However, they are not considered as a minor-ity, but as a social group in vulnerable situation. In fact, the Roma themselves, through their representat-ive organizations, have refused to be considered as a “minority”. The challenges facing the Roma can be tackled through the design and implementation of so-cial policies and programs and not on the basis of ethnic criteria, since the Roma themselves do not wish to rely upon such criteria. <p>Greece accepts the second part of this recommendation, which refers to the improvement of standards in housing, educa-tion and health care.
