Concentrative investment of budget to Top 30 universities
COE (Center of Excellence)
2. PURPOSE
Build up the highest level organization (institute) which can be proud of the world
Provide the highest level circumstances of education and research for young researcher
Strengthen the function of growing human resources enough to contribute international society
Feedback of the final products obtained from those universities to the society
3. OBJECTIVE UNIVERSITIES
National University Public University
(financed by local government)
Private University
Expanded not only to universities, but also to institutes
3. SCREENING METHOD
Done by university proposal based on neutral data of education and research activity, and future development plan
Proposal can be made by president based on graduate program unit
Classification of academic field and priority can be discussed at university reforms committee
Evaluation is done by authorized committee members consisting of professional and expert
Screening result is changeable based on the continuous evaluation
5. EVALUATION VIEWPOINT Publication and its level (quality)
Number of publication with the review of referee
Number of publication cited based on impact factor

Evaluated based on the evaluation result done by private (sector) organization
Based on the evaluation done by authorized referee in Japan and abroad, and the opinion of graduates
Based on not only activity in the past, but also possibility of future progress
Evaluation basis and result are publicized

INTERNSHIP(Cooperative Education)
COE Program in 21st Century- 2nd year result -
Totally 246 programs were selected from 10 fields of study (interdisciplinary, compound and new area)
For two years totally 1075 programs were applied
For five years, more or less financial support can be guaranteed if once selected
One OF THE EXAMPLES - Keio University -
Field of studyFunction creative conjugate chemistry
1st year - 150 million Japanese yen (1.5 million dollars)
2nd year – 130 million Japanese yen (1.3 million dollars)
5.5 million Japanese yen (0.55 million dollars) for facility and experimental set up
Rest of the budget is for Graduate student’s salary (80,000 yen / capita) to cover 30 graduate students and their travel expense
Example of New Trial- In case of One Private University -
Class evaluation by questionnaire to the students Result is publicly opened for the student to access
in administration office In future the students can access directly university
library and look In case faculty has objection against the result, a
reflection paper can be submitted officially by faculty
Example of New Trial- In case of One Private University -
Result of total evaluation can be taken into account for faculty promotion to higher rank
Average point of total number of faculty is 7.0. If the result of evaluation is lower than this level, evaluation will be lowered
Faculty Evaluation Factors considered for evaluation Education
*New idea of improving class*Improvement of educational material*Utilization of multi-media equipment
Research*Number of publication*Impact factor
Others*University management, Social activity & service, *Activity in academic society
Special Graduate Program for Manufacturing
Students conduct research in Industry laboratory
Evaluation is done based on not only the academic record, but also the final product developed
Some of the students are sent to industry abroad for 4 (four) months
Special Graduate Program for Manufacturing
Students pay tuition fee to university University pays to industry Industry pays salary to students Consequently tuition fee comes back to students
Student Industry

CISCO ACADMY- Department of Information Engineering -
CISCO - American industryNo.1 market share of internet rooterCCNA, CCNP Qualification Approval for higher level engineer
Selected university faculty join the training program for 22 days totally
Those faculties educate 20 selected excellent students who will be network specialist and credit is given
Accreditation for secondary major
In Faculty of Science, Students can be enrolled to study a certain number of related subjects, they can be approved that they completed secondary major in addition to their primary one.
