive distracted. Help make our highways safe for all road-users.

R.I.D.E. Update: Impaired Driving Enforcement continues to be one of 14 Division’s top priorities. We are regularly conducting R.I.D.E. spot checks to combat drinking and driving. To date, 14 Division has conducted 100 R.I.D.E. spot-checks.

A man faces 4 Criminal charges in a Break & Enter Investigation. BLOOR STREET WEST AND WALMER ROAD - It is alleged that on July 16, 2013 at approximately 8:15 p.m. the male attended Bloor Street West and Walmer Road area, situated in the City of Toronto. The male went to the rear of the address and utilized a prying tool in an attempt to gain entry into the home through the back door (CHARGE #1 and #2). The victim, who was home at the time, heard the noises the male was making as he attempted to gain entry and called out asking who was there. The male startled, then fled the premise.

A short time later, the male proceeded to another house in the area and smashed a small rear basement window gaining entry into the house. (CHARGE #3) A witness observed the male’s actions at both homes and contacted the Police. Police attended the area and found the rear broken window. Police observed the male inside the home attempting to make good of an escape. At approximately 8:29 PM the male exited the south side door of the premise and was placed under arrest for Break and Enter. The male was further advised of his Right to Counsel and cautioned. Police located a prying instrument and a duffle bag out front the broken window the male had entered the home through. Further that, on 25th of October, 2012 the male was arrested on charges of Fail to Comply Probation x3, Break and Enter x2, Attempt Break and Enter with Intent and Possession of Burglar Tools. As a result on the 31st of October, 2013 the accused entered into a recognizance before a justice agreeing to abide to certain conditions. One of the conditions the male was ordered to comply with was that he abstain from the consumption of alcohol absolutely or being found in any place where alcohol is sold or dispensed. At the time the male was arrested, he was consuming an alcoholic bottle of wine, thus breaching one of the conditions of his Recognizance. The male was advised of this additional charge and was transported to 14 Division, for further investigation and held pending a Show Cause hearing. Putting the brakes on fraud Protect your Pin pad, protect your customer.

Interac Protect Your PIN Pad Facts: Guarding your business from debit card fraud. Debit Card Fraud Techniques While the Interac network is one of the safest systems in the world, debit card fraud, or what is also known as debit card skimming, can occur. Skimming Hidden equipment, such as card reading devices and pin-hole cameras are installed at ABMs or retail locations to collect the magnetic stripe data and PIN of an unsuspecting cardholder. The information is then copied onto a counterfeit card and used with the captured PIN to withdraw money out of the cardholder’s account. Tampered PIN Pads Fraudsters steal store PIN pads, tamper with the internal components, then place them back into the store, enabling fraudsters to capture the magnetic stripe and PIN information as it is being entered by the cardholder. To do this, the fraudsters switch the legitimate PIN pad with a fake identical version, so that the merchant does not notice it is missing. The fraudsters return to the store and

place the tampered device back into its original location, where they are then able to wirelessly download the card information. Be Mindful Of • Fraudsters will distract employees by buying bulky items or by preoccupying staff while an accomplice accesses the PIN pad • They will also look for unattended devices left on the counter Everyone Has a Role to Play in Preventing Fraud Fraud affects everyone, including merchants. If your customer’s debit card is compromised or if your PIN pad is stolen at your location, your brand or business may suffer. The brand equity that your company has carefully built over time can quickly be eroded as consumer and media reaction is typically swift and negative. While Interac Association, the financial institutions and law enforcement work together to maintain the security of the Interac services, merchants can also play a significant role in the fight against fraud by performing some simple routine inspections around the terminal and cash register area. What You Can Do To Prevent Debit Card Fraud From Happening At Your Location Treat Your PIN Pad Like Cash The PIN pad is just as valuable to fraudsters as cash. • Keep PIN pads out of sight when not in use • If you have a separate terminal that is not integrated with your cash, lock it up at the end of the day Carry Out Daily Checks Fraudsters use a variety of techniques to install illegal devices into your store. Conducting routine site inspections is an important practice that will allow you to uncover suspicious devices right away and potentially prevent fraud. • Check the serial number to ensure your PIN pad has not been stolen • Check the surrounding cash area for signs of hidden pin-hole cameras (e.g. in ceiling tiles, walls or signs), and unexplained wires • Check for signs of tampering (e.g. broken parts, security seals, extra stickers, PIN pads that look like they have been replaced with a brand new back) What You Should Do If a fraudster approaches you and asks to turn a blind eye or to assist with the installation of a tampered device;

• Politely refuse and advise them that you won’t take part in their illegal activity • Obtain as much information on the individual(s) such as a physical description, vehicle they drove and license plate • Contact law enforcement and your Acquirer/Payment Service Provider immediately • Do not place yourself in any danger Know Your Employees/Coworkers Implementing strict hiring procedures is an important step in fraud prevention. In some instances, a fraudster may find their way into your organization if proper due diligence procedures are not in place. In other instances, an employee may be approached by the fraudster who has them install fraudulent equipment or carry out illegal activity by paying them or threatening them. • Ask for government issued photo identification • Take a picture of each new employee when hired and maintain a copy of all employee photos • Request that all new hires undergo a background check What To Do If You Discover Something Suspicious Or Your PIN Pad/POS Terminal Has Been Stolen • Do not disturb the potential crime scene • Do not touch the device • Contact local law enforcement and your Acquirer/Payment Service Provider immediately • Cooperate with investigators/law enforcement by providing access for site inspections, shift schedules, employee information and surveillance video footage Interac Can Assist You • Training Video located at www.interac.ca/fraudvideo or USB stick • Security Seals - Contact your merchant provider to place an order for free security seals • Integrity Checklist

CRIME PREVENTION – A SHARED RESPONSIBILITY All crimes should be reported to the police immediately, even if it is only an attempt. Hesitate only long enough to ensure your safety. Crime cannot be controlled or prevented if it is not reported. By reporting crimes and suspicious activities you can protect yourself and others. Confrontation with suspicious people or suspected criminals is not recommended. Remember your safety is paramount. If a crime has occurred, do not touch anything or clean up until the police have inspected it for evidence.

Become the best witness possible by noticing details about the suspect, mannerism, age, height, weight and appearance; compare them to yourself or people you know.

Memorize tattoos, scars or prominent features. Note clothing worn but keep in mind that outer clothing can be changed. Vehicle licence number, make, model, colour and number of doors. Call police immediately! Hesitate long enough to ensure your own safety.

Our Auxiliary Program in 14 Division consists of 20 active members volunteering service hours and working closely not only with our uniformed PC’s at multiple global venues but also participating in the many divisional programs offered. With the recent promotion in his personal career, Auxiliary Sergeant Ed Dvernechuk has moved on from 14 Division. We would like to wish Auxiliary Sergeant Ed Dvernechuk continued success in his new endeavour. Auxiliary Sergeant Alex Del Duca will partner with Auxiliary P.C. Rob Hara and Paul Brykczynski who will assist with the administration of the Auxiliary program. Together they will lead the troops ensuring we continue to contribute to the successes already shown. Did you know…Each of our Auxiliary Members is required to complete a minimum of 150 hours over the course of a calendar year? Last year our Auxiliary Members collectively volunteered a total of 4,934 hours. It may not seem like you see a lot of them but they are out there volunteering their services in many ways through divisional and global details throughout the year. Our Common Vision: “Successful! Vibrant! 14Division” The CPLC (Community Police Liaison Committee) is made up of residents, Residential Associations, BIA’s (Business Improvement Association’s), and community partners from 14 Division’s geographical area. The CPLC updates for the next while will be submitted each month from a couple of our members. Community Groups, Partners and Organizations working towards a common vision; Successful! St. Felix Centre is a small oasis in the downtown west core. The Felician Sisters who began the agency came to help the Polish immigrants of the neighbourhood in 1937. Over the years they

always provided what help they could to the homeless men and women who would knock on the back door of the convent house. They built what is today the Centre building and operated a free daycare for children for over forty years. With its beautiful 19th century mansion, lovely gardens and covered pavilion St. Felix Centre provides a quiet haven to all who come here for help.

In 2000 the Sisters established the soup kitchen that still runs today. Over the past five years St. Felix Centre has grown to now offer a lunch and dinner program where all are welcome, a women's afternoon drop in, an after school program for 60 children, ESL and computer coaching, access to computers, a clothing bank and nearly new store and counselling/referral help when needed.

In 2013 two very interesting projects have been launched. The Sisters have vacated the very beautiful convent house on the property and St. Felix Centre now offers transitional housing support to 14 women for up to two years.

A Friday Night Youth Drop In program provides a safe and fun space for 30 - 40 area teens. Over the summer St. Felix Centre and 14 Division have been running a special project on those nights with the goal of improving and facilitating positive relationships between police and local residents, especially youth. Two officers from the Neighbourhood Liaison Office attend the program for one to two hours, interacting with the kids in attendance, playing games, getting to know them. St. Felix Centre have engaged a researcher and are paying each youth participant $50 to participate in a pre and post project survey which will provide both the Centre and law enforcement with important and interesting information about attitudes to police among youth and the effect of increased connectivity. SCHOOL CROSSING GUARD: The Toronto Police Service invites applications for the position of School Crossing Guard to work at one of our Divisions throughout the City. You can contact 14 Division at: 14 Division – 350 Dovercourt Road,

Your main duty is to safely cross all school-aged children up to and including grade 6. As a courtesy, you may assist older children, adults, elderly, the disabled or any other person you feel would benefit from your assistance. We invite you to apply in person at one of the Divisions listed above. As well, for any additional information, please call the Division that is closest to your home address. The salary for this position is $11.67 per hour with 12% Traveling Allowance and 4% Vacation Pay. Note: All applicants must pass a vision test.

All applicants must provide a Certificate of Fitness from their family

physician confirming that they are physically fit to carry out the duties of a Crossing Guard.

Must not have been convicted of a criminal offence for which a pardon has

not been obtained. If a pardon was obtained, proof of pardon must be provided. If a conditional or absolute discharge has been received, proof that the RCMP has sealed the records must be provided.

A security check will be conducted.

Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in: On July 1, members of KA & KC platoon took part in the festivities at the 2013 Chin Picnic engaging the patrons, parents and mingled with the children attending the picnic. Further that, officers from KA platoon assisted a family on Martin Goodman Trail in reuniting a lost child with her parents. The parents were very thankful of the quick police response by CRU officers in searching for the child. On July 2, members of KA platoon attended Strachan Avenue and Lakeshore Boulevard West area to observe "Save The Pigs" protest. There were approximately 10-15 people in attendance that started interfering with traffic. Officers assisted with crowd management.

On July 3, Sgt. Facoetti met with a CBC News camera crew in regards to the ongoing issues with people drinking in Trinity Bellwood’s Park. Strategies and what is expected was discussed with the news crew.

On July 4, members of KB platoon along with NRO’s, PC Draper and Maicantis (Neighbourhood Resource Officer) attended a community meeting held at 14 Division, Community Room with youth workers from Scadding Court Community Centre and St Stephens community centre. Further that, PC Draper and Maicantis, Neighbourhood Resource Officers (NRO), attended the Alexander Park Community Safety Team Meeting held at Scadding Court Community Centre, 707 Dundas Street West, Toronto.

Further that, Supt. Di Tommaso and A/S/Sgt White attended a community meeting held at Trinity Community Recreation Centre, 155 Crawford Street, Toronto. The purpose of the meeting was to address community concerns with drinking in Trinity Bellwoods Park. The meeting was hosted by Councillor Mike Layton. A representative from Municipal Licensing and Standards and Parks Recreation Operations was also in attendance. There were approximately 80 people in attendance. On July 5, PC Draper and Maicantis Officers attended the St Felix centre, situated at 25 Augusta Avenue, Toronto. The St Felix centre runs programs focusing on at risk youths. They are conducting a pilot project for at-risk youth in partnership with 14 Division. The officers participated in question and answer sessions as well as interactive games with the youths. On July 8, PC Draper and Maicantis attended a meeting at Metro Hall hosted by Scerena Officer, the city of Toronto Community Development Officer for Crisis Response and NRO’s PC Rainford and Mayers from DPSU (divisional Policing Support Unit). Neighbourhood officers from 55, 51, and 52 division were also in attendance. Several youth workers and neighbourhood community staff members were present and had a chance to familiarize themselves with their neighbourhood officers.

On July 10, 14 Division was host to this year’s Canadian Blood Services – “Sirens for Life” campaign official Toronto Kick-Off. Sirens 4 Life is an annual campaign which runs nationally through the support of Police, Fire and EMS

across Canada. This

campaign rallies staff, family and friends from all emergency services to come together and donate blood to save even more lives. This year in Toronto alone, Canadian Blood Services is looking to collect

1,200 blood donations from June 28th to September 2nd, 2013. The event was held outdoors in the garden with the Canadian Blood Services’ Bloodmobile and guest speakers A/Deputy Chief of Police Frank Bergen, Toronto Police Service; Director of Donor & Clinic Services for Central Ontario Charmaine Lodge, Canadian Blood Services and blood recipient, Deborah Hunte. The staff conducted free blood-typing and a shuttle service for those that donated blood. A Barbecue with snacks and refreshments was provided for the approximate 100 people in attendance. On July 11, PC Shufman and Sukhdeo attended Queen Victoria Public School where they took part in a meeting with the local residents and Counsellor Gord Perks. The meeting was in relation to traffic management due to Dufferin Street Bridge closure and the traffic enforcement in the area. On July 22, PC Goss and Schippke, KB platoon attended a Security Assessment at St. Anne's Church. The assessment was in regards to the use of the parking lot located on church property for illegal activity during the evening hours. Officer's engaged in an open forum and provided feedback on how to deal with their concerns in the future. PC Reid assisted and compiled the safety assessment of the parking lot area for the church.
