Infrastructure Resiliency (.1 CEU) Emil H. Frankel, Former Assistant Secretary for Transportation Policy of the USDOT President, Senior Fellow, Eno Center for Transportation The need for investment in the nation's infrastructure has been well-demonstrated in the past few years. Many parts of our transportation infrastructure are aging, deteriorating, and, in many urbanized metropolitan regions, severely congested. A thriving and growing economy depends upon an efficient and productive transportation system. Despite these circumstances, and despite the needs, federal funding for transportation has stagnated in the last several years. But to all these needs, we must add another: the requirement that we build and restore a transportation infrastructure that is resilient to the changing and growing demands of a changing and more threatening environment. These are demanding and challenging tasks for public works officials and for the leaders of infrastructure agencies, particularly, in a time of constrained fiscal resources, of limited human capital, and political deadlock. But making the right choices and establishing the correct priorities will be the measure of your success in the next few years and decades. General Session: 10:45 - Noon

Motherhood, Apple Pie & Succession Planning & Management: We Know it’s Important, But Why Don’t We Do It? (.125 CEU) Teresa L. Lockamy, Lockamy Consulting Services The session provides an overview of the payoff for successful succession planning & management initiatives. Specifically, the presentation offers strategies to transfer key knowledge and skills from “retirement-eligible” employees to high-performing, high-potential employees in organizations. This interactive presentation includes specific examples, stories of successes and failures and highlights the costs of NOT adequately planning for your future talent needs. Participants will have the opportunity to ask questions about their succession planning and management struggles. General Session: 1:30 - 3:00 p.m.

Urban Revitalization Using Green Infrastructure and Conservation Planning (.15 CEU) Ted Brown, PE, Practice Lead, Biohabitats Inc Today more than 51% of the world’s population now resides in cities. This presentation will explore some of the ways in which multi-disciplinary planning and design teams are strengthening community health, vibrancy, and resilience by reintegrating functional ecological systems into the urban fabric through master planning and design. Whole system community planning leads to improved integration of transportation, landscape, infrastructure, and local economies. For example, stormwater management can be more than holes in the ground. A variety of examples will be highlighted to illustrate how taking a whole systems perspective, with a bias towards natural systems, can regenerate and revitalize urban space. General Session: 3:30 - 4:40 p.m. Local Capital Budgeting: Rationale, Financing & Planning Strategies, and Policy Framework (.1 CEU) Jack Vogt, Adjunct Professor, School of Government, UNC-CH (retired) Consider rationale and strategies involved in strong local government capital budgeting: multi-year capital improvement planning, suitable and balanced capital financing, and governing board policies to guide capital budgeting. The session will address the following: the reasons why a local government facing growth or change should have a process for capital project planning, budgeting, and financing, capital improvement planning (CIP), identifying the defining characteristics of a multi-year CIP and issues involved in developing and using a CIP, capital financing, including pay-as-go sources, different debt options, debt capacity, and using debt and pay-as-go sources in a “balanced” capital financing strategy; and overall governing board polices to guide local capital planning and budgeting. General Session: 4:30 – 5:30 p.m. Leading With Influence (.1 CEU) Merikay H. Keynote: 8:00 - 9:00 a.m. The Uncomfortable Notion of Change (.1 CEU) Lance Drummond, Executive Vice President of Technology and Operations, TD Canada Trust (retired) This presentation proposes that most of us are uncomfortable with the idea of change. The speaker discusses the reasons why people fear change, then argues given the current Volatile, Uncertain, Complex, Ambiguous (VUCA) world, change is inevitable. The speaker shares through practical experiences some of the consequences associated with not pursing a change agenda and based prior study and experience discusses a practical approach to effectively leading change. Concurrent Sessions: 9:15 - 10:15 a.m. Don’t Be Distressed Over Pavement Condition Surveys (.1 CEU) Seth Swaim, RLS, GISP, Vice President of GIS at Withers & Ravenel Andy Johnson, Director of Construction Management at Withers & Ravenel Withers & Ravenel uses mobile technology and APWA MicroPaver software to perform pavement condition surveys (PCS). Mobile devices are utilized to capture both geographic locations along the street and length/area dimensions for each pavement distress encountered. In Situ Stabilization of Soils Using High Density Resins Under an Existing Culvert (.1 CEU) Joe Church, Sales Manager, Uretek Mid-Atlantic Municipal Public Works Departments frequently confront the costs associated with deteriorating culverts beneath public streets. Such was the case in 2012, when the City of Durham faced an expensive challenge involving a failed box culvert. Uretek Mid-Atlantic was contracted by the City of Durham to repair the culvert using trenchless technology as opposed to open-cut replacement. Balancing Plant Growth and Function Using Alternative Media for Bio-Retention Systems (.1 CEU) Chuck Friedrich, RLA, Landscape Architect, Stalite Environmental This presentation will showcase and review case studies showing how the selection of growing media can impact success or failure. The goal is to obtain the knowledge to select the proper media to maximize sustainability while meeting the expectations of the design intent. Build a Better Block (.1 CEU) Wanona Satcher, Project manager, Durham Urban Innovation Center Overview of the community engagement project, Build A Better Block, in Durham, NC. The initiative locally reflects the internationally known Better Block program. Better Block focuses on revitalizing communities to increase economic development and multimodal transportation. General Session: 11:00 - Noon Legislative Update (.1 CEU) Vickie Miller, Grassroots Coordinator This presentation is designed to provide conference participants with an overview of legislation that impacts the public works field in North Carolina arising from the 2015 General Assembly Long Session. Participants will also learn about effective grassroots advocacy techniques and strategies for building relationships with state elected leaders.

Spa Amenities Day Pass with Lunch is $35: includes access to pools, waterfall, indoor/outdoor jacuzzi, dry saunas and steam rooms. Lunch from Spa Café served poolside. Must call 828-459-3618 and reserve with credit card to secure the reservation. A la carte services (call for menu) at 20% discount.

APWA-NC will make a donation to Connections Clubhouse, Newton, NC. Connections promotes and provides opportunities for adults with mental illness in the Catawba Valley region to lead meaningful and productive lives of their choice in the community. We achieve this goal by providing meaningful work, meaningful relationships, and the chance to feel a sense of belonging to a welcoming community.

Connections is located in Newton, North Carolina (in the western part of the state in the foothills of the Blue Ridge Mountains). The clubhouse is in a rural area, on the outskirts of town. The grounds cover over five acres and the combined buildings give us over 5,000 square feet of working space. Connections isa program of Catawba Valley Behavioral Healthcare.
