STATEMENT OF DUTIES:

The U.S. Agency for International Development is seeking one individual for the position of Project Management Specialist (Nutrition) located in the Health Office.

Basic Function of Position

The Project Management Specialist (PMS Nutrition Specialist) will provide leadership, program management and technical support for new USAID community integrated health and nutrition programs in Mali in compliance with Global Health Bureau and Global Food Security Initiative activities:

a. Lead efforts to design and manage targeted Mission programs that focus on improving nutritional and health status in conjunction with other health and agricultural activities;

b. Lead efforts to monitor and evaluate all Mission activities contributing towards improved nutritional and health status;

c. Provide overall technical analysis and guidance to the Mission on strategies to improve nutritional and health status, and;

d. Serve as the Mission POC on technical issues between USAID/Mali Offices, USAID Washington, Malian government counterparts, other USG agencies, and regional and international organizations that are active in nutrition and health in Mali.

Major Duties and Responsibilities

The incumbent is expected to guide, coordinate, manage and monitor the expanding and high profile nutrition related portfolio activities, leading to successful outcomes in reducing stunting and wasting and child mortality in Mali. S/he must interact with a range of colleagues involved in the sector, while maintaining oversight of the overall sector impacts and ensuring the efficient use of USG resources.

Specifically, the Nutrition Specialist will provide:

A. Project Management (35%)

I) Upon being certified as Contracting or Agreement Officer Representative (CORI AOR, design and implement the $54 million Integrated Family Household and Community Health and Nutrition Activity, and serve as the alternate COR for the $25 Rural Water Governance Activity, with the goal of ensuring that program design and implementation will achieve planned results and USAID goals, in conjunction with the AEG Office, Peace Democracy and Governance Office, US Department of Agriculture and other USG Agencies. S/he serves as AOR on the Integrated Program to Improve Nutrition and Hygiene in Mali - CARE, a 6 year Cooperative Agreement - $9,997,923 FY 2013 -2019; and AOR on Integrated Program to Improve Nutrition in Mali - Save, a 5 year Cooperative Agreement - $9,894,427 FY 2013-2019

2) Serve as lead expert in nutrition monitoring and evaluation for the Mission, develop comprehensive performance monitoring plans for nutrition and health that effectively contribute to high-quality data collection, synthesis and reporting for the Mission.

3) Ensure programs achieve planned results, fully document developmental impacts and resolve any implementation issues in an efficient and professional manner.

4) Synthesize lessons learned and document successful USAID program approaches for improving nutrition, including the preparation of reports for USAID/W, Congress and USG leadership.

B. Advisory and Technical Services (35%)

As the primary technical expert and senior advisor on Nutrition for USAID/Mali, the incumbent is expected to:

1) BriefUSAID and its partners on the status ofUSAID Nutrition activities in Mali. Prepare and deliver presentations to Government of Mali and USG officials and international and local program partners and colleagues. Plan, participate, facilitate and present at international, domestic and local meetings, workshops and conferences.

2) Develop, maintain and strengthen working relationships with key partners, including national ministries, local governments, international organizations and other donors, private sector, NGOs, universities and the media to identify and implement efforts to increase synergy among the key stakeholders. Serve as the USAID POC for all nutrition related activities.

3) Lead project and strategy design and planning based on knowledge of international best practice and the particular constraints presented in Mali.

4) Assist in defining the type of assistance needed by the Mission, facilitate discussions with service providers, and schedule delivery of this assistance

C. Strategy Support (30%)

I) Work collaboratively across various offices of the USAID mission, including Health,

Accelerated Economic Growth (AEG), and Peace, Democracy and Governance (Food for

Peace and Humanitarian Assistance) to:

a. Provide technical assistance and support to the design, implementation, and monitoring of comprehensive large-scale integrated nutrition, health, agricultural, food security and WASH programs.

b. Lead efforts to assess and address policy and institutional constraints impacting on nutrition status in Mali and identify priority issues requiring policy reform.

c. Lead efforts in identifying key technical challenges and management deficiencies in improving nutritional status in Mali and advise on concrete actions to address these challenges.

d. Identify opportunities to make use of available USAID contracting vehicles to meet mission nutrition goals.

e. Serve as the senior advisor and technical expert to the Mission and the Front Office in the development of concept papers, scopes of work, USAID program/project activity design documents and bilateral and multilateral agreements related to the design of nutrition related programs with a pro-poor focus. This includes the strategic integration of nutrition specific and sensitive interventions to maximize the health impacts of USG investments.

f. Play a key role in identifying and coordinating among the various USG and internal USAID nutrition, WASH, Food Security, Health and Democracy and Governance activities and players. Actively engage with Government of Mali Ministries of Health, Agriculture, Environment and Energy and Water, other donors and organizations involved in the sector within Mali in order to promote collaborative planning toward long-term sustainable solutions.

2) Compile, analyze, and disseminate information, on a regular basis, to USAID Mission staff and USAID/Washington on nutrition issues and accomplishments.

PHYSICAL DEMANDS AND TRAVEL: The work does not involve undue physical demands, but travel throughout Mali and outside Mali is required to monitor activities, trainings, conferences etc.

QUALIFICATIONS REQUIRED FOR THIS POSITION:

a. Education (15%): Minimum of a Master's Degree in public health, international health, or social sciences from a recognized institution and/or clinical qualifications. Educational specialization in Nutrition highly desirable.

b. Prior Work Experience (30%): Specialized experience in the management of nutrition programs is required. The incumbent will have at least eight years of progressively responsible experience in designing, implementing and managing public health/nutrition programs and activities in developing countries, especially in the West Africa/Malian context.

c. Language Proficiency (15%): Level IV (fluent) English and French language proficiency, in speaking and in writing, is required. Demonstrated ability to make sensitive oral presentations logically and persuasively to senior USG and Government of Mali officials and other donors.

d. Job Knowledge required by the position (20%): Specialized mastery of nutrition services and management is required. The position requires detailed knowledge of Mali's (or other West African) nutrition and health sectors.

e. Skills and Abilities (20% ): Demonstrated ability to make sensitive oral presentations logically and persuasively to senior USG and Government of Mali officials and other donors. Standard computer skills (MS Word, Excel, Power Point, and other relevant software) are required.

Maximum Evaluation Score: 100 points

SELECTION FACTORS:

HOW THE SELECTION WILL BE MADE:

The successful candidate will be selected based upon:

I. Preliminary review of the applicants submitted package to establish that minimum requirements are met;

2. Tests: Candidates may be tested on English writing skills, Microsoft Office proficiency, or any technical skills test that might be deemed appropriate may be required;

3. Interviews; 4. Reference checks.

USAID/Mali Human Resources Section will perform the preliminary review (Step I) to eliminate those applications that do NOT meet the minimum requirements. The TEC will review each of the applications which meet the minimum qualifications against the established evaluation criteria to develop a shortlist of applicants to be tested and/or interviewed. Applicants will be contacted (Step 2) for testing and interviews. Based on the results of the tests, however, an applicant otherwise identified for interview could be removed from the interview list. Following the interviews (Step 3) during which the applicant will be evaluated against the established criteria, the TEC will make a preliminary determination of candidates to be considered for employment and forward that list to HR. HR will conduct reference checks (Step 4&5) prior to advising the TEC of the results of these checks. References may be solicited from current as well as former supervisors in addition to the references you provide in your application package.
