Jharkhand has taken it forward under guidance of NITI Aayog

• Encouraged the citizen centric approach and developed Vision and three year Action Plan in alignment of SDG, but with local relevance

• The state is concern about what has been achieved rather than what has been done in longer prospective

• Appropriate resource allocation and effective governance are the tool to drive the agenda

• Development agenda to be delivered through multi-sectoral convergent basis where all concerned state govt. institutions & stakeholders needs to come together

Ø Final Vision and Action Plan was published in Aug’ 2018 and circulated to all stakeholders for implementation. This Vision includes 13 sectors and each sector is having

set of indicators with target given. Also to achieve the targets, action plans have been proposed for implementation.

Ø Each sector has a lead department to drive the sectoral goal with help of relevant support departments and a detailed implementation plan preparation is in process for

each sector. Mapping of SDG goals with the Vision indicator as well as with the central and state scheme has been done. Vision action plan and goals are being

considered during preparation of annual plan. Simultaneously awareness and need of convergence, project management and capacity building has been established.

Ø An analytical tool has been procured for monitoring and evaluation purpose and input mechanism to provide frequent data is getting developed for real time

monitoring

Policy:• Policy level gaps for standardization of data capturing models. • Policy for the timely data updation and sharing.• Policy on defining the measurement indicators and timeline. • Training, change management and continuous improvement.

Process:• Redundant process and data entry mechanism. • No process or system in place to define the process for validation and cross validation. • Unclear responsibility and accountability.• Lack of synergy and adoption from departments.

Infrastructure:• Inadequate infrastructure for data entry and validation. • Inadequate Network and IT Infrastructure• Resource availability and incapability for managing the IT system.

Technology• Unavailability of Online MIS (with major departments) along with framework on data standardization. • Silo systems and silo database• Only Few areas where data integration/sharing is happening among database. • Data classification, security and access layers are not defined in most of the cases.

Capacity Development

State Training Institutions namely State Institute for Rural Development(SIRD),Sri Krishna Institute of Public Administration(SKIPA),Central Training Institute(CTI) have looked into the capacity building programmes being conducted by them and their linkage with the SDGs. Accordingly they are identifying thematic areas which require to be included in their capacity building programmes

SDG Training DetailsGoal 2:- END HUNGER, achieve food security andimproved nutrition and promote sustainableagriculture

10 trainings in the year 2017-18 and 16 trainings in the year 2016-17 were held with participants varying from officials ofconcerned department to ERs, farmers and beneficiaries

Goal 3:- Ensure healthy lives and promote the wellbeing for all at all ages

TOT was held in collaboration with NCPCR on Safe Childhood in the year 2017-18 & two in the year 2018-19

Goal 5:- Achieve Gender equality and empower allwomen and girls

2 trainings in the year 2017-18, 3 in the year 2016-17 and 1 in the year 2018-19.

Goal 6:- Ensure availability and sustainablemanagement of water & sanitation for all.

3 trainings have been held in the current year aiming at Protection and Restoration of Water.

Goal 8:-promote sustained , inclusive and sustainedeconomic growth, full and productive employmentand decent work for all

26 trainings in the year 2017-18 and 69 trainings in the year 2016-17 were held with participants varying from officialsof concerned department to ERs, functionaries and beneficiaries.14 training have been conducted in the current financial year aiming at Livelihood through Birsa Munda Bagwani Yojna

Goal 11:- make cities and human settlements inclusive,safe, resilient and sustainable

2 trainings in the year 2017-18 and 12 trainings in the year 2016-17 were held with participants varying from officials ofconcerned department to ERs, functionaries and beneficiaries

Goal 16:- promote peaceful and inclusive societies forsustainable development, provide access to justice forall and build effective, accountable and inclusiveinstitutions at all levels

In collaboration with NCW, New Delhi and NIRDPR, Hyderabad, capacity building of EWRs of Pakur, Simdega andChatra was done on issues ranging from flagship programmes to laws for protection of women and children.With a view to bring Accountability in Institutions 13 trainings related to Social Audit have been conducted.

Partnership

The Department of Planning cum Finance has partnered with UN agencies namely Unicef and UNWOMEN. The partnership with

Unicef includes orientation on SDGs at state and district level. Preparation of the roadmap for roll out of orientation at both levels is in

process.

Technical support from UNWOMEN together with Unicef is focussed on Goal 5, through strengthening the tool of Gender Responsive

Budgeting

A Background paper titled ‘Achieving Sustainable Development with Equity in Jharkhand ’prepared by Institute for Human

Development. It includes Baseline value on Indicators for Sustainable Development Goals in Jharkhand.

A compilation of the initiatives taken by various states towards implementation of SDGs has been made in order to learn from thedifferent best practices.
