Deenbandhu Chhotu Ram (November 24, 1881 – January 09, 1945)
Born on 24th
November, 1881 in Garhi Sampla (a village in old Rohtak District) in the family of Ch.
Sukhi Ram and Mrs. Sirya Devi, Deenbandhu Chhotu Ram was a renowned educationist and named
as the father of reforms for farmers and downtrodens. He established Jat Anglo Sansthan on 26th
March, 1913 after completion of his graduation in Law. In pre-independent Combined Punjab, he
was as Development Minister from 1937 to 1945. He was conferred with prestigious awards like Rai
Bahadur (1919), Deenbandhu (1942), Rehbar-e-azam (1944). Besides being a luminary figure who
made substaintial reforms for agriculture and education, he was involved in various developmental
projects and policy formulations, including the important Bhakhra Nangal Hydroelectric Power
Project.
The Government of Haryana has named the University after this illustrious son of the soil. His
humanitarian achievements inspire and motivate everyone to work sincerely with dedication for the
inclusive growth and overall progress of the nation.
Preamble
The information given in this Prospectus is meant for the students and other stake holders. The
instructions with regard to admissions are the guidelines and do not restrict the university in framing
further guidelines/regulations in this respect. The instructions which are issued or may be issued in
furtherance of admission process will also be made applicable. If for any issue/matter, where the
rules/regulations are silent and/or need clarification, the decision of Vice-Chancellor of the
University shall be final and binding. The Prospectus does not contain exhaustive detail of all the
rules and regulations of the University.

CHAPTER – 1
ABOUT THE UNIVERSITY
Introduction
Deenbandhu Chhotu Ram University of Science & Technology, Murthal came into being on 6th
November 2006 by upgrading erstwhile Chhotu Ram State College of Engineering, Murthal
through an Act 29 of 2006 of the Legislature of the State of Haryana with the vision to facilitate and
promote studies and research in emerging areas of higher education with focus on new frontiers of
science, engineering, technology, architecture and management studies, humanities, and also to
achieve excellence in these and connected fields. The University has been considered eligible for
grants under Section 12(B) of UGC Act, 1956 in March, 2009. The University has got affiliating
status and the technical and professional College/Institutes located in the District Sonepat have been
affiliated to the University. The University is also NAAC ‘A’ grade accredited. Three B.Tech
programmes, three M.Tech. Programmes and one M.B.A programme of the University have also
been accredited by National Board of Accreditation (NBA). University has a Central
Instrumentation Laboratory which is available to scholars belong to different depts or outside
institute as central research facility
Vision
To facilitate and promote studies and research in emerging areas of higher education with focus on
new frontiers of Science, Engineering, Technology, Architecture & Management, leading to
evolution of enlightened technocrats, innovators, scientists, leaders and entrepreneurs who will
contribute to national growth in particular and to international community as a whole.
Mission
Universitys’missionis to achieve excellence in education and research in main and related areas of
Applied Science, Engineering, Technology, Architecture, Management and Healthcare and to
occupy a place of pride amongst the most eminent organizations of the world.
Location
The University is located in NCR on National Highway No. 1 (G. T. Road) about 50 km from
ISBT, New Delhi towards Chandigarh and 8 km from Sonepat railway station. The location of the
University falls within one of the growing industrial belts of Haryana extending from Kundli to
Panipat.
Campus
It is a residential university with a campus sprawling over 273 acres of land. Architecturally the
campus has been developed in four distinct zones – academic, residences, hostels and recreational.
The academic premises comprise offive blocks including one administrative block. Two iconic
buildings library cum computer Centre and convention centre are also completed and are fully
operational now.

Academic Programmes
The University intends to impart high-end education through 30 Regular PG/Dual degree Courses
and 9 Regular UG Courses in the academic session 2018-19. University is also running Ph. D.
Programme in almost all the disciplnes. University also offers Beginner’s and Certificate Courses
in foreign languages such as French and German. Few UGC Career Oriented Programmes are also
conducted to enhance the breadth of knowledge and skills of engineering students as well as
other/outside candidates.
Hostels – Home Away from Home
Choosing a University is also about choosing a new home. We ensure that students dwell in a
healthy environment that helps them to grow and learn without any obstacle. DCRUST offers
comprehensive and independent hostel facilities for boys and girls within the campus with all
modern amenities and facilities. Elegantly designed and surrounded by lawns and flower beds,
DCRUST has four Boys’ hostels and three Girls’ hostels. It provides a comfortable, congenial and
homely environment to the residents. The Chief Warden is the administrative head of the Hostel.
For internal administration and day-to-day discipline, the Wardens, Hostel Supervisors, Matron and
the Storekeeper assist the Chief Warden.
Each hostel is spacious, well maintained and fully equipped to provide a decent stay and the best
possible learning environment. The common room with a collection of national newspapers,
magazines, TV & cable facility and Wi-Fi connectivity keep the students updated with current
affairs. To keep the students physically fit gym, outdoor & indoor sports facilities are provided in
each hostel. Each hostel ha separate arrangement for water purifiers, bathrooms with geysers and
laundry that provides moments of leisure. There is a designated well-maintained visiting area for
the visitors of the residents. Apart from these, a Dining Hall is maintained hygienically for students
to enjoy their meals. Hygienic, fresh and best quality of food is served in the hostel mess being run
by the residents on a cooperative basis. Proper care of balance diet is done on a weekly schedule of
mess.
The hostels being an integral part of the University premises deserve a sacred status. Smoking,
consumption of alcoholic drinks & narcotic drugs and the use of bad and abusive language in the
hostel premises is strictly prohibited. Students are also not permitted to keep-in-their possession,
room crackers, dangerous weapons, firearms, contraband items or instruments that can cause
serious injury to others. For security purposes, the hostel is fully equipped with CCTV cameras
along with a security guard for 24 hours.
Hostel accommodation is however considered on the basis of both need and availability. The
decision of the hostel Administration in this matter shall be final and binding on all students. Hostel
rules have been framed keeping in mind the local culture and traditions, with a view to guide and
help students to attain standards of implacable conduct. Therefore, while residents enjoy the
maximum freedom, it is ensured that this is always within the framework of standard guidelines and
procedures. Several hostel activities are organized during the academic session.

K S Krishnan Hall (276 Rooms)
Named after Kariamanickam Srinivasa Krishnan, an Indian physicist, co-discoverer of Raman
scattering, for which his mentor C. V. Raman was awarded the 1930 Nobel Prize in Physics to
create a perfect citizen and a whole man with an integrated personality.
Chandrashekhar Hall (276 Rooms)
Named after Subrahnanyam Chandrasekhar, an Indian – American Astrophysicist and Nobel
Laureate in physics, to make them aware of the usefulness of science to society and of the benefits
society derives from it.
Hargobind Khorana Hall (276 Rooms)
Named after Hargobind Khorana, an Indian Organic Biochemist and Nobel Laureate in physiology
or medicine to instill the qualities of self-reliance and versatility in the students.
Aryabhata Hall (276 Rooms)
Named after Aryabhata, an acclaimed mathematician-astronomer and Nobel Laureate, to develop
all the good qualities and virtues and to equip them with a sense of humility which would enable
them to become a true citizen of the country.
GIRLS’ HOSTELS
Gargi Hall (100 Rooms)
Named after Gargi, an enlightened woman, figuring in the Brihadaranyaka Upanishada of the Vedic
age with a mission that every student emerges as a wholly developed individual symbolizing the
spirit of enterprise and inquiry that characterizes Gargi.
Mother Teresa Hall (230 Rooms)
Named after Nobel Laureate Mother Teresa, known as Saint of Calcutta and an Albanian – Indian
Roman Catholic Nun & Missionary, to inculcate in every student a sense of responsibility towards
the society and respect for human life.
Kalpana Chawla Hall (346 Rooms)
Named after Kalpana Chawla, an Indian born American Astronaut and Space Shuttle Mission
Specialist, to inspire and motivate the girls to become a source of encouragement to all women all
over the world to follow their dreams and work hard to succeed.

Shopping Complex
The campus has a shopping complex in the vicinity of students’ hostels and residential area. There
is a departmental store, photo shop, xerox shop, book and stationery shop and also a milk booth.
There is a State Bank of India branch with ATM facility and a Post office. The Shopping complex
also has a cafeteria surrounded with lawns.
Medical Facilities
The University has a medical centre in the campus catering to the medical needs of the students and
staff. It has two permanent resident Medical Officers including one Lady Medical Officer. It is
equipped with first-aid and ambulance facilities. In addition to this, a few test facilities are
augmented by the department of Biomedical engineering.
National Service Scheme (NSS)
NSS is a vibrant scheme in the University which inculcates human values in our students by way of
organing blood donation camps, AIDS control workshops and Youth red cross camps etc. under the
supervision of NSS team as below:

It is obligatory on the part of all students enrolled in the university to nurture a tree under the
concept of ‘one student one tree’ for preservation of environment.
Co-curricular Activities
Traditionally students organize three events during an academic year. Rhythm – A grand cultural
event in which participants of technical institutions from all over India are invited. Another very
popular technical event is Technova in which the participation from all over India is invited. This
technical festival comprises more than hundred technical events including online participation
designed to test the innovative skills of students in cognitive and psychomotor domains. Third event
is Sports Meet. To ensure the participation at the interuniversity level, the University has created
two zones of affiliating colleges/institutes and one for University Teaching Departments. After the
zonal sports and cultural competitions, the inter-zonal competitions are organized.A tennis
Academy with provisions of courts of international standards is provided near boy’s hostels of
the University. An Indoor stadium with all facilities for Indoor games has also been established.
In addition to this, there are different clubs, societies & student chapters of professional bodies like
IEEE, IICHE, IE etc.which conduct quizzes, debates on burning National & International issues
related to education, social & environmental problems etc. and other intellectual activities. Hobby
Expo Club which caters to music, painting, sketching, coin collection, pot making etc. and include
fine art clubs. These clubs organize activities throughout the year and the awards and certificates
are given at the time of Rhythm.

SC/ST Cell An SC/ ST cell has been set up in the University to ensure proper implementation of various
schemes of the UGC, the Government of India and State Government concerning scholarships,
stipends etc. for welfare of reserved categories. The guidelines for various types of
scholarship/stipends as revised from time to time by the Central and State Govt. are notified to all
departments and displayed on the notice boards of the concerned departments. Ar. Satpal, Assistant
Professor in Architecture Department is presently the Incharge of SC/ST cell.

Proctorial Board
Alumni Association
Our Alumni Association is headed by a senior faculty member of the university and acts as a nodal
agency for maintaining liaison with the alumni all over the world. It plays a very important role to
promote and encourage the alumni to exchange professional knowledge by undertaking and
facilitating conferences, seminars, expert lectures amongst students and faculty. It also honours and
facilitates distinguished alumni. The alumni meet takes place at least once in a year.
University Library
Inaugurated by the Hon’ble Chief Minister, Haryana on 13.06.2013, the University Library
is housed in Saraswati Library Complex, which is a four storey building, a perfect and beautiful
blend of aesthetics, latest technology and green architecture with an area of 9,103 sqm./97,948 sq.ft.
The University Library has a seating capacity of 600 members. The University Library opens from
7.00 A.M. to 7.00 P.M. on all working days and 9.00 A.M. to 5.00 P.M. on Saturdays, Sundays and
Gazetted Holidays.
The University Library has a collection of 66,032 books and 338 e-books. The University
Library subscribes 155 printed Indian Journals. It also subscribes 60 Magazines and 20 Newspapers
to cater to the needs of users for current awareness and leisure reading. The University Library has
undertaken the subscription to the 7,780 Online Journals including ASCE (American Society of
Civil Engineers) – 38, ASME (American Society of Mechanical Engineers) – 29, IEEE/IEL - 450,
Elsevier (Science Direct) - 603, EBSCO (Art & Architecture) – 370. Being a member of
INFLIBNET the E-ShodhSindhu Consortium of UGC is providing 6,290 e-resources to our
University Library like American Chemical Society – 50, American Institutes of Physics – 18,
American Physical Society 13, Economic & Political Weekly – 01, Springer – 1700, Taylor &
Francis 1076, JSTOR – 2500, Project Muse – 670, Oxford University Press – 262. The University
has also access of two bibliographical databases i.e. ISID and JCCC through INFLIBNET.
For access to online Journals, databases and electronic books the University Library has 32
PCs on work stations with a setup of 1 G connectivity.

The University Library maintains Reference Section consisting of fact finding resources
such as Dictionaries, Directories, Handbooks, Encyclopaedias, Yearbooks and a copy of a title
meant for reference only. The University Library also maintains a separate section on Deenbandhu
Chhotu Ram – The great leader of Haryana after whom the University takes its name. In this
section books and related literature and a photo gallery on Chhotu Ram Ji is available.
Using LSEase Software of Libsys Corporation has computerised its actively used collection
searchable through Online Public Access Catalogue (OPAC). The books have been bar-coded and
pasted with computer generated spine labels to facilitate computerised circulation system and
shelving of books in proper classified order. The bar-coded Identity-cum-Library Cards are issued
to members.
The University Library is an institutional member of the British Council Library, New
Delhi, Tata Energy Research Institute, New Delhi and Indian Science Congress Association,
Kolkata. The University Library is the life member of the Institution of Engineers, Kolkata and
Current Science Association, Bangalore.
The University Library offers other services such as:
1. Providing Digital Library Services and remote access to digital contents through open
access as well as Integration of all subscribed e-resources at URL:
www.dcrustlibrary.com 2. Using TURNITIN anti-plagiarism web tool for evaluating research submitted online.
3. Multipurpose/Seminar Hall for holding Seminars and Conferences with a capacity of
100 persons.
4. University Library Signed a MoU with INFLIBNET for submission of e-thesis and
synopsis into Shodhganga for its world wide access.
5. A separate reading hall which remain open for reading and access of INTERNET for
24x7 hrs.
6. Photocopy Services is provided through a private vendor on University approved rates
with other facilities of lamination, spiral binding, coloured printing etc.

9. Library Surveillance through CCTV system using 32 cameras and two LCD monitors.
University Computer Centre The new University Computer Centre is housed in state-of-the-art iconic building based on green
technology. The University Computer Centre (UCC) manages the Central Computing and
Networking facilities for the University community. The UCC is having dedicated 1GB National
Knowledge Network (NKN) connectivity for Internet access. University is having 1500 Nodes
Wired Network and Wi-Fi connectivity in Hostels & Guest House over 10G OFC backbones.
University Computer Centre is Remote Centre of IIT Bombay/IIT Kharagpur to conduct various
Workshops & Training for students & faculties through Audio Visual interaction. University is
designated as Aakash Project Research centre of IIT Bombay and having more than 244 Aakash II
Tablets. Computer centre offers QEEE classes to B.Tech student for some of courses. Under QEEE
program live lectures are delivered in real time by the faculties of IITs using the information and
communication technologies.
University Computer Centre is equipped with the state-of-the-art facilities and hub of latest
technology like Blade servers, Desktops, laptops, Aakash Tablets, Xerox machine, LCD projectors,
Scanners and Laser Printers. The Centre is having State-of-the- Art Audio Visual facilities to

conduct various Online Lectures & Training programmes. NPTEL Video Lectures are available for

offers complete up-to date information to all the stake holders of the university. Cloud based email
services are offered to the university faculty & staff.
The University Computer Centre conducts all online UG/PG/Ph.D. admission entrance
exam & campus for the students. University Computer Centre manages many training programmes
for faculty, research scholars, staff & other community from time to time. More than 100
Desktops are available in Net Lab for Students, Faculty, Staff and Scholars to make an effective
use of Internet services.
Central Workshop
The central workshop is an academic centre where emphases on practical aspects of manufacturing
and production processes are given. This is the area where students are trained and gets hands on
experience before going to different industries. The practical training is being imparted to all UG
level engineering students of the University. The Central Workshop is spread in 6000 Sq. Mtr. area
and mainly comprised of Machine shop, CNC Machine Shop, Welding Shop, Fitting Shop, Forging
Shop, Sheet Metal Shop, Carpentry Shop, Pattern Shop, Foundry Shop, Metrology Section. CNC
Shop and Welding shops are equipped with modern CNC Lathe, CNC Milling and EDM, TIG,
MIG, and Plasma cutting machines.There is trained and experienced staff in each shop for
imparting effective training to the students.
Central Instrumentation Laboratory
In order to cater to the needs of different departments with sophisticated instruments for maximum
utilization of instruments at our University campus Central Instrumentation Laboratory was
established in April 2011. CIL is located on the ground floor in the premises of central workshop.
All students, researchers and faculty members from various science and engineering departments of
the university and its affiliated colleges are allowed to avail the services of CIL. CIL has following
sophisticated instruments: FTIR (Perkin Elmer FRONTIER) (250-8000 cm-1), Impedance analyzer
(HIOKI IM3570), Simultaneous Thermal Analyzer (Perkin Elmer STA 6000), UV/VIS (Shimadzu
UV-2450) etc.
Convention Centre
A state-of-the-art Convention Centre with sitting capacity of more than 1500 participants is fully
operational.
Training & Placement Cell
The Training & Placement Cell is a separate Unit which deals with Placement and Campus
interviews of our students. The cell is being headed by regular Training & Placement Officer. The
Training and Placement Cell acting as interface between University and Companies, has maintained
symbiotic, vibrant and purposeful relationship with industries across the country. As a result, it has
built up an impressive placement record both in terms of percentage of students placed as well as
number on companies visiting the campus in attractive salary packages. The department hosts
companies on campus and ensures that every aspirant is assured of a bright career of his/ her choice.

A spacious Training Placement Cell, equipped with the state-of-Art facilities Seminar Hall of 200
seating capacity for PPTs, 40 seating capacity Air conditioned Lounge, Board Rooms, Smart class
Room, Internet Lab, Air conditioned Committee Room for group discussion and Examination Halls
have been made available by the University for conducting the Campus Interviews for final year
students and training programmes for the pre-final year students towards preparing them for campus
recruitment programmes. University has Computer Lab for online test accumulate 130 students in
single shift. The Training & Placement Cell has been fostering a very productive and mutually
beneficial relationship with the industries toward generating the placement opportunities for our
students. Our students have the capacity to think beyond the boundaries of contemporary text books
as they are nurtured in a quality research environment. For these reasons several corporate have
placed us among the top echelon of Institutes for the purpose of campus recruitment programmes.
The Placement Cell performs the following functions:
Nurtures industry institute interaction, by organizing and coordinating frequent industrial
visits, in plant training and projects of industrial relevance for the students, with the sole aim
of zeroing down the hiatus between the industry and the academia.
Organizes & coordinates campus placement programme, with a view to assist to every
aspirant in fetching good placement.
Helps every students define his/her career interest through individual expert counseling.
Makes available updated database and job profile of the companies and thus helps each
student analyse and choose company of his interest. The department has in its active file a
database of nearly 6000 companies.
Receives and forwards the feedback pertinent curriculum improvement from the visiting
companies to the faculty, to ensure that the curriculum follows the latest industrial trends.
Provides facilities for the visiting companies to conduct pre-placement talks, written tests,
on line Test, group discussions and interviews.
Organise expert lecture on various topics.
Training & Placement Cell has an excellent team of Student Coordinators to further sharpen all

DEPARTMENT OF ARCHITECTURE The Department of Architecture was established in 1991 and has been offering five year Bachelor
Degree course in Architecture recognized and approved by the Council of Architecture, accredited
by National Board of Accreditation, AICTE and the Government of Haryana. Master of
Architecture (Sustainable Architecture) is introduced from the session 2012-13. Master of Urban
and Rural Planning commenced from the session 2010-11 and now the nomenclature of the course
changed to M.Plan (Urban and Regional Planning). Master of Construction and Real Estate
Management (UGC innovative) programme commenced from the session 2012-13. Doctoral
programme in architecture commenced from the session 2011-12. The teaching faculty is drawn
from premier institutions like IITs, NITs and Schools of Architecture across the country. The
Department’s vision is to create competent professionals to cater to the aspirations of local, regional
and global needs and to explore newer possibilities in Architecture using latest techniques, besides
promoting research and development in the field of Architecture and allied fields..The Department
has a well equipped CAD Lab/Building Material Museum, Model Making Workshop, five spacious
undergraduate studios cum lecture halls, three postgraduate studios cum lecture halls with audio-

The Department of Civil Engineering was established in the year 2009. It has established state of art
laboratories and classrooms. The Department has also got recognition of State Technical Advisors
from Ministry of Rural Development, New Dehi. It has also research project funded by Ministry of
Environment, Forest and Climate Change. For providing design solutions and for material testing,
the department has developed a Test House equipped with sophisticated equipments and has

DEPARTMENT OF ELECTRONICS AND COMMUNICATION ENGINEERING
The department of Electronics & Communication Engineering (ECE) occupies a prominent place
within the overall structure of the University since its inception. The Department offers B.Tech.
Programme in ECE with an intake of 60, M.Tech. Programme in ECE with an intake of 30, and
M.Tech. Programme in ECE (VLSI Design) with an intake of 18 respectively. In addition to this,
research scholars have been admitted to Ph.D. programme in ECE Department. The renewal of
NBA accreditation of UG programme and new NBA accreditation of PG programme is under
process. The course curriculum is designed with the inputs from academia (IIT, NIT, ISC, IIIT) as
well as industry in such a way that optimum magnitude has been assigned to basic as well as
advance course so as to keep the students abreast of basics as well as advances in the specific areas

DEPARTMENT OF MECHANICAL ENGINEERING
The Department of Mechanical Engineering is one of the oldest departments of the University,
established in 1987 to educate students to be engineering leaders, to solve complex problems of
importance to society, to serve the public through outreach and professional activities and to
provide a culturally diverse and intellectually stimulating environment for the discovery and
application of knowledge in Mechanical Engineering. The Department presently runs Research

DEPARTMENT OF MANAGEMENT STUDIES The Department offers MBA, MBA (5 Years dual Degree Programme) and MHA (Masters in
Hospital Administration) where attractive range of subjects are offered, which can be used to extend
students’ main areas of interest. The department has started MBA (5 Years Integrated) in 2012
which is a dual degree programme. A candidate once admitted to this programme shall not be
required to take re-admission at any subsequent stage of the programme depending upon the

The Center of Excellence for Energy and Environmental Studies (CEEES) at this University was
established in the year 2009. The faculty members are engaged in extensive research in the frontier
areas of Energy and Environmental Sciences, with an aim to promote lab to field research. The
laboratories are well equipped with all the modern instruments and facilities to provide high end
research in different specializations of Energy and Environment.
The CEEES center also provides elective courses for B.Tech. programmes in areas of Non-
conventional Energy Sources, Energy Ecology and Environment, Direction Energy Conversion
Methods and Environment Impact Assessment. In addition to the curriculum projects, the Center is
also involved in a project to set up an Energy Park in the University campus, and in a project
proposal to invite installation of a 500KWp solar photovoltaic power generation system for use by

DEPARTMENT OF BIO-TECHNOLOGY
Department of Biotechnology was established at this university in the year 2004 with B.Tech
programme. To give an impetus to research in the emerging areas of biotechnology Ph.D. &
M.Tech (Biotechnology) programmes were introduced in 2009 & 2010 respectively. The
department also started Master of Science in Biotechnology in 2011. The Department has also
started M.Tech (Food Technology) sponsored by Ministry of Food processing industries, Govt. of
India. Such programmes in Biotechnology are helping in producing biotechnology professionals
trained to tackle the emerging scientific challenges in the specialized fields of biological sciences
and technology. The department has well qualified, experienced and committed faculty. The faculty
is actively engaged in major areas of research in the field of genetic diversity, animal and plant
biotechnology molecular & microbial biotechnology, enzyme technology, plant tissue culture,
biosensors and bioprocess engineering. The department has also received extramural grants in the
form of three major research projects from UGC.
To impart quality education by laying emphasis on an integrated approach towards education,
research and on academia-industrial collaboration Department received a grant of 180 lakhs from
World Bank Scheme for TEQIP-II and also has two major infrastructure projects from Ministry of
Food processing industries, Govt. of India (75 Lacs) and UGC, New Delhi (60 Lacs). The research
laboratories are well equipped to provide hands on experience to the students beside the normal
curriculum. The Undergraduate and postgraduate students are provided an opportunity to do a
research project which helps them to handle independent projects in academia and industry.
Research programmes are also conducted in collaboration with several National Research Institutes/

The Department of Physics attained its present status of independent department in January 2009.
The department has started M.Sc. in Physics from the session 2009-2010. Department has well
equipped Laboratory for doing experimentation at B.Tech. and M.Sc. level. The up-gradation of the
department laboratory is being done from time to time as per the recent advances and development
in the concerned area. Further the department has started master degree with two specialization
courses, in “Condensed Matter Physics” and “Electronics” from the session 2012-13. Two new

department also has hydrogen energy research laboratory which is being developed as per the latest

The candidate who fulfills any one or more conditions of the following criteria be
considered for Bonafide resident of the Village Murthal for giving such benefit:-

a) One supernumerary seat has created by the University in UGC courses/programmes(Except
AICTE programmes) being run in the University teaching departments for a single child of
her parents or one amongst the only two girl children with no male child. This superannuary
seat will be available to only one of the two girl children of her parents.
b) The admission on this supernumerary seat in a UGC course will be made on the basis of the
entrance test conducted by the University for course as per schedule mentioned in the
University PG prospectus 2018-19.
c) The eligible single girl child claiming for the supernumerary seat in a UGC course is
required to submit an affidavit on stamp paper worth Rs 20 duly attested by Ist class
magisterate to be obtained from the parents of the girl children declariong therin that the
benefit of this scheme is being claimed for only one girl child out of the two girl children
and the parent shall not claim the same for the 2nd
girl child. The specimen of the affidavit is
attached at annexure XV.
d) If the supernumerary seat in a course remains vacant due to non availability of suitable
candidate, it will not be offered to candidate of any other category.
e) The supernumerary seat should be offered to only single girl child of Haryana state provided
she is otherwise eligible from all angles.
f) If there are more than one claimant to the seat under this category, the admissions will be
made as per the merit list of entrance test.

ENTRANCE TEST
POST GRADUATE PROGRAMMES
1. Entrance Tests for making admissions to various PG programmes of the university will be
held at the University Campus as per schedule of events.
2. (i) Candidates with valid GATE score need not to appear in the entrance test for M. Tech.
(ii) Admission to M.H.A. (Masters in Hospital Administration) will be based on the
academic merit of the qualifying examination.
(iii)The admission to MBA (2 Years) programme shall be done on the basis of valid score in
CMAT. The Candidates with valid CMAT score need not to appear in the entrance test for
MBA (2 Years Programme). For the entrance test if applicable for admission in MBA two
years programme, the entrance test shall be of 100 marks covering the given relevant
syllabus.
3. General instructions are available in Chapter- 13
4. The Eligible candidates including appeared candidates in academic session 2017-18, shall
appear in the entrance test (as applicable). Mere taking of the entrance test shall not entitle a
candidate for admission. However, the eligibility of candidates shall be determined at the
time of counseling and admission.
5. For admission in 5 years dual degree programme in Mathematics and 5 years dual degree
programme in Master in Business Administration, the entrance test shall be of 100 marks
covering the given relevant syllabus.
6. For admission in dual degree program (in physics, chemistry), the entrance test shall be of
100 marks covering 33 questions of physics, 33 questions of chemistry and 34 questions of
Mathematics and for admission in dual degree program in Bio Technology entrance test
shall be of 100 marks covering 33 questions of physics, 33 questions of chemistry and 34
questions Biology from the given relevant syllabus.
7. The weightage for Part “A” and Part “B” of the Entrance test (other than dual degree
programmes and MBA two years programme);

FEE CONCESSION

Department of Technical Education, Haryana through Govt. Polytechnic, Sonepat. (The
eligble SC students will submit the post metric scholarship forms every year on
prtescribed format. The Univerisity fee will be compensated from his / her scholarship
amount. In case the student does not apply for the scholarship in prescribe time limit or is
found ineligible or he / she does not submit complete documents for award of
scholarship, he /she will be liable to pay part / full fee along with late fee as per rules.
4. Post Matriculation Scholarship to BC students for UG/PG courses from the District
Welfare Department, Sonepat.
5. Merit-cum-Means Scholarship for students belonging to the Minority Communities for

a) One supernumerary seat has created by the University in UGC courses/programmes(Except
AICTE programmes) being run in the University teaching departments for a single child of
her parents or one amongst the only two girl children with no male child. This superannuary
seat will be available to only one of the two girl children of her parents.
b) The admission on this supernumerary seat in a UGC course will be made on the basis of the
entrance test conducted by the University for course as per schedule mentioned in the
University PG prospectus 2018-19.
c) The eligible single girl child claiming for the supernumerary seat in a UGC course is
required to submit an affidavit on stamp paper worth Rs 20 duly attested by Ist class
magisterate to be obtained from the parents of the girl children declariong therin that the
benefit of this scheme is being claimed for only one girl child out of the two girl children
and the parent shall not claim the same for the 2nd
girl child. The specimen of the affidavit is
attached at Annexure XV
d) If the supernumerary seat in a course remains vacant due to non availability of suitable
candidate, it will not be offered to candidate of any other category.
e) The supernumerary seat should be offered to only single girl child of Haryana state provided
she is otherwise eligible from all angles.
f) If there are more than one claimant to the seat under this category, the admissions will be
made as per made as per the merit list of entrance test.

COUNSELING AND ADMISSION
POST GRADUATE PROGRAMMES
1. The admission to PG Courses shall be open to the candidates having qualifying degree
examination in any relevant discipline from any Indian University included in the
approved list of Association of Indian Universities (AIU) or any foreign university
recognized by AIU or any other central Govt. institution. Equivalent degree must be
recognized from Govt. of India.
2. The admission to PG courses shall be done by the concerned department of the university
in respect of the courses run by it. However in case of all dual degree programmes
(physics, chemistry, Mathemetics), the admissions shall be done in new teaching block
(In Dept. of Physics) by Dual Degree Admission Committee constituted by Dean (FSTI).
3. The admission to M.Tech. Programme shall be done first on the basis of GATE Score and
thereafter on the remaining vacant seats if any, on the merit of entrance examination.
4. The admission to other PG courses, in which there is no GATE score available, shall be
done on the merit of entrance examination. Admission in MHA (Masters in Hospital
Administration) shall be made on the merit of qualifying examination as per eligibility
mentioned in prospectus. The admission to MBA (2 Years) programme shall be done on the
basis of valid score in CMAT and thereafter for the remaining vacant seats, if any, on the
merit of entrance examination.
5. GATE qualified Candidates seeking admission in a particular course is required to have a
valid GATE score in the eligible course. In case of admission in M. Tech. in ECE, M. Tech.
in ECE (VLSI Design), candidates have to have valid GATE score in ECE only. Other
eligible candidates may seek admissions in these courses through University Entrance Test.
6. Counseling and admission shall be as per Schedule of Events given in the Prospectus.
7. Candidates have to appear in person for Counseling and Admission.

CHAPTER – 13
GENERAL INSTRUCTIONS 1. The admission to PG Courses shall be open to the candidates having eligibility as per
admission prospectus 2018-19.
As per Govt. letter no. 42/158/2016-5GS1 dated 19.01.2018 issued by the chief
secretary to Govt. of Haryana (copy attached at Page No. 103-105), the candidates who
have obtained degrees/diploma through distance education mode after getting enrolled
during 2001-2005 and also who were admitted after the academic session 2001-2005,
their degrees/diploma are to be treated as cancelled. Accordingly such degrees/diploma
will not be considered for admission purpose.
2. The admission to PG courses shall be done by the concerned department of the university
in respect of the courses run by it. For smooth conduct of admission process, Chairperson
of the concerned department shall constitute the Departmental Admission Committee at
department level. Howevere Dean (FSTI) in consultation with Chairman, Biotechnology
shall form Dual Degree Admission Committee (for physics, chemistry & mathematics)
taking faculty members from the participating Department. The venue of this committee
may be in new teaching block (In Dept. of Chemistry).
3. The admission to MBA (2 Years) programme shall be done on the basis of valid score in
CMAT and thereafter for the remaining vacant seats, if any, on the merit of entrance
examination.
4. (i) The admission to M.Tech. programme shall be done first on the basis of valid GATE
Score and thereafter for the remaining vacant seats, if any, on the merit of entrance
examination.
(ii) The seats in all PG/Dual Degree programmes will be filled as per the seat matrix
given at the end of prospectus upto 2nd
counseling. All the eligible candidates of reserved
category Haryana shall be considered first for HOGC category seats.
(iii) In the 3rd
and onward counseling, all the remaining vacant seats under RHQ, ROM,
all Reserved categories of Haryana including HOGC will be considered in general category
(all India basis)..
(iv) If two or more candidates secure identical marks (score) in the entrance test/ GATE,
their relative merit will be determined by the percentage of marks obtained by them in the
qualifying examination. In case of percentage of marks secured in qualifying examination is
also identical, the candidate older in age will be preferred.
4. The admission to PG courses, in which there is no GATE Score available, shall be done on
the merit of entrance examination and if the seats remain vacant these will be filled on the
basis of academic merit of qualifying examination. In case of two or more candidates secure
the identical marks (score) the criteria given in item no. 4 will be followed.
5. If a candidate is eligible for admission to more than one M. Tech. Course, his/her valid
GATE score shall be considered for the admission to such courses provided he/she has valid
GATE score in one of the relevant disciplines of such courses.
6. Counseling and admission shall be as per Schedule of Events given in the Prospectus.

7. It is mandatory for all candidates to be physically present during the counseling and
admission. The concerned Chairpersons/Conveners shall maintain the attendance record of
the candidates who are appearing for counseling. All original certificates will be verified at
the time of counseling by the concerned committee of the department. For any reason, if a
candidate is unable to produce original certificates at the time of admission, he/she will be
allowed provisional admission on his/her application subject to verification of original
certificates within a week time failing which his/her admission shall stand cancelled and fee
forfeited. Such relaxation shall not be given in respect of category certificate.
8. The counseling and admission in a programme will be held in the respective department as
per the schedule mentioned in the prospectus. All the eligible candidates shall mark their
attendance up to 10:00 A.M. on the scheduled date. If a candidate reports after 10:00 A.M.
then he/she will be offered the seat according to the updated merit list at that time only.
9. The candidates who are unable to attend the first or second counseling, he/she is allowed to
attend the subsequent counseling according to his/her merit and eligibility subject to
availability of seat.
10. The candidates seeking admission to PG programmes shall fill up prescribed proforma and
the same shall be signed by the admission committee confirming admission.
11. If a candidate admitted during 1st and 2
nd Counseling, applies for cancellation of his/her
admission, his/her admission will be cancelled by chairperson of the department on
recommendation of the departmental admission committee.
12. Unfilled seats fallen vacant after 4th
counceling (if any) shall be open to all uniformely
whether registered earlier or not. These candidates, if admitted shall be charged university
fee plus the registeration charge.
13. Candidates claiming reservation under SC and Backward Categories or any other
reservation shall have to submit a certificate issued by the competent authority in the
prescribed format.
14. The BC Candidates (Block ‘A’ & ‘B’) for benefit of reservation shall also have to furnish an
affidavit to the effect that he/she is not covered under the criteria of creamy layer.
15. If, the reserved seat(s) of backward class ‘A’ remains vacant, these shall be filled up from
backward class ‘B’ such inter conversion between BCA and BCB shall be made in the
second half of the 2nd
counseling i. e. at 3.00 P.M.
16. If the candidates under reserved categories (Including ROM) are not available upto 2nd
Counseling and the seats remain vacant, these shall be automatically considered converted.
These seats along with other net resultant vacancies after the 2nd
counseling shall be offered
to General category candidates in the next subsequent counseling on all India Basis.
17. Only the candidates having the permanent disability of not less than 40% (being otherwise
fit for admission to the course) will be considered for admission as physically handicapped.
Disability certificate must be issued from Chief Medical Officer of the concerned District.
However, the admission shall be provisional subject to verification by a Medical Board
constituted by the University for the purpose. The decision of the Board shall be final.
18. The seats(s) reserved for Resident of Murthal (ROM), is/are considered as part of Haryana
open General Category (HOGC) i.e. such no. of seats are considered reserved out of HOGC
category for Resident of Murthal.

19. The filling up of ROM seat(s) in PG programmes will be made on rotation basis among
male & female candidates. If an eligible male candidate is not available then the seat will be
filled up with female candidates & vice-versa.
20. Eligibility criteria for Resident of murthal (ROM) mentioned in prospectus shall be strictly
followed.
21. Merit list of entrance test provided by the Controller of Examination duly signed to the chair
persons shall be considered for preparation of merit.
22. Admission in MBA (Hospital Administration) shall be made on the merit of qualifying
examination as per eligibility mentioned in the prospectus.
23. Vacancy status, after each counseling shall be informed to Univerisity-Programmer,
University Computer Centre by the Respective Department directly for uploading on
website for the information of the candidates and public in general.
24. A candidate, who furnishes particulars which are found to be false, or suppresses material
information, will not be considered for admission and if he/she is admitted on such
information, notwithstanding the legal action under the law of the land, his/her admission
shall be cancelled and all fees deposited by him/her shall be forfeited.
25. Before accepting the admission, the candidate must also ensure that he/she fulfils the
minimum eligibility conditions. All the admitted candidates will be governed by the Rules
and Regulations and/ or relevant Ordinance (s) as laid down by the University.
26. In the event of any inconsistency in the rules or any clarification thereof, the matter shall be
referred to Dean (Academic Affairs). Dean (academic Affairs)/ the Hon’ble Vice Chancellor
of the University shall be competent for interpretation of the written rule (s) whose decision
shall be final and binding.
27. Candidates appeared in final year / semester of qualifying examination in academic year
2017-18 can also apply. These candidates must have cleared all the examinations of
pre final year / semester examination. Proof of qualifying final exam should be
submitted by 28th September 2018, otherwise admission shall stand cancelled
automatically and all the dues/ fees paid by them shall be forfeited.
28. Nothing contained in this Admission Prospectus should be construed to convey sanction or
cited as an authority for which University regulations alone are applicable.
29. Any candidate who has been disqualified or debarred by the University or Board or any
other Statutory Board shall not be eligible for admission.
30. Canvassing in any form is strictly prohibited. Further, if any candidate, person or official
engages him self / her self in any unlawful act or indulges in any kind of unfair means in the
Test/Admission, he/she shall be liable to prosecution under relevant laws as per Indian Penal
Code.
31. Those applicants who do not furnish complete particulars in the application form will not be
considered.
32. If the University/authorities are not satisfied with the character, past behaviour and
antecedents of a candidate, they may refuse to admit him/her in the University/ Institute in

order to ensure academic standards, discipline and peaceful atmosphere in the
University/Institute.
33. All disputes pertaining to admissions in the session 2018-19 are subject to the jurisdiction of
Sonepat Court only.
34. All rules and regulations for submission of migration certificate by the candidates who have
passed the qualifying examinations from other Universities / Boards will be applicable as
per the rules of the concerned university.
35. Reservation shall be applicable as per Haryana Govt. rules.
36. Any increase / decrease in intake and addition of new courses in the University reported
after the publication of the Prospectus shall be included in the list at the time of counseling
after approval of the Competent Authority.
37. Refund of fee/ dues in the event of cancellation of admission shall be governed as per
Govt.of Haryana guidelines. In the event of a candidate with drawing before final closing of
the admission, the entire fee collected from the student, after deducting of the processing fee
(Rs. 1000/-) shall be refunded to the candidate. Should a student leave after joining the
course and if the seat consequently falling vacant has been filled by another candidate by
closing of admission, fee collected shall be refunded after deducting proportionate monthly
fee and hostel rent, where applicable.
38. Change in the Schedule/any relevant information shall be displayed on the university
website www.dcrustm.org , www.dcrustm.ac.in and no separate letter shall be sent.
39. Admission to Kashmere migrants shall be governed as follows:
(a) Relaxation in cut-off percentage upto 10% is given to minimum eligibility requirement.
(b) Only those Kashmiri migrants who have migration certificate and have passed their
qualifying examination on the last date of submission of admission form are eligible.
(c) Academic qualification for admission to various PG programmes run by the University
shall be the same as mentioned the chapter-4 “Eligiblity for admission”.
(d) upto 5% of sanctioned seats in each programme may be filled by Kashmiri migrants on
supernumerary basis on the inter-se-merit of Kashmiri migrants on the basis of percentage
of qualifying examination. In case of tie-up of score, the criteria laod down by the
Univeristy will be followed if the candidates secure the same marks in the qualifying
examinations for admission to those programmes.
(e) The candidates applying under Kashmiri migrants will produce a certificate in support of
their claim from the competent authority or Relief Commissioner.
(f) Mere possession of the prescribed academic qualification does not entitled a candidate
for admission to these programmes. Candidates are required to fulfil other conditions as
spelt out in the Prospectus.
(g) If a candidate simultaneously apples for more than one option i.e. through entrance test
& under Kashmere migrant Quota, he/ she is required to apply separately.
(h) The domicile certificate is not required.

40. Procedure for 5th
/6th
Counseling shall be as under:
a) Seats unfilled / leftover / vacant till then shall be filled through advertisement
in the leading National News Papers/on the University Website.
b) These candidates, if admitted, shall be charged university fee along with other
charges plus the registration charge.
c) Time for marking of attendance and submission of applications form is 9:30
a.m. to 11:30 a.m. in the respective departments.
d) For this counseling no applications shall be accepted after 11: 30 a. m.
e) Criteria for the counseling
Firstly the candidates on merit of valid gate score / CMAT (as the case may be)
shall be admitted. If seats remain vacant, the candidates (registered/ unregistered)
possessing complete result of qualifying examination shall be considered in order of
their % marks.
Thereafter if the seats still remain vacant, chance will be given to those who have
cleared their pre final year/semester examination and appeared in final exam. Their
relative merit shall be formed on the basis of their average % of marks up to pre final
year/semester.
45. As per office order no. DCRUST/Acad./AA-1/2016/3688 to 3703 dated
14.07.2016 SC /ST Students have not to be charged admission fee (except refundable
security/ caution money). Such exemption will be given to those whose family income
is upto Rs. 2.5 lacs per annum from all sources and who produces, at the time of
admission, the caste and income certificate from competent Authority. The eligible SC
students will submit the Post Matrict Scholarhsip forms every year on prescribed
format. The fee will be compensated from his/her scholarship amount. In case the
student does not apply for scholarship in the prescribed time or is found ineligible or
he/she doesnot submit complete documenets for award of scholarship, he/she will be
liable to pay part/full fee along with late fee as per rules. Further, it is also intimated
that if the scholarship amount received from the SC category student is less than any
semester fee, if any case, the remaining fee will be deposited by the student(s). Such
students should deposite their original certificates till the final closing of the
admissions in the Univerisity.

All other SC/ ST students are liable to pay full fee including those SC
students who are admitted to M. Tech. / M. Arch. on the basis of valid GATE SCORE.
46. For admission to Master of Science Courses, an additional weightage of 5% will be
given in merit to rhose candidates who have passed their qualifying examinations with
Honours in relevant discipline.
47. Chairperson of the Department will constitute a admission committee that will prepare
the merit list ( rank wise ) of all the applicants. The merit list will be displayed well in
advance on the university website before first counseling. After completing the work
of the admission, the committee will submit all the details of admitted students on the
prescribed performa supplied by the registration branch of the university with
attachment of the all the papers of the counseling.
48. The gross annual income of parents shown in the certificate should be of financial year
2017-18 and certificate should be issued on or after 01.04.2018.

CHAPTER – 14
CODE OF CONDUCT
While the following regulations or the points of code of conduct are not an exhaustive set of
regulations, a student may be expelled from the college or disciplinary action as deemed fit may be
taken, based on assessment of competent authorities about the behaviour/action not befitting the
stature of a student of a professional Institution/University.
1. The students are not allowed to have any kind of motorized vehicle(s) such as motor cycle,
scooter or car in the hostel premises. Only cycles are allowed. Parking of students’ motorized
vehicle shall be outside Gate No. 1.
2. The students are warned against any kind of ragging and all sorts of violence (physical assault
or otherwise) on or off campus. Even minor forms of ragging shall attract penalties such as
withdrawal of any scholarships, book grant, cut in marks of general proficiency / fitness for the
profession, non issuance of character certificate, disallowing the use of University facilities,
etc.
3. Consuming alcoholic drinks, tobacco products, (cigarettes, etc.) and drugs or any kind of
intoxicants within the University / Hostel premises or entering the campus in inebriated
condition is strictly prohibited.
4. The attempt of any student to present any work of someone else as his own work will amount
to plagiarism and shall render the offender to immediate expulsion.
5. The attempt of any student to appear in any examination or test or interview, posing as another
student, shall amount to impersonation and make the offender liable to expulsion.
6. Any student found indulging in ragging in the hostel or in the University will be immediately
expelled from the hostel and the University, as also other disciplinary action shall be initiated
against him. It may be noted that Hon’ble Supreme Court of India has set out strict guidelines
against ragging and as per its orders, ragging is a cognizable offence.
7. The students should approach their teachers and other staff members of the University and
hostels with respect and courtesy. The students should also treat fellow students (seniors or
juniors) with dignity and respect.
8. The students should put in intellectual effort in choice of words such that the language of
conversation with any one is not filthy, provocative, abusive, or unbecoming of the stature of a
student of the University.
9. Students are advised not to form any association, union or club or organize any activity /
gathering without prior written permission of the competent authority. They are advised not to
indulge in any prejudicial or subversive activity, promote any political activity, organize any
type of agitation or get involved in any activity detrimental to academic pursuits and prestige of
the University. They are also advised not to criticize or make derogatory remarks / comments
against the University administration, teachers, other staff members or students.
10. The students are advised not to misuse or damage any University campus / hostel property,
equipments, tools, instruments, library books, furniture, fixtures, fittings, etc. The cost of
damages shall be charged from students individually or collectively. Writing on the walls or
black / green / white boards anything uncalled for and defacing these places is punishable.
11. The students shall abide by the provisions made in the ordinance of relevant academic
programme. For detailed information, the student can read the relevant ordinance.
12. The students are warned against possession and / or use of obscene site(s) on computer, books,
magazines, periodicals, newspapers, VCDs, audio visual tapes, etc.

13. Students are also advised to refer to detailed rules of Library, Hostels, etc. for proper use of
facilities.
14. The students are advised not to indulge in any kind of indiscipline or misconduct during their
stay in the university campus.
15. The student shall strictly adhere to the dress code, if any, prescribed by the University. They
will put on the blue dress while working in the workshop and a white apron in other
laboratories. The students are not allowed to wear slippers/bathroom slippers in the
classes/laboratories.
16. The students shall put on their identity cards in person while they are in the University.

CHAPTER – 15
ANTI-RAGGING GUIDELINES AND MEASURES
As per judgment of Hon’ble Supreme Court, “Ragging shall be constructed as an act of
sadistic pleasure or showing off power, authority, or superiority by senior students over their juniors
or freshers”.
Ragging in any form – teasing physically, psychologically or by spoken or words is
absolutely prohibited in the University campus and hostels. If any incidents of ragging come to the
notice of the authority, the concerned students shall be given an opportunity to explain to the
Proctorial team and if their explanation is not found satisfactory, the authority would rusticate the
defaulters from the University. However, in compliance of the recent instructions of the Hon’ble
Supreme Court, once a student is found prima facie involved in ragging he/she would be
immediately suspended from the University and the Hostel. The matter will mandatorily be reported
to the police and criminal law set into motion.
IMPORTANT INSTRUCTIONS AND DON’TS WITH REGARD TO RAGGING
What amounts to ragging? Any action by senior(s) individually or in a group, that may cause a
fresher/ junior any sort of physical, mental or psychological discomfort, amounts to ragging. A
student must desist from following actions:
Forced Activity
1. Physical abuse - forcing a junior/ fresher to drink, eat or smoke, dress in a particular manner or
undress.
2. Verbal abuse – asking to swear words & phrases, to make direct or indirect derogatory references
to someone’s appearance, attire, religion, cast, family, etc.
3. Pressurizing junior/ fresher for singing, dancing, reading or browsing pornographic/
objectionable material or asking to interact with strangers, particularly of opposite sex, or
performing in any other way such as forcing one to use foul language or shouting or cheering in any
event.
4. Asking juniors for copying notes or assignments, cleaning rooms or clothes, etc.
5. Visiting fresher’s room or inviting fresher to visit one’s room for interaction without the
knowledge of hostel authorities (Supervisors / Warden / Chief Warden).
6. Involving fresher in singing, dancing, and mimickering or performing in any manner under the
guise of talent search or interaction.
Activity related to Lifestyle
1. Compelling fresher to interact in a particular fashion, e.g., asking to address a senior sir or
Ma’am.
2. Imposing or not permitting certain kinds of dress on fresher or specific accessories such as jeans,
belts, caps, turbans, etc. for freshers / juniors.
3. Enforcing rules regarding hairstyle, shaving or oiling hair, or applying pastes, mud, etc.
4. Restricting fresher the access to certain parts of the hostel, e.g., common room, etc.
PLAYING OF MIND GAMES

A particular form of interaction in which a senior or a group of seniors manipulate the
conversation so as to humiliate the fresher or make him/ her feel stupid or insecure or threatened is
strictly prohibited. Friendly interaction by senior with fresher which facilitates academic ambience
inside hostel and in academic premises is highly appreciated, however, to ward off derailment from
the intended purpose, it is advisable that such interaction be undertaken in the presence of Warden
or his authorized person / team.
MEASURES ADOPTED TO CURB RAGGING
University has an elaborate mechanism to tackle the problem of ragging and remain successful in
making the campus ragging-free. The mechanism and measures adopted are:
1. Escort teams to accompany the fresher students:
All freshers are escorted from the hostel to teaching blocks and back to the hostel under the
supervision of escort teams consisting mostly of technical staff three times every working day, i.e.,
at the start of the first class, then for the lunch, and at the end of the last class. Similarly, escort team
consisting of lady staff under the supervision of the hostel matron escorts newly admitted girl
students from girls’ hostel to teaching blocks and back. The mechanism remains operational
continually till proneness to ragging persists.
2. Proctorial Team: A proctorial team consisting of faculty from different departments remains
vigilant in various teaching blocks with two objectives – (i) to prevent any kind of ragging and (ii)
interact with the senior students to help curb ragging and report any incidents to the Proctor.
3. Surprise inspection teams – Several teams comprising of senior faculty members are in place to
make surprise checks in hostels on each day of the week.
4. Raiding teams in Hostels: Towards curbing ragging in hostels, anti-ragging groups, each
consisting of two faculty members, remain always present in hostel premises on roaster basis during
5pm till 12pm night. This mechanism remains operational continually for two months. Its
continuation is again reviewed and decision taken accordingly. In addition to this, hostel personnel
maintain round-the-clock vigilance, and particularly after 12.00 in the night, in the supervision of
the Hostel Warden and / or his authorized personnel / team.
Orientation and Counseling
An orientation Programme is arranged for newly admitted students along with their parents to
apprise them about the University, its academic strengths, various facilities (including extra-
curriculars), Teaching departments and the anti ragging mechanism in place.
All the newly admitted students are divided into groups and each group is attached with a faculty
counselor who acts as local guardian and career guide throughout their stay in the University. In this
regard, students are advised to contact the Chief Counselor of the Univ. or the Counselor of the
relevant dept. or disciplinarian-cum-Counsellors.
The Chief Warden along with proctor and Wardens arrange meeting with senior students in
respective hostels and apprise them of the Supreme Court’s views and decision in regard to ragging
and of the seriousness we attach to this menace.
A team especially formed under the supervision of Dean Students Welfare carries out anti-ragging
campaign inside the University campus through banners, posters in the campus and by organizing
awareness programmes in academic premises.
Further, an Advisory Committee on Ragging is in place. It consists of senior faculty members of the
University, representative of stakeholders and district administration (Civil & Police).

Vide Notification No. 808-SW(1) dated 17 August, 2016 issued by Welfare of Scheduled Castes and Backward Classes Department, Haryana, the criteria for exclusion of creamy layer within the Backward Classes as per the Schedules appended to the Act, namely Scheduled I, II & III will be as under:- “The Children of persons having gross annual income of upto three lakh rupees shall first of all get the benefit of reservation in services and admission in educational institutions. The left out quota shall go to that class of Backward Classes of citizens who earn more than Three Lakh rupees but upto Six Lakh rupees per annum. The sections of the Backward Classes earning above Six Lakh rupees per annum shall be considered as Creamy Layer under section 5 of the said Act.”
4. The reservation of seats is as per the Reservation Policy of the State Govt. and is subject to any change/ amendment by the State Govt. from time to time.
