➔ Promising signs of
recovery in the US labor
market emerged in the
final quarter of 2011 as
economic growth rebounded
and new job openings
reached a recent high.
US Q4 2011 GDP growth
was revised to 3.0% (2.8%
was an initial estimate). Q4
2010 GDP growth was 2.3%,
making the difference 0.7
percentage pts y-o-y. This
continues an uninterrupted
pattern of four quarters of
economic growth, and has
underpinned resurgence
in employment activity.

Notwithstanding the broad-
based jobs recovery, the
number of layoffs rose during
the quarter by 55,000 to a
total of 488,329, on par with
the level a year earlier.
The number of job
openings stood at 3.37
million in December, the
highest since April 2010.
The national unemployment
rate fell to 8.5% in December,
in a welcome respite from
the near-10% level that
endured from mid-2009
to the start of 2011.
There are now clear signs of a
broad-based recovery in the
US labor market, supported
by improved consumer
and business confidence, a
stronger stock market, and
even tentative improvement
in the housing market.
Yet this is an upturn that needs
to go much further. There
are still approximately one
million fewer job openings
than when the recession
began in December 2007. The
cyclically high unemployment
rate hides deep pockets
of social and economic
dislocation across the country.
The rising crude oil price and
the dawdling response to the
European financial crisis both
pose significant downside
risks to the US recovery.
On the positive side, the
US has been able to boost
manufacturing output and
lift retail activity under its
own steam – an encouraging
sign of forward employment
activity. But there is also
a structural change in the
makeup of the jobs market,
with demand continuing to
grow for highly skilled workers,
particularly in service-based
and professional sectors.

quarter maintained the
stable trend that has been
evident since the end
of the US recession.
There were a total of 488,329
layoffs in the final three months
of 2011, up approximately
55,000 on the previous quarter
and largely in line with the
position one year earlier.

It is worth remembering that
the final quarter is typically
a bad period for job layoffs,
and that the 2011 figure
was actually the best fourth
quarter result since 2005.
Not only was the number
of layoffs at a seasonal low,
the total number of number
of job openings across the
US stood at 3.37 million at
the end of December, the
highest since August 2008.
Since the end of the
recession in mid-2009, the
number of job openings
has been on a reasonably
sustained upward trend.
There were approximately
4.4 million jobs on offer
before the recession began,
meaning about one million
positions have vanished.
But at the same time,
there has been a 39%
improvement from the low
point of the recession.
Private sector job openings
have increased by almost
509,000 over the course
of the year, and by just
6,000 during the quarter.
Government positions have
decreased by 54,000 over the
year and are largely steady
on the previous quarter.
It is clear that the intensity
of layoffs has tempered as
the US recovery has gained
momentum, but there are
still many businesses under
severe pressure, being forced
to implement redundancies.
The manufacturing sector
continues to face a difficult
time, with intense competition
from offshore manufacturers.
Manufacturing accounted
for approximately one-third
of total layoffs in the quarter.
The construction industry saw
a spike in layoffs as seasonal
work came to an end.

➔ There were disparate
performances in labor market
outcomes across the four
major US census regions,
with the Midwest suffering
a sharp deterioration.
The number of layoffs in
the Midwest jumped almost
36,000 in the quarter to
140,000, the largest number
of layoffs of all four regions.
There were an additional
16,500 layoffs in the West,
and a further 11,600 layoffs
in the South. Only the
Northeast recorded a fall in
layoffs, with almost 10,000
fewer positions axed than
in the previous quarter.
The pattern of layoffs across
the four regions since the
start of the recession depicts
a marked variation in the
way they have endured and
recovered from the downturn.
While the Northeast has
had fewer layoffs than the
other three regions it has
also enjoyed much greater
stability from peak-to-trough.
In contrast, the Midwest has
suffered both the largest
number of layoffs and
also the greatest volatility.
The South and the West
have both experienced
volatility but considerably
less than in the Midwest.
Across the states, California
recorded the largest number
of layoffs in the quarter,
followed by Illinois, Wisconsin,
Ohio and Minnesota. A
total of 36 states recorded
decreases in layoffs.
Approximately 78% of those
affected by layoffs were
in metropolitan areas.

➔ The manufacturing
sector suffered the largest
number of layoffs in the
final quarter of 2011, up
approximately 10,000 on the
previous quarter to 141,279.
While the losses in
manufacturing accounted
for approximately one-
third of all job losses, the
situation with manufacturing
was one of the best fourth
quarter results on record.
There was a sharp jump in
construction industry layoffs,
up 36,000 to 60,319 as
end-of-year work dried up.
The contraction in the
government sector steadied,
with job attrition halving in
the quarter, and at the same
level as a year earlier.
There was a big improvement
in the information sector,
where layoffs slid sharply
from more than 30,000 in the
previous quarter to just 8,000.
The transport & warehousing
sector continues to
experience volatile activity,
with losses in the quarter
rising by almost 10,000 to
approximately 31,000.
Job openings either
improved or stabilized at
higher levels across most of
the major industry sectors.
There were improved job
prospects in manufacturing,
leisure & hospitality, and
trade, transport & utilities
during the quarter.
Construction and government
were steady, while education
& health services saw a
mild deterioration.
Broadly, all sectors are sharing
in the brighter employment
outlook, and even sectors
which have borne the brunt of
retrenchments appear to be
signaling an intention to rehire.

➔ The US labor market
has entered a new phase of
growth, driven by the stimulus
measures unveiled by the
federal government and a
burst of private sector hiring.
After more than two years
of stalled jobs activity, the
slow-burn of recovery is
gradually gaining traction
and pushing jobs creation
to encouraging levels.
Layoffs in most sectors are
steadying at modest levels and
both job openings and new
hires are gathering pace. The
jobless rate has dropped to
psychological positive territory
after hovering at 10%, and
delivering material evidence
that the social scourge of
unemployment is finally lifting.
The economic strides in the
US economy have been small
and tentative but they have
endured. GDP growth is
edging higher, retail activity
is improving and confidence
is returning to the housing
sector. The stock market has
touched a four-year high.
Importantly, the economy
has remained on track in the
face of incredible external
shocks. The financial crisis
gripping Europe remains
a hair-trigger for economic
catastrophe but even there,
the worst case risk seems to
be diminishing. China’s growth
has slowed but not stalled.
Escalating oil prices and the
political uncertainty around
Iran’s nuclear ambitions
pose a fresh threat after
years of engagement in
Iraq and Afghanistan.
However the outlook is
brighter than at any time since
the start of the recession.
Jobs growth is occurring
across a broad span of the
economy and domestic
confidence, reflected in retail
spending, is gaining strength.
What remains to be seen is
how patterns of manufacturing
and employment have
shifted in the course of the
downturn. Thousands of
jobs have been lost in key
areas of manufacturing and
many of those will not return,
even under full steam.
Jobs in professional services
and the knowledge economy
have been more resilient
and will likely feature as
old patterns of work are
rendered uncompetitive.
China’s rise as an economic
powerhouse will be one of
the dominant features of the
next economic cycle, as even
its own economy undergoes
a generational transformation
into sophisticated
manufacturing and services.
The great economic and
financial collapse of 2007-
2011 wrought structural
changes that have traumatized
firms, industries and cities,
and many of those will not
revert to their former state.
