Cotton: World Markets and Trade
Carryover Stocks in 2009/10 at Same Level as Year Before, but Control of Stocks will Affect Market.

The deficit between consumption and production will widen in 2009/10 and world stocks are projected to fall below 60.0 million bales for the first time in six years. However, the disposition, ownership and control of those stocks in key countries have changed significantly. World trade in 2009/10 will be determined in large part by how these stocks are managed.
U.S. beginning stocks in 2009/10 are forecast to be at more historical norms, compared to 2008/09 when they were at the highest level in 40 years and represented the largest share of world stocks in nearly 20 years.
Beginning 2009/10 stocks in India are dramatically above the 2008/09 level. In 2008, the Indian government raised cotton support prices by nearly 50 percent, making exports uncompetitive for much of the year. With the support price unchanged going into the 2009 crop, if world prices remain at or below the support level, Indian cotton will continue to struggle to find its way into export markets.
In Central Asian countries, beginning 2009/10 stocks also climbed as the marketing of the 2008 crop stalled in light of the dramatic early-season price declines. Currently it is unclear if the Central Asian countries will allow prices to adjust in 2009/10 such that export marketing will become more competitive.
In 2009/10 the level of beginning stocks in China is not dramatically different from 2008/09. However, in order to support prices, 12.5 million bales were added to state reserve since last fall. As of yet no policy for releasing any of the reserve cotton has been revealed.
With U.S. production remaining at the lowest levels in 20 years and more moderate carryover stocks, U.S. exports could face stiff competition depending upon how these countries’ stocks are managed.
