    Welcome and Ahlan Wa Sahlan!On behal o the Brookings Project on U.S. Relations with the Islamic World, housedwithin the Saban Center or Middle East Policy, we are delighted to welcome you to the2010 U.S.-Islamic World Forum. ogether with the State o Qatar, the Saban Centerannually convenes this Forum under the gracious auspices o HRH Sheikh Hamad binKhalia Al-Tani, the Emir o Qatar. We salute his vision and leadership in enabling usto come together or three days o thoughtul discussion and transormative dialogue onissues o mutual importance.Since our last Forum we have witnessed a signicant shit in the dialogue between theUnited States and global Muslim communities. A new American President has endeav-ored to set a new and positive tone or engagement, exemplied by his historic remarksin Cairo. Over the next three days we will explore how much has changed and whether

    this altered discourse has been translated into substantive policy recommendations andprograms. In recognizing the need or a sustained civic inrastructure to coordinate andcomplement the activities o our partners in the non-governmental and private sectors, wehave designed a special session this year entitled Maintaining the Momentum: A StrategySession to Develop Public and Private Partnerships.Whether you are joining us as a policy maker, opinion leader, activist or under we hopeyou will nd the 2010 orum an opportunity to share your talent with other leaders likeyoursel to create impact, whether through the working group or which you were invitedor through the wider ramework o U.S. Muslim global engagement.Please also join us in taking this opportunity to recognize and thank our partners in this

    In his historic Cairo address, President Obama sought to create a new beginningin relations with the global Muslim communitya relationship based on mutualrespect and the pursuit o mutual interests. Has the President succeeded and has thesubstance o U.S. oreign policy actually changed? A centerpiece o the speech wasthat the U.S. would reengage in the Arab-Israeli peace process. Has the U.S. madeany progress toward a nal resolution o the conict? Tis session will address boththe administrations approach to the Arab-Israeli conict and broader U.S. oreignpolicy aecting global Muslim communities.

    Role of Religious Leaders and Religious Communities in Diplomacy

    Bishop John B. Chane and Reverend Canon John L. PetersonWashington National Cathedral

    Recent incidents such as the Swiss reerendum, the Geert Wilders video, and the Danish cartoon controversy havedemonstrated the renewed role that religion plays in oreign policy. Religious leaders and the communities theyserve have the capacity either to temper or exacerbate disputes that arise as a result o religious or cultural dier-ences, helping determine whether they remain localized orin a world o instant communicationsspiral rapidlyinto more global oreign policy conicts. Religious leaders and networks have also played important roles in haltingethnic violence, ostering reconciliation within states and making signicant humanitarian and development con-tributions in communities. Tis working group examines both the potential and limits on the role religious leadersand communities can play in diplomacy and seeks to build partnerships among religious leaders or this purpose.

    Troughout the Muslim world, Islamic parties are playing a major role in national politics. Oten lumped togetherwith organizations that use Islam in violent struggles and mistakenly tied to terrorism and intolerance, Islamic par-ties tend to be wrongly pegged as undemocratic and extremist. Few link Islamic parties with democracy andrecognize the crucial role many o these parties play in representation, governance and the promotion o rights. Tispanel will bring together representatives rom Islamic parties and the Western world to discuss how these parties en-gage in democratic processes and the challenges they ace in doing so. Te aim o the discussion is to start a dialoguewith Islamic parties over their potential role in strengthening democracy as well as to promote a better understand-

    Transformative Partnerships in U.S.-Muslim World Relations: EmpoweringNetworks for Community Development and Social Change

    Muslim populations around the world consistently dene their chie priorities and concerns in relation to issues suchas development, justice, and economic security. Tis working group will bring together thought leaders, communityorganizers, and oundations rom the United States and the Muslim world to identiy areas o mutual interest and begindesigning actionable programs that emphasize sustainable community development and social innovation. Seeking toharness the appetite or social transormation among young people in the United States and the Muslim world, theworkshop will build a network o change leaders, allowing them to share their experiences and explore new collabora-tions. Te workshop will have two main areas o ocus: developing ways to oster greater involvement in communitydevelopment, and exploring the transormative potential o innovation, entrepreneurship, and technology to both ad-dress inequalities and support existing community networks.     New Media to Further Global Engagement

    Tis working group will explore opportunities or expanding the instruments available to oreign policy-makers toengage weak states. Fragmented and internally-conicted states can be difcult to inuence by traditional oreignpolicy means and urther can be difcult to understand through traditional media outlets. New models o civil so-ciety action enabled by new mediaand more broadly grounded civic mediashow potential or reducing internalconict and promoting social trust among tribal, ethnic, and religious groups. Bringing new media communicationstogether with model civil society programs creates more powerul opportunities to enhance understanding o theseinternal conicts and thereby address them in ways that will help accelerate social and political change. We will ac-complish this by identiying tools in any media that can oster or enhance civic engagement through case studiesthat span the globe. Tis working group will create policy recommendations on how best to employ civic media, aswell as new media inormation technology communication tools, to harness the muted voices o civil societies to beactive partners in promoting oreign policy objectives by working or economic, social, and political reorm.
