1. Beginning process of ordering plaques for the HS PAC awards symposium2. Looking into updating past Joint Services Certificates into Awards

Accomplishments - Activities completed since the last report.

1. Completed advertisement and selection process for three Junior Officers for the Joint Services: Heath Services Junior Officer Award of Excellence. Army will host awards ceremony between April 26-May 1st, further logistics (location/time) to be outlined by the Army.

2. Completed the selection process for the Garcia and Kissel awards, announcement to be made at the Awards Ceremony which will be held on Tuesday June 19, 2015 during the HSO Category Day at the USPHS Training Symposium in Atlanta, GA.

3. Notified the symposium team of the awardees for the 2015 Kissel, Garcia and 2014 Responder of the Year.

Career Development – CDR Kelly Brown

Current Activities/Updates – 1. CDS Operations Team planning for the HSO Booth at the 2015 COF Symposium is in-progress.2. CDS Analytics/Assessment Team are working on a feasibility study to better understand why Officers are not promoted; targeting a meeting in May with CDR Mary McCormick, DCCPR promotion coordinator to discuss.3. CDS Operations Team has begun planning for the Career Counseling Sessions at COA; a call for volunteers is forthcoming and the connection with the Mentoring Subcommittee has been made.4. CDS Promotion Team has established lead officers for each of its major projects (Career counseling at COA, Career Development Webinars, CV Review, Coaching on Demand, etc.)5. Meetings/planning with the Mentoring Subcommittee rep for the Career Counseling at COA will commence soon.

Accomplishments – 1. The CDS Operations Team completed roster updates on the HSO website, updated the roster

information in the myattendancetracker system, and assigned roles & responsibilities to team members for team activities.

2. The CDS Analytics/Assessment Team completed draft of the annual training and needs assessment survey; targeting this month (April) to distribute to HSOs.

Membership – CDR Josef Rivero

Feasibility Study- Review and evaluate current HSO numbers and the current breakdown of VMs by HSO disciplines to determine if we can justify an increase in VMs. The goal is to ensure that we have a true representation of the diversity of the category so each discipline is represented.2. Applicant Scoring Sheet- current review of the scoring sheet to ensure benchmarks are objective and reflects the current trends in PHS leadership priorities.3. Nomination Frequently Ask Questions- completed the review of the Nominations FAQ.

Readiness – CDR Carlos Bell

Current Activities/Updates - Updates on activities previously reported and/or new activities initiated after the last report.

The HS Readiness Subcommittee meets on the 2nd Wednesday of each month from 1500 – 1600 EST hrs. Anyone interested in joining the Subcommittee should contact LT Roberta Garza at [email protected]. The Subcommittee last met on 11 March 2015. Our next meeting will be on Wednesday, 8 April 2015.

The Cross Category Readiness Work Group (CCRWG) also met on Wednesday, 25 March 2015. Both CDR Carlos Bell and LT Allen Applegate, Readiness Subcommittee Alternate Chair, represented the HSO PAC at the meeting.

The USPHS will be transitioning the payment system to the USCG system, i.e., Direct Access. This will take into effect on January 2016. Similar to the other services, starting in January 2016, we will get paid twice a month, on the 1st and around the 15th.

During the 01 January 2015 Quarterly Basic Readiness check, RedDOG reported that out of 1,302 HSO officers, 110 officers did not meet basic readiness standards. 91.55% Meaning 91.55% Basic R HSOs were ranked #5 among our PHS professional categories.

As of 12 March 2015 only 81.57% of HSO officers were projected to meet basic readiness standards for the 01 April 2015 quarterly Basic-Readiness check – 2 weeks prior.  This is expected as projected rates tend to drop after the official quarterly check and tend to increase the closer we get to the quarterly check. That being said, it does show that many of us are waiting until the last minute to update our files.

All 240 HSO officers who were not projected to meet basic readiness during the 12 March 2015 check were notified by the Subcommittee’s Basic Readiness Work Group.

The most recent official quarterly readiness check was done on 01 April 2015. Once the basic readiness data is adjudicated by RedDOG, the Subcommittee will receive and share the readiness status for the HSO PAC Category. Please note that Direct Access will be down for approximately the first 0two weeks in April while adjudication is being done.

Each officer is responsible for ensuring their individual Readiness qualification. Maintaining basic level of Readiness is a condition of service and therefore mandatory for all officers at all times.  Failure to sustain basic level of Readiness could impact eligibility for future promotion, eligibility for individual or group awards, and/or lead to Board review for retention of officer on active duty in USPHS Commissioned Corps.

Additionally, basic readiness qualification is a pre-requisite for participation in all deployments.

We urge you to do your part to ensure that 100% of our HSO officers are qualified at basic level of Readiness.  Part of this is ensuring that you are proactively checking your readiness status on Direct Access each quarter and planning in advance to meet readiness requirements that may be expiring. Officers who believe to have an incorrect readiness status in Direct Access, should email LCDR Nasser Mahmud (RedDOG) ([email protected]) ASAP.

Officers that cannot complete the requirements for basic readiness because they are/have been deployed to the Ebola mission will be given a 90 day administrative waiver.

If you need assistance with your Readiness, please do the following:

o Review step-by-step instructions for completing each Readiness requirement in the document titled Readiness-Down to Basics at: http://dcp.psc.gov/CCMIS/RedDOG/Forms/Basic_Readiness_Checklist.pdf. This document includes a “listing of basic readiness requirements for USPHS Commissioned Corps officers and detailed instructions on completing bureaucratic requisites for each basic readiness requirement.”  Instructions for viewing your current and projected readiness status in Direct Access are also included in this document.

o If you have specific questions regarding your Readiness, you can submit a Readiness Assistance Form (RAF) to RedDOG from the secure log-in area of the CCMIS website. After you sign-in, click on “RedDOG” from left navigation bar. You may also send your inquiry to RedDOG at [email protected].

LCDR Joel Nelson is the new lead for the HSO P.A.C.E. Program -- the PHS APFT Certificate of Excellence Program. Piloted first among the Pharmacy category, the program aims to incentivize officers to not only adopt the APFT for Basic Readiness qualification but to motivate them to continue to work at their scores and increase fitness levels. There are three types of certificates: First-Time APFT Awards, Overall Fitness Level Increases, and Achieving Overall Fitness Level 4.

Officers need to submit an electronic copy of their Physical Readiness Standards Report and a screenshot from Direct Access of their Physical Fitness Summary page. Again, that POC is LCDR Joel Nelson at [email protected]. We've already submitted one Certificate request in 2015. LCDR Nelson just took over as Lead, but the program is up and running. Please keep an eye out for a flurry of activity on that front.

The Readiness Website Work Group is in the process of reviewing and updating the Readiness portion of the HSO Website. The ultimate goal is to revamp the structure of the website to better communicate readiness information to all HSO officers.

The newly formed Education and Communications Work Group is in the process of identifying guest speakers as part of a new Readiness Lecture Series. Additionally, we hope to start including Readiness Tips in the HSO Weekly Announcements.

Recruitment and Retention – CDR Malaika Washington

Signing and providing of appointment letters for HSAAP (Health Services Applicant Assignment Program) liaisons

Considerations on recruitment brochure for 2015 onward since HSO recruitment capacity has diminished in austere times. Officers stationed in IHS and BOP facilities, as well as attending career fairs, still find the brochure helpful as they explain the mission and purpose of the commission corps to civilian co-workers and others that they serve. The “recruitment brochure” may become more of a marketing brochure to inform the public of our service and maintain visibility throughout the “freeze”.

HSAAP Point-of-Contacts promoting service of the HSAAP for officers interested in a career change or physical move.

2015 R&R Retention Survey will be going out to HSO’s in late-April/ early-May.

Initiative 2: To have all subcommittees to develop Standard Operating Procedures detailing their major functions/formal processes in order to streamline transition of

office and accurately capture roles within BASPAG, by November 2015.Initiative 3: To assist officers in finding mentors/mentees and to establish a recruitment and

Communications committee is upgrading our internal listserv, streamlining policy as to which messages get sent and required content.

Monthly Updates: January: Initiative 1: Continued monitoring and emphasis on mentor/mentee relationships,

continued support from our Senior Advisor/CDR Dwayne Buckingham's activities in Washington DC.

Initiative 2: Working with Mentoring subcommittee and CDR Malaysia Gresham to educate all PHS social workers about this useful toll to assist and support mentor/mentee process.

Initiative 3: Planning will begin for Membership committee to establish and execute elections for voting members by end of 2015 so this process can begin in 2016.

1. The SOP/Survey Workgroup is working on developing the Events Subcommittee SOP2. The SOP/Survey Workgroup will be developing an Events Satisfaction Survey to capture and

evaluate innovative ideas and best practices from Health Services Officers and implement them across the Events Subcommittee to increase efficiency of processes, introduction of new ideas, and streamlining of information.

Accomplishments - Activities completed since the last report.1. The Events Subcommittee was approved by the HSPAC voting members to operate as a

freestanding subcommittee2. The Events Subcommittee has identified leads for the following workgroups: Change of

Command ceremony, HSO Category Day, HSO Scientific and Symposium Social, HSO Holiday Luncheon, SOP/Survey Workgroup, and Events Subcommittee Web Administrator.

We are very excited to celebrate the 50th annual USPHS Scientific and Training Symposium held May 18-21, 2015 in Atlanta, GA. Category Day will be held on Tuesday, May 19th at 8AM. The keynote Speaker will be RADM (ret) Thomas Borneman. The day will also include a panel discussion on HSO Officer
