Brief statement of areas of teaching interest: Based on my combination of education, health care experience and current administrative position, I am interested in teaching courses related to the role of communication and technology in health care administration, delivery and strategy. These topics as they especially relate to health disparities, rural health and health innovations are particularly interesting as the basis for a number of courses that will be developed for health professionals and researchers.

using telehealth for the more widespread delivery of
special needs services to chronically ill children and their
families.
Independent Study: Ms. Brinton conceptualized and
completed a research project on the communication
roles in public relations. She collected and analyzed
professional, peer-reviewed articles, observed four
public relations events in person and conducted personal
interviews of two public relations representatives from
the Lawrence, Kansas area. This work culminated in the
submission of a final whitepaper entitled Who is the
Effective Public Relations Person? A Study to Find Key
Characteristics of Effective Public Relations Professionals.

Professional Service: The diverse area of professional service includes patient care. Applicants should select measures that most clearly and concisely document their accomplishments and the value of these activities to the Medical School and University. Measures of both quantity and quality of activities are required and if necessary, applicants should provide brief descriptions to assist reviewers. Measures of patient care activities include numbers of patients, time allocation in clinical activity, procedures completed, Relative Value Units (RVUs), and value to the School of the clinical service. If the primary quality evaluation is the subjective assessment of peers, this should be available in letters from departmental colleagues, chair, or referees.

The significance of professional service in the forms of task forces, committees and similar groups should be explained and the specific role of the applicant clarified. Professional consulting services must have academic credibility and clear service intent and not be performed primarily for personal profit.
Convened and chaired a statewide planning committee and initiated planning for a 2009 Kansas Health
Information Technology conference. Committee members included representatives from the Kansas Department
of Health and Environment (KDHE), the Kansas Hospital Association (KHA), the Kansas Health Policy Authority
(KHPA) Kan-ed, Kansas University Area Health Education Centers (AHEC), and two community hospitals. The
conference occurred July 14-15, 2009 in Wichita and featured one and one-half days of plenary and concurrent
sessions covering three health information technology tracks. Continuing education credits for nurses, physicians
and emergency medical services personnel was provided.
Invited in 2008 by Helen Connors, RN, PhD, FAAN, Associate Dean for School of Nursing, Executive Director, KU
Center for Healthcare Informatics to serve as a committee member on the Health Information Security and Privacy
Collaboration (HISPC) III advisory committee. This committee is composed of various KUMC and statewide health
information exchange (HIE) professionals and is focused on providing consumer education throughout Kansas
related to HIE. The advisory committee meets monthly and advises the project personnel on issues of consumer
HIE assessment and education.
Collaborated with Kansas Representative Tom Sloan to introduce House Bill 2065 in the Kansas Legislature in
January 2007. HB 2065 was developed to require all Kansas Insurers to reimburse for telemedicine services if they
covered the same consultation code when conducted in person. HB 2065 was deferred pending a Legislative
Impact Study that was later completed by the Center for Telemedicine & Telehealth.
Invited by Marcia J. Hern, EdD, CNS, RN, Dean and Professor of Nursing, Texas Women’s University, to serve on
the inaugural Advisory Board of the Center for Telenursing and Health Informatics in Houston, Texas in December
2005. The first meeting of the board was in March 2006 and it continues to meet two times per year. The board
advises the Center Director on organizational, technical and educational issues related to using telehealth and
informatics technologies for improving nursing education and practice.
Volunteered to serve on the Kansas Hospital Association’s Council on Health Delivery for a term running February
2006 – December 2008.
Appointed by David Cook, PhD, to serve on Kan-ed’s User Advisory Council (UAC). Kan-ed is a Kansas Board of
Regents initiative designed to provide a high-speed, private information technology network for all Kansas
hospitals, K-12 schools, libraries and higher education institutions. The UAC was comprised of three members
from each of the four constituent groups for a total of 12 members. Was one of three nominees for Vice
President of the Kan-ed UAC June 2006.
Invited by Kansas Lieutenant Governor John E. Moore to participate in the January 2006 Health Information
Technology/Health Information Exchange working group meeting in Wichita, Kansas. This group consisted of
approximately 60 health and health technology professionals from around Kansas that was tasked with
“developing a roadmap for public and private stakeholders in Kansas’ healthcare and business communities that
will improve access to safe, high quality and cost-effective health care through information technology and
exchange.”

Invited participant in the State of Kansas Bioscience and Innovation initiative as one of only 12-15 Kansas experts
in Bioinformatics and Telemedicine to serve on the “hot team” for these disciplines. The hot team conducted a
strategic planning process to identify the areas of promise for the Bioscience efforts to develop into
commercialization opportunities. Authored the telemedicine business plan for the hot team that appeared in the
overall Bioscience presentation to Kansas Governor Sebelius.
Invited by Representative Tom Sloan, Kansas House of Representatives, to be a featured telemedicine speaker at
the Kansas Rural Broadband Summit in August 2007. Presentation was entitled “Summit on Rural Broadband
Issues: Consumer Perspective” and was attended by Federal Communications Commission commissioner Michael
Copps, USDA administrator James Andrew, Congressman Jerry Moran, Kansas Board of Regents President
Reginald Robinson, and approximately 100 other invited legislators, policymakers and telecommunication experts.
Invited by Philip Godwin, MD, KU Alumnus, of the Lawrence Kiwanis Club to be the keynote speaker on January
26, 2006 at the monthly Kiwanis Club meeting. Presentation was about our TeleKidcare program for providing
health care to children in schools and was entitled
Invited by Representative Tom Sloan, Kansas House of Representatives, to participate in the Kansas Rural
Broadband and Telemedicine Summit in February 2004, at the Robert J. Dole Institute of Politics at the University
of Kansas in Lawrence. Approximately 100 people attended the event by invitation only and included Federal
Communications Commission (FCC) chairman Michael Powell, Kansas Governor Kathleen Sebelius, Kansas Senator
Sam Brownback, and many other legislators and policymakers.
Invited to participate as a research consultant to the Family Caregiver Alliance on the The Northern California
Rural Caregiver Education Collaborative in Sacramento, California. Developed a survey tool for both in-person and
video-delivered educational programs and compared the two modalities. Provided data management and
statistical analysis of the dataset.

Project called Telemedicine Approaches to Evaluating Acute-phase ROP (eROP) conducted by Dr. Graham Quinn and colleagues at Philadelphia Children’s Hospital. This is a multi-center clinical study to evaluate the validity, reliability, feasibility, safety and relative cost-effectiveness of a ROP telemedicine evaluation system to detect at-risk babies who meet entry criteria and need a diagnostic evaluation by an ophthalmologist experienced in ROP. DMOC will meet annually for next 4 years; first meeting occurred September 27, 2010, Philadelphia, PA.

Briefed the Home and Community Based Services (HCBS) Committee of the Kansas legislature on findings of our
home telehealth pilot study conducted from 2008-2010, November 20, 2009. This study is being used by the

Appointed by Barbara Atkinson, MD, Executive Vice Chancellor, Kansas University Medical Center, to be the
KUMC representative to the Kansas Telemedicine Task Force. This task force was convened by Kansas
Insurance Commissioner Sandra Praeger and was implemented to review Kansas policies related to
telehealth—particularly insurance reimbursement policy—and to advance the field through policy analysis and
recommendation.

RESEARCH and SCHOLARLY ACTIVITIES: Brief statement of areas of research and scholarly interest, including current projects: Similar to my teaching interests, my research interests include the administration, adoption and strategy involved with health care technology use and deployment. Studies I have completed entail the cost-effectiveness of telehealth, comparisons with other media and user perceptions of various technologies. I am currently the PI on a home telehealth grant project in which we are assessing potential reduction in hospital and emergency department utilization and associated costs for chronically ill, elder adults. 1. Human Services Secretary Michael Leavitt on February 20, 2008 in his “Connecting to Better Healthcare” meeting.
This meeting was about Kansas City’s role as a pilot participant in a national HIT and electronic records adoption
project.
Invited as a Senior Staff Member to attend and evaluate the World Healthcare Innovation and Technology
Congress conference in Washington D.C., November 1-3, 2006. Provided feedback to the planning committee for
the 2007 Congress.
Invited to participate as a grant project consultant by Lise Youngblade, PhD, Associate Director of the Institute of
Child Health Policy and Associate Professor, Departments of Pediatrics and of Epidemiology and Health Policy
Research, University of Florida. I provided expertise related to Medicaid reimbursement for telemedicine that
was used in strategic planning for the state of Florida to implement a telehealth program for children.
Interviewed for and quoted in various radio and print media as a national expert on telehealth operations and
policy including ADVANCE for Health Information Professionals, ADVANCE for Imaging and Oncology
Administrators, Hospitals & Health Networks, The Kansas City Star, Kansas Health Institute, Laboratory Economics,

Administrator of congressional earmark funding from Kansas Congressman Jerry Moran in October 2008. Funding
is in the amount of $287,000 and is for the “Provision of Cancer-Related Health Services and Education from
Kansas University Medical Center to Rural Outreach Sites.” We will be conducting site assessments of six sites in
Kansas to determine their equipment and support needs, then providing resources to fulfill those needs. Once
fulfilled, tele-onocology consultations, second opinions and tumor board discussions will be provided to the
communities.
Administrator of $40,000 endowment gift from the Northwest Kansas Area Medical Foundation in Goodland,
Kansas. The gift was provided to improve operations and research of the tele-oncology service between KU and
the Goodland Regional Hospital.
