Reference is made to Caesar Oil Pipeline Company, L L C ' S (Ceaser) letter dated September 24, 2018, received by this office on October 23, 2018, clarifying demarcation line at Platform A in Green Canyon Area 787 (GC787A), the origin ofthe Right-of-way No. OCS-G24634, Pipeline Segment No. (PSN) 14007. Specifically, Ceaser clarified that the Right-of-way No. OCS-G24634 begins from the lower face of the flange directly above the SCR flex joint on the riser associated with the PSN 14007.
The portion of the riser above the lower face of the flange directly above the SCR flex joint is a part of the platform GC787A(Atlantis) and is currently operated by BP Exploration and Production, Inc (BP). A letter dated September 26, 2018 from BP concurring with this clarification is also acknowledged. The portion above the lower face ofthe flange directly above the SCR flex joint on the riser is under the jurisdiction of BSEE, Houma District. BP or any subsequent operator should contact Houma District for permitting issues for this portion ofthe pipeline.
Ceaser has designated Shell Pipeline Company LP as an operator for the PSN 14007 associated with the Right-of-way No. OCS-G24634.
This office accepts your clarification and describes the Right-of-way No. OCS-G24634 as follows:
Pipeline Right-of-way (ROW) OCS-G4634 is a 200-foot wide and approximately 18.16 miles (95,911 feet) long corridor associated with the 24-inch bi-directional Pipeline Segment No. (PSN) 14007. The purpose of pipeline ROW OCS-G24634 is to maintain and operate PSN 14007and transport oil from the lower face of the flange directly above the SCR flex joint on the riser at Platform A(Atlantis) in Green Canyon Area, Block 787, through Blocks 786, 830, 829, 828, 784, and 740, through a Pipeline End Termination and a jumper to a wye 24-inch sub-sea tie-in in Block 739.

Caesar Oil Pipeline Company, LLC hereby submits supporting documentation to reflect demarcation
between the producing operator (BP Exploration & Production Inc.) and the transporting operator (Shell
Pipeline Company LP for 24" Oil Pipeline, OCS-G24634, Segment 14007 at GC787A Platform.
SegmentNo. 14007 originates at the Atlantis facility (GC787A) and includes the SCR portion ofthe pipeline and a horizontal section extending along the seafloor on the ROW several miles eventually terminating subsea in GC Block 739. As per the Safety Flow Schematic MGT-1NT-A-14-HS-DRW-0003-1 (copy attached) previously approved by BSEE on August 21, 2008, the producing operator, BP Exploration & Production Inc., is responsible for the pipeline on the facility hull up to the SCR flexjoint. The responsibility of the transporting operator. Shell Pipeline Company LP, begins at the lower face ofthe flange directly above the SCR flex joint.
By the attached letter dated September 26, 2018 BP Exploration &. Production Inc. acknowledges their
agreement with the aforementioned demarcation.
