    1. Why DMIC?

    The USD 90-billion Delhi-Mumbai Industrial Corridor project is aimed at creating industrial

    infrastructure along the Delhi-Mumbai Rail Freight Corridor, which is under implementation.

    hundred urban infrastructure projects that embody the spirit of innovation and stand as an inspiration

    to infrastructure participants and city leaders around the world," said Head, Infrastructure Advisory

    Group, KPMG India Arvind Mahajan.

    The statement said India is expected to witness large scale migration with almost 400 million people

    expected to move to urban centers in the next few decades.

    With existing cities and towns already densely populated, the creation of new cities andneighborhoods will be critical. Additionally, the burgeoning population of the country requires creation

    of 300 million new jobs in the next 25 years, it said.

    "The Delhi Mumbai Industrial Corridor aims to meet these challenges by creating globally competitive

    environment and world class infrastructure to activate local commerce, enhance foreign investment,

    create employment opportunities, enhance exports and attain sustainable development," it added.

    Industrial Corridor (DMIC) project have been revised from 2013 to 2017. DMIC

    Developement Corporation (DMICDC) CEO Amitabh Kant is confident that these new

    deadlines will be met. Our objective for the first phase from 2012 to 2019 across seven

    new cities should be completed by 2019 and I think we are well on time. The train will

    run by 2017-end on dedicated freight corridor,explained Kant.At an estimated USD 90 billion, the DMIC, was deemed an ambitious project. The

    original deadline of 2013 set for completion of the freight line was a tough task.

    Especially due to issues over land acquisition and delayed approvals from state

    governments.

    d. My Conclusions: We should stick to DMIC because of the above reasons and also, as we have

    been talking about it since the technical proposal and we shouldn't deviate from it unless absolutely

    necessary.

    The regions identified for development in Phase 1 for Maharashtra are Dighi and Nashik-Sinnar. The

    regions identified for Phase 2 for Maharashtra are Dhule and Pune.

    2.1 DMIC Maharashtra:

    As perhttp://delhimumbaiindustrialcorridor.com/dmic-maharashtra.php,In Maharashtra, the

    alignment of DFC passes through Dahanu Road, Virar, Vasai Road, Diva and terminates at the Jawaharlal Nehru

    Port in Navi Mumbai, with about 18% of area of the state within the influence area of DMIC.

    Based on the strengths of specific regions in the influence area, four development nodes have been identified in

    the influence area of DMIC. These include two investment regions and two industrial areas. Preliminary

    discussions with the State Government agencies also indicate that adequate land is available for the envisaged

    developments. Proposed project components in each of the nodes are discussed briefly hereafter:

    . Node No.17: Dhule-Nardhana Investment Region

    . Node No.18: Igatpuri-Nashik-Sinnar Investment Region

    . Node No.19: Pune-Khed Industrial Area

    . Node No.20: Industrial Area with Greenfield Port at Dighi

    Node-20: Industrial Area at Dighi Port

    The proposed Industrial Area with development of Greenfield Port Dighi, located in Raigad district, is close to

    Janjira-Murud Beach along west coast of Maharashtra. It is important to note that Dighi has a distinctive

    advantage for development to panamax size vessels and large bulk carriers.

    Advantages:

    . Proximity to Mumbai, the financial capital of India.

    . Will be served by NH-3, NH-8, NH-17 and NH-4/ NH-4B. These highway links are also the prominent linkages

    for Jawaharlal Nehru Port. Widening and Strengthening of NH-4 , NH-4B and NH-8 to four-lane dual carriageway

    is completed, whereas work is under progress in the case of NH-17 and NH-3.

    . Greater Mumbai City, with population above 16.4 Mn as per 2001 Census, will receive INR 16,507 Crore for

    urban infrastructure improvement under JNNURM Scheme. These funds would be disbursed over a period of 5

    years.

    . These sites offer opportunities for developing Greenfield ports through private sector participation. . Can be

    suitably linked with Mumbai-Delhi and Mumbai-Howrah Dedicated Freight Corridors.

    Proposed Components:

    . Greenfield Port at Alewadi/ Dighi Port: It is envisaged that development of Greenfield Ports at Alewadi and

    (or) Dighi Port would be considered under DMIC. These ports are proposed to be developed with Container

    Terminals. Selection of specific port or both the ports would be carried out during the detailed feasibility stage.

    . Export-oriented Industrial Units/ SEZ: This region has the potential for chemical, engineering, paints,

    pharmaceuticals and port based industrial activities (ship repairing/ship building etc).. Integrated Logistics Hub: Industrial Area with Greenfield Port will also include development of Integrated

    Logistics Hub with Container Freight Station and multi-modal logistics infrastructure with value added services.

    . Integrated Township: This region would be provided with integrated township with residential, institutional,

    commercial and leisure/recreation infrastructure which could be dovetailed to requirements of specific investor

    groups/ countries.

    . Development of 3000MW Power Plant: There is a possibility of developing 3000MW power plant in Raigad

    district. Adequate land and resources are available in this region for developing power plant. However, detailed

    evaluation will be carried out during the detailed feasibility stage.

    . Feeder Road Links: Development of feeder road linkages connecting the identif ied industrial area with NHDP,

    Hinterlands, inter alia, includes following development proposals.

    - Augmentation of Linkages connecting Alewadi and Dighi Ports with the National Highway Network (NH-3, NH-4,

    NH-17, NH-8).

    . Feeder Rail Links:

    - Connectivity to Dedicated Freight Corridor and Hinterland can be provided though appropriate rail linkages.

    2.2 Work Progress for Dighi as per the document

    As per Prof Monika Jain's link:http://www.dmicdc.com/MonitoringFormat_DMU_PMO.pdf, as per

    the status on May 31st, 2013, for Maharashtra, work has started for Dighi and Shendra (near

    Aurangabad) areas.

    The Concept Master Plans and Development Plans for Dighi Port Industrial Area and Shendra BidkinMega Industrila Park have been approved by the State Government, but are yet to be notified under

    relevant State legislations.

    A review meeting with Jt. CEO, Maharashtra Industrial Development Corporation (MIDC) was held on

    5th May, 2012 and the Development Control Guidelines and the Financial for the Dighi Port

    Industrial Area and Shendra Bidkin Mega Industrial Park submitted by the consultants has been

    discussed in detail.

    Land acquisition is in process by the State Government. At Dighi, 7.64 sqkm has been acquired; 11.73

    sqkm is under acquisition; Acquisition of further 77.56 sqkm approved by State High PoweredCommittee (HPC).

    Dighi Port - The Site for the proposed Skill Development Institute has been proposed at Ville Bhagad

    industrial Area, Raigad district by MIDC. The proposed site is a part of land parcel earmarked for

    amenities / utilities within the industrial area and it admeasures 30,000 sq m. The site is suitable for

    the development as Skill Development Institute.

    2.3 Choosing a development node among the 4 proposed nodes:

    As per DMIC, areas around Pune, Nashik, Dhule and Dighi are proposed to be developed (details in

    http://delhimumbaiindustrialcorridor.com/dmic-maharashtra.php). Integrated Township is also apart of the proposal. Land acquisition for various developmental activities is underway.

    I would like to suggest to choose Dighi out of these 4 regions as:

    1) Dighi and Shendra (near Aurangabad) are the 2 sites where the work has progressed and

    Aurangabad is over 5 hours away where as Dighi is 3.5 hours from here.

    Also, we may be able to get the MasterPlan of Dighi from DMIC as they have/ are in the process of

    developing it.

    2) Dighi is on the coast side and so would have a climate like Mumbai where our experimentationsite is, so it would be easier to work with. Climate of Pune, Nashik and Dhule would be different

    from Mumbai as they are in the interiors of Maharashtra.

    2.4 JNPT and Uran: JNPT is the terminating node of DMIC. As perhttp://en.wikipedia.org/wiki/Uran,

    Uran is a fishing village and JNPT is a part of Uran apart from other industries like ONGC, MSEB, etc.

    collaboration with DMIC. SEZ of 3000 acre is also being proposed at JNPT as a part of the landdevelopment plans. Much other information about development of Uran could not be found.

    2.5 Choosing between Uran and Dighi:

    1) Points against choosing Uran and in favor of Dighi:

    Uran is a fishing village and our proposal of building a polycentric city in Uran may or may not be

    feasible depending on the government policies for land-use over there. Development of Uran is also

    not planned in DMIC. Also, in Uran, we may not have so much land to suggest our ideas of buildingpolycentric cities having all amenities in 10 minutes distance.

    Dighi is planned as a development node as per DMIC. The land-use has been planned such as to build

    a city of the future. Some activity is already under-way. The MasterPlan of Dighi is already available

    and we could just give some constructive feeedback on the Master Plan and focus more on the

    Cluster level planning.

    We may have to start from scratch on MasterPlan of Uran.

    2) Points against choosing Dighi and in favor of Uran:

    Uran doesn't seem to be planned as per DMIC or otherwise and this may present a clean slate for us

    to present our ideas to the State Govt of why it is necessary to develop it and in what manner.

    AoA students are familiar with the area around Uran as they have worked on projects on it before sothey have a sense of the place. They don't know much about Dighi.

    Logistically, Uran is about an hour from here and Dighi is 3.5 hours from here. Going to Dighi

    frequently may not be possible.

    2.6 Conclusions and Next Steps:

    1. We should go with Uran if what we are proposing for Uran (polycentric city, DMIC linkages) could

    be at least feasible. For this, we need to discuss with Urban Planners, who can give us an idea aboutit. May be, we could schedule a meeting with Priya Mendiratta Ma'm herself.

    2. If it doesn't work, then Dighi could be the next best option.
