The Blue Economy

• The “blue economy” concept seeks to promote economic growth, social inclusion, and the preservation or improvement of livelihoods while at the same time ensuring environmental sustainability of the oceans and coastal areas.

• Incorporates multiple economic sectors and marine aspects;

• Fisheries – 1 in 10 livelihoods depends on fisheries

• Tourism – Added value to double (2010 to 2030)

• Energy – Hydrocarbons & offshore renewables

• Climate change – The largest carbon sink on earth

• Transport – 90% of the world’s trade is carried by sea

• Minerals – Dredging & mining for aggregates and minerals

Azerbaijan: • Roadmap launch anticipated in late 2020

Colombia: • Discussions with government; exploring potential in Caribbean

PROBLUE and Offshore Wind

• WBG’s Offshore Wind Program has funding from Pillar 3 of PROBLUE

• Objective is to enhance the sustainability of offshore wind in emerging markets

• Environmental & Social Frameworks

— Objective; enable WBG client governments to adequately plan for and roll out a country-scale spatial assessment of environmental and social risks and opportunities associated with the development of an offshore wind sector in a new market.

— Framework will support the planning and siting of offshore projects with lower environmental risks and possibly opportunities, to help ensure bankability and uptake of good practice

— Important to be appropriate and practical for developing countries and incorporate the World Bank and IFC environmental and social standards (WB ESS and IFC PS)

• Geospatial mapping – plan/country level identification and selection of suitable sites for the deployment of offshore wind, including gathering data of sufficient quality

• Project preparation – inclusion of E&S aspects into the plans for offshore wind projects to enable international financing
