THE OPTION WITH THE EXPERTS, FOR GROWTH OF THE URBAN-AREAS, ARE GENERALLY RESTRICTED TO THE FOLLOWING FIVE WAYS:

1.Growth around the existing large cities2.Growth above the existing large cities3.Systematic growth of all the existing small cities4.Development of urban strips or nodes along the highways5.Development of satellites around the major cities HOWEVER, THE ASPIRATION OF A GENERAL INDIAN HAS ALWAYS BEEN, THAT, OUR SETTLEMENT PATTERN SHOULD BE

SUCH, THAT, ‘WE GET OUR JOB OPPORTUNITIES & INSTITUTIONS, WHERE WE LIVE’ (in the villages and the small-towns); A concept of ‘Ring roads with urban amenities, enclosing several villages within the ring’, has been discussed at several platforms in the country (The PURA concept).

IN LIGHT OF THE CONTEMPORARY REQUIREMENTS OF THE INDIANS, we have developed a viable ‘Urban Settlement Plan’ for rural India, which demands negligible conversion of the rural land into urban nodes and develops the most significant urban amenity for the Indians, AN EXTREMELY EFFICIENT ‘PUBLIC TRANSPORT NETWORK’ FOR CONNECTING EVERY VILLAGE OF THE

COUNTRY WITH ITS DEVELOPING URBAN AREAS.

THE PROJECT INVOLVES:

1.DEVELOPMENT OF NUMEROUS ‘SMALL URBAN NODES’ (very small modules with the area of a regular sector in a developed township), for industrial activity, institutional activity & agricultural support, WITH MINIMAL RESIDENTIAL AREA, amidst the existing villages, at a distance of about 5 Km. from each other

2.DEVELOPMENT OF AN EFFICIENT PUBLIC TRANSPORT SYSTEM, WITH ITS ASSOCIATED ROAD NETWORK, for connecting

these ‘Small Urban Nodes’ with each other and the existing villages (requiring about 20 minutes travel-time to commute from any node to any other node & a maximum of 60 minutes to reach anywhere from anywhere within a typical Regional-module, of about the area of Singapore)

THE IMPLEMENTATION OF THE PROJECT SHALL RESULT IN AN ORGANIC DEVELOPMENT OF THE EXISTING VILLAGES FOR COMFORTABLE RESIDENTIAL AREAS / FARM HOUSES / HOUSING SOCIETIES ETC, WITHOUT ANY EFFORT FROM THE GOVERNMENT, ALONG THE FEEDER ROADS TO THE NEW NETWORK OF EXPRESS ROADS IN THE PROJECT

THE PROPOSED DEVELOPMENT SHOULD BE TAKEN UP SIMULTANEOUSLY IN THE ENTIRE STATE, IN THE FORM OF

‘REGIONAL MODULES’ (about 200 villages in about 600 sq. Km. Area, enclosed between the existing highways), around all the major cities of the state. The development of these well-connected ‘Regional modules’, growing away from the cities, SHALL CREATE A

CONTINUOUS WEB OF ROADS & URBAN NODES IN THE ENTIRE COUNTRY, IN LESS THAN 5 YEARS.

IT IS UNFORTUNATE THAT OUR RURAL POPULATION, NEEDS THE URBANIZATION MOST, BUT, the dissatisfaction within the rural population, that, ‘the benefits of a developed rural land goes, primarily, to the developers & the resellers’ , IS EXPECTED TO POSE

HURDLES IN ANY CONVENTIONAL FORM OF URBAN DEVELOPMENT; Hence, the system for development has been created, in a manner that it not only avoids any clash of interest but encourage the entire community to support the development. A SYSTEM FOR COOPERATIVE OWNERSHIP OF THE ‘SMALL URBAN NODES’, along with its network of roads & cultivating strip, has been developed in a manner that, IT NOT ONLY CREATES A DESIRABLE SITUATION FOR OUR FUTURE, IT ALSO FACILITATES FAST IMPLEMENTATION OF THE PROJECT; THE SYSTEM INVOLVES:  1.DEVELOPMENT THROUGH THE COOPERATIVE SOCIETIES, OF THE LAND OWNERS, PANCHAYATS AND THE LOCAL RESIDENTS; the system shall create a democratic ownership of some significant urban properties in future.

2.DEVELOPMENT OF ONLY 10 % OF THE TOTAL AREA OF THE REGIONAL MODULE (5 % FOR CULTIVATION & 5% FOR URBAN INFRASTRUCTURE); rest of the land shall remain with the existing owners for agriculture or private development.

3.UTILIZATION OF THE NEW URBAN NODES, PRIMARILY, FOR INDUSTRIAL/INSTITUTIONAL ACTIVITIES, ALONG WITH THE UTILIZATION OF THE EXISTING VILLAGES FOR RESIDENTIAL SUPPORT; the development shall integrate the two classes of ‘GRAMIN’ & ‘SHAHRI’

4.UTILIZATION OF THE RETURNS (FINANCIAL & SOCIOLOGICAL) FROM THE DEVELOPMENT (during and after the transition of the underutilized land into the high value urban infrastructure), BY THE LOCAL POPULATION; the returns to population of the pilot ‘Regional Module’ shall encourage initiation of other ‘Regional modules’ in the country. IT IS OUR CONSIDERED OPINION, THAT, WE SHOULD NOT DEVELOP OUR URBAN AREAS & OUR VILLAGES, SEPARATELY, WITH DIFFERENT PROGRAMS & FUNDS (JNNURM v/s PURA/MNREGA/PMGSY).

THE PROPOSED DEVELOPMENT OF ‘REGIONAL-MODULES’ SHOULD BE PREFERRED, over the natural tendency of urban development (concentrated around the existing cities & the highways), PRIMARILY DUE TO:

1.BETTER LINKAGE OF THE NEW URBAN DEVELOPMENT WITH THE ENTIRE POPULATION/LAND of the ‘Regional Module’, desirable for a uniform development of all the villages in the modules, which, in turn is desirable for development of democracy in India.

2.LOWER COST OF LIVING (Property, Transportation & Food) for most of the population, as they will continue to live in the villages and use public transport (to reach any where in the network of the ‘urban nodes’, from an interchange point in their vicinity)

3.MUCH BETTER VIABILITY FOR THE INSTITUTIONS AND THE INFRASTRUCTURE, because of their connectivity to a large population of the module, through an efficient ‘Public Transport System’.

4.HIGHER LEVEL OF SECURITY FOR THE NEW URBAN DEVELOPMENT, due to its connectivity with only the new network of secured roads & the interchanges.

5.CONVENIENCE IN AVAILABILITY OF LAND FOR DEVELOPMENT, DUE TO THE SHAPE OF THE PROPOSED NODES and flexibility in the location of these ‘Nodes’( about 5 Km distance from each other)

6.CONVENIENCE OF DEVELOPMENT, DUE TO EASY IDENTIFICATION OF THE MODULES (cell like ‘Regional Modules’), for step by step (quantum) growth, one after another, around the major cities throughout the country.

7.THE PATTERN OF DEVELOPMENT, THAT CAN MOVE FURTHER AWAY FROM THE EXISTING CITIES, AT A FASTER PACE,

DUE TO THE MODULAR DEVELOPMENT (a regional Module of about 15 urban nodes & the network for public transport system), from the first ring of Regional Modules to the next.

THE ABOVE MENTIONED URBAN DEVELOPMENT PROJECT, for the contemporary aspiration for living in the rural areas with the comfort of the large cities MAY BE GIVEN AN APPROPRIATE NAME LIKE CITYGAON OR NAGARGAON and can be expressed with slogans like, ‘CITYGAON KA KHEL - SHAHAR GAON KA MEL’

THE UNPRECEDENTED WAVE OF TRANSITION, triggered by the computers, communication systems and the world politics, has already influenced a majority of its families; however, this large scale resettlement (with multiple relocations from the rural & small urban centers to large cities) IS EXPECTED TO CULMINATE IN A DECADE OR TWO, AND CONTROL OUR OPTIONS FOR THE DEVELOPMENT IN FUTURE

activities’ & ‘Agriculture support’. 2. Nodes with substantial residential support areas and minimal residential areas (hostels for 500 and flats for

150 families) 3. An efficient public transport system with its associated road network (150 Km.) for connecting all nodes and all

existing villages 

LAND AREA UTILIZATION IN A REGIONAL MODULE:1. Land requirement for roads, nodes & the agriculture strip, in each regional module: 12,000 Acres (48 km2; 8 %

of the total area of a regional module).2. Land area for the 15 ‘small urban nodes’ in each regional module: 3750 Acres (15 km2)3. Area for the road network in each regional module: 750 Acres (3 km2)4. Area available for agriculture, initially: 11,250 Acres / 45km2 (including the nodes& the agriculture strip along

science, cultural science), in the two institutional nodes Six plots for large institutions (Medical & health-care, Science & technology, Planning & design, Agriculture &

INDUSTRIAL ACTIVITIES 36 compounds (multi-storied blocks with flats) in six industrial nodes, for small workshops & industrial

enterprises with shared resources. Small plots (1000 mt2 to one acre) for construction of factories/industries/commercial/training complex etc, as per

the specific requirements of the activity 24 large plots (5 to 10 acre) for development of medium scale industries A complete industrial node, if required, for the activities of a large industry 10. AGRICULTURE SUPPORT 36 compounds (multi-storied blocks with flats for small workshops, institutes, stores etc.) in six nodes for

agriculture support, in each Regional Module Small plots (1000 mt2 to one acre) for construction of facilities, as per the specific requirements (open space,

height, load, etc) of the activity like storage, processing, marketing etc. Few large plots (5 to 10 acre) for enterprises like agriculture market, animal farms and parks for social &

commercial festivals. 11. ADMINISTRATIVE SUPPORT AND OTHER CENTRAL AREAS FOR EACH REGIONAL MODULE,
