Training Objectives
After completing today’s training, members of the acquisition team will be able to: Identify the benefits of using VETS Understand the basic process for placing a task order
against VETS Utilize the various tools available for ordering offices
Obtain Delegation of Procurement Authority (DPA) At the conclusion of today’s training, warranted Contracting
Officers who plan to award and/or administer orders against VETS are eligible to receive a DPA

What is a GWAC?
Contracts established by one agency for Governmentwide use
Operated by an Executive Agency designated by the OMB
Not subject to the Economy Act
A Governmentwide Acquisition Contract is a task or delivery order contract for Information Technology (IT).
Why use a GWAC? Speed and Cost —The contracts are already fully competed;
projects become task orders issued against an existing GWAC contract. Procurement lead time is drastically reduced compared to conventional contracting methods.
Flexibility — Agencies can issue GWAC orders using their own staff, or use an Assisted Acquisition Office to place orders on their behalf.
Wide Range of Contract Types — GWACs provide a full range of contract types
Low Fee – The contract access fee (CAF) is only ¾ of one percent (.0075) to be applied to the total price for contractor performance as billed to the government. Payment is made by the contractor.

Additional GWAC Features Worldwide Geographic Coverage — GWACs may be used for
solutions needed anywhere in the world.
Highly Qualified Industry Partners — GWACs provide access to a premier industry partner pool which has undergone a stringent selection process. Our industry partners offer innovative technology solutions and expertise on federal agency requirements.
Socioeconomic Credit — The Small Business GWACs provide agencies with access to qualified small businesses and associated socioeconomic credit.
Limited Protestability — Protests are not allowed on task orders under $10 million except on the grounds that the order increases the scope, period of performance, or maximum value of the GWAC.

Definitions and Acronyms Basic Contract – a contract under which orders are placed. Also
referred to as the “GWAC” Task Order (B.1) - an order for services placed against an established
contract. Task orders issued under a GWAC are also referred to as “order(s)”
GWAC Contracting Officer (GWAC CO) or Procuring Contracting Officer (PCO) (G.2.1) - The exclusive government official with actual authority to award the Basic Contract and delegate any or all of the contract administration functions to an Administrative Contracting Officer (ACO)
Delegation of Procurement Authority (DPA) (G.2.3.1) – Written authority to issue an order under the Basic Contract

Ordering Contracting Officer (OCO) (G.2.3) - An Authorized User who may place and administer an order under the Basic Contract
Information Technology (IT) – See FAR 2.101 & FAR Part 39 Fair Opportunity – See FAR 16.505. OCO must provide each
awardee a fair opportunity to be considered for each order exceeding $3,000 except as provided for in 16.505 (b)(2)

Leasing of Real and Personal Property The Government will not be the lessee and it will
not be liable for cancellation fees should an option not be exercised Furthermore, the use of lease-like (incremental)
payment arrangements to purchase items, which purport to permit the Government to receive delivery of items and then pay for the full cost of the items over time, are not permitted
