7NDP: THE PATHWAY FOR REGIONAL AND GLOBAL INTEGRATION

From the 7NDP the nation’s development interventions will be harmonized with the regional and global development agendas, such as:

Through the 7NDP, Government will create an environment to transition from the Millennium Development Goals (MDGs) to The Sustainable Development Goals (SDGs), given that the SDG domestication requires an integrated multi-sectoral engagement, with interlinking goals.

n The AU Agenda 2063, n The Regional Indicative Strategic Development

Strategic Plan (RISDP), n The Sustainable Development Goals (SDGs), n The Vienna Programme of Action,

n The Istanbul Programme of Action, n The Southern African Development Community

At the time of developing this Plan, Zambia was undertaking some of the following key reforms:

1. Decentralisation

However, slow implementation of these reforms was detrimental to the timely realisation of development plan goals. Therefore, the Government will speed up the implementation of various policy reforms.

The 7NDP is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.

GOAL OF THE 7NDP

The goal of the 7NDP is to create a diversified and resilient economy for sustained growth and socio-economic transformation driven, among others, by agriculture.

Furthermore, this Plan responds to the Smart Zambia transformation agenda 2064 and embeds in it the economic recovery necessary for the actualisation of a Smart Zambia.

The 7NDP as an effective guide towards Zambia’s aspirations of being a developed middle-income nation.

OPPORTUNITIES AND CHALLENGES OF ZAMBIA’S DEVELOPMENT

General observations indicate negative traits that may be detrimental to achieving rapid progress in development including:

Poor time management Low Productivity Poor EnterpreneurshipCulture

Poor Working Culture Poor Reading Culture Low level of Innovation

n These negative traits need to be confronted and remedied whilst building on the positive traits of our culture. Transforming these traits will call for widespread mindset education programme, which combines positive traits towards developing a positive Zambian identity.

n Zambia needs an attitude and behavioural change tailored towards transforming the national development pathways among a cross-section of its people. There is need for a paradigm shift that focuses on addressing negative cultural attributes while enhancing the positive traits.

EDUCATION SECTOR UNDER 7NDP

n Education is a key driver to higher productivity which is a prerequisite for national development.

n There is need to increase investment in educational infrastructure with the view to improve the quality of education.

n Government to consider developing a strategy linking education and vocational curricula to industrial labour demands.

n Improved education and skills development are instrumental in creating societies that are better able to respond to social and economic development challenges they face.

n Achieving diversification in Zambia will require a labour force that has functional skills and qualifications that support the development of practical skills in science, technology, engineering and mathematics.

To ensure successful implementation of the strategies in the 7NDP, a positive mindset will be key and inculcating this mindset will be the most cardinal element.

n Over time, it has been realized that citizens’ negative mindsets are some of the key national constraints to development and social transformation in many nations.

n Growth of any country’s economy is only possible if citizens play their various roles and responsibilities diligently.

n The wealth of society is created by the collective efforts of citizens If citizens do not have a culture of hard work and sacrifice, there would be minimal economic progress the country can make in spite of progressive policies.

CITIZENS MINDSET AND NATIONAL DEVELOPMENT

In view of this, the President during the official opening of the second session of the Twelfth National Assembly of Parliament emphasized on the need for a “change of mindset” in order for the country to achieve aspirations in the Seventh National Development Plan (7NDP 2017-2021).

UGANDA

U GANDANATIONAL MINDSET EDUCATION PROGRAMME

n In Uganda, Mindset Education Programme was launched aimed at developing citizens with positive attitudes and correct mindsets for national development.

n The President mentioned that through the use of mind education, they would be able to promote leadership skills, reduce unemployment and moral deterioration levels and create a unified mindset.

n Through this, people would start appreciating resources and the current situations to effect change in the country.

THE CASE OF RWANDA

R WANDAUSING MINDSETS TO CHANGE SOCIETY

n We can draw examples from Rwanda’s transformational footprints from an almost failed state 22 years ago to becoming a top performer, not only in Africa, but globally, on various objective measures of growth, business climate, health, education, crime prevention, anti-corruption, women’s empowerment, trust in public institutions, and freedom, among others:

n Rwanda opted to invest in her population’s mindset and began this by being determined to use Rwanda’s resources to address challenges. President Kagame added that, the reason why mindset is vital among citizens is simply because they are the ones who hold the most risks of transformation. First, transformational change happens at the level of mindsets.

n PMRC calls for a Mindset education programme to be established and implemented in view towards successful implementation of the 7NDP as well as other key policies being put in place.

n A Programme should be designed, that defines the traits of a positive Zambian identity and promotes new models of development.

n The changing of mindsets will require strong institutions and management, which will strengthen our strategies and facilitate for cohesive policies and implementation.

n Finally PMRC calls on all Zambians to take ownership of the 7NDP and contribute towards implementation with a shift in mindset, as this will speed up the process of Zambia Attaining the status of being a developed middle-income nation by the year 2030.
