During the USTA Semi-Annual Meeting held during the US Open, the National Office passed new rules governing competition for 10-and-under tennis tournaments. The new rules require that 10-and-under tournaments be played using the QuickStart format, featuring slower-moving and lower- bouncing balls, on smaller courts and utilizing shorter, lighter racquets. This move follows the International Tennis Federation’s proposed rule change, and will take effect on January 1, 2012. It applies to all USTA-sanctioned events for children 10 and under. The concept of using equipment and field/court sizes scaled to the size of young children has been in place in Little League Baseball and other youth sports such as soccer and basketball for years and allows kids to achieve suc- cess the first time out and sustain that success as they continue to develop and refine their skills. "This rule change to the competition format for kids 10 and under is critical to the long-term growth of our sport, and ultimately will help us develop new generations of players and champions,” says Kurt Kamperman, Chief Executive, Community Tennis, USTA. For players here in the Midwest Section, the specifications for the revised system hold that all tourna- ments (Levels 1-6) for those ages 9-10 be played on 78- foot courts (full size) using a “green dot” low- compression ball and regulation nets (3 feet at center). There will be a new “Level 7” tournament which will be played on a 60-foot court using orange low-compression tennis balls. Tournaments for those 8 and under are to be played on 36-foot courts using red foam balls and nets at a height of 2 feet, 9 inches. The Southeast Michigan District’s Junior Competition Committee will now meet to discuss this rule change and determine how they plan to move forward to best utilize the QuickStart format to develop players 10 and under locally. We will consider mirroring the Midwest Section by adding a level (7) to our District Tournament structure and enhance the change to include QuickStart leagues and possibly a QuickStart Tournament Circuit. We are excited about this change in youth tennis and look forward to the benefits our players will incur.
The concept of using equipment and field/court sizes scaled to the size of young children has been in place in Little League Baseball and other youth sports such as soccer and basketball for years and allows kids to achieve suc- cess the first time out—and sustain that success as they continue to develop and refine their skills. "This rule change to the competition format for kids 10 and under is critical to the long-term growth of our sport, and ultimately will help us develop new generations of players and champions,” says Kurt Kamperman, Chief Executive, Community Tennis, USTA.
For players here in the Midwest Section, the specifications for the revised system hold that all tourna- ments (Levels 1-6) for those ages 9-10 be played on 78-foot courts (full size) using a “green dot” low- compression ball and regulation nets (3 feet at center).
Watch our next SEMTA “Court Reporter” for all the new features of 10 and under tennis in 2011!

In Memoriam… It is with great sadness that we recognize the loss of two of our Southeast Michigan
Officials: Nadine Miller and Bill Rowe.
Nadine passed away in August and is survived by her husband Harvey and son Bob (both Southeast
Michigan Officials) as well as son Brian, daughter Andrea and extended family.
Bill, who also passed away in August, was a Navy veteran retired from Ford Motor Company. He is survived by his wife Carol, his daughters Christie Hansard and Jennifer Coleman as well as grand-
children and extended family.
Both had a passion for our sport and will be truly missed.
