Health Care Reform updateThe Patient Protection and Affordable Care Act (PPACA), which became law on Mar. 23, 2010, will impact employer-sponsored medical plans in many ways over the next few years. One of the changes that will be effective Jan. 1, 2012, is that you will no longer be required to certify that your dependent child under the age of 26 does not have other medical coverage available to him or her (such as through his or her own employer).

It is your responsibility to be certain that each dependent meets UPMC’s definition of eligibility before you enroll.  If you have any questions regarding eligibility, call the UPMC Employee Service Center at 1-800-994-2752, option 3. UPMC may perform periodic dependent eligibility audits. If you are selected as part of the audit, you will be required to provide proof of a dependent relationship, such as a marriage certificate for a spouse or a birth certificate for a child.

Use Auto Increase to accelerate your savingsThe average employee will likely need to save at least 11 times his or her final year’s salary to maintain a consistent lifestyle in retirement. That seems like a big number, so how do you achieve this goal? The answer is to save as much as you can now — and in the future. The October 7 issue of Extra! explained how it is now easier to increase your savings in the UPMC Savings Plan.

Through a new feature called Auto Increase, you can elect to have your Savings Plan contribution rate automatically increase each year by 1% or more until you reach your target contribution rate. Just sign up for Auto Increase and you’ll be on your way to saving more for retirement.

How to take advantage of Auto Increase

Log in to My HUB, click on the Human Resources tab, then select My Retirement under My Benefits. You can select Quick Enrollment or Change Contributions to elect Auto Increase. Questions on the Auto Increase feature in the UPMC Savings Plan should be directed to the UPMC Retirement Center at 1-800-994-2752, option 1, then *0. Representatives are available Monday through Friday, from 9:30 a.m. to 6 p.m.

Frequently Asked Questions about required 2012 PTO Sell changes As announced in the Sept. 14 My Benefits 2012, the PTO Sell program is changing in 2012 due to Internal Revenue Service (IRS) rules. A detailed explanation of the program and examples of your two options to sell were discussed in that issue, along with information on the new UPMC Employee Hardship Fund.

The PTO Sell program allows you to receive payment for the value of your accrued PTO hours, up to 40 per calendar year. However, if you elect to sell PTO during the calendar year instead of in advance of the new calendar year during Open Enrollment, you will have a 6% reduction in the value of the payout automatically applied to the amount that you have elected to sell. The 6% reduction is not a tax, but is a required reduction per IRS rules.

Q. How can I avoid the 6% reduction when selling PTO?A. Each year during Open Enrollment, you will be able

to make an irrevocable election to sell PTO for the following year. You may sell a minimum of eight hours up to a maximum of 40 hours. The amount of PTO sold is generally paid by the end of January of the following year, provided you have a balance of at least 80 hours remaining in your PTO bank after the hours are sold. You will receive 100% of the value of the PTO sold and the amount paid will be taxable income, just as in the past.

Q. If I sell PTO during the calendar year and have the 6% reduction applied to the amount sold, where is this money going, if it is not a tax?

A. UPMC will create an Employee Hardship Fund and contribute at least 6% of the total reduction for PTO sold during the calendar year. These funds will be used to provide up to $1,000 to employees who experience an immediate financial hardship, such as eviction, foreclosure, or unreimbursed medical expenses, among others. Employees also will have the opportunity to donate PTO to this fund to assist fellow employees who have no other means to cover these expenses.

Q. Can I elect to sell PTO during Open Enrollment and during the year?

A. Yes, as long as the total hours being sold does not exceed 40 hours for the calendar year and you have 80 hours in your PTO bank after the hours are sold. The value of the PTO Sell hours elected during Open Enrollment will be paid out at 100% and the value of the PTO sold during the year will be paid out at 94%. In both cases, the value of the PTO sold is taxable income.

Q. If I elect to sell PTO, can I also donate PTO to the Employee Hardship Fund during the same calendar year?

A. Yes. You can sell up to 40 hours of PTO and donate PTO during the same calendar year. Both PTO Sell and PTO donations are considered taxable income. However, PTO donations also may be eligible as a charitable donation on your individual tax return. PTO donations can be made in one-hour increments and more than once a year for employees interested in minimizing the tax implications from any one pay.
