A MESSAGE TO UNITE MEMBERS

Dear Member,

I am pleased to welcome you to the 2015 UniteEducation Programme for Ireland, North andSouth. Inside you will find the range of coursesthat are available to you as a Unite activist.

Our Region is the most diverse in Unite withdifferent jurisdictions, employment laws andindustrial relations machinery applying within asingle Region. This makes education here bothmore challenging and interesting.

In Northern Ireland we have courses structuredalong similar lines to other Regions, delivered byexperienced, knowledgeable and enthusiasticTutors in our Regional and District offices. Wealso have a statutory basis for member trainingand funding. In the Republic of Ireland we do nothave that statutory basis for member traininghowever we still offer a full programme of corecourses tailored for our needs in the South. Thecourse content and delivery of these courses isconstantly under review and we aim to improvethe training of our members over this and futureprogrammes.

In Northern Ireland, through our Workplace Repsand Health and Safety Reps modules we arenow offering restructured 20 day (2 x 10 days)

training packages. Thesecertificate courses providestructured trainingprogression for activists.They are delivered throughour excellent formalpartnership with the NorthWest Regional College.In both parts of our Regionhowever we have oneobjective – our training willprovide you with the skills,knowledge and tools tofight back and win betterterms and conditions in your workplace.

The course forms a solid foundation for the new ULR to develop their skillsand their own personal development.

NATIONAL COURSES

Unite’s commitment to delivering courses recognises the different circumstances in which our Reps findthemselves. This is why there are various modes of delivery for the same course. Residential Courses are forthose who simply cannot dovetail into our regional provision whether that is for geographical or domestic orother reasons. Our normal practice for national residential courses, exclusively held in our Eastbourne Centreor Esher Place, kick off at 15.00 hrs on Monday and finish with a session on Action Plans at Noon on theFriday. You will appreciate that being residential, students are expected to participate in a couple of eveningsessions which are less formal.

The Political Agenda of the International Trade Union Movement – the event to debate and questionwhat are, and what should be, the politics of international trade unionism.

The fourth annual international summer school will again provide an invaluable opportunity for Uniteyoung activists to have five intensive days alongside trade unionists from many different countries,learning, sharing and discussing the big picture of global capitalism, the politics of internationalorganising and global union federations and the prospects for our international political agenda.

GFTU COURSES

Unite is affiliated to the General Federation of Trade Unions. The GFTU provides many training andsupport opportunities for members. It organises special events for young trade unionists, dayschools, weekend courses and other educational opportunities. One of the main locations for theirtraining is Quorn Grange Hotel. All surpluses made here go directly back into funding trade unioneducation.

Policy for Unite Reps’ expenses whenattending Education Courses

This policy was agreed by your Lay Member Executive Council in the context of getting as many Reps on ourUnite courses as possible. If you have exceptional needs we’ll do our utmost to accommodate this.

LOCAL PROVISIONThe Education Organisers and their staff colleagues will do their utmost to ensure that students are placed inthe most local course and, if that is not possible, then the rep will be directed onto the most cost effectivelocation of their chosen course – even if that may mean travelling into a neighbouring Region.

MEAL ALLOWANCEEvery effort will be made to provide a buffet luncheon on all Unite Courses and in the event of a buffet NOTbeing provided then our meal allowance of £5 (or euro equivalent) per day will be paid.

TRAVELLING EXPENSESCommon sense will be applied to all claims for TRAVEL to education courses. For reasons of achieving ourobjectives and good value, all claims for travel need to be made IN ADVANCE to the appropriate EducationOrganiser, who are tasked to exercise discretion based upon their intimate knowledge of our programme ofcourses and the local geography.

(i) By train (or bus for local travel) – rail travel will either be booked by the union in advance, a rail warrantprovided or reimbursed to the members up to standard (2nd) class fare (receipt required). Receipts will notbe required where not commonly available or impractical (e.g. local bus, etc.) but the member must detailseparately each journey and fare paid for non receipted travel.

(ii) By car the rate of 40p or (or euro equivalent) – for those who have no alternative but to travel by car – arate of 40p per mile will apply to the equivalent standard class rail i.e. no one’s travelling expenses for acar journey can exceed that which the union would have paid for the same journey by standard class rail.

Where several members travel in one car, only one member will be reimbursed.

(iii) By air – air fares will only be appropriate on the basis that the Officer authorising the expenditure considersthat either the distance involved, the start time of the meeting coupled with the alternative higher costs ofovernight accommodation, make air travel the best practicable means available. Air travel should generallybe booked via the union and where this is not possible or practicable then receipts must be provided.Again, this has to be agreed in ADVANCE by the Education Organiser.

PAID EDUCATION LEAVE/LOSS OF EARNINGSOn those very rare episodes in which it is AGREED IN ADVANCE with the Sector National Secretary and theDirector of Education that an individual NEEDS to be reimbursed for loss of earnings then loss of earnings – inthe absence of funding being available from the Sector – will be paid by the Education Department.

(a) To be paid “loss of earnings” only the Director of Education has the authority to sign off IN ADVANCE.

(b) For education courses, loss of earning will be the Unite’s Statutory Rate per day.

(c) For courses other than Unite, expenses for Unite Reps will only be met if AGREED IN ADVANCE by therelevant Unite Education Organiser.

Before applying for a course would you please ensure that your Regional Officer has been notified of your election/union position asthis helps to alleviate problems, at a later dated which may delay your application. Once we have received your application form we willconfirm in writing whether or not you have been allocated a course place. It is up to you to secure your paid release. Employmentlegislation entitles you to payment of wages etc. for training you undertake that is connected with your trade union ‘duties’ (negotiating,representing people etc.) However, if you have been told by your employer that you will not receive paid release, you must raise theissue with your regional officer before you attend the course. Unite Education is not responsible for obtaining your paid release.
