The World Today—Technology is Transforming the Battlespace—

Easy proliferation of knowledge and technology has eroded US historic advantages– Increasing systems capabilities– Advanced production capabilities

• Driving lower costs• Decreasing the “time to market”

Increased rate of investment in military R&D from near-peers

Increasingly Competitive National Security Technical Environment

Speed and cycle time become the discriminator

“China’s 2017 (R&D) growth is basically twice the percentage change and twice the dollar amount of change as the growth

forecast for the U.S.’s 2017 R&D spending”

- 2017 GLOBAL R&D FUNDING FORECAST WINTER 2017 Industrial Research Institute, R&D Magazine

Our goal is to lead a sweeping transformation of the federal government’s technology…We’re embracing big

change, bold thinking, and outsider perspectives.– President Trump, Tech CEO Meeting, June 18, 2017

National Defense Strategy Lines of Effort

Lethality:

Build a More Lethal Force

Partnerships:

Strengthen Alliances and Attract New Partners

Reform:

Change the Way We Do Business

“When it comes to security, no one goes their own way in this world alone. Security is always best when provided by a team.”

– Secretary Mattis, Munich Security Conference, February 2017

Presenter
Presentation Notes
The Department conducted the first comprehensive review in a decade resulting the National Defense Strategy Sec Mattis unveiled the NDS in February 2018 as the first major policy document of the Trump administration Sec Mattis’ intent is “to pursue urgent change on a significant scale” US military is refocusing on fighting other nations rather than terrorist groups Means buying new equipment and embracing innovations so they reach the battlefield faster Erosion of US Military advantage vis-à-vis China and Russia, if unaddressed, could ultimately undermine our ability to deter aggression

The U.S. is now challenged to strike any adversary at willEqual access to emerging technologies, such as autonomy,

artificial intelligence and synthetic biology, will disrupt future conflictsThe U.S. still possesses the best military, however our

adversaries’ deliberate actions mandate change in what we buy and how we operateWe must develop new lethal capabilities and accelerate

the pace in which we get that capability to the warfighter

Focus on Modernization

Presenter
Presentation Notes
First, great leaders have a vision – the ability to see beyond the day-to-day tasks and problems, to look beyond tomorrow and discern a world of possibilities and potential. How do you take any organization to a higher level of excellence? While a clear vision does not call for blind obedience or identify every step along the path to change, it does provide a clear end state and a general direction of movement. Additional quality necessary for leadership is deep conviction and the ability to instill enthusiasm throughout the ranks for the established vision. True leadership is strength of purpose and belief in a cause that reaches out to others and makes them eager to follow. Never underestimate the power of a trained and supportive workforce. I would add there is a necessity to execute relentlessly. We are bound by a bureaucracy that breeds inefficiency. As a leader, you must instill in your workforce the need to identify and eliminate inefficiency wherever and whenever possible. Make it your goal to root out inefficiency. This brings me to another mark of great leadership – the personal courage to make tough decisions and continue moving your workforce to the next level of excellence. Resistance to change never fully dissipates – even after early progress is made and short-term wins are generated. It takes courage to do what is right and not just what is popular. It takes courage to chart a new course, to stand alone and to act. You will be scrutinized, challenged, perhaps even chastised by some – but hold true to honor, integrity and the courage to do the right thing!
