UNITED NATIONS NATIONS UNIES WORLD HEALTH ORGANIZATION ORGANISATION MONDIALE DE LA SANTÉ SECOND WORLD HEALTH ASSEMBLY A2/3 ^ 1 April 1949 ORIGINAL: ENGLISH v/FROPOSED AMENDMENTS TO THE PROVISIONAL STAFF REGULATIONS (Provisional Agenda Item 11.8) \ Under the Provisional Staff Regulations, the Director-General is empowered to make Staff Rules and amendments thereto to implement the Regulations, after confirmation by the Executive Board.- The Regulations, however, contain no specific provision author- izing the Directors-General to delegate to other officers of the Organization such of his powers as he considers necessary for the effective implementation of the Regulations; nor do they contain a provision authorizing the Director-General, in case of doubt as to the meaning of the Regulations, to rule thereon, subject to con- firmation of the ruling by the Executive Board. The Provisional Financial Regulations contain provisions (Regulations-37 and 38) which give thé Director-General the necessary authority in both cases. It is proposed that similar provisions be incorporated in the Provisional Staff Regulations, under the heading "Delegation of Authority", as Regulations 29 and 30. The present Regulations 29 and 30 would then be numbered 31 and 32 respectively. The text of the two Regulations which it is proposed to add is as follows ; Regulation 29 "The Director-General, by virtue of the authority vested in him as the chief technical and administrative officer of the Organization, may delegate to other, officers of the Organization such of his powers as he considers hecessary for the effective implementation of these regulations." Regulation 30 "In case of doubt as to the meaning of any of the foregoing regulations, the Director-General is authorized to rule thereon, subject to confirmation of the ruling by the Board at the next meeting."
