KCB CHARACTERISTICS

• Primary task 1924 export inspections
• Appointed by Government

TASKS KCB
Only public tasks:
• Quality inspections F&V import/export/ NL-EU market
• Phytosanitary inspections import
» fresh fruits and vegetables
» cutflowers and pot plants
» miscellaneous products, like tobacco leaves
• Phytosanitary inspections export (as Honorary officer of the NPPO)

RELATIONSHIP KCB – MINISTRY OF ECONOMIC AFFAIRS
• Ministry of Economic Affairs (= Agriculture) responsible for national and international policy and affairs
• KCB has to perform inspections according:
- rules (EU) 543/2011 (EU regulation concerning quality fresh fruits and vegetables)
- instructions by Ministry of Economic Affairs

• History product control only at auctions and packing stations
• Change in product flow:
» direct from grower to packing station
» direct from grower to export/traders

EU regulations (2009)
• Reduction of number Specific Marketing Standards (SMS)
Apples, Pears, Citrus (Oranges, Lemon, Mandarin), Sweet Peppers,
Tomatoes, Kiwifruits, Lettuces, Peaches and Nectarines, Strawberries, Table Grapes
• General Marketing Standard (GMS) for all other products
• SMS : I call SMS as GMS +
• UNECE-standards may be used for GMS products (supermarkets) no inspections KCB

INSPECTION QUALITY FRESH FRUITS AND VEGETABLES
KCB does conformity checks at:
1. Import from non-EU-countries
2. Internal market
3. Export to non-EU-countries
4. Re-export to non EU countries

• Audits by NPPO (Fytosanitary inspections)
And:
• Audits by Dutch Council of Accreditation (Quality inspections)

ACCREDITATION KCB
• ISO/IEC 17020, type A (certified by Dutch Council for accreditation)
• Type A, highest level of independency
• Quality system (includes procedures, instructions, training etc.)
• Guarantees high quality level of control

INSPECTION COSTS
• Costs of inspection: 100% payment by inspected companies
• No contribution by government
• Fee per inspection:
- starting fee (covering administrative costs, costs travelling from office to company) € 47,68 per inspection
- fee per minute inspection € 1,49 per minute
• Fee is ordered by / approved by Ministry of Economic Affairs
• Fee must cover costs; profit not allowed
