The deficit between consumption and production will widen in 2009/10 and world stocks are projected to fall below 60.0 million bales for the first time in six years. However, the disposition, ownership and control of those stocks in key countries have changed significantly. World trade in 2009/10 will be determined in large part by how these stocks are managed.

U.S. beginning stocks in 2009/10 are forecast to be at more historical norms, compared to 2008/09 when they were at the highest level in 40 years and represented the largest share of world stocks in nearly 20 years.

Beginning 2009/10 stocks in India are dramatically above the 2008/09 level.
