Clean Energy Transformational Change
• Develop an Approach That Provides:• A comprehensive & aggressive way to address clean energy• A multi-year effort focused on transformational, systemic change• A multi-dimensional, multi-technology approach to energy sources,
generation, and end use• A replicable model capable of implementation at any scale that
leverages public and private partners • An approach that addresses cross-technology linkages, synergies, and
gaps• A process that reduces technology, policy, and market barriers• A way to integrate DOE’s deployment efforts at a specific location
Integrated Deployment was established with a mission to accelerate market adoption of alternative energy solutions to
power our homes, businesses and vehicles through a comprehensive and aggressive approach.

Hawaii Clean Energy Initiative
RationaleHawaii is, by far, the most petroleum-dependent state in the U.S. Hawaii is burdened with high energy prices that have dramatic and potentiallydevastating impacts on the State’s economyHawaii is blessed with excellent renewable energy resources and climate
ObjectivesThe State of Hawaii and US DOE launched HCEI in January 2008 to help transform Hawaii to a 70% clean energy economy by 2030 and reap economic and environmental benefits:
• Increasing Hawaii’s economic and energy security• Fostering and demonstrating Hawaii’s innovation• Developing Hawaii’s workforce of the future• Becoming the clean energy model for the U.S. and the world
HawaiiThe most petroleum‐dependent state in the US is on track to increase it’s clean energy from 5% to 70% by 2030 and will have the greatest penetration of variable renewables on a grid in the US

HCEI Roadmap
Key Strategic Planning Document
Four Energy Sectors aligned with HCEI Working Groups1. End-Use Efficiency2. Renewable Electricity3. Transportation4. Renewable Fuels
- Overall energy-sector goals- Accomplishments- Strategic Pathways- Interim Targets- Near-term critical actions
12 | DOE Renewable Energy Programs eere.energy.gov
HCEI Framework Accomplishments
• Established HCEI Framework of Management Team, Sector Working Groups, and Steering Committee – key forums for providing top-level management, facilitating stakeholder involvement, and long-term leadership
Stakeholder Relations & Ed/Outreach
• Scenario Analysis – analysis of pathways to 70% goal for each of the energy sectors
• Analytical formulations of HCEI Roadmap used by work groups• Foundation of policy leading to legislation and PUC regulation
Macro Analysis
• Energy Framework Agreement between utility/State• 40% RPS and 30% EEPS established by Legislature and PUC• Establishment of Public Benefits Fund Administrator (1.5% Rev)• Decoupling and Feed-in Tariffs and 20 other dockets• Food and Energy Security Act (Act 73) with funds to support HCEI
Key State policies establish long-term
commitment

Implementation(example projects)
13 | DOE Renewable Energy Programs eere.energy.gov
Oahu Wind Integration Study • Technical Review Committee • Wind Integration Study
• Shows how 400 MW of off-island wind energy + 100 MW of on-island wind can be integrated while maintaining island grid reliability.
• Wind + 100 MW of solar PV, will eliminate approximately 2.8 million barrels of low sulfur fuel oil and 132,000 tons of coal each year.
• Wind and solar PV will comprise just over 25% of Oahu’s projected electricity demand

Disaster Recovery Applications:Greensburg Results
• NREL’s work has produced significant results including helping the city establish a Greensburg GreenHome Program, a voluntary building standard that exceeds current building standards by approx. 30% more energy efficiency
• Launched the Greensburg Sustainable Building Database, a portal offering detailed information on 23 different building projects in Greensburg, most pursuing LEED rating (certification up to Platinum)
• Achieved documented excellence in energy efficiency in new homes with rated homes (95 out of 180) achieving an average energy savings of more than 40% above code, achieving better than DOE’s Builder’s Challenge level which requires 30% above code ratings.
• Prairie Pointe Townhomes (32-unit low-income complex) was awarded the first residential LEED (Leadership in Energy and Environmental Design) Platinum rating in Kansas
• Mennonite Housing Rehabilitations Services built 20 affordable, energy-efficient homes and plans to build 30 more using an NREL design.
• The Arts Center in Greensburg is the first LEED Platinum building in Kansas.
GreensburgA town of 900 people in Kansas has 27 LEED buildings (8 LEED Platinum); an average home energy use of 41% less than code (over 100 homes tested); and is 100% powered by wind
