What we do§ Monitor every CIVMAR position as it relates to shipboard
manning hiring goals and determine when announcements are necessary.
§ Publish Promotion Opportunity Announcements (POAs)- Provide 30-day read ahead- POA opened for 14 days
§ Ensure POAs receive appropriate publicity.- Emails to the ships, CSUs and training centers- MSC website: http://civmar.sealiftcommand.com
§ Provide technical expertise, advice, assistance, and guidance on all of the policies and procedures for the CIVMAR merit promotion process.
§ Provide advice to CIVMARs when submitting their application.4

What we do§ Assist Subject Matter Experts (SMEs) in establishing crediting
plans. Crediting plans are used by the reviewing officials (board members) to rate and rank application packages.
§ We are responsible for any changes in the promotion process.
§ Conduct a complete review of all application packages to determine if basic eligibility requirements have been met.
§ Respond to promotion complaints, inquiries, investigations, and questions.

What we do§ We will send an acknowledgement email indicating that we
have received your package.§ If your package meets the basic eligibility, we forward it to the
evaluation board to be rated.§ We will also send email to inform an applicant of ineligibility if
your package doesn’t meet the basic eligibilityrequirements. (Reference current POA.)
§ We facilitate every Merit Promotion evaluation board.

What we DON’T do§ We ARE NOT voting members on any evaluation boards.
§ We WILL NOT discuss your package with anyone outside the office / SME.
§ We WILL NOT discuss another person’s package with you.§ We DO NOT accept any additional documentation that is
received or postmarked after the closing date of the announcement.
§ We ARE NOT the Selecting Officials.

What to consider when responding§ Since PROMOTIONS directly affect your pay, you need to sell
yourself when submitting your package.§ Carefully READ the entire POA, pay particular attention to:
- Minimum Eligibility Requirements- Evaluation Criteria (Knowledge, Skills and Abilities)- Conditions of Employment- How to Apply
§ Make sure your package is submitted in a TIMELY manner.

Promotion ApplicationThe following documents are required to be included in your package in the following order:

Promotion Application§ Your resume. All resumes must show sufficient experience
and / or education, knowledge, skills, and abilities to perform the duties of the specific position for which applicants are being considered in order to receive maximum credit. Resumes shall include the following information- Full name- Highest CIVMAR permanent position held and inclusive dates- Relevant work experience within the last five (5) years including paid
and non-paid public or private sector work experience related to the job for which applying.
- College or university name, city, and state (with zip code), major(s), type and year of any degree received (if no degree, show total credits earned and indicate whether semester or quarter hour).

Promotion Application§ Summary of ship assignments including positions held and
dates assigned for at least the last five (5) years. However, if this information is already contained in the resume it is not necessary to duplicate it.
§ Job related training courses (list course title and date completed only). Do not submit copies of course completion certificates.
§ Job related honors, awards and special accomplishments, for example, military, government, or recognized professional organizations related to the maritime field and performance awards (give date, type and short synopsis of accomplishments but do not send documents).

Promotion Application§ Last five (5) years of evaluations signed by supervisory chain-
of-command this can include MAP evaluations. Note that MAP evaluations submitted will be used to validate the HRMS database and will be extracted from the "package" once the MAP HRMS data is identified. Evaluations do not count toward the 35 page limitation.
§ Your overall score will be reduced if the applicant fails to submit required information according to the instructions contained in the advisory or POA.
§ Failure to submit required information to show that you meet the minimum qualifications as outlined in the POA will result in the application being found ineligible.

Promotion Application§ All applications and supporting documents will become the
property of MSC and will not be returned to the applicant once submitted. Applicants are encouraged to make copies prior to submission.
§ Questions may be directed to the MSC Employment Division via email at MSC [email protected]. Responses will be provided within two (2) business days.

Evaluating packages§ Resume = Job related experience.§ Awards (job related honors, awards & special
accomplishments). § Education (colleges or universities). § Training (job related training with title & dates completed). § Evaluations (last five (5) years signed by supervisor).§ Official MAP evaluations submitted by the authorized
submitter will be included in your promotion application package.
§ Licenses (if applicable).

WAIT – Please be patient!!!§ It takes several weeks to review all incoming packages and
convene the board.
§ It can also take additional time for the selecting official to determine the “cut-off” for Best Qualified, Qualified, and Not Qualified.

Best Qualified & Qualified Listing§ You will receive a letter notifying you of your placement on the
Best Qualified (BQ), Qualified (Q) or Not Qualified (NQ) list. § If you are on the Best Qualified list – you are eligible for
permanent promotion.§ If you are on the Qualified list- you can be temporarily
promoted.§ If you are on the Not Qualified list, you are not eligible for
permanent or temporary promotion.§ Please note that, being on the BQ list DOES NOT mean you
will automatically get promoted.§ As vacancies become available the selecting officials review
the BQ list aligned with MSC ship manning requirements.

Best Qualified & Qualified Listing§ You MUST be “selected” by the selecting official from the BQ
list BEFORE you can be promoted.§ This is NOT an immediate process, so please be patient and
don’t get frustrated.§ When it is your time to be promoted – we will send a
congratulatory letter to your home and an email to the ship’s Purser stating that you have been promoted with the effective date.
§ Once you are selected and receive your letter then it is time to celebrate! Congratulations are in order for all those candidates selected in this very competitive selection process.

Tips & Recommendations§ Thoroughly review your promotion package for accuracy and
completeness.§ Submit your promotion package on time. We recommend
submitting your package early during the open period.§ All documents must be postmarked by the closing date of the
announcement.

Things NOT to do§ DO NOT staple, tape, spiral bind or place your package in
three-ring binders.§ DO NOT exceed 35 pages (excluding evaluations).§ DO NOT include information that is not requested.§ DO NOT laminate your pages.§ DO NOT submit evaluations older than five (5) years.
